ADOPTION OF THE AGENDA 1.1 June 7, 2017 Regular Meeting Agenda That the Regional Parks Committee adopt the agenda for its regular meeting scheduled for June 7, 2017, as circulated. held on Wednesday, June 7, 2017 Page 1of5
2 2. ADOPTION OF THE MINUTES 2.1 April 26, 2017 Regular Meeting Minutes That the Regional Parks Committee adopt the minutes of its regular meeting held April 26, 2017, as circulated. 3. DELEGATIONS 4. INVITED PRESENTATIONS 4.1 Joe Hargitt, Pacific Parklands Foundation Joe Hargitt, Executive Director, Pacific Parklands Foundation (PPF), provided members with a presentation on an update to PPF activities. In response to questions, members were informed about PPF discussions with interested members of the public regarding estate planning, and PPF's role in supporting projects approved by Metro Vancouver. Members suggested that PPF give consideration to: developing estate planning material on the positive tax benefits of donating land or money exploring opportunities to partner with law firms to promote estate planning exploring opportunities to partner With community groups or other organizations on new projects that meet parks goals Presentation material titled "Pacific Parklands Foundation Presentation to Regional Parks Committee June 7, 2017" and on-table Annual Report 2016 are retained with the June 7, 2017 Regional Parks Committee agenda. 5. REPORTS FROM COMMITTEE OR STAFF 5.1 Derby Reach Regional Park-Langley Bog Viewing Platform Dedication Report dated May 11, 2017 from Wendy DaDalt, East Area Division Manager, Regional Parks, seeking MVRD Board approval to dedicate a new viewing platform in Derby Reach Regional Park to citizen leader, Bays Blackhall. That the MVRD Board approve the dedication of the new Langley Bog Viewing Platform in Derby Reach Regional Park to citizen leader Bays Blackhall, as presented in the May 11, 2017 report titled "Derby Reach Regional Park- Langley Bog Viewing Platform Dedication. held on Wednesday, June 7, 2017 Page 2 of 5
3 5.2 Colony Farm Regional Park - Fraser River Trade Area Multi-Modal Transportation Network Planning Study and Implications Report dated May 8, 2017 from Jamie Vala, Central Area Division Manager, Regional Parks, informing the MVRD Board about staff concerns regarding potential impacts to Colony Farm Regional Park from proposed projects identified in the Fraser River Trade Area Multi-Modal Transportation Network Planning Study, and requesting that the Board write a letter to the Chair of the Gateway Transportation Collaborative Forum Steering Committee expressing concerns about these potential impacts. That the MVRD Board direct staff to write a letter to the Chair of the Gateway Transportation Collaborative Forum Steering Committee expressing concerns and potential impacts to Colony Farm Regional Park from proposed projects identified in the Fraser River Trade Area Mu/ti-Modal Transportation Network Planning Study. 5.3 Tynehead and Boundary Bay Regional Parks and Delta-South Surrey Greenway - Trans Canada Trail Designations Report dated May 9, 2017 from Wendy DaDalt, East Area Division Manager, Regional Parks, seeking MVRD Board approval to designate trails in Tynehead and Boundary Bay Regional Parks, and the Delta-South Greenway, as part of the Trans Canada Trail Network, as requested by the Trans Canada Trail organization. In response to questions, members were informed about consultation efforts by the Trans Canada Trail organization with local governments on trail dedication. Request of Staff Staff was requested to follow up with Trails BC and request that they contact the Delta Farmers Institute to inform them about the trail designations in the Tynehead and Boundary Bay Regional Parks and Delta-South Surrey Greenway, prior to the matter being considered by the MVRD Board. That the MVRD Board approve the designation of trails in Tynehead and Boundary Bay Regional Parks and the Delta-South Surrey Greenway as part of the Trans Canada Trail Network, as presented in the May 9, 2017 report titled "Tynehead and Boundary Bay Regional Parks and Delta-South Surrey Greenway - Trans Canada Trail Designations", as requested by the Trans Canada Trail. 5.4 Manager's Report- Regional Parks Report dated May 31, 2017 from Frieda Schade, Acting Director, Regional Parks, updating the Regional Parks Committee on the Committee's 2017 work plan, Regional Parks soth Anniversary events, April 29, 2017 Celebrating Partners event, held on Wednesday, June 7, 2017 Page 3 of 5
4 Crippen Regional Park Davies Orchard Planning Project, Aldergrove Regional Park Phase 1 Management Plan implementation and public information events scheduled for July and August, and Regional Parks events March - May Members requested clarification on whether recent federal funding cuts would impact hatcheries located in Metro Vancouver Regional Parks. Request of Staff Staff was requested to report back to the Regional Parks Committee, at its July 19, 2017 meeting, on potential impacts to the Terminal Creek Hatchery in Crippen Regional Park, and the Bell-Irving Fish Hatchery in Kanaka Creek Regional Park, from recent federal funding cuts. In response to comments, members were informed about staff efforts to improve the experience for customers using the online Regional Parks soth Anniversary Merchandising Program. That the Regional Parks Committee receive for information the report dated May 31, 2017, titled "Manager's Report - Regional Parks". 6. INFORMATION ITEMS That the Regional Parks Committee receive for information the following Information Items: 6.1 Correspondence dated April 24, 2017 re Belcarra Regional Park Heritage Buildings Addressed to the MV Board Chair from City of Port Moody Mayor Clay 6.2 Regional Parks Summary of Events -June and July OTHER BUSINESS 8. BUSINESS ARISING FROM DELEGATIONS 9. RESOLUTION TO CLOSE MEETING That the Regional Parks Committee close its regular meeting scheduled for June 7, 2017 pursuant to the Community Charter provision, Section 90 (1) (e) as follows: "90 (1) A part of the meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following: held on Wednesday, June 7, 2017 Page 4 of 5
5 (e) the acquisition, disposition or expropriation of land or improvements, if the board or committee considers that disclosure could reasonably be expected to harm the interests of the regional district". 10.
