3 Global Aviation Safety Plan Background: The new GASP was accepted by the ICAO Council in mid-2007 The 36th Assembly in October 2007 resolved that ICAO shall implement the GASP and keep it current The Global Aviation Safety Roadmap (GASR), prepared for ICAO by the industry, constitutes the basis on which GASP is built and is an integral part of it 3

17 Continuous Monitoring Approach Required by ICAO Assembly Resolution A36-4: Examine the feasibility of a new auditing approach based on the concept of continuous monitoring Implementing the CMA to audits while continuing to maintain as core elements the key safety provisions of Annexes 1, 6, 8, 11, 13 and 14

18 Assembly Resolution A36-4 Make appropriate changes to USOAP to incorporate the analysis of safety risk factors, and apply them universally Following the current audit cycle in 2010, continually assess States compliance with their oversight obligations and adapt audit planning and scope accordingly

19 Objective of USOAP beyond 2010 To promote global aviation safety by enhancing Contracting States safety oversight capabilities through continuous monitoring of safety performance

20 ICAO assistance ICAO s Assistance Programmes focus on: Providing assistance to Contracting States with the aim of correcting deficiencies highlighted by USOAP Promoting the establishment of regional safety oversight systems Support to the Comprehensive Regional Implementation Plan for Aviation Safety in Africa (ACIP) Develop and implement other Regional Safety Initiatives under the GASP
