Warming Huts/Sheds/Snoparks: Phil and Bobbie Carey have been out cleaning trails a lot this summer. Kenny and Eileen helped a little. They have been doing a lot of logging out there, so some of the trails that were there last season might not be there this season. We are going to have to stick together and clean up trails as we come across them. The FS will not be doing it for us. Also, we ll have to remark trails. 1) Deer Mt./Chuck Best Park: Need to install roof on the outside bulletin board. 2) 4 Corners/Medicine Lake: Need to install/improve the outside bulletin board. Needs roof and Plexiglas cover. 3) Door Knob: Need to install an outside bulletin board with roof and Plexiglas cover. 4) Pilgrim Creek: Parking lot paved! Paved to the groomer shed too. Need to install/ improve the outside bulletin board, will need roof & Plexiglas cover. USFS: 1) Klamath National Forest: Nothing new. 2) Shasta/Trinity Forest: Nothing new. Groomer Reports: 1) Klamath: Nothing new. 2) Shasta/Trinity: Nothing new. 3) Modoc: Nothing new. OHMVR: Funding for Klamath NF (requested $114,000) funding $42,000. Modoc NF (requested $40,000) funding $8,000. Shasta-T NF (requested $75,000) funding $23,000. Now from what I understand in all of this is that funding was granted for the grooming of the trails, snow plowing and restroom service for the Door Knob, Four Corners, Deer Mountain, and Pilgrim Parking areas and some law enforcement patrols. The funding amounts do not include fuel or maintenance for the groomers, this will be paid for directly by OHV. Barry Jones believes there is no reason why we can t have grooming just like we did last season. [Because of the funding issues, Ed would like us to get together and discuss new priority trail grooming. Should be just a few people from the Club, maybe Phil, Doc, & Russ?]....Eileen CNSA: We still need a Club Rep to attend the CNSA meetings. Convention is Oct th at the Cal-Neva Hotel - North Lake Tahoe, CA & NV. Phil and Bobbie will be attending the convention. Phil said that he would represent the Club at the convention. Safety: FS asked if the Club could give their employees a snowmobile Safety Course. They have lots of new employees that don t know anything about snowmobiling. Eileen
2 Regular Club Meeting - 10/10/03 - Continued asked Scott and Al about giving the course. They said they would be glad to. We d like to make a day of it and have a BB-Q also. Al needs to know what level of course to have (experience of riders) and whether everyone will have a sled to ride (to decide if we have to have it at a Sno- Park or out in the snow someplace. Of course all snowmobile Club members are invited. Public Relations: Nothing new. Medicine Lake Projects (Dick Cowardin & Eileen Maier): Nothing new. Mercy Air Ambulance (Barbara McPherson): The notices are being mailed directly to the members now. For more information call Barbara at 530/ Adopt-A-Highway (Dick Holcomb & Bill Willison): Scheduled the next Adopt-A-Highway cleanup on Saturday, November 22nd. Meet at A12 & 97 at 10am. Club supplying doughnuts. Memorial Plaque for Chuck: We have $ donated to the plaque. This includes a $50.00 donation from Dick & Alma Anderson at the 5/9/03 meeting; the $14.00 from the 50/50 raffle, and $40.00 from Bob & Barbara McPherson sent in this summer. Phil, Bobby, Kenny and Eileen found a rock for the Plaque this summer. It was right behind Chuck s hut by the cinder pit. Not sure if the rock has been moved to the hut as of yet. The plaque was ordered and should be in by the end of the month. Wilderness Intrusions: When the snow falls, we need to stay out of the wilderness. Xmas Tree Farm: No grooming through this area happened this season. We still don t know what is happening with Becket & Becket. Sent out permission request letter to Sierra Pacific today. Do I need to send one to Becket & Becket? Club members said not to worry about it, we don t even know if we will be able to groom through the area this season. We did not hear back from Becket & Becket last year. Club s Search/Rescue Program: Eileen has not worked on this yet. We d like to get a calling list together of people who wouldn t mind going out and looking for missing riders. We d also like to put together a program to follow when searching. We happen to have two members of our Club that are registered search and rescue personal. Scott Nedved and Arnold Maas. Scott and Arnold would be glad to help the Club put together a program. Right now we need anyone who would like to be in the program, either a searching party or just to help set up the program or to help organize a rescue to contact Eileen either by phone or by e- mail. Sheriff s Office: We haven t heard from the Sheriff s Office as yet. Moving Club s Shed: This didn t happen this summer, we have not set a date to do this yet. Dog Sled Races: The Fourteen Angels Foundation, Inc. Has submitted a permit request to hold their dog sled race on 2/20 through 2/22/04. They would like the help of the Club to post signs, groom, and anything else we would be willing to do. Is there anyone whom would like to help out? Dick Cowardin said he wouldn t mind packing trails. We really need to know what they would like the Club to do. We have not had much interest in helping out with the race. Membership Status: Last season s; 62 Memberships with 129 Members. So far this year we have: 7 Memberships with 12 members, 2 new memberships. George Hawn: Plows the road to Chuck s Park. FS gets $30.00 per hour for the grader, but no funds for the operator. It might be possible to have George donate his time plowing. The Club voted to either have George attend a couple of meetings a year and have the Club buy him dinner, or get him a couple of gift certificates for a restaurant around the area for his volunteer time. Jeff Burcher: Jeff Burcher will be retiring the end of this year. Jeff does most of all the grooming for the Klamath NF. Jeff worked closely with Chuck Best,

Duck Award: Bill Willison still has the Duck (under great protest), no one could think of anyone else to give the Duck to, sorry Bill, but Membership News: thank you for taking such good care of the Duck! Classifieds: See page 3. Club s 50/50 Raffle (funds go to Chuck s Plaque): The raffle took in $ Phil Carey was the luck winner, he took $14.00 and the Club took $14.00 for Chuck s Plaque. Thank you everyone. Newsletter Label: Your address label shows your current membership status. The (Sept. 03) next to or below your name means your membership has expired. The (Sept. 04) next to or below your name means your membership is current. If there is a (Comp) there, the newsletter is a complimentary copy for nonmembers. Copies go to every member, to local Chambers of Commerce, local Visitors Bureaus, to local FS reps, and to State snowmobile organizations. This mailing we mailed out 54 newsletters (this includes possible ones in the future.) and ed 47 newsletters. Campaign: We are converting the newsletter to a.pdf file which you can read with Adobe Reader 5.0 software. Adobe Reader is free and can be downloaded off the Internet. If you do not all ready have it, just log onto and download. If you provided an address on your application you will be receiving your newsletter via an now instead of through the normal post office. You will be able to print out the newsletter and share it with your family. This will allow the Club to save funds on photo copying and postage. With your address, you will also be receiving any and all information that has to do with snowmobiling and/or land and personal rights issues. We don t expect you to read all of it, but some of it is very interesting. You will also receive current snow conditions, groomer reports, upcoming events and hotlines. We d like to thank everyone for renewing and welcome our new members. It is important that we keep our total Club numbers high. We are having to fight harder and harder to keep our riding areas open, and with all of your help, we will make a difference. It is short notice, but we will have to cancel the event if we don t get a chairperson. Thank you. Eileen TRACKING THE STATE by Barry Jones Unfortunately, I will not be at the Convention in October. Since I won t be at the Convention, I want to explain what happen at the Oct 2nd OHMVR Commission meeting. The Off-Highway Motor Vehicle Recreation Commission at its October Commission meeting allocated funding to the Forest Service and local government agencies to continue grooming and patrol most of the trail systems in California. This year s grant program decreased from $2.2 Million for 02/03 to $777,000 for the 03/04 fiscal year. However, the operation of the state owned snow tractors (including fuel), except for the labor, will be paid for with support funds derived from the OHV Trust Fund. That expense will be about $200,000 for fuel, repairs, and maintenance. The total snowmobile program will be about $1.1 Million in size, not counting expenses related to SNO-PARKS that is funded by permit sales. That amount close is to the estimates of income from gas tax transfers, green sticker registration, and non-residential permit income attributable to snowmobiles. All of the winter program grants proposed by the Division were approved except for the Stanislaus National Forest, which was deferred by the Commission to the December meeting. That program supports both the Highway 108 trail system and the Lake Alpine trail system. This year s grant funding will continue to provide snow plowing for most of the trailheads, all of the SNO- PARKS (a separate program), restroom service, minimal law enforcement patrol, and labor for grooming. Local government and federal grants will not contain any funding for administration of the program, mileage and expenses for vehicle use, replacement of vehicles, signing, maps, and trail preparation. Below is a description of what will be happening with the funding for each riding area. Tri-forest trails in the Mountain Shasta area: Funding was granted for the grooming of the trails, snow plowing and restroom service for the Door Knob, Four Corners, Deer Mountain and Pilgrim parking areas, and some law enforcement patrols. Ashpan trailhead: A new grooming shed was completed this summer. Funding was granted for the grooming of the trails; snow plowing and restroom service at Ashpan, and some law enforcement. Only one of the two Forest Service grooming operators was funded, so volunteers will be needed to accompany the groomeroperator. Morgan Summit: The grooming shed is complete and a new PB-200 groomer is available for grooming. Funding was granted for the grooming of the trails, snow plowing, and restroom service at Ashpan, and some law enforcement. Lake Almanor, Swain, Bogart and Fredonyer South: A new grooming shed was completed this summer for the Fredonyer Snow tractor. Funding was granted for the grooming of the trails, snow plowing, and restroom service at Lake Almanor, Swain, Bogart and Fredonyer South, and some law enforcement. 5 CNSA Board of Directors Meeting & Convention Convention for this year is over and while it was a lot of fun there was a very small attendance. We formed a committee on Sunday to work on putting on a better convention next year that will attract more of you. A lot of important information is shared at the Board of Directors and open meeting and a wonderful banquet on Saturday night gives people an opportunity to interact with each other. Greg Plummer resigned as our President and Fred moved up to President with Jay Dobler becoming the new VP. Very good choice. Laura Plummer resigned as Ways & Means - Lorraine Hansen was appointed. Many members and snowmobilers in general wonder what CNSA does for them. I wonder how they will know if they or their clubs do not send a representative to the board meetings or come to the conventions. You lose your right to voice an opinion for your club if you do not have a rep present. The following clubs had a rep present and you are to be patted on the back for your interest in where snowmobiling is heading and your support. Many thanks to the Bucks Lake Club, Mt. Shasta, La Porte, Feather Falls/Cascade, High Mountain Rangers of La Porte, and Sierra Cascade. For us in the North State it is a very positive time as we got grooming for one more season although the grants were cut down so much each forest is going to have a hard time providing the kind of program we have enjoyed in the past. There is no guarantee we will get anything next year. That is why CNSA is looking ahead at ways to keep a grooming program going. One of the best ways we have come up with is the fee program where each snowmobile pays about $150 per year. This is how six other states and Canada keep their programs afloat. It will allow us to be independent of State Parks and Rec and to direct our own program. CNSA is having to spend more dollars than it is taking in to keep your right to ride. If we continue in this fashion we will not be inexistence down the road. We are going to have a big membership drive this year to see if we can turn this trend around. We also need more volunteers as it takes lots of people to keep an organization like this going. There are NO paid positions and with so few doing the work they burn out fast with so little help. The Western Chapter is also feeling the pressure of too little money to fight the fight. They have come up with a raffle that is a very good one. They print 1000 tickets that are sold for $100 apiece and you have four chances to win a new snowmobile. If EACH club bought one ticket out of club funds we could make a tremendous difference in their funding. If a club wins they could turn around and reraffle it and make a tidy sum of money. These odds are better than most any other raffle or lottery. Also, International Snowmobile Assoc has another clever way to make money. They have calendars that they sell for $25 apiece and you have a chance to win every day of the year. The smallest amount is $25 per day and your name goes back into the hat to win again. They have $1,000 prizes, a new snowmobile and other great prizes. These calendars make wonderful Xmas presents, stocking stuffers, secret pal gifts, etc. How many times do we make a contribution and have nothing to show for it. Here we have a chance to get a prize every day of the year. Please put these two items on your next meeting agendas and talk about them. Checks can be sent to CNSA (Adelle Crocket, name and address in Snow Tracks) for either items and I have a lot of calendars if anyone is interested. Please help support these organizations as they are out there fighting for your right to ride. CNSA is still working on insurance. No one wants to insure in Calif because of our deep pocket laws. Our organization is also going to work hard to have a say in new commission members. Four positions are open. Ken Nelson, who was on the commission previously, has thrown his name back in the hat and would do a wonderful job for us. We are holding our breath until Davis is out of office that he appoints no one to the open position right now. While a lot of our future is in a wait and see pattern, your board is continuing to work very hard to protect your right to ride. Convention next year is in October again and will be in Lake Tahoe. Jonesville Trailhead: Funding was granted for the grooming of the trails; snow plowing and restroom service, and some of the requested County Sheriff law enforcement. Bucks Summit and Big Creek Trailheads: Funding was granted for the grooming of the trails; snow plowing, and restroom service at Bucks Lake, and some law enforcement patrols. La Porte: Funding was granted for the grooming of the trails, snow plowing, and restroom service, and some law enforcement patrols. Gold Lake, Bassett s, Yuba Pass SNO-PARK: Funding was granted to Sierra County for the grooming of the trails, snow plowing, and restroom service at the trailheads, and some law enforcement patrols. The SNO-PARK is fully funded using Winter Recreation Funds. Little Truckee Summit and Prosser Hills Trailheads: Funding was granted to Sierra County for the grooming of the trails, snow plowing, and restroom service, and some law enforcement patrols. Brockway Summit: The Lake Tahoe Management Unit did not apply for funds to groom this trail system and did not receive enforcement funding. The outfitters may groom some of the trails for their rental business, but not the trail to Truckee. China Wall: Funding was granted for the grooming of the trails, snow plowing, and restroom service, and some law enforcement patrols. Hope Valley SNO-PARK: The Humboldt-Toiyabe National Forest did not apply for funds to groom this trail system. The outfitters may groom some of the trails, and the County and the Forest are funded for enforcement patrols. The SNO-PARK is fully funded using the Winter Recreation Funds. Iron Mountain SNO-PARK and Bear River Trailhead: The Humboldt- Toiyabe National Forest did not apply for funds to groom this trail system. The outfitters may groom some of the trails, and the County and the Forest are funded for enforcement patrols. The Iron Mountain SNO-PARK is fully funded using the Winter Recreation Funds. Lake Alpine SNO-PARK and Bear Valley: The SNO-PARK is fully funded for restrooms and snowplowing using the Winter Recreation Funds. The grant to groom the Lake Alpine trail system was deferred to the December Commission meeting. Bear Valley sub-division grooming was not approved and will need to be funded by Alpine County. Spicer SNO-PARK: The SNO-PARK is fully funded for restrooms and snowplowing using the Winter Recreation Funds. Grooming was not funded at this site due to low snowmobile attendance. Highway 108 SNO-PARK: The SNO-PARK is fully funded for restrooms and snowplowing using the Winter Recreation Funds. The grant to groom the Lake Alpine trail system was deferred to the December Commission meeting. Some enforcement funds were approved for this project. Tamarack, Eastwood and Huntington Lake SNO-PARKS: The SNO- PARKS are fully funded for restrooms and snowplowing using the Winter Recreation Funds. Funding for patrol and snow grooming is provided to the Sierra National Forest and Fresno County Sheriff. Only one of the two snow tractors (the state owned tractor) are funded, so some reduction in grooming is possible. Quail Flat and Big Meadows trailheads: No funding is granted for the Hume Lake Ranger District on the Sequoia National Forest due to low attendance and restricted trail riding. Quaking Aspen, Sugar Loaf and Greenhorn trailheads: Funding was granted to Sequoia National Forest for the grooming of the trails, snow plowing, and restroom service, and some law enforcement patrols. Grooming is funded on the Greenhorn, but no funding is allocated for snowplowing at the trailhead due to two winters with no snow. Sherman Pass (Cannel Meadow) Trailheads: Funding was granted to Sequoia National Forest for the grooming of the trails, snow plowing, and restroom service, and some law enforcement patrols. No funding was allocated for snow plowing on the Kennedy Meadow side of the trail system. Shady Rest/Mammoth Trails: Funding was granted to Inyo National Forest for the grooming of the trails, snow plowing, and restroom service, and some law enforcement patrols. Funding for enforcement was granted to the Mono County Sheriff.
