BACKGROUND: Each year the City experiences impacts from the Isla Vista Halloween event. Last fall a temporary permit-only on street parking program for residents was implemented and deemed successful. A second large Isla Vista event, Deltopia, has emerged in recent years. In anticipation of potential impacts to Goleta residents, the Council directed staff to come back with a similar program for the Deltopia event. Unlike Halloween, the date for Deltopia changes annually and has the potential to change very quickly with the use of social media. Deltopia 2015 is currently scheduled for April 4 th according to the event's Facebook page. It is described by this tag line, "When California's craziest party town goes its hardest." It is anticipated that 25,000 people could pass through Goleta for this Isla Vista event. Last year the Deltopia event deteriorated into a riot on the streets of Isla Vista, with a police officer being attacked, bottles and rocks being thrown, cars tipped over, signs destroyed, and other acts of violence and vandalism being perpetrated. Law enforcement had to resort to using force to break up the riot, bringing in armored vehicles, firing rubber bullets and tossing tear gas containers. Overall there were 130 arrests, 190 citations, and 50 people transported to the hospital, including four officers. One of the significant impacts from Deltopia and other Isla Vista events has been parking overflow impacts on the University 1-2 neighborhoods in Goleta, and associated noise and other disturbances from individuals returning from Isla Vista to their vehicles in the late evening and early morning hours. 1

2 Meeting Date: March 3, 2015 Last year for Halloween, the City implemented temporary, resident only parking restrictions for Halloween weekend. Based on a survey of residents after the event and the experience of Sheriff s Department and City Staff during the event, it appears the temporary parking restrictions were effective and met the needs of residents. For additional background information on the results and effectiveness of the parking restrictions implemented for Halloween in 2014, please refer to the attached Council Agenda Report (Attachment 3). DISCUSSION: Staff has learned that UCSB intends to bring in 130 additional police officers from other UC campuses and is planning on implementing on-campus parking restrictions for the weekend that Deltopia occurs. To help dissuade partygoers from parking in the Goleta neighborhoods closest to Isla Vista during the Deltopia event, staff is again proposing a temporary on-street resident only parking restriction for the University 1-2 neighborhoods to help mitigate potential impacts. Given that Deltopia typically starts on Saturday morning and goes well into the evening hours, staff is proposing a restriction from 9:00 am Saturday to 6:00 am Sunday. Although Deltopia is expected to occur on April 4 th, staff is requesting authorization to implement the parking restrictions for the weekends of April 4 th and April 11 th to allow for flexibility should organizers decide to change the date. The proposed parking restriction area would have the following boundaries: Cannon Green Drive to the west, Hollister Avenue to the north, Storke Road to the east and Whittier Drive to the south. A map of the proposed parking restriction area is provided in Attachment 1. This area is comprised of an estimated 1,250 dwelling units representing approximately 4,000 residents. Parking permits would be required to be taped to the inside of the vehicle s driver s side window during the restricted hours. A resolution imposing these restrictions is included for Council s consideration as Attachment 2 to this report. In an effort to avoid conflicts with Little League games during the daytime hours on Saturday, the City s Public Information Officer will be coordinating with Girsh Park and Camino Real Marketplace to provide parking for use during baseball games on Saturday. The affected streets would be posted in advance to allow towing consistent with Section of the California Vehicle Code. Vehicles found parked on any of the streets in the University 1-2 neighborhoods during the restricted times, not displaying the appropriate parking permit, would be subject to ticketing and/or towing. A total of five electronic message boards would also be deployed in several entrances into the University 1-2 neighborhoods to provide added and visible notification of the parking restrictions. Staff is also investigating additional deterrents, such as an increase in the parking citation fine, and will report back to Council at a later date. In order to inform residents in the subject area of the parking restrictions, a significant community outreach effort is proposed. The outreach effort, coordinated by the City s Public Information Officer, will include social media notifications, automated phone, and text messaging, press releases, flyers, door hangers and postings to the City s Nextdoor and City Websites. Staff will be ready to mobilize quickly in the event the date for Deltopia is changed. Once again, households will be mailed two parking permits. 8 RESOLUTION NO. 15- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GOLETA, CALIFORNIA ESTABLISHING TEMPORARY RESIDENT ONLY ON- STREET PARKING RESTRICTIONS RELATED TO THE 2015 ISLA VISTA DELTOPIA EVENT WHEREAS, Section of the California Vehicle Code authorizes the City to place and maintain, or cause to be placed and maintained, such appropriate signs, signals or traffic control devices as may be necessary to properly indicate and carry out the provisions of the Vehicle Code or local traffic ordinances, or to warn or guide traffic; and WHEREAS, California Vehicle Code Section (a) authorizes the City, by resolution, to prohibit or restrict the parking of vehicles on certain streets, including the authority to grant preferential parking privileges to residents adjacent to the streets for their use; and WHEREAS, California Vehicle Code Section (a) further authorizes the issuance of permits to residents to exempt them from the parking prohibition; WHEREAS, residents of the unincorporated community of Isla Vista and others have historically organized and engaged in unpermitted assembly and street partying attended by thousands of residents and visitors that has included excessive and illegal use of alcohol which has not been successfully restrained by residents or governing authorities; and WHEREAS, the unincorporated community of Isla Vista does not have adequate parking or infrastructure to support the number of peoples who have attended such events and as a result have historically parked in the University 1 and University 2 neighborhoods of Goleta to attend such events; and WHEREAS, the City of Goleta and the residents of the University 1 and University 2 neighborhoods have suffered impacts from these Isla Vista events by non-residents who take all available on-street parking eliminating resident parking; who park in a manner to block driveways and streets; who cause loud disturbances throughout the night; who litter through the neighborhoods; who damage and vandalize property; and who create other nuisances; and WHEREAS, the City desires to implement temporary parking restrictions on the following dates and times in an effort to minimize the burden of Isla Vista events on the City of Goleta and the University 1 and 2 neighborhoods: 9:00 am April 4, 2015, to 6:00 am April 5, :00 am April 11, 2015, to 6:00 am April 12, 2015 Resolution No. 15-, Deltopia Temporary No Parking Program 8

9 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GOLETA DOES RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: SECTION 1. Between the following hours: 9:00 am April 4, 2015, to 6:00 am April 5, :00 am April 11, 2015, to 6:00 am April 12, 2015 Parking on the following roadways shall be prohibited: Cannon Green Drive from Hollister Avenue to Phelps Rd; the entirety of Chapman Place; the entirety of Lowell Way; Davenport Road from Pacific Oaks to its western terminus; the entirety of Elmhurst Place; the entirety of Freeman Place; the entirety of Greensboro Street; the entirety of Hillsboro Way; the entirety of Hillsboro Street; the entirety of Evanston Place; the entirety of Fordham Place; the entirety of Georgetown Road; the entirety of La Salle Road; Pacific Oaks Road from Hollister Avenue to Marymount Way; Phelps Road from Storke Road to Cannon Green Drive; the entirety of Reed Court; Armstrong Road from Mills Way to Reed Court; Marymount Way from Scripps Crescent to Reed Court; the entirety of Scripps Crescent; the entirety of Pitzer Court; the entirety of Pepperdine Court; the entirety of Pomona Court; the entirety of Mills Way; the entirety of Linfield Place; Whittier Drive from Storke Road to Mills Way; Whitman Street from Phelps Road to Whittier Drive. The Neighborhood Services and Public Safety Director is hereby authorized to provide for the installation and maintenance of appropriate temporary markings for the locations hereinabove identified beginning at least 72 hours prior to the restrictions taking place. 13 Agenda Item D.1 DISCUSSION/ACTION ITEM Meeting Date: January 20, 2015 TO: FROM: CONTACT: SUBJECT: Mayor and Councilmembers Vyto Adomaitis, Neighborhood Services & Public Safety Director Claudia Dato, Senior Management Analyst Update on Parking Restrictions for the 2014 Isla Vista Halloween Event RECOMMENDATION: Provide direction to staff regarding implementation of annual parking restrictions for the Isla Vista Halloween Event and similar events. BACKGROUND: Each year City staff works collaboratively with local residents and law enforcement to anticipate and address the impacts of the Isla Vista Halloween event on the Goleta community. Because Halloween fell on a Friday in 2014, a large turnout was anticipated for the weekend, with thousands of people expected to flow through Goleta into Isla Vista. With the City Council s strong emphasis on public safety, it authorized staff to evaluate new measures to address the negative impacts. On October 7, 2014, the City Council unanimously passed a resolution approving a temporary residents-only on-street parking program for the 2014 Halloween weekend. The program area included parcels south of Hollister Avenue between Cannon Green and Storke Road (and including cul-de-sac streets to the west of Cannon Green.) Based on that direction, staff created a temporary residential parking permit for the affected area. An information packet with two permits was subsequently mailed to area occupants. Within this packet were instructions directing residents to place a permit on the drivers side window of any vehicle parked on the street in the affected area between noon on Friday, October 31 and Sunday, November 2 at 6:00 a.m. Residents were also advised that vehicles parked on a public street within the designated area would be subject to a parking citation and/or towing at the owner s expense. Residents were also provided with information on how to obtain additional permits. A sample of the letter, the permit and the other outreach materials can be found in Attachment 1. Unfortunately, due to a glitch with the mail house, residents only received one permit initially, thereby requiring the mail house to send a second permit to each parcel, without cost to the City. In addition, some of the parcel data did not include individual units within an address. To address this issue, staff hand-delivered permits to the omitted addresses. The addressing database has since been updated and verified by staff for use in future events. 13

14 To help ensure affected residents were made aware of the parking restrictions, a comprehensive outreach campaign was done using the City s various media tools including press releases, messaging, phone and text messages, Nextdoor, Facebook, Twitter and the City s website. In addition, as required by Section of the California Vehicle Code, the affected streets were also posted 72 hours in advance. Sheriff s Department and City Staff who patrolled during the event observed a significantly reduced number of vehicles parked on streets in the restricted area, and the vast majority of those parked on the streets were displaying the temporary parking permits. Although likely aided by the rainy weather, the negative impacts were minimal and problems were much lower in comparison with previous years. During the restricted period, only 12 vehicles were either cited for not displaying permits or were towed. Anticipated costs for the additional law enforcement presence in the City related to the 2014 Isla Vista Halloween event were expected to not exceed $12,500. The actual amount billed by the Sheriff s Department was $10,212, which was slightly lower than the 2013 cost. The costs associated with the parking program, including printing, mailing, postage, posting of no parking signs, and rental/placement of electronic message board signs was approximately $14,400. Following the event, an online survey was used to elicit feedback on the value and effectiveness of the program. Below is a summary of those results: 76 people responded 76% lived within the parking restriction area Nearly 99% said they were aware of the parking restrictions and requirement for permits Nearly 89% received two parking permits either by mail or delivery 85% said they would support a resident-only permit parking program in the future for events of this nature The majority of respondents indicated they were highly satisfied with the program A more complete summary of survey results is provided as Attachment 2 to this report. DISCUSSION: Based on the survey results and experience of Sheriff s Department and City Staff during the event, it appears the temporary parking restrictions were effective and met the needs of residents. There were some concerns that the parking restrictions would impact AYSO soccer participants ability to park on public streets around Girsh Park. As a result of the rain that occurred Friday night, many of the no parking signs posted along Pacific Oaks Road were destroyed, resulting in complications with enforcement of parking restrictions that would have affected parking for AYSO participants. Due to these circumstances, no significant issues related to parking for Girsh Park users were encountered. 14

23 RESIDENT-ONLY TEMPORARY PERMIT PARKING PROGRAM FOR HALLOWEEN WEEKEND Frequently Asked Questions Over the years, the City of Goleta has heard from our residents about the negative impacts of Isla Vista Halloween on our neighborhoods, particularly those closest to Isla Vista. This year the City is implementing a temporary resident-only permit parking program. Each household in the affected neighborhoods (see map below) will be issued two permits for residents to park on the street during Halloween weekend. Residents are encouraged to park in their garages or driveways as well. Only residents with valid permits will be able to park on the streets in this area between 12:00 p.m. (noon) on Friday, October 31 and Sunday, November 2 at 6 a.m. Vehicles without permits will be cited and towed at the owner s expense. 23

24 What area does this program cover? Hollister Avenue to the southern City limit (Whittier Drive), from Cannon Green Drive to Storke Road. How do I get my permit? Permits will be delivered via U.S. mail before October 27. If you do not receive yours, please contact our Neighborhood Services Department at to make arrangements for a replacement. Is there a permit fee? No. What should I do with the permit once I receive it? Each permit has an address and permit number. Write in the license plate number of the vehicle you plan to park on the street. Tape the permit to the inside of the driver s side window by 12:00 p.m. (noon) on Friday, October 31. I have more than two vehicles that need to be parked on the street. Can I obtain another permit? Yes. Please contact our Neighborhood Services Department at prior to noon on October 31 to make arrangements. Will access to my neighborhood be restricted? Message boards will be placed at major intersections with entrances to the resident-only parking area. Law enforcement officers and tow trucks will be visible during the weekend as these parking restrictions are enforced. However no road access will be restricted. I have a guest coming into town during this weekend, can they be issued a permit? No. This program is for our residents-only. Your guest can park in your driveway and you can use a permit to park your vehicle on the street. My child has a soccer game at Girsh Park over the weekend, where should I park? The parking lots at Girsh Park, the future home of Ice in Paradise and Camino Real Marketplace will be open to the public during daylight hours. A vehicle is parked on my street without a permit, who should I call? Please call and the dispatcher will take the information and route it to a deputy for action. I live outside this area and have seen the impacts in my neighborhood. What can be done about the parking and other nuisances related to the Isla Vista Halloween event? The City has been working with UCSB and the County of Santa Barbara to begin to address the impacts on our community. This year the City is restricting parking to determine if this is effective in reducing some of the impacts. If it is successful, the City Council may consider implementing and expanding the restricted parking areas during the next Halloween event.
