Just a few years into his almost four-decade teaching career, Gary Moses became one of the first alumni of the University of Houston-Victoria. In 1974, Moses was part of one of the university s first graduating classes. He earned a master s degree in public administration and an administrative certificate in secondary education. Like my classmates, I came into education because I loved teaching, and community service became an extension of teaching. Moses said. UHV opened the doors to many things. The opportunity was there, and I wanted to take advantage of it. UHV has done so much for the community. The same could be said about Moses. He will receive the 2017 Distinguished Alumnus Award at the March 24 UHV Alumni Banquet. Adrian Cannady, vice president of marketing for the Victoria Economic Development Corp., will receive the Young Alumnus of the Year. The banquet will begin at 6:30 p.m. in the UHV University North Multi-Purpose Room, 3007 N. Ben Wilson St. Alumni, their families and their friends are encouraged to attend. An art car is a subject of attention, affection and personal transformation, and the culture which surrounds art cars is in a constant state of change. Moving Targets surveys the history of the car as a medium for individual expression and the growth of that expression into a cultural phenomenon in Texas. This show examines the roots of art cars, key artists and works that have fed a community aesthetic and movement, and the evolution of the art car community as the phenomenon matures. This exhibition explores the art car scene broadly through the artists with their cars and related works, the photographers and videographers that have recorded the history, and historical documentation. Special attention is focused on events and works that have propelled what began as a need to personalize mass-produced transportation into an established medium for artistic endeavor. Examples include the beginnings of the Houston Art Car parade and Collision, the 1984 art exhibit that ratified the art car as real See ART CAR, pg. 16

2 2 Revista de Victoria, March Connecting our community through volunteer opportunities The Victoria Alliance is excited to announce the launch of a community volunteer website, VolunteerVictoriaTX.org. The site provides a platform to connect community members with organizations in need of volunteers. VolunteerVictoriaTX.org showcases the many wonderful organizations at work in our community and puts them in contact with the very generous people who want to volunteer their time. VolunteerVictoriaTX.org is a free web-based service linking volunteers and organizations in Victoria and surrounding counties. It s mobile-friendly and easy to use. VolunteerVictoriaTX.org matches agencies in need of volunteers with people interested in supporting specific causes. The site also helps to promote organizations events. Everyone is encouraged to sign up and engage in community volunteer opportunities. Volunteers must be at least 13 years old and can easily search for events and volunteer opportunities. Participants choose interests and sign up to receive alerts when opportunities arise. Volunteer hours can be tracked and recorded for personal use. Students can use the site to help track hours for resumes, college applications and school clubs. Qualified organizations* can post one-time or ongoing volunteer opportunities. These might include event support, need requests (i.e. school supply drives), event promotion, or ongoing volunteer support. Local law enforcement promoted the Texas Department of Transportation s Plan While You Can campaign on Tuesday, March 7, encouraging Victoria College students to drive safely during next week s Spring Break. Representatives from the Victoria Police Department, Texas Department of Public Safety and Victoria County Sheriff s Office attended Victoria College s Spring Break Bash event at the Student Center to make students aware that they will be patrolling in full force next week. We are joining the Texas DPS and the Victoria County Sheriff s Office with increased DWI enforcement, said Victoria Police Department Assistant Chief John Ray. We ask all students who are about to hit the road to have a plan and be aware of their surroundings. Spring Break is a very busy time of the year for us, said Texas Department of Public Safety Trooper Ruben San Miguel. We want the public to know that the Texas DPS along with our sister agencies are going to be out with increased patrols. We won t only be looking for DWIs, but we ll also be doing traffic enforcement speed, seat belts as well as DWIs. Ray said the Victoria area is a funnel point for traffic heading different directions during spring break. We would like to encourage the citizens of Victoria that if they see what appears to be an intoxicated driver to please call, said Ray. One of our agencies will readily send an officer to investigate. We want to make it very clear, especially to students, that planning is important, San Miguel said. Know where you are going and how you are getting there. If you drink, don t drive and if you drive, don t drink. The buddy system is something we promote. Representatives from DeTar Healthcare System, Mothers Against Drunk Driving and Texas A&M AgriLife Extension Service were at the event to provide information on first aid and the dangers of impaired driving. VPD officers let students try to walk while wearing alcohol impairment simulation goggles. Approximately 50 VC students attended the event. In addition to facility improvements, the plan recommends a major emphasis on increasing awareness of park recreation and learning opportunities among all Texans. This includes developing and maintaining effective communication and outreach efforts that are culturally relevant to broad audiences across the state, and identifying barriers to park use by underserved or nontraditional customers. The State Park centennial will mark one hundred years of creating memories for generations of Texans, protecting and managing healthy habitats for wildlife and people, and creating experiences in a park system that engenders pride in our heritage and responsible use of our natural resources, said Brent Leisure, Texas State Parks director. This plan provides a blueprint for excellence in a second century of Texas state parks. Contributed photo. While many Texans are making plans to prepare for the New Year, Texas State Parks have prepared a plan for a new century. The Texas State Parks Centennial Plan details actions needed to create a well-maintained, modernized park system able to serve a more diverse, urban and growing population by the year 2023, when Texas state parks will mark 100 years of recreation and conservation service. The plan builds on the foundation provided when the Texas Legislature dedicated 94 percent of state sporting goods sales tax revenue to parks in It identifies six areas of investment and action for state parks. For generations, state parks have brought families together on the land and around the water, helping Texans experience the natural and cultural history of our great state, said Carter Smith, Texas Parks and Wildlife Department executive director. This plan projects those values into the 21st century, fulfilling a commitment to elected leaders and parks supporters that we will craft a long-term strategy to use dedicated state dollars for parks thoughtfully, creatively and efficiently. Improvements to park facilities and infrastructure are a key focus of the plan, with nearly two-thirds of state park sites slated to receive upgrades and improvements in coming years. In addition, the plan calls for developing five new state parks at sites where land is already in the park system but money is needed for planning and construction. This would serve surging public demand, which has gone from just under 7.5 million state park visits per year in 2009 to almost 9 million visits per year now. The five new state parks planned are Palo Pinto Mountains near Dallas-Fort Worth, Albert and Bessie Kronkosky near Austin-San Antonio, Powderhorn on the coastal bend, Chinati Mountains in far West Texas, and Davis Hill near Houston. Ten years ago, the park system was struggling to survive after decades of inadequate resources. Now with reliable, dedicated funding Texas can have a park system that serves the needs of park visitors and reflects the incredible history and natural diversity of our state, said Brian Trusty, chair of the Texas State Parks Advisory Committee, which provided input for the plan, representing diverse supporters such as businesses, local communities, university experts and others. The centennial plan builds on landmark legislation passed in 2015, which dedicated 94 percent of sporting goods sales tax revenue to the Texas Parks and Wildlife Department. 6 6 Revista de Victoria, March Mi Opinion Is mom no longer in service? by Manuel De Los Santos, Jr. As times change one must join the latest trend or stay behind, be out of the loop and possibly be completely out of touch. And, so it happens with our lives. Technology has changed even the way we communicate, so much, that what was brand new only a few months ago can now be obsolete case-inpoint the telephone. No longer is the caller ID, which gave us the option of answering or not when we saw who was calling, the only luxury thing available on phones. Fair or not, cell phones have taken communicating one (maybe many) steps further making way for the elimination of the home lines. Today, there are so many ways to communicate via the cell phone that no longer is it necessary to have a land-line based home phone. The home phone, even though, still reliable seems to have made way to mobile texting, global positioning systems (GPS), voice mail and even viewing things that were not possible on a regular home line. In the past this number is temporarily out of service or no longer in use a message indicating that the phone system was having signal problems or that the customer had not paid their phone bill was a valid message. Today, it could indicate that the customer is no longer using a land-line but has opted for the new trend, a cell phone. Never mind that land line companies tell us that their system is more secure, more reliable, more user friendly and a better way of communicating during disaster or emergencies. And disaster preparedness communicators can get messages to the public by using land lines much easier and faster they claim. Such is a personal case that has left me wondering if I am as openminded about change as I profess to be. The number to my life-line, the connection to my past and my way of knowing of changes occurring in my own family has been yanked. My mother, at the insistence of family members, has joined the trend of those using only the cell phone as a means of communicating leaving me at a loss of how to call her. Her home phone number that has been imbedded in my memory for the last 40 years or so is no longer valid. Not that I called as much as I should have but knowing that if I wanted and/ or needed to call I could. That was security. Now I can no longer just pick up the phone and automatically dial mom. Out of town relatives will no longer be able to dial that number and get an update or messages to those of us who are too weary of listing our numbers in phone directories or have already joined the others that have traded their landline numbers for a cell number. Do we recommend the new system? Not necessarily, it is just that when I dial mom, at , I don t want to hear, the number you are calling is no longer in service.

John Cesarz stood back and watched as his small robot swiveled its head back and forth to find its way through a maze. Cesarz, a 14-year-old freshman at Sacred Heart High School in Hallettsville, is one of 22 high school students taking part in a University of Houston-Victoria after-school robotics course. The weekly course, funded by a grant from Alcoa Foundation and awarded to UHV for several years, allows students to learn how to build and program robots to fulfill certain functions. The class is led by Alireza Tavakkoli, director of the UHV digital gaming and simulation program and an associate professor of computer science. In the past, there has been a class for beginners and another for advanced students. However, all of the students taking the spring class have experience with robots and programming either from previously attending the UHV class or from high school courses, Tavakkoli said. It s exciting to see that so many students are being exposed to programming and robotics early on now, he said. We don t have to start just teaching the basics. We can jump right in and focus on expanding their knowledge with practical experience. The robots will be programmed to complete basic tasks such as solving mazes, recognizing colors and picking up objects. The students will equip their robots with sensors that can recognize light, ultraviolet light and color. For Sterling Dumesnil, a 17-year-old Victoria West High School senior, the class is a chance to learn more programming language as he prepares for college. This is his first time taking the UHV class, but he took a programming course at his school two years ago. I want to refresh my memory and prepare for the future as much as possible, Dumesnil said. I want to go to Texas A&M to study mechanical engineering. This class is helping me sharpen all kinds of skills, including spatial awareness, critical thinking and problem solving. In addition to the class, the grant from Alcoa Foundation allows UHV to offer a robotics summer camp, a math camp and a Math & Robotics Awareness Day that allows students to learn about the uses of math and robotics in multiple fields. This year, the Math & Robotics Awareness Day event VICTORIA COUNTY TAX SALE Tuesday, April 4, 2017 will be April 25. 8 8 Revista de Victoria, March How to revitalize a neighborhood by Thomas Doyle, MBA Every city has old neighborhoods that have seen better days. As neighborhoods age, sadly, many of them tend to fall to decay, social decay and the ravages of time. Property values fall, businesses move out, and the aesthetics fall apart. But that doesn t mean a neighborhood has to stay that way. Neighbors helping neighbors can renovate, revitalize and rejuvenate a neighborhood with both public and private help. We don t have a silver bullet, said John Kagochi, an assistant professor of economic development and entrepreneurship at the University of Houston-Victoria. But, he said, there is a toolchest full of proven ideas that can be put to work to rebuild a neighborhood. Where to start Change usually starts with some sort of instigation with local buy in. Someone has to start with the desire to improve a neighborhood and then get the people who live there involved and engaged. The first step, Kagochi said, is to find opinion setters in the communities and social rallying points that can be used to get people involved. An organization, such as a neighborhood church, is a great place to start. Those desiring to instigate change must first convince the opinion setters and respected leaders in that rallying point to support neighborhood improvement. There needs to be a coming together of people from within the neighborhood and people outside the neighborhood to develop a strategy, a plan, a vision first for what the neighborhood could be in the future, said William Rohe, Director of the Center for Urban and Regional Studies at the University of North Carolina Chapel Hill. Rohe teaches courses in urban renewal and revitalization. This planning process should include identifying what resources are available and creating a strategy to employ those resources, Kagochi said. Every community has resources, he said. A person is a resource. The planning process should include as many members of the community as practical to give them a sense of ownership in the plan, Kagochi said. Unless people own a plan, they will feel it is imposed on them. Improving neighborhood aesthetics improves neighborhood image A good place to start in the plan is by deciding on the best way to improve the aesthetics of the neighborhood, Kagochi said. Neighborhood work days can be a good way to clean up trash and help older residents who may not be physically able to fix their homes to improve the aesthetics of them. Those residents who cannot maintain their property can do their part by keeping watch over the neighborhood during the day Contributed art. and calling the police when they see something suspicious. Other projects include creating parks, planting community gardens and creating hike/bike trails, he said. Communities can also put in basketball courts or a pool. Many neighborhood revitalizations will include a housing rehabilitation component, Rohe said. Foundations and other funding sources can sometimes provide grants to those with qualifying low-income levels to help them upgrade and clean up their properties if the owners otherwise cannot afford to do so. The Community Development Block Grant program administered by the US Department of Housing and Urban Development can provide funding for these and other programs, including infrastructure improvement. Improved aesthetics often leads to greater community pride, a higher perception of safety, lower crime, and younger families moving into the area to take advantage of lower housing prices. Often these young people will bring higher paychecks with them. The critical issue of crime Crime is a critical issue that must be addressed, Rohe said. Residents can work with local law enforcement, like the Victoria Police Department, to get training and assistance in forming a neighborhood watch, he said. Community members can also organize local patrols. Police departments elsewhere have assigned specific officers to work more closely with neighborhood organizations who have made crime reduction a priority. Law enforcement can also provide more intensive patrols in areas targeted for revitalization or locate police substations to these neighborhoods to improve police presence and response times. Body language expresses our mood and attitude. It s common-sense to know a friend is feeling down when her posture is slumping over. New research shows it s a two way street - how you hold your body affects your mental attitude, and your state of mind will change how you hold your body. Living with tech means posture can suffer as we sit, type and text for hours each day. Researchers are finding significant health consequences, which is one reason posture is trending. Another is the explosion of ergonomic products from standing desks to upscale mattresses to vibrating shirts and apps to make us look and age better, or just avoid back and neck pain, by improving posture. Doctors, chiropractors and therapists who treat muscle and joint pain call it an epidemic, and say the problem and society s poor posture habits are accelerating. More children are being diagnosed with back pain, and some professionals observe many kids with posture that s worse than their parents, pointing to a risk for developing bodies. As well as developing minds. Posture and Mood Research Smart posture habits can make a big difference in mind and body. Studies show self-esteem and mood can be improved by sitting (or standing) tall, with head, torso and hips aligned. When people sit straight, their short-term memory is better, as is their reported alertness, self-esteem and energy level. Improving your body alignment can even make you feel more energized, as another study found people deprived of sleep could counter fatigue by holding their posture upright. The Journal of Behavior Therapy and Experimental Psychiatry released a study concluding that even people who suffer with depression can improve their mood by improving posture. Hunched over posture is a diagnostic feature of clinical depression, as the person s body literally folds in to withdraw from life. This postural breakdown with rolled in shoulders is also associated with negative emotions, anxiety, and using more anger words in conversation. Researcher Elizabeth Broadbent and her team found changing people s posture reduced their reported anxiety and negative emotions. The participants who were made to sit up tall used less negative words. And, they said the word I less frequently, which reflects an improvement in the directing of their attention outward. Attention and mindfulness connects our physical and mental health. Meditation is widely considered beneficial for stress reduction, productivity and improving happiness. The mind-to-body connection is real - as is the one between body and mind. Aligning Posture and Attitude Here s a one minute posture exercise recommended by posture expert Dr. Steven Weiniger, creator of the StrongPosture exercises taught by certified Posture Exercise Professionals (CPEP), chiropractors and physical therapists globally. Focusing your attention on a single body part at a time will boost mind-body awareness and control, and with these 5 steps you can dial into your posture to start confidently standing taller. Posture Break - Aligning each PostureZone The goal is to stand tall and align your head, torso and pelvis over your feet (the 4 PostureZones). As your focus shifts from the ground up, breathe slowly and let your breath guide the motion. 1. Stand Tall and Relaxed: NOT STIFF. Relax, and pull your head to the ceiling. Breathe in and out, and then 2. Ground your Feet: Slowly come up onto your toes, then down. Come up onto your heels and spread your toes apart, then back down. Roll your feet out, and then in. Now, press on all four corners to ground your feet as you breathe in and out, and then 3. Center your Pelvis: Arch your low back and breathe in, then pull your belly in, tuck your pelvis and breathe out. Keep your spine long and head tall as you roll your pelvis back to center. Repeat for another breath. 4. Open your Torso: Lift shoulders up and back as you breathe in, then keep them back as you lower them down and breathe out. Repeat for another slow breath, and then 5. Lift and Level your Head: Look straight ahead as you breathe in, then breathe out and lift the base of your head up (keep the head level and chin slightly tucked) to lengthen your spine. Repeat for another slow, deep breath. Repeat. Focus on standing taller, aligning each PostureZone as you breathe slowly for each step. Do this 2 or 3 times a day to relieve stress, unfold your posture and brighten your mood. Track Posture Improvement. Stand tall and have a friend capture your posture picture from the front and the side. If you want more detail, try a free posture app like PostureZone to check your body alignment and track postural changes. Make time for daily posture breaks and next month take another posture picture to compare and see the difference. Whether you re feeling down or optimistically looking up, posture affects (and is affected by) your outlook on life. Improving your posture can improve your attitude, while reducing pain and muscle stress to let you breathe easier both mind and body.

Spring has sprung, temperatures are rising, and we are approaching our busy season at the Downtown Farmers Market. We will be at De- Leon Plaza from 9 a.m. to 1 p.m. on April 1, 8, 22 and 29. (There is no farmers market on April 15.) I love having our farmers market down on the square. The setting is utterly picturesque, the oak and pecan trees are just lovely (not to mention the shade!) and the gazebo is such a great showcase for musicians. I hope you will come downtown on Saturday morning and check out the market! The Downtown Farmers Market currently boasts nearly 30 members, from full-time farmers and those who farm or ranch in their spare time, to beekeepers, horticulturists, wineries, bakers, artisans and craftspeople. While we are still a small market, the variety and quality of foods and crafts for sale are just incredible. With the warmer weather, we are excited to offer an expanded array of fresh, locally grown produce at the market. Farmers from Victoria, Inez, Edna, Schroeder, and other nearby towns will have live herbs, hot peppers, carrots, beets, radishes, turnips, lettuces, spinach, collard greens, Swiss chard, fennel, leeks, green onions, beans, yellow squash, zucchini, cucumbers and tomatoes. There are a number of UHV alumni who have gone on to do fantastic things not only in the local community, but also statewide, nationwide and even internationally, he said. It s exceptional what the university is offering for alumni to come together, recognize one another s achievements, network and make known to the community the broad reach and impact of a UHV education. Both Cannady and Moses have served on numerous community organizations. Moses also takes part in promoting, speaking or assisting in countless community events. The Distinguished Alumnus Award is presented to a UHV graduate whose accomplishments, character and service are exceptional and represent the ideals and values of his alma mater. Few names are better known in Victoria than that of Gary Moses, Pisors said. After serving a long and productive career as a teacher, he has become the face of encouragement and support for parades, fundraisers, dedications, groundbreakings and much more across the Victoria community. His unrivaled dedication to Victoria and Victorians of all backgrounds serves as an example to many, including me. Moses taught history, government and economics for 37 years at Patti Welder Middle School. He now works in public relations for Citizens Medical Center. Moses said the award means a lot to him because he s all about education. I enjoyed getting a chance to shape my students future, Moses said. Una enfermedad that is becoming more familiar with us es Alzheimers conocida como la enfermedad de lo viejitos. I shouldn t but I do laugh at the common reference old-timers for the disease. If you believe what certain family members say about an elderly was taking more time pero at least an hour later the noise was still coming from the same general area. Huerta said the most difficult aspect was narrowing down the choices for what would appear on the ring. We did our best to symbolize the most important aspects, Huerta said. We even had students vote on one side of the ring, so they had direct input. I think students and alumni are excited about having a ring as a unified symbol of our university. At the ceremony, Huerta will explain the symbols on the ring, and Morgan will talk about the importance of having a class ring. Orders for rings will be taken at the ceremony and other events throughout the week. A Roarin Kickoff concert with Shane & Emily will take place from 7:30 to 9:30 p.m. March 20 at Pyramid Row. The pop, acoustic and folk duo incorporates many different elements of diverse genres into original music. Shane & Emily have a calming vibe, so it should be a laid back atmosphere, Huerta said. They are a wonderful duo, and I can t wait to see them perform live. UHV s baseball and softball teams will have a total of 10 home games during homecoming week. Jaguars softball will host a doubleheader against Texas Southern at 4 p.m. March 21 and host Langston University March 24 and 25 at the Victoria Youth Sports Complex. Doubleheader action begins at 4 p.m. Friday and 11 a.m. Saturday. UHV baseball will battle Texas College in a pair of doubleheaders March 24 and 25 at Riverside Stadium. LAMB AND VEGETABLE STEW 1 pound lean boneless lamb, cut into ¾ -inch cubes 1 tablespoon cooking oil 1 (14-ounce) can beef broth 1 cup dry red wine or beef broth 1 tablespoon snipped fresh thyme or 1 teaspoon dried thyme, crushed 2 cloves garlic, minced 1 bay leaf 2 cups cubed, peeled butternut squash 1 cup ½ -inch slices peeled parsnip 1 cup chopped, peeled sweet potato 1 cup sliced celery (2 stalks) 1 medium onion, cut into thin wedges ½ cup plain low-fat yogurt or dairy sour cream 3 tablespoons all-purpose flour lic, and bay leaf. Bring to boiling; reduce heat. Simmer, covered, for 20 minutes. 2. Stir in squash, parsnip, sweet potato, celery, and onion. Return to boiling; reduce heat. Crime can further be reduced by organizing more beneficial activities for the youth who are often the perpetrators of such crimes. Recreational, educational and social programs that give youths another option other than crime have proven successful elsewhere. Activities such as after school recreational programs between 3 p.m. and 6 p.m. and midnight basketball on weekends are two examples of successful programs. Increase average area income Other tools can help elevate the average income of a community, Kagochi said. Vocational training, business centers, and business counseling can help elevate a neighborhood. Often, these resources can be made available through public/private partnerships. As an example, Kagochi mentioned that entrepreneurialminded residents can work with the UHV Small Business Development Center to help teach them how to start successful businesses. Tutors and trainers may also be available through community colleges to help residents raise their level of educational attainment along with their income levels. Help from the government Government can also provide valuable resources to rejuvenate neighborhoods, said Dale Fowler, president of the Victoria Economic Development Corporation. Cities can provide improved infrastructure, such as roads, sewage and electricity, to help support reinvestment in a declining part of town, he said. There are other tools available such as tax abatements and sale tax refunds that can be offered to businesses to help incentivize them to locate to depressed neighborhoods, he said. Cities can also provide moral support to provide neighborhood renewal efforts with a greater sense of legitimacy, Kagochi added. They can help maintain efforts by providing extra trash pickups on neighborhood cleanup days or by helping to maintain landscaping improvements, he said as an example. Local government can also help by the way they design school districts and by helping to keep schools in communities, Kagochi said. Government is just one example of the outside resources available, and outside resources will be needed to provide the financing for neighborhood turnarounds, Rohe said. The role of economics and paychecks Businesses tend to follow paychecks, Fowler said, so new paychecks must be brought into a neighborhood without driving out the existing residents in the process. Economics plays a role in this, as younger residents with higher incomes can be attracted by undervalued property.
