Harvie, Chief Administrative Officer On April 14, 214, New Westminster Councillor Lorrie Williams and Jim Lowrie, Director of Engineering Services will be providing a presentation at the Regular Meeting of Council regarding the Pattullo Bridge Replacement Project. -I 1 -, For background, TransLink issued the Pattullo Consultation Summary Report in September 213 (see ). During this round of consultations, the previously developed 25 alternatives were narrowed down to: New 4-lane Surrey-Coquitlam bridge with a 2 or 3-lane rehabilitated Pattullo Bridge New bridge at the existing location (4, 5 or 6-lanes) Rehabilitated Pattullo Bridge (3 or 4-lanes) The Summary Report included results of a Public Opinion Poll which indicated that New Westminster poll participants favoured the new 4-lane Surrey-Coquitlam bridge with a 2 or 3-lane rehabilitated Pattullo Bridge option, while North Surrey poll participants favoured the new 6-lane bridge at the existing location option. TransLink has deferred further public consultation related to the Pattullo Bridge. They have indicated that the Pattullo Bridge is one of the key priorities for the region, and as such they need time to confirm with the Mayors' Council how options for this project will fit into the regional plan. Traffic volumes accessing the Alex Fraser Bridge on Nordel Way have increased significantly over the last five years. The potential tolling of the _ Pattullo Bridge cou ld cause additional traffic to divert to the Alex Fraser Bridge. It is important to consider the tolling, as well as the opportunity to maximize the dollars invested by providing sufficient number of lanes on the replacement bridge to meet the needs of the region in the future.

BACKGROUND The City of New Westminster, the City of Surrey and TransLink are working together to review and evaluate alternatives to rehabilitate or replace the Pattullo Bridge and to determine a preferred alternative that meets the needs of communities connected by the bridge, as well as the broader region served by the bridge, B. PURPOSE In June 213, New Westminster, Surrey and TransLink consulted with local residents and businesses, local and regional stakeholders, and bridge users about the: Problem Statement for the Pattullo Bridge Review Objectives for rehabilitating or replacing the bridge Initial screening of the 25 alternatives for rehabilitating or replacing the bridge CONSULTATION/PUBLIC OPINION POLL/CITY SPEAKS PARTICIPATION ' There were a total of 3,998 participant interactions during the Pattullo Bridge Review Consultation period, June 3-28, 213, 662 people attended consultation events 176 people attended 6 small group meetings 486 people attended 6 open houses 61 feedback forms were submitted 421 online feedback forms through 13 hard-copy feedback forms 59 online feedback forms through PlaceSpeak City Speaks - Surrey's online consultation tool* 1,538 survey responses through City Speas (634 through online panel and 94 through community survey) 69 submissions were received through and mail Online public opinion poll 1,119 people were randomly selected to participate in an online public opinion poll "' *City Speaks - Surrey's online consultation tool: The City of Surrey, using their online community consultation tool, developed an online Pattullo Bridge survey which was shorter than the feedback form that was developed by the Pattullo Bridge Review Partners and posted on on PlaceSpeak, and distributed in hard copy, The City Speaks Pattullo Bridge survey was available at during the consultation period, This report contains results from the consultation methods developed by the Pattullo Bridge Review Partners, which included the Discussion Guide and Feedback Form, Online Feedback Form, PlaceSpeak Feedback Form, Public Opinion Poll, Small Group Meetings and Open Houses, as well as results from the City of Surrey-designed City Speak's survey, 1 Pattullo Bridge Rpviev\f loll5uliation, June 213 I umsultatlon )umlt1jry Repmt I Septeillbel JOU

CONSULTATION METHODS Discussion Guide and Feedback Form: The Pattullo Bridge Review Consultation Discussion Guide and Feedback Form included background information regarding the Pattullo Bridge Review and information regarding the consultation topics that the Partners sought feedback about. The Feedback Form asked questions regarding the Problem Statement, the Objectives and the list of alternatives for rehabilitating or replacing the bridge. The Discussion Guide and Feedback Form was available in hard-copy and online as a PDF on the Pattullo Bridge Review website. A copy of the Discussion Guide and Feedback Form can be found in Appendix 1. Online Feedback Form: The feedback form was also available for completion in an online format at PlaceSpeak: PlaceSpeak is a location-based community consultation tool that was used during the Pattullo Bridge Review Consultation. Information about the review process and the consultation was available at www. placespeak.com/pattullobridgereview along with the online feedback form. A copy of the PlaceSpeak feedback form can be found in Appendix 2. Public Opinion Poll: Mustel Group conducted a public opinion poll using the feedback form from the Pattullo Bridge Review consultation. The public opinion poll results are reported in three groups: Metro Vancouver (5 residents polled, which included residents in New Westminster and Surrey), New Westminster (31 residents polled), and North Surrey (39 residents polled). North Surrey included the area south of the Fraser River bordered by 156 Street, 88 Avenue, 12 Street and 96 Avenue. City Speaks: The Pattullo Bridge Review was a topic of consultation on City Speaks, the City of Surrey's online community consultation tool, and a survey was available for completion on City Speaks during the consultation period. The survey results are reported in two groups: City Speaks Panel Survey (input from those in Surrey who are part of the City Speaks panel) and City Speaks Community Survey (input from those across Metro Vancouver who completed the survey). The Surrey-designed City Speaks survey was shorter than the hard-copy, online and PlaceSpeak feedback form developed by the Pattullo Bridge Review Partners. A copy of the City Speaks survey can be found in Appendix 3. Small Group Meetings: Six small group meetings were held as part of the June 213 consultation: three in New Westminster and three in Surrey. These facilitated small group meetings were two hours in length and provided an opportunity for round-table discussion between attendees and team members representing the Pattullo Bridge Review. Meeting notes from the small group meetings can be found in Appendix 4. Open Houses: Six open houses were held as part of the June 213 consultation: three in New Westminster and three in Surrey. Open houses included a drop-.in format, which provided an opportunity for attendees to interact with Pattullo Bridge Review team members in a one-on-one or small group setting. The second half of the open house included a presentation and facilitated question and answer session. Meeting notes from the question and answer portion of.the open houses can be found in Appendix 5. D. OVERVIEW OF RESULTS The following section is an overview of some key results from input received through: 1) FEEDBACK FORMS (Online, Hard Copy and PlaceSpeak) and PUBLIC OPINION POLL 2) CITY SPEAKS SURVEY (City of Surrey's online consultation tool) 3) RECURRING THEME SUMMARY (Small Group Meetings and Open Houses) 4) WRITTEN SUBMISSIONS Detailed results from each of the methods listed above can be found starting on page 17. 2

6 Page 4 of 1 1) FEEDBACK FORMS (Online, Hard Copy and PlaceS peak) and PUBLIC OPINION POLL Below is a summary of key results from input received through the consultation feedback form (online, hard copy and PlaceSpeak) and through the public opinion poll. The content and questions asked in each of these were the same. The Surrey-designed City Speaks survey was shorter, and the content and the questions differed from the consultation Feedback Forms and the public opinion poll developed by the Pattullo Bridge Review Partners. See Section 2 on page 7 for key results from the City Speaks survey and page 41 for the detailed results. CONSULTATION FEEDBACK FORM The Feedback Form results represent views from participants who self-selected into the consultation. PUBLIC OPINION POLL The public opinion poll results are a representative sample from Metro Vancouver, along with an oversample group, from New Westminster and North Surrey, selected at random by the research firm. KEY FINDINGS: The majority of all consultation and opinion poll participants (68q3%) agreed with the Problem Statement. The majority of consultation participants (68%) expressed agreement with the Problem Statement. Just one in 1 (11%) expressed any disagreement. Metro Vancouver The majority of Metro Vancouver poll participants (73%) expressed agreement with the Problem Statement. 19% expressed disagreement. New Westminster The majority of New Westminster poll participants (71%) expressed agreement with the Problem Statement. 15% expressed disagreement. North Surrey The majority of North Surrey poll participants (71 %) expressed agreement with the Problem Statement. 16% expressed disagreement. About one in five participants (22 %) expressed disagreement with one or more of the stated Objectives. Metro Vancouver The majority of Metro Vancouver poll participants (8%) expressed agreement with one or more of the listed Objectives. Fewer than one in five Metro Vancouver participants (17%) disagreed with one or more of the stated Objectives. New Westminster The majority of New Westminster poll participants (72%) expressed agreement with one or more of the listed Objectives. 18% expressed disagreement with one or more of the stated Objectives. " , '1 t 1 KEY FINDINGS: Support for further consideration of Alternative 19: a new 4-lane Surrey-Coquitlam bridge with a 2- or 3-lane rehabilitated Pattullo Bridge, was highest among New Westminster poll participants (59% agreed) and consultation participants (56%). Support for this alternative was lower among North Surrey poll participants (43%) and Metro Vancouver poll participants (36%). Support for further consideration of Alternative 8: a new 6-lane bridge at the existing location, was highest among North Surrey poll participants (58%) and Metro Vancouver poll participants (57%). It was lower among consultation participants (45%) and New Westminster poll participants (36%). Support for further consideration of Alternative 6: a new 4-lane bridge at the existing location, was highest among North Surrey poll participants (53%) and Metro Vancouver poll participants (49%). Support for further consideration of this alternative was lower among New Westminster poll participants (45%) and consultation participants (41 %).. Support for further 'consideration of Alternative 5: a rehabilitated 4-lane Pattullo Bridge, was highest among North Surrey poll participants (47%) and Metro Vancouver poll participants (46%). New Westminster poll participants (41 %) and consultation participants (4%) showed less support for further consideration of this alternative. Support for further consideration of Alternative 7: a new 5-lane bridge at the existing location, was highest among Metro Vancouver poll participants (47%) and North Surrey poll participants (43%). It was lower among consultation participants (39%) and New Westminster poll participants (32%). Support for further consideration of Alternative 4: a rehabilitated 3-lane Pattullo Bridge, was lowest across all surveys except New Westminster poll participants: consultation participants (39%), New Westminster poll participants (33%), North Surrey poll participants (32%), Metro Vancouver poll participants (22%). 1 Overall, consultation participants were divided in their level of agreement of further consideration of all six alternatives. Only Alternative 19: a new 4-lane Surrey-Coquitlam bridge with a 2- or 3-lane rehabilitated Pattullo Bridge, received more than 5% support. 56% agreed or strongly agreed with further consideration of Alternative 19: a new 4-lane Surrey-Coquitlam bridge with a 2- or 3-lane rehabilitated Pattullo Bridge, whereas 37% disagreed with further consideration. Metro Vancouver More than half of poll participants in Metro Vancouver (57%) agreed or strongly agreed with further consideration of Alternative 8: a new 6-lane bridge at the existing location, whereas 28% of participants disagreed. New Westminster More than half of poll participants in New Westminster (59%) agreed with further consideration of Alternative 19: a new 4-lane Surrey-Coquitlam bridge with a 2- or 3-lane rehabilitated Pattullo Bridge, whereas 26% of participants disagreed. 9 Page 7 of 1 CONSULTATION FEEDBACK FORM KEY FINDINGS: Support for recommendations to remove each of the alternatives from further evaluation was high, ranging from 47-74% for all consultation and opinion poll participants, with the exception of Alternative 17: a new 4-lane Surrey-Coquitlam bridge, which only had 41 % agreement among New Westminster opinion poll participants. Alternative 17: a new 4-lane Surrey-Coquitlam bridge, had the highest level of disagreement with the recommendation to remove it from further evaluation among New Westminster poll participants (46%) and consultation participants (43%)., Approximately half or more (47-68%) of consultation participants agreed with the recommendations to remove each of the 19 alternatives from further evaluation. Alternative 17: a new 4-lane Surrey-Coquitlam bridge had the highest level of disagreement (43%) with the recommendation to remove it from further evaluation. Metro Vancouver Approximately half or more (49-74%) of all Metro Vancouver poll participants agreed with the recommendations to remove each of the 19 alternatives listed from further evaluation. New Westminster Approximately half or more (51-69%) of all New Westminster poll participants agreed with the recommendation to remove 18 of the 19 alternatives from further evaluation. The exception was Alternative 17: a new 4-lane Surrey-Coquitlam bridge, with only 41 % agreement. Alternative 17: a new 4-lane Surrey-Coquitlam bridge had the highest level of disagreement (46%) with the recommendation to remove it from further evaluation. North Surrey Half or more (5-7%) of all North Surrey poll participants agreed with the recommendations to remove each of the 19 alternatives from further evaluation. 1 The term 'rat-running' refers to the practice of driving through residential side streets to avoid congested main roads.

KEY FINDINGS: CITY SPEAKS COMMUNITY SURVEY (94 RESPONSES) A majority of participants (57 and 62%) favoured Alternative 8: a new 6-lane bridge at the existing location. 11 Page 9 of 1 3) RECURRING THEME SUMMARY - Small Group Meetings and Open Houses While many comments and questions were heard in each of the small group meetings and open house question and answer sessions, a summary of the most frequently recurring themes at the six small group meetings and six open houses is presented below. Recurring themes from each meeting can be found starting on page 46. Need for Long-Term Transportation Planning (a recurring theme at 1 meetings) Some participants noted the importance of all levels of government and TransLink taking a long-term and regional perspective regarding the planning for future transportation and transit initiatives. These participants felt this should include consideration of population growth projections and evaluation of the capacity needed in the longer term. Importance of Road Connections (8 meetings) Some participants at both the New Westminster and Surrey meetings expressed the need to ensure that there were good connections from a new or rehabilitated crossing to roadways in New Westminster and Surrey. Some participants also requested additional information about plans for connections, and stressed that this was an important part of the process. Need for Increased Capacity (7 meetings) Some participants expressed the need for increased capacity beyond the 4-lane current capacity, both on a new or rehabilitated Pattullo crossing, and on connecting roadways. Participants noted that this was important to improve traffic flow and to accommodate projected population increases. South Fraser Perimeter Road/Highway 1 Connection (6 meetings) Some participants raised concerns about the connection between the South Fraser Perimeter Road and Highway 1, and said that there should be a more direct connection to the Port Mann Bridge to help direct traffic, in particular trucks, away from the Pattullo Bridge. Support for Alternative 19: New 4-Lane Surrey-Coquitlam Bridge with a 2- or 3-Lane Rehabilitated Pattullo Bridge (5 meetings) Some participants agreed that Alternative 19 should be further considered. Participants expressed that this alternative would allow for increased capacity, better separation of truck and vehicle traffic, and help direct traffic away from New Westminster roads. Support for Regional Tolls or Road Pricing (5 meetings) Some participants expressed support for the idea of regional tolls or road pricing to fund a rehabilitated or new Pattullo crossing, and other transportation and transit projects. Some participants said that a regional toll or road pricing would be more equitable than tolling only bridges connected to Surrey. Remove or Restrict Truck Traffic (4 meetings) Some participants suggested that truck traffic on the Pattullo Bridge should be prohibited or restricted to certain times of the day to improve traffic flow. Some participants noted that implementation of this in the short term would also improve safety on the current bridge. 8
