The (CATSR), at George Mason University (GMU), conducts analysis of the performance of the air transportation system for the DOT, FAA, NASA, airlines, and aviation equipment vendors. Our analysis has shown that the air transportation system has undergone an operational paradigm shift. (1) There is now significant statistical variation between routes (i.e. airport pairs) serving the same metropolitan areas in excess of the statistical differences in performance between airlines on a give route (i.e. airport pair). (2) The probabilities of delays and cancelled flights (and their associated costs to passengers) on some congested routes now contribute a significant percentage of the overall passenger trip costs. Consumers of airline travel are not provided this information by government consumer information or by the service providers (e.g. airlines, airports, travel websites). We believe this is a business opportunity. (1) Projected Total Trip Cost Technology Method for comparing different flights that takes into account choice of airport and it s costs (e.g. mass transit or parking costs), probability of flight delays and delays due to cancelled flights and their costs, etc. (2) Annual Airline Passenger Trip Report (2005) Analysis of the trip times for airline passengers by airport. Passenger trip times include delays from delayed flights as well as delays accrued due to cancelled flights. In 2005, the percentage of passengers delayed more than 45 minutes ranged from 65.6% to 98.9% 1

2 Projected Total Trip Cost Technology PROBLEM STATEMENT: Airline passengers must make complex decisions in the absence objective and comprehensive information and without the assistance of tools. Airline passengers are faced with a myriad of decisions in purchasing an airline ticket. Internet reservation systems allow passengers to choose: (1) airline, (2) departure and arrival times (3) airfare restrictions (4) seats (5) routes (e.g. non-stop or connecting) (6) departure and arrival airports (for metropolitan areas serviced by more than one airport) (7) ground transportation options at departure and arrival airports. Passengers make these complex and inter-related decisions in the absence of objective and comprehensive information. Furthermore these websites do not provide the consumer with an appropriate level of tools to make safe and wise decisions. This level of complexity is compounded when passengers must be re-booked due to a flight cancellation or predicted excessive delay. SOLUTION: Information and automation to enable passengers to choose wisely. TravelWise is designed to provide the airline consumer with a web-based tool that enables to the consumer to choose wisely in the presence of: (i) (ii) processes that exhibit large uncertainty (e.g. TSA queue times, flight cancellations or delays) complex and inter-related decisions The tool is explicitly designed to provide the consumer with comprehensive information about the trade-off between flights including access to local airports, check-in and security wait times and probability of trip delays due to delayed or canceled flights, available seats preferences, baggage options. UNDERLYING TECHOLOGY: Projected Total Trip Cost (PT 2 C) 2

3 For each flight option, TravelWise computes the Projected Total Trip Cost of the flight. Comparison of Projected Flight Costs determines the best consumer value given all passenger costs and preferences. The Projected Flight Cost includes departure local transportation costs (e.g. taxi, or airport parking), ticketing and baggage check-in delays, security delays, on-time flight performance, baggage dispersion, and local transportation costs and access to desired destination. 5 Objective: The TravelWise annual Airline Passenger Trip Report (APTR) provides statistics about the performance of the air transportation system from the point of view of the passenger. Specifically, the APR reports the on-time performance for passenger trips. This includes trip delays experienced by passengers due to cancelled flights as well as delays accrued by delayed flights. Background: The purpose of the air transportation system is to haul passengers and cargo in a cost, safety and reliably competitive manner compared to other forms of transportation. Traditional measures of the performance of the air transportation system, such as the Department of Transportation s Airline Travel Consumer Report, report on the on-time performance of the flights. Researchers have shown that flight performance is a poor proxy for on-time passenger trip time. Flight-based statistics do not incorporate delays accrued by passengers when they are re-booked due to a cancelled flight Passenger On-Time Performance (POTP) Passenger On-Time Performance (POTP) for a daily scheduled flight is computed based on historic data of the flight time performance of that flight over the past year. Delays accrued by passengers that are re-booked to later flights when this flight is cancelled are added to the historic flight time statistic. POTP is reported for: (i) the overall air transportation system, (ii) the major U.S. airports, and (iii) the routes between major U.S. airports. 5

6 1) POTP for Overall Air Transportation System POTP for overall U.S. domestic air transportation system 90% Comments: One out of ten passengers experienced a delay of more than 45 minutes due to delayed flights and/or cancelled flights. During January 1 to December 31, 2005, there were 2,942, 222 flights scheduled on 1030 routes between the 35 major U.S. airports. Seventy-six percent (76%) of the flights arrived within 15 minutes of their scheduled arrival time and were considered on-time by the government. The percentage of flights cancelled was 1.8%. The average number of seats per aircraft was 134 seats. The average load factor for all flights was 78%. 6

7 2) POTP for Airports POTP for passengers arriving at airports ranged between a low of 82% at Newark (EWR) to a high of 94% at Salt Lake City (SLC). 8 Comments: Passengers arriving at different airports experience different types of delays. At 27 out of the 35 airports, less than one out of ten passengers arrived within 45 minutes of the scheduled arrival time. At 8 out of the 35 airports, more than one out of ten passengers arrived within 35 minuets of the scheduled arrival time. The airports with the worst performance included: 1. the 3 New York airports: Newark (EWR), La Guardia (LGA), and John. F. Kennedy (JFK). 2. major hub airports - Atlanta (ATL) and Chicago O Hare (ORD) 3. over-scheduled airports in the north-east corridor - Boston (BOS), and Philadelphia (PHL) 4. over-scheduled airports in south Florida - Fort Lauderdale (FLL) 8
