2010 Highlights Challenging economic times Improved system safety - continued decline in the rate of losses of separation for IFR-to-IFR aircraft Full operational deployment of Canadian Automated Air Traffic System (CAATS) Edmonton s Northern Airspace Implementation of improved Gander Automated Air Traffic System (GAATS+) In operational readiness demonstration Integration of North Warning System radar surveillance in North Eastern Canada 4
2010 Highlights (2) Upgrade/modernization of ground based navigation aids (ILS, DME, TACAN) ILS Phase III replacement continues; DME replacement completed; TACAN decommissioning/replacement with DME Installation of MLAT for airport surface surveillance (Montreal International Airport) Acquisition of majority interest in Searidge Technologies Collective bargaining agreements reached with 5 unions Increased employee engagement Environmental Benefits updated CIFER (Collaborative Initiatives for Emissions Reductions)
Safety Loss of separation between two aircraft in IFR flight per 100,000 aircraft movements One of the lowest IFR to IFR loss records in the world
Keeping costs down
Canadian Automated Air Traffic System (CAATS) Automated flight data processing CAATS now connects seven Area Control Centres: Substantial efficiencies: flight data transferred electronically as planes cross the country. Edmonton FIR Northern Airspace sectors the last to make the transition to CAATS November 2010
Improving Flight Planning Collaborative Flight Planning System (CFPS) In development Benefits include immediate confirmation of flight plan Fully integrated into NAV CANADA s flight planning system Timelines VFR Flight Plans June IFR Flight Plans Fall 2011
Creating partnerships and integrating expertise
Incorporating Video Surveillance into airport surface detection
Making flight pubs more accessible
Helping the Environment 8.0M Metric tons of GHG reductions forecast $2.9B Projected fuel savings M Collaborative programs that support improved efficiency and reductions in GHG emissions Metric tons of GHG reductions over 20 years $4.3B Total savings
Northern Focus Increased surveillance and communications Radar integration (NWS), and ADS-B Application of Performance based Navigation RNAV procedures Reliable Aviation weather services Automated systems
North Warning System Integration ADS-B East Coast and Greenland ADS-B Hudson Bay Wide Area Multilateration Increasing surveillance coverage
AIS Production Growth Change Request Input every 56 Days FY 2006 FY08 FY11 Aero Changes Land Use TTL Assembly Output The number of product changes is 3 to 4 times the number of change requests.
Procedure Production Cycle Times Production Step Airport Data Creation NAV CANADA Data Validation Procedure Design Customer review / Simulation Jeppesen ARINC 424 Flight Check Publication Submission Printing and Distribution Normal Low / High Cycle times Low (days) (8.5mths) High (days) (22mths) Add 90 (3) to 540 (18) days if Transport Canada approvals are required Times do not account for current backlog
Procedure Production Breakdown Design Category Annual Designs Regulatory Reviews New and project designs Airport data changes Evolving and unclear requirements Impact Assessments 625 to to to to to 100 Total Production 1375 to 2300 Regulatory reviews will grow as the procedure inventory grows with GNSS and RNP procedure development The annual number of new procedures will vary depending on PBN activities, customer equipage, and other large terminal projects
Third Party Quality Reviews Where we started: 7 days per review and an average of 3 reviews per design 2.5 year turn around time per design We introduced Additional structure to the submission process We now use our procedure design tool in the review process The start of the new process slowed down review production temporarily The result: 2.5 days per review and an average of 2 reviews per design 1.2 year turn around time per design 9 to 12 months turn around time by the summer Design rules are know being assessed for CAP and RCAP submissions
