1 Hayling Island Neighbourhood Watch Bulletin Neighbourhood Watch Update January 2016 Our Current Neighbourhood Priorities 1. Anti Social Behaviour Norfolk Mews, The Crescent. Drink and drug related incidents are occurring regularly and it has risen to a point that Police and housing management group Abbeystead Ltd are to take positive action. 2. Speeding - This matter has been raised by the local community. Reports state that there is speeding in a variety of locations around Hayling Island. 3. Engagement Plan The team are currently in the process of updating their community mapping and local engagement plan, which we will share with you once it is complete.

2 You Said. We did. Speeding You said. This matter has been raised by the local community and remains as a priority for a second month. Reports state that there is speeding in a variety of locations around Hayling Island. We did.. Speeding is an ongoing priority for the team. Working with the Roads Policing Unit and camera van, the team will use our speed gun, speed limit reminder (SLR) sign and our volunteer Community Speedwatch team to respond to the problem. We are always looking for more volunteers so please speak to one of the team if you are interested in finding out more. We try to target our enforcement sessions depending on the roads identified by the community on the days and times most likely to be effective in dealing with speeding. However, over the recent Christmas and New Year period we have increased our general road safety enforcement, including speeding enforcement. During December until January we targeted drivers as part of this campaign for speeding, correctly working vehicle lighting, obscured vision while driving, use of mobile phones while driving, documentation and insurance offences, amongst other incidents that may have been identified at the time. We engaged with the local licensed premises, encouraging them to advertise our efforts and report suspected offenders. We have set up the SLR on West Lane. We have increased our patrols, and received help from the speedwatch volunteers. We even had a local reporter join us on a session in an effort to get the message out to the public. Once the force-wide results have been collated, we will provide an update via Hampshire Alerts as to the total number of breath tests that were conducted, however there were three drivers on Hayling that were identified as having driven while under the influence of alcohol. Previously we have used survey monkey but for the first time we are using the Neighbourhood Watch system, Hampshire Alert to do this. This is a trial for the force and is being done here as we have the best Hampshire Alert take up in the county. Using Hampshire Alert to do this will allow us to hopefully view the results in a different way and get more use from them. IN next months update we will give you information on the last quarters results.

4 Inspector Dave Humphries Happy New Year everybody and welcome to our first bulletin of New Year is always a period of time when we reflect on how the last year has gone and what we want to do differently this year. In that vein the bulletin is getting a bit of a makeover thanks to Garry & Sandie, the volunteers that produce it. You should see an improved look to next months bulletin. Last year the Hayling Island Neighbourhood Policing team were very focussed on reducing burglary over the course of the year. A 48 per cent reduction over the last calendar year represents a great success but sadly there were still 61 properties, which includes both dwellings and non dwellings (sheds etc) broken into across the sector. This year reducing burglary, particularly burglary dwelling remains firmly fixed as our priority, particularly as in our Your Voice Counts survey you put burglary as one of your highest priority areas too. This year I am keen we further develop how well we link in with the great sense of community that already exists in Hayling Island and we try to be more accessible to you as a Neighbourhood Team. Neighbourhood Watch have a key role to play in that as it is after all exactly what the Neighbourhood Watch Association is all about. I am due to discuss this with Jayne, your local NHW chair imminently and hopefully we can improve our public meeting structure so that we can see you more. One piece of bad news to start the year is the loss of the Crime Reports software. The force ended subscription to the licence for this application for a number of reasons and as yet we don t have a great alternative that can provide you with the information. We are therefore looking at how best to give you a picture of crime in your area and any feedback on the info that you would particularly like would be helpful. For this purpose a contact address is on the last page of this bulletin and it would be really good to find out what sort of information you would like from us each month. In other news we finally saw the confirmation of the budget share Hampshire Constabulary is to receive from the Home Office. The autumn budget initially gave us some good news with the promise that the police budget would be protected rather than cut to the levels we were originally expecting. However many of us were waiting to see the actual figures before we breathed too big a sigh of relief. As it turns out the budget wasn t fully protected and is about 1m but this is not the level of cuts we were expecting. Whilst this doesn t make things any easier for us following the last round of cuts what it does do is make things less difficult than they were going to be! One of the key areas from the budget was the empowerment given to PCCs by the chancellor to raise the precept in order to deal with the shortfalls. Hampshire s PCC Simon Hayes has been running a consultation on this and the results of that consultation feature later in this bulletin. With the funding position clearer the force is now working on project HC2020 which will shape how the force looks in There is still much that can be done to make the police force a more modern and efficient organisation and just because cuts to our funding have ceased does not mean that work should cease too. I have no doubt though that however the force looks in the future Neighbourhood Policing will remain at the heart of that model.

Mobile phone stolen from desk drawer of the headmaster's office, by a pupil. 24/12/2015. ISLAND CLOSE. Intruder (known to victim) arrested for suspected burglary. Vehicle crime. 17/12/2015. STATION ROAD. Entry gained by unknown means. Property stolen. 20/12/2015. ELM GROVE. 2 parcels stolen from back seat of car. 21/12/2015.HOLLOW LANE. Mobile phone stolen from passenger seat of taxi. Passenger suspected. 23/12/2015. MILL RYTHE HOLIDAY VILLAGE, HAVANT RD. Theft of Polaris ATV. Keys were with the vehicle but not in view. Burglaries. Vehicle crime.

6 What the team have been up to: On 3rd December, PCSO Roberts took youths from the Mars Cub Pack, to Waterlooville Police Station to show them around an operational Police Station. He did the same again on 9th, this time taking the Hayling Army Cadet Unit, PC Smith, PC Wedlake and PCSO Roberts attended the Mengham Late Night Shopping event on 4th December, helping organisers with the closure of Mengham Road, and remaining to carry out some vital community engagement. We have committed a large amount of time to Op Holly (see page 9), Hampshire Constabulary's annual drink drive campaign, and results are due to be published soon. On 29th of December a missing suicidal male was located by the Hayling Team after an extensive search along the Billy Trail. He was taken to the Elmleigh Suite in Havant following being located. We have been actively promoting our Hampshire Alerts website, which updates the public about crime in the area and our day to day activities and have raised the number of subscribers from around 150 in early November to around 540 as of today. A reporter from The News came on 29th December and shadowed us for the morning whilst we were doing Speed Gun and Op Holly stuff. PC Simon Smith is seen here in action.

7 What the team have been up to cont d: Follow up to last months ASB priority in Norfolk Mews, The Crescent. Drink and drug related incidents have been occurring regularly. Police and housing management group Abbeystead Ltd have taken positive action. The Car park area had abandoned/scrapped vehicles and dumped rubbish. Abbeystead have arranged skips to clear away the problem. It is looking better. There is still work to be completed in regards to the dumped vehicles. Thanks to a close relationship developed between the Police and the managing company of the Crescent, we have enjoyed a relatively trouble free Christmas period with few reported incidents. Those reported have been of a minor nature and quickly resolved. There is still ongoing work in managing some of the tenants which will continue into the beginning of ASB has reduced. Problem residents have been sent an eviction notice by Abbeystead Ltd. This was issued on the 18th January. They have a 2 week period to appeal. This has sent a clear and strong message to all residents/tenants that Police and Abbeystead Ltd are proactively and robustly dealing with all ASB/Crime incidents. In regards to the dumped items outside in the car park you will see, from the photographs, that Abbeystead have taken steps to deal with this issue by supplying skips to load the rubbish up. The whole area looks cleaner. Still a bit to do in regards to the dumped vehicles. PC Simon Smith has been proactively spearheading police involvement.

8 Drink-driver gets ban after blocking cops in emergency. A WOMAN who blocked police officers rushing to the aid of a colleague in trouble has been banned from driving. Sharon Whiteley, 47 of Eastoke Avenue, Hayling, admitted drink-driving ben.fishwick@thenews.co.uk Sharon Whiteley, of Eastoke Avenue, Hayling Island, appeared at Portsmouth Magistrates Court after being caught during our annual Christmas drink-drive crackdown. The 47-year-old carer was caught drink-driving on December 7 after she had been out for lunch with friends. She drank three glasses of wine, returned home and had a nap. But the court heard she was late for work and jumped in her car and was then pulled over by police responding to a call to help another officer. They went to overtake the defendant s vehicle. But she did not react to the police siren. She was in the middle of the road straddling white lines and swerving on to the wrong side of the road. She had difficulty giving a breath test after getting out her Renault Megane in Southwood Road, Hayling, but did eventually complete the test at a police station. It revealed she had 75 microgrammes of alcohol in 100 millilitres of breath more than double the 35mg legal limit. Whiteley, who was previously banned for drink-driving in 2007, faces a disciplinary at work, the court heard. Chairwoman of the magistrates Rosemary Coxon banned Whiteley from driving for 40 months with a 200 fine, 85 costs, a 20 victim fee and 150 court fee. A Hampshire police spokesman said: These cases again highlight the serious life-changing consequences at court for motorists who take the risk of driving under the influence.

9 Christmas Drink-Drive Campaign Operation Holly Police across Hampshire and the Isle of Wight have arrested 85 people on suspicion of drink or drug-driving two weeks into the Christmas drink-drive prevention campaign. The Where Will You End Up tonight? campaign has seen 69 men and 16 women arrested between December 1 and December 13, In total, 61 of those arrested have been charged, with 16 bailed and eight (8) released with no further action. The campaign, which runs until the January 1, 2016, sees police targeting individuals they suspect of driving under the influence of drink or drugs, both on the way home from nights out and the morning after a heavy night. Campaign videos. A new video is being screened for the campaign, which is a joint initiative between Hampshire Constabulary and Thames Valley Police, featuring a young woman who believes that she wakes up after a night out only for the viewer to realise that in fact her body is in a mortuary. So far, the video has been viewed more than 275,000 times on Facebook and YouTube, and the campaign itself has been seen by 770,000 on Facebook. Officers are on regular patrols across the Isle of Wight and Hampshire taking a rigorous approach to stopping those motorists endangering lives through their reckless actions. Everyone should remember the catastrophic consequences for individuals and their families when a death or injury occurs as a result of drink or drug driving. Hampshire Constabulary is most grateful for the support of the Staley family sharing the story of their daughter Evey and allowing the car involved in her fatal collision to be displayed around Hampshire and the Isle of Wight again this December. We've taken the vehicle display so far to Aldershot, Southampton and the Isle of Wight where the public's reaction has shown empathy and emotive support. The first-hand experience of witnessing the destruction that can be caused by a drink-driving collision underlines why it's not worth the risk." 10 SIMON HAYES Budget Consultation 2015/16 The Commissioner's public consultation on the level of council tax for the policing budget consisted of an online survey and a public consultation day with a cross section of residents from across Hampshire and Isle of Wight. In the consultation event 93 per cent were supportive of the proposed increase. Delegates were extremely supportive of the police and their widening role to protect society, and the arguments put forward to protect the policing budget in the face of Central Government cuts. Indeed, cutting the police budget further at all was considered short-sighted by some, as prevention work lessens likely public costs longer-term. 871 Hampshire and Isle of Wight residents also participated in an online survey, with 77.2 per cent agreeing to an increase of 1.99 per cent or more, to support and protect local policing. I fully respect the Chief Constable's personal reasons for wanting to move to Avon and Somerset and congratulate him on his selection as preferred candidate. During his nearly three years as Chief, and previous time as Deputy Chief, Andy Marsh has made a significant contribution to protecting our communities from harm. He has proven that policing is a vocation and has played a significant role in maintaining legitimacy and public confidence in all aspects of the Constabulary's work. He has guided the organisation through significant changes to operational policing, introducing innovation and modernisation. As Andy would not be leaving us immediately, there is time to plan for the future and give consideration to finding his successor. I am sure, should he be confirmed at the helm early next year, Avon and Somerset will flourish with Andy as their Chief Constable. I wish him and his family all the best in the future. The selection process for a new Chief Constable for Hampshire Constabulary will commence in the first week in January I anticipate being able to make an appointment within a period of approximately two months. Chief Constable Andy Marsh will leave Hampshire Constabulary on 31 January and Deputy Chief Constable, Graham McNulty, will take over from him pending a permanent appointment. With the Constabulary undergoing significant transformational change and facing unique pressures with regard to security and public safety, it is important to act without delay to ensure strong and stable leadership is maintained. Hampshire is a prestigious and well respected force and I will be seeking the best person to lead the organisation.

11 NEIGHBOURHOOD WATCH The aim of the Neighbourhood Watch and Home Watch movement is to bring neighbours together to create strong, friendly, active communities where crime and anti-social behaviour Our vision is that of a caring society that is focused on trust and respect in which people are safe from crime and enjoy a good quality of life. Neighbourhood Watch is about making sure that no one has to feel afraid, vulnerable or isolated in the place where they live. It s about people looking out for each other, crossing barriers of age, race and class to create real communities that benefit everyone. Our activities are characterised by their diversity, taking in everything from home security improvements to youth workshops to neighbourhood clean-up projects. The results can really be something to be proud of. Communities where Neighbourhood Watch or Home Watch operate become more friendly and cohesive and, research shows, experience a fall in crime. THE WAY AHEAD FOR NEIGHBOUR- HOOD WATCH - On 3 December 2015, NHWN held an event called 'The Way Ahead For Neighbourhood Watch'. The purpose of the event was to bring together key Neighbourhood Watch contacts with police colleagues and Police & Crime Commissioners to showcase the new tools and direction for Neighbourhood Watch, which we are beginning to implement in line with our new Strategic Plan 2015/20. This report summarises each of the speaker presentations and workshops. It draws the lessons from the event together into a 'Next Steps' plan involving NHWN, force level Associations, the police and other partners. 12 I don t feel like a hero.... says police officer who jumped into icy sea to save man s life. Police officer Neal Skinner has spoken of how he jumped 30ft from a bridge into icy waters to save a man s life. The 51-year-old jumped from the Langstone Bridge to help a man who was being dragged out into the harbour by the currents. PC Skinner was on a late shift and was the closest officer when a member of the public reported a man perched on the bridge railings. PC Skinner arrived at about 9.35pm and called the coastguard, RNLI and other emergency services before talking to the man, who had now climbed over the barriers and was gripping onto a lamp post with one arm. PC Skinner, who serves with our dog unit and lives near Emsworth, said: I spoke to him and he told me he had had enough and was going to jump. The tide was reasonably high and there was quite a flow of water under the bridge. I continued chatting to him and it turned out he had served in the army in Northern Ireland and was suffering from posttraumatic stress disorder. I had served in the army and in Northern Ireland for two years and it rang a few bells with me. We could have swapped positions and been on opposite sides but for events that have happened in our lives. I told him that if he jumped, I was going to jump in after him. He said he didn t want me to jump in, but I said it wasn t negotiable because that was my job. As a police officer you are expected to save life and limb. The man lost his balance and found himself hanging with one arm over the fast-flowing water. PC Skinner said: I climbed over the barrier to grab hold of him and with that he let go and dropped into the water. By then I had no option and I jumped in. By the time I hit the water and re-surfaced I was under the bridge because of the tide. I remember when I hit the water thinking this is not a good idea because this is cold. It was freezing cold. The man was a good 10 or 15ft away from me and the tide was taking him out. I remember shouting at the other police officer as best I could throw the life ring. I swam out to the chap and grabbed hold of him and swam back to the life ring. Other police officers dragged the pair across to the shallows where they were treated by paramedics and put in thermal suits to keep them warm. A Hayling RNLI lifeboat arrived at the scene, but by that point the pair were already ashore on the slipway to Langstone Sailing Club. The man, from Waterlooville, was taken to Queen Alexandra Hospital by ambulance for treatment. The incident happened on December 27. PC Skinner, who has been in the force for 15 years, added: It was very cold and an experience I wouldn t want to repeat in a long time. I became very determined and focussed that I hadn t jumped in the water to die myself. I don t feel like a hero. I m sure every police officer in my situation would have done the same.
