Consideration and possible action on the status of the training courses and the Code of Conduct acknowledgement that must be completed by members of the Board of Directors. (3m) (1) The State of California requires that every member of the Board complete an "Ethics and Open Government" training class every two years. The City of Los Angeles requires that every member of the Board complete a "General Board-Oriented Funding" training class. Both classes are available online on the city's website, EmpowerLA.org. In order to vote on funding matters, a member of the Board must complete BOTH ethics training and funding training. The status of training for each member of the Board is listed on the EmpowerLA.org website. This status may not always be up to date. Members of the Board who take the online training will receive a certificate at the completion of the online class. If your name is incorrectly listed below as missing a training class, please bring a copy of your certificate of completion to this meeting, so that the Interim Secretary can ask the city to correct the training records. Robles (2) The Board of Neighborhood Commissioners has adopted a policy that all members of the Board of Directors of a Neighborhood Council must sign an acknowledgement that they have received a copy of the Code of Conduct. The acknowledgement forms do NOT say that the signer agrees with the wording of the Code of

3 Conduct, or that the signer agrees to abide by the Code of Conduct. As of JUNE 1, any Board member who has not signed the Code of Conduct policy WILL BE AUTOMATICALLY REMOVED FROM THE BOARD. Consideration and possible action to fill vacant seats by appointment. (5m) (a) The Resident Region 3 Board seat is vacant. Fred Morris resigned this seat on September 15. (b) The Resident Region 4 Board seat is vacant. On July 6, the Board appointed Sofia D. Iraheta to this seat. However, her residence address is actually in Region 3. The Board may want to appoint Ms. Iraheta to the vacant Region 3 seat. (c) The Youth Community Board Seat is vacant. Fabian Lopez was removed from this seat for absences on September 14. Mr. Lopez wishes to continue as a Board member. He has applied for appointment to this seat. (d) The Employee Stakeholder Board seat is vacant. Marisol Lopez was removed from this seat for absences on September 14. 7: Elect a President of the Board. Possibly also elect one or more of the other three Board officers (Vice President, Secretary, Treasurer) if one of those is elected as President. The former President, Fred Morris, resigned from the Board on September 15. Board members may nominate candidates for the vacant position of President. Officers are servants of the Board. It is up to the Board to decide how it wants to proceed with its officers. (10m) 7: Approve minutes of prior Board meetings. (5m)

4 7: Consideration and possible action to approve the Treasurer's financial reports as the official records of the Board. (5m) 7: Consideration and possible action on the recommendation of the Outreach committee that the Board support Councilmember Felipe Fuentes Second Annual Dia De Los Muertos festival on Saturday, October 31 from Noon to 10 pm and on Sunday, November 1, from 11 am to 6 pm at the Pacoima City Hall, Van Nuys Boulevard, Pacoima, CA 91331, and allocate up to $800 in outreach funds for light food and refreshments and for face painting and nail painting supplies for the public at the two-day event. The council's name will appear as a supporter on the event flyers, banners and posters, and the council will have an outreach table. There will also be an art festival where local artists can display and sell their work. (4m) 7: Consideration and possible action on the recommendation of the Outreach committee that the Board support the First 5 LA Best Start Panorama City and Neighbors Family Fun Day at Marson Park on Sunday, October 18, from 10 am to 2 pm, and allocate up to $100 for rental of a portable toilet for the event. This event is being organized by the community groups led by Susana Carmona, the Resident Outreach Coordinator for the Best Start PCN program. (3m) 7: Consideration and possible action on the recommendation of the Outreach committee that the Board support the city Gang Reduction and Youth Development (GRYD) "Friday Night Lights" program at Sepulveda Recreation Center for the next seven Friday nights from 5 pm to 9 pm, and allocate up to $150 per night ($1,050 total) for ice cream and light food and refreshments for these events. This is an experimental extension of the Summer Night Lights program at only two locations in the Valley, Sepulveda Park and Humphrey Park in Pacoima. (5m) 7: Consideration and possible action on the recommendation of the Outreach committee that the Board support the Sepulveda Middle School "Coffee with the Principal" program on the second Tuesday of each month at 8:30 pm, and allocate up to $100 in outreach funds for light refreshments for the public each monthly event through May ($800 total). This popular program draws about 140 parents. It is an ideal location to distribute council materials and to recruit volunteers. (4m) 7: Consideration and possible action to approve the Election Procedures Stipulation Worksheet for Neighborhood Council 2016 Elections, which is due (by online submission by the President or other persons authorized by the Board) on Friday, October 9, and which requires a Board vote. The election is currently scheduled for Saturday, April 2, North Hills East has chosen to have a traditional in-person election on the election date (no online voting). The "Stip Sheet" has four required Board choices: Time (4 hours between 9 am and 8 pm), Location (main and backup, with contact information), Translation (Spanish is obvious, additional languages cost $50 each), and two contacts (Election Chair and Outreach Chair). (7m) 7: Consideration and possible action on the recommendation of the Beautification and Community Services committee that the Board sponsor a contest to beautify the Sepulveda Boulevard median in the North Hills area. (3m) 8: Consideration and possible action on any recommendations by committee chairs for people to be added to their committees, and possible action to fill vacant committee chairman positions, or to change committee chairmen. The job of the committee chairman is to (1) recruit committee members, (2) meet every month, (3) find interesting and useful subjects for the agendas, (4) write

5 and post the agendas, and (5) follow up and carry out any recommendations for action that the Board approves. (4m) At a special meeting on Wednesday, July 29, the Outreach committee recommended that the Board appoint Severiana Pablo to fill the vacant Education committee position. The Outreach committee also recommended that the Education committee consider a program of youth activities for children who come to council meetings, and report back to the Board. (10m) 8: Consideration and possible action on the recommendation that was made at the end of the September 14 meeting that the Board schedule a special meeting on Wednesday, October 7, at 6:30 pm, for the purpose of holding a "retreat" under the guidance of Commissioner Lydia Grant of the Board of Neighborhood Commissioners. RECONSIDERATION PROCESS - Reconsideration of a vote by the Board may be called as a motion by a Board member that voted on the prevailing side of the decision. GRIEVANCE PROCESS - If you believe that the Board is not following its own rules or any of the other rules by which it must operate, you may file a Grievance in writing with the Secretary. The Grievance will be placed on the agenda for the next Board meeting. If the Board cannot easily resolve the Grievance with you, it shall refer it to a Grievance Panel, as described in the Council's Bylaws. The report of the Grievance Panel will be considered at the following Board meeting. Board members may not file a Grievance. (5m) 7: Consideración y acción posible para aprobar los informes financieros del Tesorero como los archivos oficiales del Bordo. (5m) 7: Examen y posible acción por recomendación del Comité de Alcance que la Junta apoyo el segundo anual festival de Dia De Los Muertos de Concejal Felipe Fuentes el sábado 31 de octubre desde el mediodía hasta las 10 pm y el Domingo, 01 de noviembre de 11 am a 6 pm en el Pacoima Ayuntamiento, Van Nuys boulevard, Pacoima, CA 91331, y asignar hasta $ 800 en fondos de divulgación para la comida ligera y refrescos y para la cara de pintura y pintura de uñas suministros para el público en el evento de dos días. El nombre del consejo aparecerá como un partidario de los volantes de eventos, pancartas y carteles, y el consejo tendrá una mesa de extensión. También habrá un festival de arte donde los artistas locales puedan mostrar y vender su trabajo. Este evento es organizado por los grupos comunitarios dirigidos por Susana Carmona, Coordinador Residente de Alcance para el programa Best Start PCN. (3m) 7: Examen y posible acción por recomendación del Comité de Alcance que la Junta apoya la Reducción de Pandillas y Desarrollo de la Juventud (GRYD) programa de la ciudad "Friday Night Lights" en Sepulveda Recreation Center para los próximos siete noches de viernes de 17:00 to 21:00, y asignar hasta $ 150 por noche ($ 1,050 totales) para helados y alimentos ligeros y refrescos para estos eventos. Esta es una extensión experimental del programa Luces de la Noche de Verano en sólo dos lugares en el Valle, Sepúlveda Park y Humphrey Park en Pacoima. Este popular programa atrae a cerca de 140 padres. Es un lugar ideal para distribuir materiales del consejo y para reclutar voluntarios. (4m) 7: Examen y posible acción para aprobar los Procedimientos Electorales Estipulación Hoja de trabajo para el Consejo de Barrio de 2016 Las elecciones, que se debe (por sumisión en línea por el Presidente u otras personas autorizadas por la Junta) el viernes 9 de octubre, y que requiere un voto Junta. La elección está programada para el sábado, 2 de abril de North Hills Medio ha optado por tener un tradicional elección en persona en la fecha de las elecciones (sin votación en línea). (4m) En una reunión especial el miércoles 29 de julio, el Comité de Alcance recomienda que la Junta designe Severiana Pablo para ocupar el puesto vacante comité de Educación. El comité de Alcance también recomendó que el Comité de Educación considere un programa de actividades juveniles para los niños que acuden a las reuniones del consejo, e informe a la Junta.
