Regular Club Meeting - 10/11/02 Hello All. Dick Cowardin did not follow our regular meeting agenda for this Club meeting. I will list items discussed in the agenda order because that s how my notes were taken. Dick started the meeting, got a few short things out of the way, then took a break so that everyone could finish (or get almost finished) with their dinner, then we started the meeting again. The OHV Grant meetings being held mid month in October were discussed last, Ed Hataketa and Val Hall from the Mt. Shasta, USFS office attended the meeting. CALL TO ORDER: Meeting called to order by Dick Cowardin at Silva s in Weed at 7:14pm. Sixteen attending. APPROVAL OF MINUTES: Minutes approved as mailed from 04/12/02 meeting. TREASURERS REPORT (Ann): Ann gave the current balance, (which I did not catch), Only checks written since last meeting were for the Sno-Phone. In the early summer we received a check of $50.00 from the Daudell family to help out on the Chuck Best Memorial Plaque. Thank you Doug Daudell and family! Eileen requested reimbursement for newsletter expenses, of $37.00 for stamps and $30.18 for photo copying. Ann gave Eileen a check for $ STANDING COMMITTEES: Nordic Bypass: Nothing happening, but we could have problems getting through the ski park road if we do not receive grooming funds this season! Warming Huts/Sheds/Snoparks: 1) Deer Mt./Chuck Best Park: Greg & Jeff with the USFS have been out cleaning trails this season. There was a work crew up at the warming hut from the FS that cleaned up dead trees and stuff around the hut. They rotated the firewood in the shed, bringing the back wood to the front. They added some wood, but it would be nice to get two more complete rows of wood in the shed for the season. 2) 4 Corners/Medicine Lake: Nothing new. 3) Door Knob: Nothing new. 4) Pilgrim Creek: Nothing new. USFS: 1) Klamath National Forest: Nothing new. 2) Shasta/Trinity Forest: Nothing new. Groomer Reports: 1) Klamath report: Nothing new. 2) Shasta/Trinity report: The groomer shed is completed at Pilgrim Creek and it really is nice. The parking lot paving bids are closed, and the FS will have to file an extension on the grant funds, it should be paved this spring or early summer. The groomer is in Sparks, just general service this season. Cummings did warranty repair on the piston and sleeve problem that was found end of last season, (thanks to our groomer operators for finding the problem.). OHMVR: OHV Grant meeting will be held in Sacramento on October 16 & 17. There is a lot of different rumors going around about areas not getting grooming funds, snowmobiles having to stay on groomed trails only, and several more. At this point we do not know what is going to happen and if our area will be effected. We had a very long discussion on these issues and what we could do if our area did not get grooming funds this season. Ed said that he Page 1

2 Regular Club Meeting - 10/11/02 - continued... was going to attend the meetings but would like to know how the Club felt if we were to get no grooming funds. We asked Ed all sorts of questions, first of all we wanted to know if we could start charging a parking fee to use one of our SnoParks. Ed said that we could, but it s nothing that would happen over night and we had to get the county involved. It was the general attitude of the members attending the meeting that if the Commission did not give us any grooming funds, that we didn t want anything from them. We wanted Ed to tell them to stuff all their money and take their program and leave us along. Ed thanked everyone for their support and thanked us for letting him know where we stood. Ed said that he was going to the meeting, and would go through all the motions, if we did not get grooming funds, he would not tell the Commission anything, he would report back to his bosses and then we would go from there. He asked if we don t get grooming fund to have the Club ready to write a letter to the FS letting them know how we felt and how we wanted the FS to handle the lack of funds. We would wait and see what happens before doing anything. CNSA: The CNSA Convention and Trade Show is being held on October 25th and 26th at the Cal-Neva Hotel in North Lake Tahoe. Phil and Bobby Carey said they will be attending. Safety: Nothing new. Public Relations: Nothing new. Medicine Lake Projects (Dick Cowardin & Eileen Maier): Cal-Pine is doing more drilling in the area. Dick asked Ed about a Historical District in the area. Ed said he didn t know anything about it, but if we could get him some written info, he d look into it for us. Dick said he d try to find something. Mercy Air Ambulance (Barbara McPherson): Nothing new. Adopt-A-Highway (Dick Holcomb & Bill Willison): Scheduled cleanup is Saturday, tomorrow. We ll meet at A12 and 97 at 10am. Hope to see you there. UNFINISHED BUSINESS: X-Mas Tree Farm: Need to get letters off for permission to groom over these areas. Eileen will take care of them. CORRESPONDENCE: IN: 1. 3 BlueRibbon Coalition News Release: Contact: Don Amador - 925/ Date: October 17, 2002 State Off-Road Commission Sacks Winter Recreation Program on Eldorado National Forest - Other Forests at Risk Sacramento, CA (October 16) -- The Off- Highway Motorized Vehicle Commission (OHMVR) today voted to kill the U.S. Forest Service s winter recreation program along the Highway 50 corridor. The grant request for $147,000 from the Eldorado National Forest was to fund maintenance of Snowmobile trails, visitor contact and patrol, restroom cleaning, wildlife research, and snow removal. On October 17 at the State Capitol the green majority on the commission could vote down the remaining winter recreation programs on the Humboldt-Toiyabe, Tahoe, Klamath, Lassen, Lake Tahoe Basin, Madoc, Plumas, Sequoia, Shasta-Trinity, Sierra, Stanislaus, and Tahoe National Forests. Over $2.5 million of funding to support winter recreation programs in mostly rural counties is at risk much of which would go for resource protection and law enforcement -- programs that greens often champion. All three commissioners, John Brissenden, Paul Spitler, and Harold Thomas, who voted not to fund the grant are noted anti-access activists and were giving their appointments by either the state senate rules committee or Speaker of the Assembly. Commissioners who supported the grant because of recent conservation and enforcement efforts by the Forest Service included Robert Chavez, Michael Prizmich, and Daphne Green. These representatives were appointed by Governor Davis. Don Amador, the western representative for the BlueRibbon Coalition, said, I think these anti-access commissioners have shown their true colors today after voting to deep-six the partnership that the state had with the federal government to provide managed recreation for millions of Californians. Even after testimony from rural businesses and law enforcement personnel about the importance of the winter program, the greens cast an agenda driven vote. As a former OHMVR commissioner, I am concerned that the commission has become simply a tool of extremists who will use their position to further their own political views. In my opinion, this advisory body has violated its charter to promote managed recreation on public lands. I am also concerned that Brissenden s vote constituted a conflict of interest since he holds commercial business nonmotorized permits in this area of the forest, Amador concludes. ### The BlueRibbon Coalition is a national recreation group that champions responsible use of public lands. 4 R esults of Commission Meeting from Ed Hatakeda (USFS - Mt. Shasta) dated October 18, Well - the meeting was brutal for several forests. Fortunately the three of us got by relatively unscathed. The Klamath was approved at staff recommendation ($98,000), the Modoc at staff recommendation ($34,000) and the Shasta-Trinity also at staff recommendation ($93,000). The Klamath and Modoc didn t receive any controversy. We (Shasta-Trinity) got hit with Goshawk questions. We are going to be sending a note of THANKS to Diana Craig, our Regional Biologist and her supervisor. If she was not there to answer the technical questions on life/breeding cycles, we were in serious danger of receiving no funding. There is still a catch to ours. Commissioner Thomas attempted to propose control language to impose a Limited Operation Period (KEEP OUT ZONE) around all of our identified Goshawk Territories after February 1. Commissioner Green cut him off because she didn t feel they may not be able to impose this type of restriction on the FS. Thomas refereed it to Legal Counsel for research. I sense that this is something that may still be under consideration by commissioner Thomas despite Ms. Craig s testimony on our behalf. The Commission didn t vote on it though and the next public meeting I am aware of is in December. If we get our agreements prior to then, I ll feel very safe. If we don t, we could be looking at a very short operating season (snowfall to February 1). I emphasize could because it HAS NOT been voted on. The Commission could very well vote it down. The Klamath and Modoc are not affected by this proposal. If this happens, I am going to push for us to continue to groom the trails on the Klamath after Feb. 1 to help out the system and continue to use our funds. We will essentially close down the McCloud side because the main trails go through areas affected by the possible Control Language areas. We will also have to work with Jeff to make sure that he doesn t groom into these trails also. For all three requests, Green, Prizmich, Chavez and Spitler voted for us. Thomas and Brissenden voted against us. During our presentation, Brissenden commented that he felt that there was too much of an imbalance between summer and winter OHV. He made this public statement as an explanation of his prior and future actions for the meeting. As it stands, I only remember him voting for 2 or 3 winter requests. There were some forests that will not receive any facilities money and are on a tie vote for the LE and Conservation dollars. The tie vote allows for consideration at the December meeting when all 7 are going to be there so there is a chance on them still receiving funding. If they only receive LE and Conservation funds, they either pick up the plowing, grooming and cleaning costs through FS dollars or it doesn t happen. There were a couple of forests that didn t receive anything. The important answer is there is NO control language restricting snowmobiles to trails on open forests. Be cautioned thought, because there are still going to be closed areas in different areas for various environmental reasons or wilderness. Jim Stout from Klamath NF, Goosenest RD offered these comments to the Goshawk issue: As far as Goshawks, the February 1st date is arbitrary for Forest Plan ID s territories and has established a March 1st to August 31st LOP for noise with in a.25 mile radius from a nest site. The exception is where nests are adjacent to an existing road in which the Bird has become habituated to normal traffic levels. Courtship in our area begins in March, so I don t know where Thomas comes up with Feb. 1st. We have lots of survey work to support the 3/1 to 8/31 LOP. That is our Forest Plan Direction so I don t think we will vary from that unless there is factual need. We have ten years of survey work showing that we have many successful nesting Goshawks with snowmobiles....jim Stout Panel cuts snowmobile trail grooming. By Ed Fletcher -- Bee Capitol Bureau - (Published October 18, 2002) To the ire of critics who say the commission is betraying its purpose, the Off-Highway motor Vehicle Commission voted Thursday not to maintain more than 100 miles of the most popular winter trails used by snowmobile enthusiast and cross-county skiers. With six members present Thursday, the commission could not muster the four votes needed to approve grants to continue grooming trails within the Lake Tahoe Basin and Humboldt-Toiyabe national forests. A 3-3 vote Wednesday ended state-funded off-road vehicle trail grooming within the Eldorado National Forest. The commission approved funding, however, for snowmobile trails in the Tahoe National Forest along Interstate 80. The amount approved was somewhat higher than the staff recommendation -- in part to compensate for the increased demand created by ending grooming in other parts of Northern California. Two of the members voting against maintaining trails cited environmental issues. Another said snowmobile users are using too large a share of the state recreation budget. Commission member Harold Thomas said his concerns about the clarity of Lake Tahoe water led him to vote against the Lake Tahoe basin grant application. He said there is more to learn about snowmobile pollution, but we know it is there. We need to do something, and the time is now, said Thomas, an appointee of the state Senate President Pro Team John Burton. Page 4

5 Continued from page 4 Panel cuts snowmobile trail grooming. John Brissenden, an appointee of Assembly Speaker Heb Wesson, said the cost is too great for the number of users who benefit. It s a fairness issue, he said. The commission allocates money from the Off-Highway Vehicle Trust Fund, which comes from gas tax funds and offroad vehicle license fees. Its decisions do not affect trails designated for non-motorized use only. The tree-huggers are trying to put us out of business, said John Frazier, whose family owns Bear River Lake Resort off Highway 88. The resort is in the Eldorado National Forest, where an estimated 5,300 people used snowmobile trails last year. In past years, the resort was paid by the state to groom and mark 60 miles of trails. The trails and the riders they bring help the resort s snowmobile sales and repair business as well as lodge sales and cabin rentals, Frazier said. He said businesses could not afford to maintain the trails without getting paid. Advocates of state aid argued Thursday that snowmobile owners will continue to ride, but will operate under more dangerous conditions. They said the commission s actions will close the sport to less-experienced users who aren t comfortable plowing through powdery snow. Cross-country skiing, snow shoeing and other recreational activities will also be affected, they said. And they argued that groomed trails allow search-and-rescue teams to get to remote areas faster. Bill Dart of the BlueRibbon Coalition, representing more than 700,000 outdoor activists, said the commission has always sought to include an environmentalist voice, but should not be dominated by anti-access people. We have had a shift in the balance of power, Dart said. The anit-recreation groups now control the program. While rejecting key trail maintenance proposals before them, commission members also voted Thursday to approve numerous grants for law enforcement patrols and environmental research. New member Robert Chavez, an appointee of Gov. Gray Davis, questioned whether the commission s actions reflected its key purpose. Last time I checked, the title of this commission is Off-Highway Vehicle Commission, Chavez said to applause from Angeles Times, October 19, 2002 Los Sacramento -- Snowmobilers May Not Have Groomed Trails More than 50,000 snowmobilers who have been used to riding groomed national forest trails near Lake Tahoe may have to find their own way this winter. A state commission this week rejected more than $400,000 for winter recreation programs in the Lake Tahoe Basin and along California Highway 88, both east and west of the Kirkwood ski resort and Carson Pass. Commissioners also delayed until December a decision on funding for 300 miles of Sequoia National Forest trails east of Fresno and east of Bakersfield. (Emphasis added.) U.S. Forest Service spokesmen said the decision could mean more snowmobilers will get lost or run into avalanche danger, cross into prohibited wilderness areas that won t be patrolled with overflights, and disturb wildlife or the environment. Contact: Bill Dart (208) Date: October 24, 2002 BlueRibbon Coalition Files Complaint with Fair Political Practices Commission Specific Complaint against Commissioner who failed to fund Winter Programs. Sacramento, CA, October 24 - The BlueRibbon Coalition, a national nonprofit recreation group, is filing a complaint with the California Fair Political Practices Commission regarding a vote by a Commissioner at last weeks meeting of the Off-Highway Motor Vehicle Recreation Commission. At this meeting, three National Forests were denied funding of ongoing winter recreation programs. A member of the OHMVR Commission, John Brissenden, cast the deciding votes to deny funding to these three National Forests. Mr. Brissenden is the owner of Sorenson s Resort which is located on one of the three Forests, the Humboldt-Toiyabe, and operates on another, the Eldorado National Forest. Mr. Brissenden is the only Commissioner to vote against every Forest Service Winter Recreation Grant. No criminal activity is alleged, but the coalition is concerned Mr. Brissenden may have voted his pocketbook as the only Commissioner to vote against every National Forest Winter Recreation grant. The Coalition is requesting an investigation into the manner. The fall-out from this vote will have profound economic impacts for the area, and could conceivably create chaos for Californians traveling to these forests for recreational opportunities. Bill Dart, the Public Lands Director for the BlueRibbon Coalition, said, Unfortunately, the fall-out from this vote will have profound impacts economically for the area, and will create chaos for Californians who rightful expected recreational opportunities. The California State Parks, OHMVR Division, just released a report detailing the estimated losses. On the Humboldt-Toiyabe, and estimated 20 jobs will be lost and an economic loss of $2,330,000 will result. On the Eldorado National Forest, 34 jobs will be lost, and a $3,196,000 economic Page 5

No trails will be groomed, parking lots will not be plowed, restrooms will not be maintained, and no funding will be available for maps and signs. There will be no Forest Service law enforcement funding, as well as no funding for wildlife monitoring, Dart stated. Garland, Lode Bureau Chief, Published Sunday, October 27, ANGELS CAMP -- A national recreation coalition wants the Fair Political Practices Commission to investigate whether a state official s controversial vote to cut funding for snowmobile grooming slong Highway 88 constituted a conflict of interest. The Blue Ribbon Coalition believes John Brissenden, a member of the state s Off-Highway Motor Vehicle Recreation Commission, may have voted his pocketbook when he voted last week to withhold grant funds to several national forests that provide snowmobile opportunities. The commission deadlocked 3-3, thus effectively killing the grant funding for some winter recreation programs in portions of the Eldorado and Humboldt-Toiyabe national forests and the Lake Tahoe Basin. Those three areas had requested more than $400,000 in grants, about onethird of which would have been used for grooming 118 miles of trail. The rest would have gone to law enforcement, facilities maintenance, parking-lot snow removal and wildlife monitoring. According to its conflict-of-interest complaint, the BlueRibbon Coalition contends that Brissenden s businesses -- Sorensen s and Hope Valley resorts -- cater exclusively to nonmotorized recreationists and that reducing snowmobile or other motorized recreation opportunities would boost those businesses. The complain also claims that Brissenden belongs to a group known as Friends of Hope Valley, which the coalition said has been a long-time opponent of snowmobiling in the area and is involved in a lawsuit aimed at further restricting snowmobile use in the valley. The coalition wants the FPPC to nullify Brissenden s vote, remove him from the commission and levy undetermined monetary sanctions against him if it finds there was a conflict. Sigrid Bathen, an FPPC spokeswomen, would neither confirm nor deny that a complaint had been received or that the commission is investigating Brissenden. Brissenden denied the coalition s claims Friday, saying his businesses do not cater exclusively to nonmotorized recreationists. We have served snowmobilers, he said. They ve stayed with us, as have a variety of people who recreate in a variety of ways. Brissenden also said Friends of Hope Valley had supported snowmobiling in certain areas but that he doesn t believe grant funds should be used for grooming. Instead, Brissenden said snowmobilers and businesses that cater to them should provide their own grooming, whether through assessments or other fees. If they want a special use, he said, it seems appropriate that they provide the fees to support their use. But Mike Prizmich, another member of the OHMVR Commission, said users essentially are paying for the grooming in the form of gasoline taxes and permit fees and that to assess them another fee would amount to double-taxation. Prizmich, the Amador County sheriff and the commission s law enforcement representative, would not comment on the confilct-of-interest allegation because he had not seen it. However, he supported awarding the grants and said the loss of funds would have a financial impact up and down Highway 88. John Frazier, a Highway 88 resort owner who contracted with the Forest Service to groom snowmobiles trails, said the commission s decision to withhold grooming funding could cost him 80 percent of his business. Twenty percent of the people riding snowmobiles don t need a (groomed) trail, he said. But the women and the kids and the handicapped -- they all need trails or they can t ride. A report issued this week by the state Department of Parks and Recreation s Off- Highway Motor Vehicle Recreation Division estimated that the lack of trail grooming would result in 58 lost jobs and a loss of $5.4 million in business along Highway 88 and the Lake Tahoe Basin. The fallout from this vote will have profound impacts economically for the area, said Bill Dart, The BlueRibbon Coalition s public-lands director, and will create chaos for Californians who rightfully expected recreational opportunities. 7 PROPOSED DOGSLED RACE ON SNOWMOBILE GROOMED TRAILS Mt. Shasta-McCloud Sleddog Race for Search and Rescue Date: October 26, 2002 Re: Letter of Introduction and Intent Greetings: The first annual Mt. Shasta-McCloud Sled Dog Race for Search and Rescue is scheduled this winter for February 15th and 16th, The race has been conceived to raise public awareness and secure funding for much needed additional Search and Rescue teams. The tragedy of September 11th, sadly illustrated we have fewer than 50% of the human/canine partnership SAR teams now needed in the country. A race of this magnitude is a complex undertaking, and we have tried to work closely with local experts and businesses in the initial planning stages. At this time, there are three planned components of the race that will be sanctioned by TWO international sled dog racing organizations. The lengthiest component is a 135-mile continuous format, long-distance race, which we have tentatively planned to leave from the Pilgrim Creek Snowmobile Park, pending final approval. The second and third components are 25- mile and 35-mile mid-distance races, and a variety of sprint or speed races varying in length from 2 miles to 10 miles. These were planned for the Mt. Shasta Board and Ski Park, but may also need to incorporate the Pilgrim Creek or wider locations, as well. Accordingly, we will be working with Mt. Shasta Board and Ski Park, Forest Service representatives, snowmobile businesses and clubs, trail groomers, and other local organizations to plan the trails, race locals and venues, and secure the final permits for same. Shasta-McCloud Sleddog Race for Search and Rescue. 738 Justeson Road Gridley, CA 95948, phone: (530) , fax: (530) , cell (530) , fourteenanglesfoundation@yahoo.com, website: PROPOSED SHASTA-MCCLOUD 135 SLED DOG RACE DESCRIPTION The Shasta 135-mile sled dog race consists of three legs covering a distance of 135 miles. The race will be a continuous format with two checkpoints along the way. You will travel over snowmobile trails covering a variety of elevations and terrain. The race will start in McCloud California at the Pilgrim Snow Park. There will be 2 (two) 2-hour mandatory layovers. You will be required to take your two mandatory layovers at each of the two checkpoints along the way. You may stay longer at each checkpoint if necessary. Leg one covers a distance of 55 miles. You will depart out of Pilgrim Snow Park up around the north side of Medicine Lake around Hoffman Mountain and into Four Corners Snow Park. This is going to be your toughest leg with a good climbs into Four Corners Snow Park. Leg two covers a distance of 43 miles. You will depart out of Four Corners Snow Park and head west to Deer Mountain Snow Park. Leg three covers a distance of 37 miles. You will depart out of Deer Mountain Snow Park, head over military Pass and finish at Mt. Shasta Ski Bowl. More detailed descriptions and maps will be available soon. Race Start: 2:00 PM Saturday, February 15th Race Fee: $ NOTES: Water will not be available at the checkpoints. Please plan on at least 10 gallons of water for each checkpoint. Handlers keep in mind the driving time to each checkpoint may limited you ability to get supplies slong the way, so bring everything you need when you leave. Handlers will be allowed to assists at each checkpoint. But will not be allowed to feed to dogs. Dogs may not be boxed at each checkpoint/snow park. Blankets and/or jackets are OK. If you need to drop dogs you may do so at each checkpoint/snow park. There are warming sheds at each checkpoint/snowpark. No straw will be allowed at the checkpoints/snow parks. This Dogsled race is a great idea, but could cause several problems for both dogsledders and snowmobilers. We are going to be discussing this at our meeting on Friday, November 8th at China Dragon.
