1 Ministry of Transport Republic of Tajikistan Investment Project RECONSTRUCTION OF KURGAN-TUBE AIRPORT Dushanbe 2011

2 INTRODUCTION According to Minutes decision of the meeting in Government of the Republic of Tajikistan No. 17/3-19 from , Minutes decision of the meeting in Ministry of Transport of the Republic of Tajikistan No. 26 from , as well as recommendations of experts of State Road Design and Research Institute of Civil Aviation (SRD and RI CA) Aeroproject (Moscow) the technical proposals were developed to reconstruction of Kurgan-Tube Airport. The technical proposals (TP) developed by SURDE Loikhakash with the participation of State Unitary Aviation Enterprise (SUAE) Tajik Air, TRDI Tajikgiprovodhoz and experts of Kurgan-Tube Airport. Initial data for Investment Project Development were: 1. Minutes decision of commission work from ; 2. Proposals of TRDI Tajikgiprovodhoz in bank protection works in Vahsh river of Airport region; 3. Memorandum of SRD and RI CA Aeroproject from ; 4. Information of Kurgan-Tube Airdrome; 5. Recommendations for lighting arrangement on Kurgan-Tube Airdrome; 6. Location map of radio aids on Kurgan-Tube Airdrome. CONCEPT DESCRIPTION OF EXISTING KURGAN-TUBE AIRPORT Existing airport is located in 12 km easter of Kurgan-Tube. Runway of length 2285 m and of width 42 m is in satisfactory condition and was exploited on passenger transportations by aircrafts АN- 24, YAK-40, AN-2. Air terminal building and buildings of service area have been exploited throughout the years. The approach road to airport of the length 2,4 km is in satisfactory condition with hard surface. Axis direction of runway is North-South. From the South side the runway edge closely abuts against main channel of the length over 30 m. Water level of the channel in summer is practically on runway level. In the distance of 0,9 km from the south runway threshold Kurgan-Tube Railway Station is located. There is a slight site development between channel and roads. In the distance of 1,3 km from the south runway threshold in south-easterly direction located Vahsh Nitrogen Fertilizer Plant. The north runway edge closely abuts against the left bank of Vahsh river, the terrace height is over 7 m. In the distance of 2,5 km from the north runway threshold in north-easterly direction located railroad metal bridge through Vahsh river. Formerly there was industrial production of gravel material for construction works in flood plain of Vahsh river below the bridge down-stream. Vahsh river has a meandering (wandering) nature of watercourse on bordering site to airport area. At the present time watercourse of Vahsh river is pressed to the left bank, and allows performing construction works straight in flood plain. From the west side airport area is bounded by branch of main channel. From the east side over 1,4 km from runway located the vineyards. To altitude relief boundaries pertains aiguilles which located in the north-east in the distance of 5 km from the north runway threshold.

3 TECHNICAL PROPOSALS Reconstructed airport in prospect is designed for passenger-and-freight transportations therefore extension of artificial runway approximately will come up to at least 800 m. In recommendations of SRD and RI CA Aeroproject are proposed three versions of runway extension: the first and main is to Vahsh river, the second is extension to both sides: to river side and channel with flyover construction and the third version is transferal of airport elsewhere. According to version No.1 Runway extension in north direction, to Vahsh river is associated with: - Construction of regulation and bank protection works in Vahsh river on both banks, from railroad bridge down the stream with general length 11 km on both banks. - Embankment fill in flood plain for runway and airstrip of the width at least 300 m and of the length 800 m and average height 7 m. According to version No.2 Runway extension in south direction is connected with crossing of main channel. Considering maximum water level in channel, which is practically equal to artificial runway level, the construction of trestle bridge is excluded. Similarly, according to regulations towards flight safety, existence of railway and highway, located perpendicularly to runway heading and in direct proximity from extended runway, is unallowable. According to version No.3 Transferal of airport to new area require considerable expenses. In this respect and taking into account recommendations of SUAE Tajik Air, SRD and RI CA Aeroproject extension of runway was considered in north direction, to flood plain of Vahsh river. Generally, reconstruction of airport includes the following: 1. Reconstruction of runway, taxiway, apron, parking area; 2. Drainage system at runway and airfield; 3. Airport equipment with new lighting; 4. Airport equipment with radio aids and communication; 5. Construction of VIP building; 6. Reconstruction of Flight Control Tower; 7. Terminal for local and international passengers service; 8. Transformer substation with two transformers 35\10\0,4-400 kilovolt-ampere; 9. Freight airplane station; 10. Freight airplane apron; 11. Freight terminal; 12. Emergency Rescue Station (ERS) and Fire Emergency; 13. Air Traffic Control Radar (ATC Radar) Building; 14. Overhaul of existing buildings, structures and airport objectives; 15. Patrol road on airdrome area; 16. Enclosure of airport area; 17. Reconstruction of approach road to the airport.
