City Green Subcommittee a) Subcommittee Meeting Notes Craig McLeman informed committee members of City Green s successful Let s retree Cambridge event on March 9, The annual Community Clean Up is being held on April 22, 2017 and sign-up is available online at CEAC member Kelly Pritchard is now Vice-Chairperson of City Green. Stage 2 ION LRT Subcommittee Kathy Padgett provided an overview of the report and advised that the Comments/ Analysis section had been revised since the agenda package was circulated to specify that CEAC is requesting to review the draft Environmental Project Report (EPR) when it is available as opposed to the final EPR. The committee members expressed their appreciation for the Region s detailed response to their questions. Information Items 5. Cambridge Trails Advisory Committee January 12 and February 9, 2017 minutes were shared for information. 6. Regional Ecological and Environmental Advisory Committee No updates since previous CEAC meeting. 7. Region of Waterloo Wastewater Treatment Master Plan Update The Notice of Public Consultation Center No. 1 on March 9, 2017 was shared for information. 8. Region of Waterloo Biosolids Strategy The Public Consultation Event on March 23, 2017 was shared for information. 9. Grand River Conservation Authority Conservation Award Nominees 2017 CEAC discussed potential award nominees. CEAC to finalize nominees at the April 26, 2017 meeting to meet the May 1, 2017 deadline. Other Business Riverside Dam Kathy Padgett notified the committee that the Riverside Dam project team will be hosting a stakeholder s workshop in the spring. The Riverside Dam Subcommittee will be notified when details are made available. North Cambridge Business Park Environmental Assessment Kathy Padgett notified the committee that the Environmental Assessment Report was received for this project and circulated to the East Side Lands MESP Subcommittee for review and comment. 005

Is it worth it for the vendors? Can we take a video, post online, and distribute information differently? Can it be 007

8 leveraged / be part of a bigger event? There are so many events/people are busy has to be compelling to get people to come out. ACTIONS: City Green Annual event renaissance CG members to send ideas for an alternative event format, subject, date, etc. 4. Cambridge Stewardship (PW) CG representatives (PW, LS, SF) had an interview with Ray Martin of the Cambridge Times about City Green, Cambridge Stewardship, and Clean Up. 9 SHARPS Training 7-8 pm The group received the City of Cambridge corporate sharps training presentation, a demo, and the protocol modified for City Green purposes (i.e. responding to sharps reports on the Cambridge Community Clean Up Day and for the Organize-Your-Own clean up groups) The festival river clean up representatives did not attend. A good discussion followed re: the logistics (e.g. provide extra tongs), City Green protocol, etc. The main messages were: 1. If you re not comfortable responding to a sharps report, call/text/ Paul (or the City phone #s) 2. Try to mention the risks (including sharps) while the volunteers are signing the waiver and picking up supplies without discouraging them 3. Leave it, report it 4. Safety is more important than picking up litter it s the most important thing (for participants and City Green volunteers leave it and report it) 5. Needles are one thing, but there are other associated materials that also require biohazard clean up and keep eyes open for other needles at the scene or buried within associated materials (paper towels, clothing, debris) 6. We have had incidents, we ve responded the best we could, no one has been hurt, this City Green protocol pulls together the efforts of the past 10 years (it may not be done/subject to improvement) 7. The main reporting contacts (for both participants and CG members): Paul at cleanup@cambridge.ca or booth members have Paul s personal text for use during the Cambridge Community Clean Up event; 2 phone numbers on Tips Sheet/in CG booth supplies for City responses (use After Hours phone # on sheet for 9-12, Saturday, April 22) 8. The situation is similar to recycling/litter if those responsible for 80-90% of the problem would take responsibility we wouldn t need CG and end of the pipe solutions the incompetence and abdication of responsibility of multiple community agencies on this issue has forced City Green to take precautions on our own time and budget to deal with an escalating public safety issue 009

10 ACTIONS As John attended and received the training (in his capacity with the Hespeler CG booth but also as an Ancient Mariner), and given the AMCC s regular clean up of the shorelines and trails in Galt (and that they are known needle areas) PW to provide sharps kits to the AMCC PW to make up extra kits/provide training to adult groups if they are going to known needle areas PW to include multiple tongs in each kit (given that they should be disposed of after each use like the gloves and that a CG booth may receive multiple calls during the duration of the Cambridge Community Clean Up PW distribute the powerpoint presentation with the meeting notes 010

Linda Cooke welcomed everyone and called the meeting to order at 7:01 p.m. The meeting adjourned at 8:15 p.m. 1. Disclosure of Interest No disclosure of interest. 2. Delegations No delegations present for this meeting. 3. Approval of CTAC minutes of February 9, 2017 Motion #1 Moved by: Chris Smith Seconded by: Scott Hube THAT the CTAC minutes of February 9, 2017 be adopted as printed. CARRIED 4. Follow-up from Previous Meeting Meeting / presentation to rare board directors: The meeting that was scheduled on February 22 with the rare board of directors was postponed due to the City of Cambridge inside workers strike. The meeting has been rescheduled to June 21; time to be determined and advised. 011

12 2 Water Street South pedestrian crossing: Region of Waterloo sent the City an response that they will be placing trail counters by the crossing at Churchill Park during the month of May to determine number of trail users and assess if a crossing is warranted at this location. Following the study they will report back with costs, timelines, etc. At present the Region does not have this item scheduled in the 10 year forecast. It was suggested that the counters be put out in late spring, when more people are accessing the trails. 5. City Updates Maintenance Report and Items Brian Geerts No new information to report. 6. City Updates - Project Update and Schedule Shane Taylor Shane Taylor provided the following update on projects for 2017: i. Perbeck park/st. Gabriel School/Greenway park/soper park asphalt still on hold, to be completed in spring. ii. Trailhead signs at Soper and Riverside to be installed in spring. Staked locations. iii. Linear Trail bridge decking replacement job cancelled due to severe ice damage full bridge replacement required, to be covered by insurance claim. Brian Geerts is handling the bridge replacement and will followup with this item. iv. Wellington Trail Connection New multiuse connection to shift traffic from the corner of Ainslie/Concession St to Wellington St. ($30,000). Shane has received preliminary comments, most were positive. Next steps survey, concept drawings, and meeting with Region stakeholders. v. Living Levee Trail seating and informational signage to be added to a section of trail behind Waterscape Condos. ($10,000). Seats have been ordered. vi. Devil s Creek Trail Retaining wall replacement and warning signs for cyclists warning of low overhead clearance. ($20,000). No progress to report. vii. Riverside Park Asphalt replacement of trail section heading to boardwalk and Russ Street Bridge ($30,000). No progress to report. viii. Mill Pond Trail Improvements Upgrade wood chipped section of trail and maybe replace with gravel and add toe wall ($40,000). No progress to report. Suggest a site visit when the snow clears to assess slope condition and consider slope stabilization requirements. ix. Melrose St. Trail to Lawrence Park - Asphalt trail and add two service gates at both ends of trail ($25,000). Drawings have been started, project expected to be tendered in March. x. Devil s Creek Trail Extension Stone dust trail connection (length 250 linear m.) from the south end of Devil s Creek Trail to Blenheim Road 012

13 3 ($50,000). Applied for permit renewal with GRCA, paid $75 processing fee. Permit is ready and tender should be out in a week. xi. Westminster Drive Trail Access New multi-use access from Westminster Drive to the existing Linear Trail ($5,000). No progress to report. xii. Curb Cuts to Various Trails Installing accessible ramps at various trail locations throughout the City ($10,000). No progress to report request that CTAC members continue to look for opportunities for accessible ramps throughout the City and continue to send to Shane, he will be sending the committee a list of some of the locations identified. It was mentioned to take in consideration the grade for water accumulated, will contact Public Works. xiii. Replace signage Install trails signs in Silverheights Park and along Moffat Creek trail ($15,000). Field survey completed at Moffat Creek trail, drawings are underway. Shane will watch out for any development on the restructuring on Franklin Road. Silverheights trail yet to be surveyed. xiv. Devil s Creek Train Bridge Maintenance install measures to stop spalling concrete from falling off the CP bridge onto the boardwalk below ($4,000). No progress to report. 7. Events/Tasks Up-date The committee discussed some ideas for the trail walk on International day being held on June 3, Some ideas mentioned were to have posters made up to distribute to schools, libraries, post on Facebook, etc. as well as some type of giveaway to hand out. It was suggested to look into renting the Region of Waterloo water tank and give away City/CTAC water bottles. More information will follow at the April 13, 2017 meeting. 8. Other Business Galt Collegiate update The trail behind the Galt Collegiate by the amphitheater has been neglected for some time. The committee discussed ideas about improving the area, adding signage, lights and perhaps having students as ambassadors in the area to earn their community hours, etc., possibly as a 2018 CTAC project. Chris suggested CTAC host a trail walk from waterscape to Galt Collegiate with Shane, Ms. Bev Wood (the principal of Galt Collegiate), Jan Liggett (Councillor of Ward 4) and any other committee members that are available. Rick Hathway, guest at this month s meeting, was interested to walk the trail as a resident of the area. Chris offered to organize the walk and will let the group know once it is set up. Hespeler Optimist Park Chris suggested adding a connecting trail perhaps as a future project. The trail would connect at a walkway block off Calvin Court and would head southwest through Optimist Park to join up with the existing trail. Franklin Blvd at Moffat Creek Trail The Region will be undertaking road reconstruction in this area in the near future. The group discussed how this is a 013

14 4 dangerous crossing point for pedestrians, with poor visibility (sightlines) and fastmoving traffic. It would be ideal to get a controlled crossing in this location. Shane offered to follow up with the Region of Waterloo to voice CTAC concerns. Woodland trail to Winston There is no actual trail connection from Winston Blvd south into the Winston woodlot. It may or may not be desirable to make a connection into the woodlot from Winston. More consideration is required. 9. Communications There were no communications. 15 From: Airport Master Plan To: Airport Master Plan Subject: Airport Master Plan - Stakeholder Update (March 2017) Date: Wednesday, March 29, :44:13 AM Region of Waterloo International Airport Master Plan - Stakeholder Update The Region of Waterloo is developing a Master Plan to help guide the future of the Region of Waterloo International Airport for the next 20 years ( ). The Master Plan will take into consideration the opportunities and challenges the Airport will face, including how to best meet the travel and connectivity needs of our growing community. At the April 4, 2017 Region of Waterloo Planning & Works Committee meeting the Airport will bring forward its 20 Year Master Plan and corresponding 5 Year Business Plan. These plans will guide the future of the Region of Waterloo International Airport and provide a set of recommendations to optimize the Airport's commercial value over the next 20 years ( ). For details on this Committee meeting and to register as a delegation please contact the office of the Regional Clerk at: regionalclerk@regionofwaterloo.ca Under the direction of Regional Council, the Region of Waterloo International Airport initiated the process of updating its Master Plan and Business Plan to: optimize the existing capacity of the Airport; attract new air service; build out the Aviation Business Park; protect for future growth; increase community awareness about noise mitigation measures; and develop the airport in conjunction with the adjacent East Side Employment Lands. Background: The Region of Waterloo International Airport is a full-service airport, and home to over 250 private and charter aircraft, 25 businesses and more than 300 employees. In 2015, the airport contributed an estimated $90M to the Region's economy and experienced another record year with over 150,000 passengers travelling through the terminal building. The airport is also one of the top 20 busiest airports in Canada and home to one of the leading flight training schools in the country. Next Steps: Upon approval of the Airport s Master Plan by Regional Council the Airport will need to begin to prepare for potential future growth and development over the next 20 years.
