WELCOME/ROLL CALL: At 5:45 p.m. the meeting was called to order by Sonja Diaz, Policy Council Chair. Roll call was taken by Zsanae Martinez. Quorum was established. II. III. SEATING OF NEW MEMBERS Alma Elias from Volunteers of America was seated as new member to the Denver Great Kids Head Start Policy Council. Amy Rupert made a motion to approve Alma Elias as a new member to the Policy Council. The motion was seconded by Maria Ramseur. The motion carried. APPROVAL OF AGENDA A motion to approve the agenda was made by Alejandro Garcia-Medina, and seconded by Sylvia Hernandez. The motion carried. IV. MINUTES FOR APPROVAL (Minutes from March 24, 2015) A motion to approve the minutes from March 24, 2015, was made by Maria Ramseur and seconded by Amy Rupert. The motion carried.

DIRECTOR S REPORT Dr. Martinez was very pleased to announce to the Policy Council that Denver Great Kids Head Start received a report from the Regional Office and is in full compliance with The Fiscal and ERSEA review that took place back in February of Denver Great Kids Head Start is still waiting on the report for the Environmental Health/Safety review that took place the week of March 23, In addition Dr. Martinez spoke about the current review that started on April 26, 2015 on CLASS. The reviewers will be visiting 45 classrooms throughout the entire delegate agencies and their focus will be in the interactions between children and teachers in the classroom. The results for the CLASS review will not be in for several months. Dr. Martinez reported the details from the Director's report. His report was included in the meeting packet. Please refer to it for more details. VI. VII. FINANCIAL BREIFING The financial report was given by Michael Paben. He reported that Denver Great Kids Head Start is under spent by approximately 14 percent as the result of vacancy savings. is working with the delegate agencies to identify program needs and hopes to accomplish that with the vacancy savings. Additionally, Michael went over the non federal share column with the Policy Council and explained what the category was about. Michael also spoke about the submittal of the grant. NEW BUSINESS A. NHSA Conference Presentation Zsanae Martinez, Alejandro Garcia-Medina, Sonja Diaz, Lestina Anderson, Adella Arredondo, Liane Martinez, Bertha Gaspar-Romero Blanca Owens, and Michael Paben attended the NHSA conference in Washington D.C. the week of March 30th. They gave a presentation to the Policy Council on the different workshops that they attended at the NHSA conference and shared key highlights of different experiences. B. Change to Eligibility Determination Adella spoke about the changes that the Office of Head Start issued on the regulations for determining Head Start eligibility in section 45 CFR Adella spoke about the ERSEA training that was held on April 13th and 14 th that sponsored for 57 people including all personnel and Family Service staff of all the delegate agencies. will train the Policy Council on the final rule on eligibility at the next Policy Council meeting on May 26 th, C. Governing Body Meeting Dr. Martinez spoke about the Governing Body meeting that was held on April 27, The Governing Body is chaired by the mayor and consists of a representative from the Office of Human Resources, the Auditor s Office, City Council, City Chief Financial officer, the Controller s Office. During this meeting they discussed the grant application, progress on goals and objectives, overview of the changes to the new rule on Head Start

4 Policy Council Minutes April 28, 2015 Page 3 of 3 eligibility at 45 CFR 1305, and the Head Start reviews that had occurred in last three months. The Governing Body approved the grant application. Fernando Pineda (Vice Chair Policy Council) was very happy to be a part of the meeting he really enjoyed all of the highlights discussed. D. Delegate Agency Reports Delegate agency reports were presented by representatives or staff from each agency in attendance. The delegate agency reports were also included in the meeting packet. Please refer to them for more details. III. OLD BUSINESS A. Rocky Mountain Early Childhood Conference Zsanae Martinez, Lestina Anderson, Fernando Pineda and Jan Burke shared with the Policy Council the different workshops that they attended at the Rocky Mountain Early Childhood Conference and what they took away from the workshops. A brief discussion followed. IV. OTHER A. Program Content Area Reports Liane and Adella presented their content area reports to the Policy Council. Reports were included in the meeting packet. Please refer to them for more details. A brief discussion followed. X. MILEAGE AND CHILD CARE REIMBURSEMENT Sonja asked parents to provide reimbursement forms to Adella for reimbursement. XI. MEETING ADJOURNMENT /NEW MEETING DATE AND TIME A motion to adjourn the meeting was made Fernando Pineda-Reyes. The meeting adjourned at 6:58pm. BIENVENIDA/LISTA DE ASISTENCIA: A las 5:45 p.m. la junta fue llamada al orden por Sonja Diaz, Presidenta del Concilio de Políticas. Zsanae Martinez pasó lista de asistencia. Se estableció el quórum. II. III. TOMA DE POSESIÓN DE NUEVOS MIEMBROS Alma Elias de Volunteers of America tomó posesión como nueva miembro del Concilio de Políticas. Amy Rupert hizo la moción para que se aprobase a Alma Elias como nueva miembro del Concilio de Políticas. La moción fue secundada por Maria Ramseur. La moción fue aprobada. MINUTAS A SER APROBADAS (Minutas del 24 de marzo de 2015) Maria Ramseur presentó una moción para que se aprobasen las minutas del 24 de marzo de 2015, la cual fue secundada por Amy Rupert. La moción fue aprobada.

INFORME DEL DIRECTOR El Dr. Martínez estuvo muy complacido al anunciar que el Concilio de Políticas de recibió un informe de la Oficina Regional que se encuentra en total cumplimiento según las revisiones Fiscal y ERSEA que tuvieron lugar en febrero de todavía está en espera del informe de la revisión en Salud/ Seguridad Ambiental, que tuvo lugar en la semana del 23 de marzo de Al respecto, el Dr. Martínez habló sobre la actual revisión de CLASS que comenzó el 26 de abril de Los inspectores estarán visitando 45 aulas de todas las agencias delegadas y su trabajo se centrará en las interacciones entre los niños y los maestros en el aula. Los resultados de la revisión CLASS no se estarán listos hasta después de varios meses. El Dr. Martínez informó los detalles del informe del Director. Su informe se incluye en el paquete de la junta. Favor de consultarlo para más detalles. VI. VII. RESUMEN FINANCIERO El informe financiero fue presentado por Michael Paben. Informó que Denver Great Kids Head Start tiene un superávit de aproximadamente el 14 por ciento como resultado del ahorro por las vacantes. está trabajando con las agencias delegadas para identificar las necesidades del programa para satisfacerlas con los ahorros por las vacantes. Presentación de la Conferencia NHSA Zsanae Martinez, Alejandro Garcia-Medina, Sonja Diaz, Lestina Anderson, Adella Arredondo, Liane Martinez, Bertha Gaspar-Romero Blanca Owens, y Michael Paben asistieron a la conferencia NHSA en Washington, DC la semana del 30 de marzo. Ellos hicieron una presentación ante el Concilio de Políticas sobre los diferentes talleres a los que asistieron durante la conferencia NHSA y expusieron los puntos más destacados de sus distintas experiencias. B. Determinación del Cambio de Elegibilidad Adella habló sobre los cambios que la Oficina de Head Start emitió en los reglamentos para determinar la elegibilidad Head Start de acuerdo a la sección 45 CFR Adella habló sobre la capacitación ERSEA que se llevó a cabo el 13 y 14 de abril, en la que patrocinó a 57 personas incluyendo a todo el personal de y al personal de servicios familiares de todas las agencias delegadas. iniciará una capacitación del Concilio de Políticas en el reglamento de elegibilidad actualizado en la próxima junta del Concilio de Políticas del 26 de mayo de C. Junta del Órgano de Gobierno El Dr. Martínez habló respecto a la junta del Órgano de Gobierno que se llevó a cabo el 27 de abril de El Órgano de Gobierno está presidido por el Alcalde y se compone de un representante de la Oficina de Recursos Humanos, de la Oficina del Auditor, del

7 Minutas del Concilio de Políticas 28 de abril de 2015 Página 3 de 3 Ayuntamiento, el Director Financiero de la Ciudad, y de la Contraloría. Durante esta junta se debatió la solicitud de subvención, el avance hacia las metas y objetivos, la descripción de los cambios en el nuevo reglamento de elegibilidad Head Start de acuerdo a 45 CFR 1305, y las revisiones Head Start que se han tenido en los últimos tres meses. El Órgano de Gobierno aprobó la solicitud de subvención. Fernando Pineda (Vicepresidente del Concilio de Políticas) estuvo muy feliz por haber participado en una junta de la que realmente disfrutó en todos los puntos importantes que se debatieron. D. Informes de las Agencias Delegadas Los informes de las agencias delegadas fueron presentados por los representantes o miembros del personal de cada agencia participante en la junta. Los informes de las agencias delegadas también fueron incluidos en el paquete de la junta. Favor de consultarlos para más detalles. VIII. IX. ASUNTOS REZAGADOS A. Conferencia Rocky Mountain de la Primera Infancia Zsanae Martinez, Lestina Anderson, Fernando Pineda y Jan Burke compartieron con el Concilio de Políticas los diferentes talleres a los que asistieron en la Conferencia Rocky Mountain de la Primera Infancia y lo que cada taller les aportó. Se tuvo un breve debate. OTROS ASUNTOS A. Informes de Área de Contenidos del Programa Liane y Adella presentaron sus informes en área de contenidos al Concilio de Políticas. REEMBOLSOS POR MILLAJE Y CUIDADO INFANTIL Sonja pidió a los padres que entregasen a Adella sus formularios de reembolso. XI. SE LEVANTA LA SESIÓN /FECHA Y HORA DE LA PRÓXIMA JUNTA Fernando Pineda-Reyes presentó su moción para que se levantase la sesión.
