This newsletter also has the current membership listing inside, so please don t throw it away....eileen CLUB s CHRISTMAS BREAKFAST The Club s Christmas Breakfast scheduled for December 10th has been CANCELLED this year. Due to the chairperson not having any spare time, the cooks not having spare time and the lack of snow, we will not be having our Annual Christmas Breakfast. We will not have a meeting in December either. The next meeting will be on January 12th at Silva s in Weed. There will be a board meeting at 6:30pm and the regular meeting to follow around 7pm. This will be an election meeting so please make plans to attend. Thank you and sorry about the breakfast....eileen REGULAR MEETING ON 11/10/2000 & $40.00 newsletter sponsor. OHMVR Grants: Eileen attended the October 31st OHV Grant meeting in Sacramento. This meeting was to review only the Northern, Western, and Central California Grant Page 1

2 REGULAR MEETING MINUTES from 10/13/00 Requests (the Southern region meeting was held on Nov. 2nd). The meeting started at 9am with 86 Grant Requests on the agenda. At the 12:15pm lunch break, we had only got through 22 requests. We were in for a long day! After lunch, the commission announced that they would hold all the summer requests over until the January 2001 meeting. They did not have time today, this cut out 20 requests. This was a very interesting meeting! Due to the law suit that the OHMVR has been trying to handle the past year, things were handled very carefully during the meeting. There were representatives from all types of organizations including, the Serria Club, BlueRibbon, CNSA, 4X4 Clubs, and many more. I though that Paul Spitler s (OHMVR Commissioner appointed by the Senate Rules Committee) answer to the Greenies was to have the program pay for more law enforcement. Daphne Green (OHMVR Commissioner appointed by Governor Davis) ask very detailed questions and seemed to me that she really wanted to make the program work. The meeting started out by going over all the Sheriff s Grant Request. I felt this was out of order, since they do not directly help out with winter programs such as trail grooming, warming huts, that type of thing. I also got very upset with several of the Sheriff s Departments asking that the OHMVR Program pay for county sheriff s search and rescue snow cats. I don t believe that a State run program should have to provide funds for county search and rescue programs. (By the way, guess where the Klamath s old tucker groomer is???? Give up???? Yes, the Siskiyou County Sheriff s office now has the thing for search and rescue. This was a trail grooming machine, why did the sheriff s office get it? It should have gone to another are for trail grooming!!!!!! I don t know, maybe someday we ll find the answers.) Needless to say, we did not get through all the grant requests, we only got through 46 of them. It was after 6:30pm before we quit. All grants not reviewed today will be discussed at the Statewide meeting on November 16th and 17th meeting in Sacramento. Every grant request that was discussed seemed to take for ever, all accept one. One of the big issues was wilderness violations. In fact, the Forest Service has been given special funds this year to plan wilderness fly overs for law enforcement. Guess what? Our very own Mt. Shasta area will have four law enforcement fly overs this season. This is one good year to keep out of the wilderness. I ll talk about this later. As for what effects us in our area. The Doublehead Ranger District sent two reps to the meeting, but they did not come back after lunch. The Mt. Shasta Ranger District sent two reps, Ed and Diane (the biologist), they stayed till the very end and Ed even spoke to Barry after most people had left. There were no reps from the Klamath NF, although they didn t need any. And our local Siskiyou County Sheriff s did not send a rep either. Our Sheriff s asked for $10,000 or 100% increase over the previous grant. This year s grant increases includes: staffing at $9,000 for 7 days of patrol and equipment, operation and maintenance at $1,000. The commission asked if anyone from the sheriff s office was there, nope. Ron Rawlings asked if I wanted to say something on behalf of the sheriff s office. I said No! Ron went up and said that CNSA supports the staff recommendation of $5,000. (Ron feels that you should support at least the staff recommendation of all grant requests to show support for the program and to help keep things running smoothly in those areas) One of the commissioners asked about a letter from the local Club which expressed concern over the grant request for their sheriff s office. Darn, I had to go up and talk to them. I told them that, I was not aware of such a letter this year. We do not have any type of a relationship at all with our local sheriff s office, they seem to not want anything to do with us at all. In the pass, our local sheriff has put in for grant funds and when they requested bullets in their grant, yeah, we were not too impressed with that. Everyone laughed and the commission approved $5,000 to the sheriff s this season. They also said that the commission staff needs to get ahold of the sheriff s department and review law enforcement issues with them. If things could not be straighten out, they might not receive funds next season. The Klamath Nation Forest requested $105,000. The commission asked if anyone had any questions, I came foreword, stated my name, that I was the President of the Mt. Shasta Sno- Mobiles and that we supported the staff s recommendation. No one had any questions and the grant was approved within 2 minutes for $102,000. This was the quickest review and approval all day. The commission did not get to the Shasta/T s grant or the Doublhead s grant. USFS: 1) Klamath National Forest: Nothing. 2) Shasta/Trinity Forest: Ed said that they should have their monitoring plan done by Tuesday, but will be done for sure by the meeting on Thursday and Friday the 16th and 17th of November. Ed is going to the meting, and he said he s just planned to spend the night Thursday because we don t know if they will get to him on Thursday. Groomer Reports: At this time we still do not know if there will be a grooming program this season. 1) Klamath report (Tucker): Nothing. 2) Shasta/Trinity report (Bombardier): The groomer should be leaving sometime within the next two weeks. The FS had to do the maintenance on the machine so that it could be sold or placed in another area. CNSA (Dave Holleman): Eileen has the minutes from the October 7th meeting. Don't forget about the General Fund raffle tickets. They are $20.00 each, they printed only 1000 tickets and the prize is $1600 vacation package of your choice. Safety (Al Burnham): Eileen had Page 2

3 REGULAR MEETING MINUTES Cont.: CNSA Safety Cards. Don t forget about the CNSA Safety/Survival Seminar scheduled for January 27th, We need volunteers to help with lunch, advertising, and what not. We have not even touched any of this. Please help Eileen (me)! Public Relations: We still have to schedule the 4H Kid s Ride. Medicine Lake Projects: Nothing new. Mercy Air Ambulance (Barbara McPherson): Please call Barbara if you are interested and she will answer any of your questions, 530/ Adopt-A-Highway (Eileen): Had a cleanup scheduled for Saturday, October 14th. Only 3 adults and 2 kids showed up for the cleanup, so it was not done. Eileen would like someone else to take over this, due to lack of help with the cleanup, if no one takes over, Eileen will call Cal-Trans and have them take our signs down. UNFINISHED BUSINESS: Memorial Plaque for Chuck Best: With only Kris and Eileen on the committee, Eileen has not had the time to check on anything as of yet. We will get it done though, give us time. Yellowstone National Park: Hope everyone got their letters in. Thanks for your help!. Club President: Still looking for someone to take over in January. Eileen does not want to see the Club hurt if we do not have anyone who wants to help out, so she said she will stay on if that s what everyone wants, but she wants everyone to understand that she just does not have the time to give the Club right now. She will do her best, but she feels that the Club suffers from the lack of attention, and so does the membership. People for the USA: PFUSA is desolving their organization as of Dec. 31st. They are going to try and keep a CA division open, but will be under a different name. Therefore, we did not send in the $200 to the group that Dick brought up and was voted on last meeting. World Snowmobile Association (WSA) snowcross racing schedule. Please see page 4. CORRESPONDENCE: IN: 1. Wilderness: Eileen just wanted to cover our (the Club s) bases on the Wilderness intrusions. As a Club, we should not be policing our members, nor should we be expected to turn any other snowmobiler in that we know has been in or is planning to ride in the wilderness. But the fact is that riding your snowmobile in the wilderness is against the law, and you should not go in there. As a Club, we are asking all snowmobilers to please stay out of wilderness areas. There are plenty of wonderful areas that are not wilderness which we can snowmobile. This season the FS will be planning four (4) fly overs in our own Mt. Shasta area. They will have a plane in the sky and more law enforcement on the ground. Please do not go in the wilderness. When FS law enforcement counts tracks in the wilderness they do not just count one track going in, and one coming out, they count it as two violations. The FS cannot tell if the tracks are ones they counted two days ago or if they are new. Due to these counts, and the fact that there were tickets handed out in our area last year, we are on the list to be strictly enforced. Please spread the word, if wilderness boundaries continue to be crossed in our area, they will put in buffer zones, this means we will loose areas and the Greenies do have more ammo to throw at us. 5 Current OHMVR Grant Status Updates on the OHMVR Grants. At the November 16th and 17th meetings, the Klamath, Shasta-Trinty, and Doublehead FS areas will be receiving grant funds. There are still some reports and documentation that must be filed, but as it stands now, there will be road plowing, trail grooming, and law enforcement for this season. Last report is the Shasta-T s groomer should be here sometime around the 18th of this month. Just in time for the snow fall. There will be a groomer class sometime after that, if you would like to attend the class, please call Russ Elgin or Ed Hatakeda. But the future of snowmobiling in almost any National Park is going to be going through an extensive examination. Dave Brennan from Crater Lake National Park stated that the NPS goals are to protect our parks and to maintain them as best they can. We need to show them that snowmobiling will not damage or pollute, disturb wildlife, and can cantain ourselves to the designated areas and be responsible.
