7 Progress» from Planning to Construction The Planning Phase has been completed, including studies, Project Master Plan and design projects. To date, the most important packages for the NAICM have been tendered, with a budget of over $120 B MXP (approx. $6.3 B USD). Site preparation works have been completed. The major works for the construction have begun. In project financing, bonds have been issued for $6 B USD with 10 and 30 year tenures. The project generates its own source of payment. 7

12 Complementary projects NAICM construction contemplates a series of other developments & mitigation actions in the polygon as in the nearby area: Social: creation of an Interministry Group to carry out an Ordered Development Plan in the area. GACM has a 150 M MXP budget destined to 42 social projects in Atenco and Texcoco. Environmental: enforcement 20 conditions and 58 mitigating actions such as the rescue of flora and fauna, and the ecological restoration of the area to give attention to the environmental resolution. working on LEED v4 certification, which will make it the first public government infrastructure project to obtain this certification. Connectivity: building 17 road projects (141.5 km), 4 BRT projects & 2 mass transit projects (80.6 km) Hydraulic: major water works are being developed in order to improve the hydraulic infrastructure of the area and mitigate floods including building 9 reservoirs, 150 km of collectors, 22 water treatment plants, 43 km of tunnels along with the rehabilitation of channels. 12
