3 The Current Status i. Tanzania Civil Aviation Authority (TCAA) started the process of certifying/licensing its ATSEPs in ii. Tanzania Minister for Transport signed the civil aviation act CAP.80 Regulations, 2014.

4 The Current Status iii. It was due to the flexibility granted among the contracting States by article 38 to the Convention on International Civil Aviation(Chicago Convention of 1944) to domesticate ICAO Annex 1 so as to accommodate ATSEP licensing that standardize the level in CNS/ATM systems practices.

5 The Current Status iv. Tanzania Civil Aviation Regulations states that the Authority shall develop proficiency certification program of personnel who are engaged in the installation, operation and maintenance of CNS systems used in the designated airspace and aerodrome. v. It also requires competent personnel to perform the installation, operation and maintenance of CNS system in the designated airspace and aerodromes.

6 The Current Status vi. The ICAO recognized terminology for personnel involved in operation, maintenance and installation of a CNS/ATM system is Air Traffic Safety Electronics Personnel (ATSEP). vii. There are about 45 qualified ATSEPs in Tanzania Civil Aviation Authority (TCAA) directly engaged with operation, maintenance and installation activities of CNS/ATM systems. viii. To date,tanzania like other Africa states has not yet implemented licensing to its ATSEPs. WHY?

9 Training Structure 1. First recruitment requirement for ATSEPs includes: Age; Engineering Knowledge; Experience; Skills; Medical Fitness;

10 Training Structure 2. After being Recruited ATSEPs undergo training as per TCAA(Tanzania Civil Aviation Authority)Training policy. 3. The respective Trainings include:- a. Induction Training b. Concept Training c. Equipment Training d. On-The-Job Training

11 Training Structure a. Induction Training Emphasis on the new recruits functions and mains roles in their specialization; Done Locally at Civil Aviation Training Centre-Tanzania; b. Concept Training Current done at ATNS. c. Equipment Course d. On-Job-Training (OJT): Done at ATNS or Other Aviation Institutes Accredited by ICAO. Done at working positions.

13 Process of Licensing 1) Tanzania has opted to undergo the above structure as the process of licensing its ATSEPs. 2) It is Current in the process of finalizing the policy and certification documentation that will be submitted to the management for approval and implementation. 3) Tanzania Air Traffic Safety Electronics Association (TATSEA),strongly day to day collaborates with Regulation division to complete the Certification document.

14 Successes: Training Structure a. At least fulfill in accordance the State regulatory requirements i.e. Age, knowledge, experience, skill, and attitude for the ATSEP. b. Induction and Concept courses has been mandatory to every recruited ATSEP. c. At least every year one or Two ATSEPs scheduled to Equipment course. d. Competency and responsibilities to perform duties although no formal assessment.

15 Successes: Licensing Disregarding being in the process of licensing, Tanzania ATSEPs foresee these importance benefits:- 1) Enhanced performance and mobility; 2) Cost saving,greater efficiency; 3) Higher revenue for ANSPs and Airspace users respectively to the greater efficiency of the licensed ATSEP, as must ensure resilience of the whole system in a standardized manner; 4) Harmonized regulation compliance.

16 Lessons Learnt: Training The teaching we revealed from implementation of Tanzania ATSEP Training includes:- a. To enhance Competency Based training; b. To have a formal Training Assessment; c. To include continuous evaluation of the effectiveness of the training programme that is acceptable to the Authority.

17 Conclusion Based on our success, challenges and lessons learnt: a. While IFATSEA strives for worldwide standard of licensed ATSEPs, Tanzania will take Advantage of the flexibility granted to States by article 38 to the Convention on International Civil Aviation(Chicago Convention of 1944) to domesticate ICAO Annex 1 so as to accommodate ATSEP licensing.

18 Conclusion b. Air Navigation Service provider(ansp-tanzania) should recognize the benefit of a licensing ATSEP respectively to their roles in safety chain. c. Tanzania, as among the ICAO contracting state will join hand to IFATSEA in convincing the forecoming ICAO General Assembly to include ATSEP in ANNEX 1 by voting YES. d. ATSEP inclusion in ICAO Annex 1 as to be subjected to ICAO audit will expedite ANSP-Tanzania particularly implement licensing to its ATSEPs.
