3 TRANSIT NETWORK REVIEW Overview With new funding from Phase One of the 10-Year Vision we are able to deliver more and better service across the region. Customer feedback is essential to helping inform service change proposals. We regularly hear from customers about the desire for new and improved service to meet the needs of a growing region. The 2017 Transit Network Review is focused on: Delivering service in new areas outlined in Phase One of the 10-Year Vision New transit services for areas that do not currently have service or have limited service. New (or improved) routes: Silver Valley º New 733 Bryant/Haney Place/ Port Haney Station º New 741 Anderson Creek/ Haney Place/Port Haney Station Clayton Heights º New 372 Clayton Heights/ Langley Centre Morgan Creek º Improved White Rock South/White Rock Centre/Bridgeport Station º Improved C53 Cranley/White Rock Centre DID YOU KNOW? Phase One of the 10-Year Vision provides funding for an approximately 10% increase in bus service across Metro Vancouver. Modifying existing routes to improve travel times and better connect communities Changes to routes 159 and 169 to improve travel times between Port Coquitlam and SkyTrain, and to better connect Coquitlam Central with the United Boulevard area. 4 TRANSIT NETWORK REVIEW Public and stakeholder engagement Public and stakeholder engagement is a key component of the Transit Network Review. Engagement provides an opportunity for the public to learn about proposed service changes and provide feedback on all elements of service, from routing and service levels to hours of operation. In early 2017, we invited feedback on proposed changes from customers, residents, transit operators, members of the community, municipal staff and elected officials. Public consultation on these proposals took place from February 14 to March 6, 2017 and included a variety of techniques to reach and engage the public. To inform and engage with the public on the proposed changes, we: Delivered postcards to over 25,500 homes and ed over 170 community groups and businesses in the areas with proposed changes; Advertised the engagement widely, online and in print, to encourage broad participation; Opened an online survey for the duration of the engagement period to gather detailed feedback; We received detailed feedback on the service proposals from more than 1,600 members of the public. We considered the feedback, along with other technical information, and made decisions to implement, modify, or defer the service changes. The final service changes are summarized later in this document. Approved changes will be implemented in September 2017 as part of our regular quarterly transit service changes. Collectively, the changes will serve more people, resulting in thousands of residents in the region having new or improved access to transit. For more information about our public and stakeholder engagement see Appendix 1: What we did and who we heard from. Provided paper surveys and drop boxes at key community locations, for those without access to the internet, or who preferred to complete the survey in hard copy; Hosted five in-person public engagement sessions and three transit operator sessions during the engagement period; and Consulted with municipal staff and elected officials on the proposed service changes throughout the Transit Network Review process.

6 TRANSIT NETWORK REVIEW Next steps Overall, most survey respondents told us the proposed service changes would work better, or much better, for them and they would likely use the services if implemented as proposed. For one area, the feedback received, and further ridership analysis, resulted in our decision to not implement the proposed service change. You can view the proposed changes in detail to see how feedback from the engagement helped to inform our decisions in the next section What we heard and what we re doing. 7 TRANSIT NETWORK REVIEW What we heard and what we re doing Maple Ridge Silver Valley: New service Proposal With the approval of Phase One of the 10-Year Vision, funding is available to deliver new service to Silver Valley in Maple Ridge, an area not currently served by transit. Service is proposed through two new routes. These two new routes will create two-way service, increase weekend frequency and hours of operation, provide faster travel times for customers, and better connections to the Frequent Transit Network, local destinations and West Coast Express. This new route will provide all day local connections to regional transit routes and major local destinations. Customers can transfer to the 531 for access to Peninsula Village. The C53 will continue to serve the Morgan Crossing shopping area. There will be some loss of service along 20 Avenue and 156 Street on the C53 and along 20 Avenue and 148 Street on the. These five stops have low ridership and are walking distance to other services. What we heard Recurring themes in the feedback Positive response to implementation of new service in Morgan Creek º 57 per cent of respondents indicated the proposed modified would work better or much better for them, and 66 per cent would be somewhat likely or very likely to use it º 62 per cent of respondents indicated the proposed modified C53 would work better or much better for them, and 69 per cent would be somewhat likely or very likely to use it º Many of those who responded positively liked the new access to transit along 160 Street and 32 Avenue º Many of those who responded positively also liked the simplified design of the C53 º Residents on Cranley Drive liked maintaining service on Cranley Concern over the potential loss of C53 service to Peace Arch Hospital º per cent of respondents indicated the proposed new routes would work worse or much worse for them º Those who responded negatively mainly did not like the proposed removal of access to Peace Arch Hospital for C53 users

16 TRANSIT NETWORK REVIEW Port Coquitlam/South Coquitlam: 159/169 service re-alignment Proposal The proposed route changes are intended to improve travel times for Port Coquitlam residents travelling to and from SkyTrain and improve connections between Coquitlam Central Station and the United Boulevard area. The 159 and 169 were consulted through the 2015 Transit Network Review which recommended changes to services in south Port Coquitlam. Since then more work has been done to refine the proposed options in collaboration with municipal staff and based on updated ridership information since the introduction of the Evergreen Extension. We proposed two different options for the 159/169 re-alignment. 19 TRANSIT NETWORK REVIEW Port Coquitlam/South Coquitlam: 159/169 service re-alignment Ridership analysis To better understand how customers use the two routes following the opening of the Millennium Line Evergreen Extension, an in-depth ridership analysis was completed. The analysis of current ridership showed Options 1 and 2 have both benefits and impacts to existing customers (as compared to status quo): 20% of passenger trips would be shorter/better (by up to 5-9 minutes for trips between Port Coquitlam and Braid Station) 20% of passenger trips would be significantly longer/worse (for example, trips between Coquitlam Central Station and South Coquitlam would be 5-7 minutes longer and/or require a transfer and additional wait times between minutes) 60% of passenger trips would experience no change (for example, trips between Braid and United Boulevard or trips within Port Coquitlam) On balance, both options performed worse than the status quo (existing service) What we heard Responses received 406 completed surveys for the completed surveys for the additional comments were received at pop-up open houses at Braid, Coquitlam Central and Port Coquitlam stations, seven through s and phone calls

22 TRANSIT NETWORK REVIEW Port Coquitlam/South Coquitlam: 159/169 service re-alignment What we re doing Based on what we heard during the engagement and from our evaluation of customer benefits and trade-offs, we will: Not implement the service changes as proposed º Neither Option 1, nor Option 2, is supportable given customer impacts and concerns raised through public consultation Not change the existing 169 route at this time º Consider pursuing other network improvements in South Coquitlam to provide a direct connection between Coquitlam Central Station and United Boulevard, as funding allows Extend the 159 to Coquitlam Central Station (via Mary Hill Road, Wilson Avenue, Shaughnessy Street and Lougheed Highway) to provide faster connections to SkyTrain without creating significant negative impacts for existing 159 and 169 customers º All existing connections between buses in downtown Port Coquitlam will be maintained º Improve travel times to SkyTrain for some 159 customers by up to 15 minutes per trip º 159 customers can continue to connect to West Coast Express by either walking from Mary Hill Road and Wilson Avenue (350 metres), or taking the 170 to Port Coquitlam Station, or transferring at Coquitlam Central Station
