1 The Adelaide City Council invites engagement from the community about Feedback on an event licence application for the Park Lands Project Summary The Adelaide City Council has received an application from The Fringe Club to take place from 10 February to 14 March The event set up is scheduled to start on 1 February with pull down to be completed by 19 March Fringe Club is a gathering and meeting place for all artists and venues participating in the Adelaide Fringe, general arts industry and Adelaide Fringe Sponsors. 2 Project Information Purpose The Adelaide City Council has received an application from Fringe Club for the use of Rymill Park/Murlawirrapurka to enable The Fringe Club to take place between Wednesday 10 February and Monday 14 March Adelaide City Council s Public Communication and Consultation Policy outlines the public consultation process that must be undertaken before a temporary event licence for the Park Lands may be granted for events which either: a) occupy ( alienate ) the Park Lands for more than three event days, or b) significantly impact public access to a particular Park Land area for more than three days. Event Background & Application Details Fringe Club is a gathering and meeting place for all artists and venues participating in the Adelaide Fringe, general arts industry and Adelaide Fringe sponsors. Admittance to the Fringe Club is only available to pass holders, although members of the general public will be admitted to the Fringe Club for selected special events. Fringe Club will provide a secure and protected space for artists to get information, meet, eat, drink and network. It will operate every day for the duration of the Adelaide Fringe with nighty entertainment including DJ s, live music and performance spots. In 2016 the Fringe Club site will unveil the Hideaway. This extension of the club is an enclosed space and provides a weather proof space for numerous special activities such as forums, dinners, performances, artist gatherings and special events that are open to the public. Fringe Corner will operate for the entirety of Adelaide Fringe, providing the general public with festival information, ticketing services and a shaded place to sit. Incorporating the FringeTIX East End Box Office, an Adelaide Fringe information stall, two BankSA ATM s and seating, all under a BankSA pavilion marquee. The event infrastructure is scheduled to start setting up on Monday 1 February 2016 with pull down to be completed at the latest by Saturday 19 March The precinct will be licenced and have the capacity for 1500 people at any one time Proposed Opening Hours: Fringe Club 4.00 pm to 8.00pm on Mondays* 4.00 pm to 3.00 am Tuesday to Sunday Fringe Corner 4.00pm 11pm Mondays 4.00pm 12.00am Tuesday-Friday 10.00am 12.00am Saturday and Sundays *except Monday 14 March for the closing night party with a 3.00am close proposed Event infrastructure in the Park Lands will include: Associated marquees and tented structures Food & Beverage Service booths Generators Shipping Containers Light towers and decking ATM s Site offices, ticket boxes and cabins Staging and rigging Sound and Lighting equipment for performances within the venues Scenic design elements and decorative lighting Public address and lighting equipment Temporary toilets Signage for the event Waste Management general waste, recycling & compostable Temporary fencing Bike racks
3 Benefits of the project Adelaide City Council is committed to creating a vibrant city full of exciting and popular cultural and artistic events and activities. Fringe Club: Provides a safe and welcoming place for the thousands of local and visiting Fringe artists, arts industry, Fringe sponsors and general public (attending special events) to get information, network, relax, eat, drink and enjoy the beauty of the Rymill Park Murlawirrapurka. Adelaide Fringe relies on artists presenting their own work in the Fringe. This club ensures they have a unique and exceptional experience to ensure they will want to return to the Adelaide Fringe and Adelaide each year. Visiting Fringe artists are important ambassadors for the City. Fringe Corner: A safe and shaded place for public to access festival information and purchase tickets. In 2015 Adelaide Fringe attracted an estimated audience of 2.08 million people with 1058 events presented in 376 venues involving 4000 artists. Throughout this festival Adelaide receives interstate and international visitors and world-wide media coverage. Project Impacts Access to sections of Rymill Park/Murlawirrapurka will be restricted for pedestrians and cyclists from Monday 1 February to Saturday 19 March Areas will be cordoned off for public safety for limited periods during the set up and pull down. Refer to Frequently Asked Questions for more detail. The event organiser will be responsible for minimising impacts on the Park Lands by following Adelaide City Council s Standard Operating Procedures for Events in the Park Lands. The event will be responsible for restoring the park to its original condition at the end of the event. The event must also comply with the Adelaide City Council s Event Noise Mitigation Standard Operating Procedures for Temporary Multi Day Venues** Note: Adelaide City Council s Event Noise Mitigation Standard Operating Procedures are currently being reviewed for the event season and will be presented to Council on 22 September O-Bahn City Access Project Impact The Government of South Australia Department of Planning, Transport and Infrastructure (DPTI) is the project manager of the O- Bahn Access Project. Even though construction has not commenced, Administration of Adelaide City Council are advising that there may be circumstances outside Council s control in which event hirers may be required to relocate their events to alternate site locations or reengineer their site designs and event licensed area which are not currently referenced within this consultation. These changes will be administered at the discretion of the Administration of the Adelaide City Council without further consultation. This project will not impact on the Adelaide Fringe 2016 event applications. Frequently Asked Questions Will access to Rymill Park/Murlawirrapurka be affected during the event? Access to the park will be restricted for the duration of the event licence. Areas will be cordoned off for public safety for periods during the set up and pull down. The pathways will remain open when possible and traffic marshals will be on site to ensure pedestrian and cyclist safety. Once the event has opened, during peak pedestrian and cyclist transit times the central pathway will remain open. When pathways are blocked an alternate route will be indicated. Will it cost to attend the event? Fringe Club entry is with a pass only. Fringe Box office is freely accessible to the public How will the Park Lands be protected during their stay? In addition to the standard requirements under the event licence, the organisers will be responsible for minimising impacts on the Park Lands by following Adelaide City Council s Standard Operating Procedures for Events in the Park Lands. The event will be responsible for restoring the park to its original condition at the end of the event. Specifically the event organisers are committed to undertaking the following Park Lands protection measures: Implementation of a Remediation Management and Internal Traffic Management Plan to minimise impact; The use of vehicles with low turf impact tyres where possible; The use of track matting or temporary floor surfaces to reduce impact on turf; Installation of decking to be installed in high pedestrian areas; and Hand watering schedule maintained throughout the event duration.
4 Can I expect noise where I live? The event must also comply with the Adelaide City Council s Event Noise Mitigation Standard Operating Procedures for temporary multi day venues*. As a part of this the event organiser is required to provide a Noise Management Plan as a part of their event licence documentation for approval. Residents in surrounding areas will be notified by the event organiser via a mail drop at least two weeks prior to the event detailing the event times and contact information for complaints or queries. *Note: Adelaide City Council s Event Noise Mitigation Standard Operating Procedures are currently being reviewed for the event season and will be presented to Council on 22 September Is parking available at the event site? No on-site parking is provided for this event, however many on-street and off-street options exist nearby. Public transport is also available in the vicinity of this event. I have already seen a poster or advertisement for this event. Has it already been approved? Approval for an event requiring public consultation is only given after the consultation period has concluded and Council has had the opportunity to review the event application and any consultation submissions. Adelaide City Council discourages any event from promotions prior to Council approval. In some instances, there is a need for events and festivals to announce dates. This however does not constitute Council approval for the event. Map of the proposed Event Licence Area How do I provide my feedback? Written submissions are requested in relation to this use of the Park Lands. There are a several of ways in which you can provide feedback: Submission Form Complete the Submission Form to provide your feedback. Submissions must include the name and residential address of the respondent, and will be included in a report to Council which will be publically available. For projects that have a legislative requirement to consult, including your name and residential address are mandatory. Online/ Website Council has a dedicated website that provides an opportunity for quick and efficient online feedback. Visit for information about the project and online ways to provide your comments. All submissions will be collated and included in a report to Council to assist in making a decision regarding the event licence application.
