1 Core Areas Parking Council Meeting October 31, 2017
2 Background Last year Council directed staff to work with the BIAs to address ongoing parking issues, as a result the Parking Working Group was formed The Parking Working Group identified the following issues: poor user understanding of the hybrid free + paid system, reprinting of free vouchers by core area workers, and relocating of vehicles in 2 hour free parking areas Additionally the current parking system has: poor utilization and distribution of parking overall, lack of capacity to support intensification, and financial instability The Parking Working Group recommended reconfiguring core area parking with 1 hour on-street, paid central lots and 2 hour free lots further out to improve the system
3 Consultation Feedback was solicited through multiple methods: BIA members online survey regarding Parking Working Group recommendations (82 responses out of ~380 invites) Business & Commercial Property Owners mailed survey on general parking usage (43 responses from 517 letters) drop in consultation centre presenting potential solutions (17 attendees from 517 invites) workshop planned but cancelled due to a lack of enrollment Public On-street intercept study (22 participants)
4 What We Heard On-Street Parking Businesses want 2 hour free on-street parking and increased enforcement Customers find it difficult to find a parking space but, most don t want to pay Off-Street Parking Hybrid lots confusing to customers Resistance to changing hybrid lots to straight paid because it cuts the supply of free parking 2 hour free parking meets needs of the new Idea Exchange World Gym (now Crunch) requested that 2 hour free parking be maintained in the Mill Street Lot
5 What We Heard 2:30-6:00am Parking Prohibition No option for overnight weeknight parking for residential guests or bar patrons without calling the City Some staff start work before 6am or end after 2:30am but there is nowhere to park without a 24 hour permit Crunch Fitness is 24 hours during the week but there is no parking for members between 2:30 and 6:00am on or off street General Most customer trips are less than an hour and for a single destination Businesses expect free staff parking in centre of the core or further reduced permit rates Businesses purposely located in the core areas as opposed to a commercial plaza
6 Solutions Maintain 2 hour free parking on-street Eliminate the hybrid system and create a smaller supply of straight paid parking to support long term and overnight visitors Reconstruct Mill Street Lot as two lots to provide separate paid parking and 2 hour free parking Move paid parking from Water Street Lot 2 to Dickson Lot Eliminate paid parking in the Westminster Dr Lot Schedule late night enforcement by zones to ensure some parking is available during all hours

8 Recommendations THAT the 2017 Parking Lot Renewal budget be carried over to 2018 to facilitate the reconstruction of Mill Street Lot into two separate parking lots; AND THAT 24 Hour Paid Parking, Pay by Plate and Mobile Pay be implemented in the King Street (Preston), Dickson Street (Galt) and west Mill Street (Galt) Lots; AND THAT paid parking be removed from Westminster Drive (Preston), Water Street 2 (Galt) and east Mill Street (Galt) Lots; AND FURTHER THAT funding in the amount of $50,000 be considered for a Future Parking Needs Study for the Hespeler Village Core Area through the capital project budget process.
