3 Introduction: he proposed Oxford Row ownhouses multi-family development, located at 6800 W 80 th treet in Overland Park, Kansas, would be a multi-family residential development consisting of 8 condominium units on a.45 acre site. he project would include eighteen buildings of multi-family condominium housing units arranged on the east and west sides of a single private drive extending north from W 80 th treet. Each housing unit would have enclosed garages. he project is located in an established residential area with fully-developed single-family residential homes to the north, south and east. here are existing apartment buildings located to the west. he site slopes downwards to the north, and there are no existing storm sewer lines or inlets on the site. Runoff is ultimately collected in the existing enclosed storm sewer system along W 79 th treet. tormwater quality improvements for the project would include pervious pavement blankets, in accordance with the MARC/APWA Best Management Practices (BMP) Manual. 4 Identification of Downstream Drainage Issues: he proposed development area is located within a combination of large-lot residential houses and a large open/undeveloped area in the interior of the city block west of Glenwood treet between 79 th and 80 th treets. Runoff from the proposed Oxford Row ownhouses site drains overland to the north where it flows into an existing open swale that carries the drainage to the east into the existing enclosed storm sewer system on Glenwood treet. he enclosed storm sewer continues draining to the east to discharge into the upstream limits of Brush Creek located off of the northeast corner of the intersection of 79 th & Lamar. he FEMA FIRM map panel 2009C0038G, dated August 3, 2009, does not show any limits of 00-year flooding anywhere near the proposed site. he downstream storm sewer was presumably constructed in the 950's/60's. No known downstream flooding issues were brought to the owner's attention at the project coordination meetings with City Planning. Preliminary On-ite Drainage ystem: torm ewer Improvements: ince there are no enclosed storm sewer inlets or connection points on the site or located near the edge of property, the proposed storm sewer system was designed to surface drain to the the north and flow to the existing open drainage swale flowing to the east in the large open area inside the city block between 79 th and 80 th treets. Drainage drains eastwards in the existing swale to an area inlet located off of the southwest corner of 79th & Glenwood. Applicant ubmittal Drainage from the proposed site would drain down the proposed driveway and discharge over a riprap blanket on the north side of the development. Runoff from the roofs of the proposed townhouses would be collected and piped into pervious pavement blankets located in the driveways of each unit. he pervious pavement would retain the runoff volume from the.37 BMP design storm, and also retain a portion of the runoff from larger storm events to mitigate increases in postdevelopment stormwater runoff rates for the design storm events required by the City's design code. Overflow ystem Path: Depression swales would be graded in the rear-yard areas behind the townhouses on the east and west sides of the site to flow northwards. ince the site and neighboring properties to the east and west all sloped directly to the north, there was a small 0.4 acre wedge of off-site drainage flowing onto the eastern Oxford Row ownhouses, 6800 W 80 th treet, Overland Park, Kansas Preliminary tormwater Management tudy pg 4

5 side of the site. he overflow swales would convey drainage from the rear-yard lawns with maximum drainage areas of approximately 0.5 to 0.20 acres. Drainage Computations: he rear-yard drainage swales would convey approximately.4 cfs of peak drainage from a 00-year storm event. A 2' flat-bottomed ditch with grass-lining at a 2% would be able to convey that flow at a depth of 0.08'. he gutter capacity for the estimated 2.7 cfs that would flow along each side of the proposed center service drive during a 00-year storm event would be conveyed at a depth of 0.0' at a 2% slope. Flood Control Detention: tormwater Detention: tormwater detention would be provided with pervious pavement blankets located in the driveways at each of the townhouses. he pervious pavement blankets were sized to hold the.37 rainfall depth from the townhouse rooftops and contributing side-yard areas. hey would act as retention basins by slowly releasing drainage either through a small 2 outlet drain line or by water percolating into the underlying soil. CF created a digital drainage model of the proposed site where the post-development runoff was calculated using the Huff econd Quartile Rainfall Distribution for the 5 and 00-year storms. he detained portion of the runoff was routed into the pervious pavement blankets where it would fill the basins before overflowing and draining off of the site, overland, as the existing site conditions presently drain. Flood Control Detention Requirements: Applicant ubmittal tormwater Detention: tormwater detention would be provided so that the peak runoff rates for the post-development 5 and 00-year design storms would not exceed the pre-development levels. Hydrographs were based on the Huff econd Quartile Rainfall Distributions, as required by the City. tream Corridors: here are no existing natural stream corridors on the proposed Oxford Row ownhouses Multi-Family development. he existing enclosed storm sewer system draining the site extends to the north and east to ultimately discharge into an open channel of Brush Creek located approximately 800' downstream of the site. 6 Corps of Engineers Requirements: he August 3, 2009 FEMA FIRM Map Panel 38 of 6 (Map Number 2009C0098G), depicting the major waterways in the vicinity indicates that there are no limits of 00-year flooding extending upon the proposed Oxford Row ownhouses Multi-Family development. he open-channel upstream limits of Brush Creek are located to the northeast of the nearby intersection of 79 th & Lamar. 00-year flooding does not appear to extend to the proposed site. here appear to be no existing wetlands on the property or in the surrounding areas. he proposed development has no apparent 00-year flooding as designated by the FEMA map. he change between pre and post-development runoff from the.454 acre site would have negligible impact on the waters of the U within Brush Creek, and a 404 permit would not be necessary. FEMA/Kansas Department of Water Resources Requirements: here are no natural creeks or open drainage-ways that would be filled or altered by the proposed development, so there appears to be no need for a CLOMR from FEMA or a permit from the Kansas Department of Water Resources for waterway fill or alteration permit. As mention earlier in the report, there do not appear to be any existing wetlands areas that would require preservation. tormwater reatment Requirements: Water Quality BMP reatment: BMP treatment of the stormwater would be provided with pervious pavement located in the driveways to each of the proposed townhouse units. he NRC soil survey map of the site indicated that it was covered exclusively with hydrologic ype-c soil (harpsburg-urban Land Complex, 4 to 6 percent slopes/ype-c soil). ince the existing conditions site was approximately 30% impervious, BMP Worksheet A from the 202 BMP manual, as modified by the City, was used to determine the minimum required value rating based on the difference between the pre and post-development impervious surface area. he minimum required total value rating was calculated based on a level-of-service of L = 7.0 multiplied by the increased difference in impervious area of 0.37 acres to yield a minimum required value rating of VR = Applicant ubmittal o mitigate the required BMP treatment, approximately 0.78 acres of the site would be treated with pervious pavement, with the remaining acres left untreated. he Oxford Row ownhouses, 6800 W 80 th treet, Overland Park, Kansas Preliminary tormwater Management tudy pg 6

7 proposed site areas to be treated by the pervious pavement would include the townhouse roof tops and the side-yard areas that would grade and drain onto the blankets. he untreated portion of the site would include the proposed 28' wide service drive extending through the center of the project along with the rear-yard areas behind the townhouse units. Each of the townhouse driveways was analyzed to determine the minimum required depth of under-bed aggregate to to hold the minimum required water quality volume for the contributing drainage area. Based on the variations in contributing drainage areas to the different pervious pavement blankets, the minimum depth of aggregate ranged from to 4. Each blanket would be built with a 2 outlet pipe to allow for slow-release and emptying. he infiltration rate was also assumed to be a minimal 0.5 in/hr, which would allow each blanket to drain into the underlying soil over a 22 to 28 hour period. Conclusions: his Preliminary tormwater Management tudy for the proposed Oxford Row ownhouses Multi-Family development at 6800 W 80 th treet in Overland Park, Kansas, demonstrates that the site would comply with the City's requirements for stormwater drainage and water quality treatment. he project would provide stormwater detention by utilizing the proposed pervious pavement blankets in the townhouse driveways. he pervious pavement would serve dual-use as a BMP water quality treatment mitigation feature, and would provide stormwater detention for the heavier rainfall events required by the City. he drainage calculations show that the peak outflow from the post-development site would decrease the peak runoff from 8.3 cfs to 7.50 cfs during a 00-year storm. BMP treatment would be provided with pervious pavement in accordance with the design criteria in the 202 MARC/APWA BMP Manual. Recommendations: Applicant ubmittal Based on the preliminary drainage calculations that show that the proposed Oxford Row ownhouses would not cause a post-development increase in stormwater runoff over the levels expected under the existing conditions, the City should approve the Preliminary tormwater Management tudy so that the project can proceed with the preparation of a Final tormwater Management tudy and, ultimately, approval for construction.
