1 Dallas Mayor Mike Rawlings Mike Rawlings is gaining media attention across the U.S. for some surprising work. Below are excerpts from three articles on the second term mayor. Meet the Man s Man Mayor Who s Trying to End Domestic Abuse New York Magazine March 12, 2013 You don t need a Y chromosome to know Mike Rawlings is a man s man. Before he became mayor of Dallas in 2011, he was the top executive at Pizza Hut and, before that, an athlete. He has a full of head of gray hair and a voice like Jeff Daniels. When he talks, he relies heavily on sports metaphors. None of this should make his anti domestic violence activism surprising, but it might make him the movement s most refreshing new spokesman. Last month, Rawlings firmly requested the presence of 10,000 Dallas men Boy Scouts welcome, too at City Hall on March 23, to show their solidarity for his just announced Men Against Abuse campaign. I decided to call out the men of Dallas, Rawlings told the Cut. I said, this is not a women s issue, this is a men s issue. Eighty five, 90 percent of domestic violence is men on women. Mike Rawlings Against the Politics of Fear D Magazine August 2, 2016 Thinking people by their very nature think differently about many things. But the mayor (Mike Rawlings) has time and again risen above these disagreements over policy to speak to the larger causes that unite us. Following the shooting of five of his police officers (nothing worse has happened to any mayor since the assassination of John F. Kennedy), he resolutely defended the right of the protesters to march even as he mourned the officers who lost their lives. He spoke with passion and eloquence, and he addressed the very heart of the great matter that now confronts the American people. He directly refuted the loud voices of division and fear that filled the cable news outlets and social media. But the politics of fear did not take over this city. Mike Rawlings did not allow it to. He stood up and spoke out with calmness, clarity, and an abiding faith in the goodness of his fellow citizens. One man cannot heal 20 generations of racial division and suspicion and on both sides fear. But no man could do more than Mike Rawlings did that fateful week. There was nothing practiced or calculating in it. The strength he displayed came from his heart. It was who he is. Rawlings creates Dallas Commission on Homelessness, one week after Tent City closure The Dallas Morning News May 9, 2016 Less than a week after Dallas officials permanently closed the city s largest homeless encampment, Mayor Mike Rawlings has created a new group to develop a long term housing solution for homeless people. Though Rawlings praised those involved in permanently closing the I 45 encampment, he emphasized the need for solutions to end chronic homelessness in Dallas. The mayor said Monday that he expects that any proposal from the new commission will be cheaper for taxpayers than the current system, in which many of the city s homeless population frequent the county jail and county hospital. 2 Highway Funding and Highway Headaches in Dallas Portions of this article have been excerpted from Governing magazine, November 4, 2015 Texas is growing by more than 1,000 new people a day. This means bigger traffic jams in the Dallas, Austin and Houston regions. The additional taxes the newcomers pay don t cover the cost of expanding and maintaining roads. To handle this increase in traffic, Texas has turned increasingly to toll roads with Dallas leading the way, establishing public private partnerships, toll managed lanes and even foreign owned toll roads. In 2014 the state even used its flush rainy day fund to direct up to $1.7 billion more a year toward transportation. But that still fell short of the $5 billion a year that state transportation officials say is needed to maintain current levels of congestion. And the gap grew even bigger after oil prices fell in 2015, because oil tax revenues fund the rainy day fund. Prop 7: A New Funding Plan: Recently toll roads have become unpopular with voters and, therefore, lawmakers. Voters may not want to pay higher taxes, but they also don't want to have to pay just to drive on their roads. Last November Texas voters approved a measure, Prop 7, to provide more money for roads without raising taxes, adding debt or adding toll roads. The measure could add as much as $2.5 billion a year for the next decade toward building and repairing the state s congested roads, and even more investment after The measure is the latest effort by Texas leaders to cope with the stresses that the rapidly growing population is putting on the state s transportation networks without raising taxes. After all, part of the reason to move to Texas is that the state has low taxes. Texas hasn t raised its gas tax since Rather than adding new taxes, Prop. 7 will pull new money from certain existing taxes and direct it toward transportation. For example, once the sales tax the state s main source of tax revenue brings in more than $28 billion a year, the next $2.5 billion will be devoted exclusively for transportation every year for the next 10 years. A similar mechanism will apply to the vehicle sales tax starting in 2019: Once collections reach $5 billion a year, 35 percent of the receipts beyond that will go toward roads. It s a more complicated solution than simply raising the gas tax or increasing vehicle registration fees, acknowledged Jack Ladd, the president of Move Texas Forward and the treasurer of a related political action committee backing Prop. 7. There is no political will in Austin to do that among Democrats or Republicans, he said. Conservatives don t want to increase taxes at all, while liberals worry that gas taxes and registration fees hurt poor people. How big of a priority is transportation funding in Texas?" Ladd said. "You have to say, if you know the facts, it s a really big problem Prop. 7 puts transportation funding ahead of other priorities, like health care and education. But Ladd said those areas would also benefit from better roads. Early Impact: In January, the Texas Department of Transportation announced it would be doling out $1.3 billion for the state s biggest cities to do battle with terminally unrelieved highway congestion. Dallas will receive $364 million. The windfall comes from tax and license revenues generated through Prop 7 and not costing taxpayers an extra dollar. 39

3 Moving the people of Dallas DART (Dallas Area Rapid Transit) The DART is Dallas s primary transit agency that operates buses, a light rail, commuter rail, and highoccupancy vehicle lanes in the city and in 12 of Dallas suburbs. It moves more than 200,000 passengers a day and covers almost 100 miles of transit between its various lines. The region's long term investment in the Dallas Area Rapid Transit (DART) Light Rail System ($4.7 billion invested) has generated more than $7.4 billion in regional economic impact, according to a new study of the agency's capital spending between 2003 and In 2013 alone, DART's operational spending exceeded $490 million and generated almost $750 million in annual regional economic activity. It supports more than 7,100 direct, indirect and induced jobs with total labor income from DART's operations nearly $492 million annually. Local and state government entities will receive more than $31 million in recurring annual revenue from DART related operational activities. At the peak of construction in 2010, DART was responsible for more than a quarter of all light rail construction in North America. The light rail system is the longest system in the U.S., with 61 stations and 85 miles of lines. Downtown Dallas is connected to downtown Fort Worth through the Trinity Railway Express. The commuter line has an average weekly ridership of 7,300 passengers today and is the 15th most ridden commuter rail system in the country. DART also operates 121 regular bus routes. High Speed Rail Parts of this article was excerpted from Bisnow magazine As the populations of Dallas and Houston double in the next 20 years, auto traffic between the cities will increase by 100%, pushing the four hour journey between the two cities to six hours, according to the Texas Department of Transportation. Texas Central, a private company planning for the nation s first high speed rail, wants to get you there in less than 90 minutes. The project plans to move passengers from Houston to Dallas via the N700 I Bullet Train system in use between Osaka and Tokyo since to the state over the next 25 years. Because Texas Central is a private company, the company will have to pay property taxes to cities, school districts and counties for the entire length of its track between the two cities, making it the largest taxpayer to any area it passes through. Texas Central expects to pay $2.5 billion in taxes over the next 25 years. The project projects 40,000 jobs over four years of construction with an additional 1,000 permanent jobs operating the railway. Texas Central estimates $36 billion of direct and indirect economic benefit Detractors: According to Texans Against High Speed Rail, of the 11 counties involved, nine of them oppose the railway. The railway only plans on having three stops: Dallas, Houston and somewhere near Huntsville/College Station. Opponents say not stopping in all the towns along the way means residents will have to put up with the noise, pollution and eyesore for nothing. However Texas Central Executive Director David Hagy says the noise of a bullet train is much different than most trains. The train will run on electricity, helping the environment by keeping cars off the road. Highspeed rail uses an eighth of the energy per seat and expends 1/12th of the carbon passenger/mile compared to a typical commercial jet. Much of the track will be elevated, minimizing the impact on wildlife and natural environments. The full environmental impact study is expected to be released soon. Texas Central expects to begin construction as early as 2017, with passenger service to begin as early as

4 Southwest Airlines In its 46th year of service, Dallas based Southwest Airlines continues to differentiate itself from other air carriers with exemplary customer service delivered by more than 50,000 Employees to more than 100 million customers annually. Southwest operates more than 3,900 departures a day during peak travel season across a network of 98 destinations in the United States and seven additional countries. The U.S. Department of Transportation has awarded Southwest authority to serve the Cuban airports in Veradero and Santa Clara from Ft. Lauderdale. The Company awaits a final determination on its pending application to serve Havana from three airports in Florida. Based on the U.S. Department of Transportation's most recent data, Southwest Airlines is the nation's largest carrier in terms of originating domestic passengers boarded. Southwest created a program called Transfarency, a philosophy which treats customers honestly and fairly. Southwest is the only major U.S. airline to offer bags fly free to everyone (first and second checked pieces of luggage, size and weight limits apply, some airlines may allow free checked bags on select routes or for qualified circumstances). With 43 consecutive years of profitability, Southwest is one of the most honored airlines in the world, known for a triple bottom line approach that contributes to the carrier's performance and productivity, the importance of its people and the communities they serve, and an overall commitment to efficiency and the planet Southwest is reported to be the first major airline to hire a black pilot and was one of the first to have a website. Southwest Airlines gained a reputation for "outside the box thinking" and proactive risk management. Southwest has enjoyed much positive press (and a strong financial boost) from their energy trading skills. Southwest was recently named the nation's best carrier for air cargo. For the seventh straight year, Southwest earned the Airforwarders Association's (AFA) "Domestic Carrier of the Year," award. 5 Love Field Modernization The Love Field Modernization Program (LFMP) was created in 2009 to accommodate the expected increase in traffic as a result of the release of the Wright Amendment on Oct. 13, 2014, which allows nonstop flights from Love Field across the U.S. LFMP is a joint effort by the City of Dallas and Southwest Airlines to expand and transform Dallas Love Field Airport into a convenient, modern airport for travelers. Since its beginning, LFMP has made tremendous progress. In 2014 the Airport opened 20 new gates, expanded the main lobby space and baggage claim area, as well as opened a new ticketing/check-in hall. This first phase also doubled the amount of airport concessionaires and now offers a wide variety and impressive selection to satisfy any travelers needs. An analysis determined that Love Field currently contributes approximately $3.4 billion annually to the regional economy. The airport is estimated to generate an additional $1 billion in regional economic impact totaling $4.4 billion annually, if demand requires full implementation of the plan. The next phase of LFMP focused on improving and expanding parking at Love Field to accommodate for the increased traffic. Garage C will provide approximately 5,300 new parking spaces and is anticipated to open in Throughout the construction of Garage C, travelers may utilize The Love Connection Remote Parking, a temporary remote parking lot that provides travelers with a seamless and economical parking option. Another important aspect of LFMP is the Love Field Art Program. Public art has been a part of Love Field since the early 1960s and has continued to flourish ever since. In 2009, the Love Field Art Program was created to coincide with the LFMP renovations. As part of the program, 11 new works were commissioned and placed in high profile locations throughout the airport. In addition to 15 permanent art pieces, traveling exhibitions are also brought to the airport on a regular basis. 42

6 DFW INTERNATIONAL AIRPORT AND DALLAS LOVE FIELD DALLAS FORT WORTH BOASTS TWO AIRPORTS DFW INTERNATIONAL AIRPORT Dallas / Fort Worth International Airport is an economic engine for the region, generating $16.6 billion in economic impact annually. Built in 1974, midway between Dallas and Fort Worth, it is the highest-capacity commercial airport in the world and one of two international gateway airports in Texas. As a major hub of Fort Worth based American Airlines, DFW Airport offers business travelers a high-frequency schedule and access to any major city in the continental United States in less than four hours. Cargo operations, which amounted to 684,300 metric tonnes in FY 2014, serve 17 major markets around the world, including several key markets in Asia. DFW Airport is currently upgrading its 4 original terminals with a $2.3 billion dollar Terminal Renewal and Improvement Program (TRIP) and is expected to be completed in DALLAS LOVE FIELD Located just seven miles from downtown Dallas, Dallas Love Field is a convenient general-use airport that serves as the headquarters for low-cost carrier Southwest Airlines. The airport, which served more than 8.4 million passengers in 2014, recently underwent a $519 million renovation, including a centralized terminal with 20 gates, a new lobby and an expanded baggage claim area.
