1 NOTICE OF ELECTION THE STATE OF TEXAS COUNTY OF JOHNSON CLEBURNE INDEPENDENT SCHOOL DISTRICT TO THE RESIDENT, QUALIFIED ELECTORS OF SAID DISTRICT: TAKE NOTICE that an election will be held in said District as provided in an ORDER CALLING A BOND ELECTION duly passed by the Board of Trustees of said District, which Order is substantially as follows: ORDER CALLING A BOND ELECTION THE STATE OF TEXAS COUNTY OF JOHNSON CLEBURNE INDEPENDENT SCHOOL DISTRICT WHEREAS, the Board of Trustees of Cleburne Independent School District (the "District" deems it advisable to call the election hereinafter ordered; and WHEREAS, the District has contracted with the City of Cleburne (the City to hold the election as a joint election, with the City to provide for the administration of the election in accordance with a joint election agreement (the Election Services Agreement ; and WHEREAS, the election shall be administered in all respects in accordance with applicable provisions of the Texas Election Code (the "Code"; and WHEREAS, it is hereby officially found and determined that the meeting at which this order was adopted was open to the public, and public notice of the time, place and purpose of the meeting was given, all as required by Chapter 551, Texas Government Code. THEREFORE, BE IT ORDERED BY THE BOARD OF TRUSTEES OF CLEBURNE INDEPENDENT SCHOOL DISTRICT: 1. An election shall be held between the hours of 7:00 A.M. and 7:00 P.M. on May 7, 2016 in the District at the following designated polling places for the City of Cleburne and Johnson County election precincts that overlap the District, as shown below: City District/Johnson County Election Precincts City District 1 / Johnson County Precincts 6 & 18 Polling Location Cleburne ISD Administration Office 505 North Ridgeway, Ste

2 City District 2 / Johnson County Precincts 16, 19 & 23 City District 3 / Johnson County Precincts 14, 15, 17, 30 & 33 City District 4 / Johnson County Precincts 9, 20, 21, 22, 24, 27, 28 & 36 Gerard Elementary School 1212 S Hyde Park Blvd. Cooke Elementary School 902 Phillips Street Booker T. Washington Community & Recreation Center 100 Mansfield Road 2. The appointment of the Presiding Election Judges, Alternate Judges, early voting clerks, the Presiding Judge of the early ballot board and other election officials for the election shall be made in accordance with the Election Services Agreement. 3. Shelly Doty, the City Secretary of the City (the City Secretary, shall serve as the early voting clerk in accordance with the terms of an Election Services Agreement (the Agreement, which Agreement is hereby authorized in such form as may be approved by the Superintendent of the District, and the Superintendent of the District is hereby authorized to execute such Agreement in the name of the District. During the period early voting is required or permitted by law, being April 25, 2016 through May 3, 2016, the hours designated for early voting by personal appearance shall be from 8:00 A.M. to 5:00 P.M. on each day except on May 2, 2016 and May 3, 2016 when the hours for early voting will be from 7:00 A.M. to 7:00 P.M., and except on Saturdays, Sundays and legal state holidays when no early voting will be conducted. Extended hours for early voting shall be conducted at Cleburne City Hall and Cleburne High School on Saturday, April 30, 2016 from 8:00 a.m. to 5:00 p.m. The early voting clerk shall keep the early voting place open during such hours for early voting by personal appearance. 4. Early voting shall be conducted for any qualified voter of the District by personal appearance and by mail as follows: To vote early in person: Cleburne City Hall 10 North Robinson Street Cleburne High School 1501 Harlin Drive To request a ballot to vote early by mail: Elections Administrator City of Cleburne P.O. 3 The above list of early voting locations and the dates and times for early voting by personal appearance shall be modified to include additional or different polling places designated by the City Secretary and to conform to the final Agreement negotiated between the City Secretary and the District. Applications for ballots by mail must be received no later than the close of business on April 26, An early ballot board is hereby created to process early voting results, and Shelly Doty is hereby appointed as the presiding judge of the board. The presiding judge shall appoint at least two other members of the board. 6. All resident, qualified electors of the District shall be entitled to vote at the election. 7. A substantial copy of this Order shall serve as proper Notice of said election, and the President of the Board of Trustees shall cause said Notice to be published one time, not earlier than the 30th day or later than the 10th day prior to the date set for the election, in a newspaper published in said District or, if none is published in said District, in a newspaper of general circulation in said District. The President of the Board of Trustees shall also cause said Notice to be continuously posted (i during the period beginning on or before the 21st day before the election through election day (A on the bulletin board used for posting notices of meetings of the Board of Trustees, (B at three other public places in the District and (C on the District's Internet website and (ii on election day and during early voting by personal appearance in a prominent location at each polling place. Such notice, as posted and published, shall include and constitute a schedule stating the location of the temporary branch early voting polling places for said election, the election precincts served by the temporary branch polling places and the dates and hours that temporary branch voting will be conducted. law: 8. At the election the following PROPOSITION shall be submitted in accordance with PROPOSITION Shall the Board of Trustees of Cleburne Independent School District be authorized to issue the bonds of the District, in one or more series, in the aggregate principal amount of $130,558,461, for the purpose of the acquisition, construction, and equipment of school buildings in the District, to wit: construction of a new comprehensive high school; renovations and expansions at existing high school for use as a career and technology education facility; renovations and upgrades at Cooke and Coleman Elementary Schools; and acquisition of technology equipment, with the bonds to mature, bear interest, and be issued and sold in accordance with law at the time of issuance; and shall the Board of Trustees be authorized to levy and pledge, and cause to be assessed and collected, annual ad valorem taxes, on all taxable property in the District, sufficient, without limit as to rate or amount, to pay the principal of and interest on the bonds and the cost of any credit agreements executed in connection with the bonds?

The official ballots for the election shall be prepared in accordance with the Texas Election Code so as to permit the electors to vote "FOR" or "AGAINST" the aforesaid PROPOSITION with the ballots to contain such provisions, markings and language as required by law, and with such PROPOSITION to be expressed substantially as follows: FOR AGAINST PROPOSITION THE ISSUANCE OF $130,558,461 OF BONDS BY THE CLEBURNE INDEPENDENT SCHOOL DISTRICT FOR THE CONSTRUCTION OF A NEW COMPREHENSIVE HIGH SCHOOL, RENOVATIONS AND EXPANSIONS AT EXISTING HIGH SCHOOL FOR USE AS A CAREER AND TECHNOLOGY EDUCATION FACILITY, RENOVATIONS AT COOKE AND COLEMAN ELEMENTARY SCHOOLS, AND ACQUISITION OF TECHOLOGY EQUIPMENT, AND LEVYING THE TAX IN PAYMENT THEREOF. 10. Pursuant to the federal Help America Vote Act ("HAVA" and the Code, at each polling place there shall be at least one voting system that is equipped for disabled individuals, and each such voting system shall be a system that has been certified by the Texas Secretary of State as compliant with HAVA and the Code. 11. In accordance with the provisions of Section 3.009(b, Texas Election Code, it is hereby found and determined that: (a The proposition language that will appear on the ballot is set forth in Section 9 hereof. (b The purpose for which the bonds are to be authorized is set forth in Section 8 hereof. (c The principal amount of the bonds to be authorized is set forth in Sections 8 and 9 hereof. (d As set forth in Sections 8 and 9 hereof, if the bonds are approved by the voters, the Board of Trustees will be authorized to impose and levy annual ad valorem taxes, on all taxable property in the District, sufficient, without limit as to rate or amount, to pay the principal of and interest on the bonds. (e Based upon the bond market conditions at the date of adoption of this Order, the maximum interest rate for any series of the bonds is estimated to be 4.00% as calculated in accordance with applicable law. Such estimate is based on advice received from the District's financial advisor, which advice takes into account a number of factors, including the issuance schedule, maturity schedule and the expected bond ratings of the proposed bonds. Such estimated maximum interest rate is provided as a matter of information, but is not a limitation on the interest rate at which the bonds, or any series thereof, may be sold.

5 (f As set forth in Section 8 hereof, if the bonds are approved, they may be issued in one or more series, to mature over a period not to exceed 40 years. (g The aggregate amount of the outstanding principal of the District's bonds (all of which are secured by an unlimited tax levied for debt service purposes as of the beginning of the District's fiscal year is $36,997, (h The aggregate amount of the outstanding interest on the District's bonds as of the beginning of the District's fiscal year is $12,011, (i The ad valorem debt service tax rate for the District for the fiscal year is $ per $100 of taxable assessed valuation.

6 AVISO DE ELECCIÓN EL ESTADO DE TEXAS CONDADO DE JOHNSON DISTRITO ESCOLAR INDEPENDIENTE DE CLEBURNE PARA LOS VOTANTES HABILITADOS RESIDENTES DE DICHO DISTRITO: SE NOTIFICA que se celebrará una elección en dicho Distrito según lo dispuesto en una ORDEN PARA CONVOCAR UNA ELECCIÓN DE BONOS debidamente aprobada por la Junta de Síndicos de dicho Distrito, Orden que es básicamente como se presenta a continuación: ORDEN PARA CONVOCAR UNA ELECCIÓN DE BONOS EL ESTADO DE TEXAS CONDADO DE JOHNSON DISTRITO ESCOLAR INDEPENDIENTE DE CLEBURNE EN VISTA DE QUE la Junta de Síndicos del Distrito Escolar Independiente de Cleburne (el Distrito considera aconsejable convocar la elección que se ordena de aquí en adelante en la presente; y EN VISTA DE QUE el Distrito celebró un contrato con la Ciudad de Cleburne (la Ciudad para celebrar la elección como una elección conjunta, y la Ciudad se encargará de la administración de la elección en conformidad con un convenio de elección conjunta (el Convenio de Servicios Electorales ; y EN VISTA DE QUE en todos sus aspectos la elección se llevará a cabo en conformidad con las disposiciones pertinentes del Código Electoral de Texas (el Código ; y EN VISTA DE QUE por la presente se halla y determina oficialmente que la asamblea en la cual esta orden fue adoptada estuvo abierta al público, y que se dio aviso público de la hora, el lugar y el objetivo de la asamblea, todo según lo exige el Capítulo 551 del Código de Gobierno de Texas. POR LO TANTO, LA JUNTA DE SÍNDICOS DEL DISTRITO ESCOLAR INDEPENDIENTE DE CLEBURNE ORDENA: 1. Se celebrará una elección el 7 de mayo de 2016 en el horario de 7:00 a.m. a 7:00 p.m. en el Distrito en los siguientes lugares de votación designados para los precintos electorales de la Ciudad de Cleburne y Condado de Johnson que se superponen con el Distrito, como se muestra a continuación:

La designación de los Jueces Electorales Presidentes, Jueces Alternos, oficiales de votación anticipada, el Juez Presidente del consejo de boletas de votación anticipada y demás funcionarios electorales de la elección se realizará de acuerdo con el Convenio de Servicios Electorales. 3. Durante el período de votación anticipada requerido o permitido por la ley, el cual es desde el 25 de abril de 2016 al 3 de mayo de 2016 inclusive, el horario designado de votación anticipada en persona será de 8:00 a.m. a 5:00 p.m. cada día salvo el 2 de mayo de 2016 y el 3 de mayo de 2016 cuando el horario de votación anticipada será de 7:00 p.m. a 7:00 p.m. y salvo sábados, domingos y feriados legales del estado cuando no se llevará a cabo la votación anticipada. Habrá horario de votación anticipada extendido en Cleburne City Hall y en Cleburne High School el sábado 30 de abril de 2016 de 8:00 a.m. a 5:00 p.m. El oficial de votación anticipada mantendrá abierto el lugar de votación anticipada durante ese horario de votación anticipada en persona. 4. Además el Presidente de la Junta de Síndicos hará que dicho Aviso sea colocado de forma continua (i durante el período que va desde el 21. er día anterior a la elección, o antes, hasta el día de elección inclusive (A en el tablero de anuncios que se utiliza para colocar avisos de asambleas de la Junta de Síndicos, (B en otros tres lugares públicos en el Distrito y (C en el sitio web de internet del Distrito y (ii el día de elección y durante la votación anticipada en persona en un lugar destacado de cada lugar de votación. Dicho aviso, así colocado y publicado, incluirá y constituirá un horario que indique la ubicación de los lugares temporales de votación anticipada para dicha elección, los precintos electorales a los cuales dan servicio los lugares temporales de votación anticipada y las fechas y horarios en que se llevará a cabo la votación en esas sucursales temporales. 8. En la elección se presentará la siguiente PROPOSICIÓN en conformidad con la ley: PROPOSICIÓN Se deberá autorizar a la Junta de Síndicos del Distrito Escolar Independiente de Cleburne a emitir los bonos del Distrito, en una o más series, en la cantidad de capital total de $130,558,461, con el fin de adquirir, construir y equipar edificios escolares en el Distrito, a saber: construcción de una nueva escuela preparatoria

9 integral; renovaciones y ampliaciones de la escuela preparatoria existente para ser utilizada como una instalación de educación para carreras y tecnología, renovaciones y actualizaciones a las escuelas primarias Cooke y Coleman; y adquisición de equipos tecnológicos, con dichos bonos madurando, devengando interés y siendo emitidos y vendidos en conformidad con la ley al momento de su emisión; y se deberá autorizar a la Junta de Síndicos a imponer y comprometer y hacer tasar y recaudar impuestos anuales ad valorem sobre toda propiedad gravable en el Distrito, suficientes, sin límites de la tasa o cantidad, para pagar el capital y el interés de dichos bonos y los costos de cualquier acuerdo de crédito ejecutado en conexión con los bonos? 9. Las boletas oficiales para la elección se prepararán en conformidad con el Código Electoral de Texas de manera que se permita a los electores votar A FAVOR o EN CONTRA de la PROPOSICIÓN antedicha, y de manera que contengan dichas disposiciones, marcas y lenguaje de acuerdo a como lo exige la ley, y con dicha PROPOSICIÓN expresada básicamente de la siguiente manera: A FAVOR EN CONTRA PROPOSICIÓN LA EMISIÓN DE $130,558,461 EN BONOS POR EL DISTRITO ESCOLAR INDEPENDIENTE DE CLEBURNE PARA LA CONSTRUCCIÓN DE UNA NUEVA ESCUELA PREPARATORIA INTEGRAL, RENOVACIONES Y AMPLIACIONES A LA ESCUELA PREPARATORIA EXISTENTE PARA SER UTILIZADA COMO UNA INSTALACIÓN DE EDUCACIÓN PARA CARRERAS Y TECNOLOGÍA, RENOVACIONES A LAS ESCUELAS PRIMARIAS COOKE Y COLEMAN, Y LA ADQUISICIÓN DE EQUIPOS TECNOLÓGICOS, Y LA IMPOSICIÓN DE UN IMPUESTO PARA EL PAGO DE ESTO. 10. En conformidad con la Ley Federal Ayude a América a Votar ( HAVA y el Código, cada lugar de votación dispondrá de por lo menos un sistema de votación equipado para personas con discapacidades, y cada uno de tales sistemas deberá ser un sistema que el Secretario de Estado de Texas haya certificado que cumple con la HAVA y con el Código. 11. De acuerdo con las disposiciones de la Sección 3.009(b del Código Electoral de Texas, por la presente se halla y determina que: (a El lenguaje de la proposición que aparecerá en la boleta de votación se establece en la Sección 9 de este documento. (b El objetivo por el cual se han de autorizar los bonos se establece en la Sección 8 de este documento. (c La cantidad del capital de los bonos que se ha de autorizar se establece en las Secciones 8 y 9 de este documento.

10 (d Como lo establecen las Secciones 8 y 9 de este documento, si los votantes aprueban los bonos, la Junta de Síndicos estará autorizada a imponer impuestos anuales ad valorem sobre toda propiedad gravable del Distrito, suficientes, sin límite de la tasa o cantidad, para pagar el capital y el interés de los bonos. (e Según las condiciones del mercado bursátil a la fecha de adopción de esta Orden, la tasa de interés máxima para cualquier serie de bonos se estima en 4.00% como se calcula de acuerdo con la ley pertinente. Dicho cálculo estimado se basa en las recomendaciones recibidas del asesor financiero del Distrito, las cuales tienen en cuenta una serie de factores, incluidos el programa de emisión, el programa de vencimiento y las clasificaciones de bonos esperadas de los bonos propuestos. Dicha tasa de interés máxima estimada se provee a título informativo, pero no es una limitación sobre la tasa de interés a la que podrían venderse los bonos o cualquier serie de estos. (f Como se establece en la Sección 8 de este documento, si se aprueban los bonos, se podrán emitir en una serie o más, para vencer en un periodo que no exceda los 40 años. (g La cantidad total del capital pendiente de los bonos del Distrito (todos los cuales están garantizados por un impuesto ilimitado establecido para los fines del servicio de la deuda al inicio del año fiscal del Distrito es de $36,997, (h La cantidad total del interés pendiente de los bonos del Distrito al inicio del año fiscal del Distrito es de $12,011, (i La tasa del impuesto del servicio de la deuda ad valorem para el Distrito para el año fiscal es $ por cada $100 de tasación fiscal gravable.
