Part- 1.1 General Information About Mosul International Airport (MIAP) Before 2014 Mosul International Airport (IATA: OSM, ICAO: ORBM) is an airport located at Mosul (353Km from Baghdad), capital of Nineveh Governorate, Iraq. It became a civil airport in 1990 with the rebuild of the runway and construction of a new terminal. The Owner is Federal government of Iraq Ministry of Transport. The following table shows information about (MIA) taken from Aeronautical Information Publication (AIP), Edition Seventy-Two, Effective 06 Feb 2014

Part -2 Brief Description to Current Situation General During 2014 Nineveh Governorate was occupied by Islamic State of Iraq and Syria (IS) The airport was exposed to a complete devastation by IS. After taking control of the governorate, a site visit was done, and the following was reported: a. Runway: a series of relatively deep transversal cuts were excavated along the runway separated by about m. with multiple holes caused by detonation. As shown below in Figures 1,2,3,4 b. Taxiway: Photos are showing damages and cracks in the taxiway
Figure 1: Satellite view for Airport During IS
Figure 2: Transversal cuts
Figure 3: (Left)33 Runway Touch Down Zone, (Right) Detonation Holes in the Runway
Figure 4: Various debris and wreckage dumped on the runway surface to prevent any possible landing for aircrafts
C- Air Traffic Control Tower Complex: The tower and the technical building were detonated and completely destroyed. All communication and ATC control equipment were also detonated. As in the figure 5 below: Figure 5: ATCT and Technical Block Before (Left), After (Right)
d. Substations and firefighting station were detonated and completely destroyed e. Terminal building was detonated and completely destroyed f. Navaids, runway lighting system and radar system were detonated and completely destroyed g. Airport Infrastructure Completely destroyed
h- The Airport ground was cleaned after liberation war by local government as in showing images: Figure 6: Airport ground after cleaning
Part - 2 Reconstruction Estimated Budget Estimations were done based on the following: Estimation are for construction of a new airport as the first assessment shows full destruction of the airport facilities beyond repair. The budget is estimated for constructing a basic scalable airport with minimum support facilities as compared to the original runway which should include the following: A new CATII runway with length of 2650m and width 45m and shoulders of 7.5m A new taxi way A new APRON New service roads New Terminal building New Administration and utilities complex New Firefighting station A new ATCT and Technical block
Part - 2 Reconstruction Estimated Budget The following is included in the budget: Full scalable designs for the new airport Mobilization and initialization of the project The following was not considered by the budget since it will be provided by 3 rd party companies Ground Service equipment and vehicles, which will be provided by ground operator like Iraqi Airways or other providers
Part - 3 Minimum (Basic) Airport Requirements 1- Construction Works Runway: A new runway shall be constructed with width of 45 m which shall facilitate the landing and Takeoff for code D airplanes with shoulders 7.5m. Length is estimated between 2650 to 3000m depending on the budget and the construction designs. The designer is recommended to consider Asphalt concrete for the surface instead of cement concrete if the site is compatible for the following reasons: Low maintenance cost, Less time needed for maintenance which can guarantee continuous airport operation. Lower cost as compared with cement concrete runway. Taxiway: with width of 20m that can handle code F airplanes, after accurate site survey and testing it may be possible to rehabilitate the current damaged runway into a full taxiway to the new runway. With rapid exit
Part - 3 Minimum (Basic) Airport Requirements Apron: that can handle: Parking spot for 4C airplanes MARS Parking spot for 6C/3D Passenger Terminal Building: A new scalable building design shall be considered to provide a final capacity of 500,000 passenger per year. The terminal building shall be equipped with all the necessary operational infrastructure like Conveying and Baggage handling system, Fire alarm and fighting, check in desk, security and monitoring equipment, etc. Air Traffic Control Tower (ATCT) and Technical Block: A new site shall be located for the new ATCT and technical block, according to the location of the new runway. The elevation is to be designed according to the siting requirements of the new airfield. The ATCT and Technical block shall be equipped with all the necessary system to maintain 24/7/365 uninterruptable operation compatible with latest ICAO requirements. Fire station: Which shall be located and constructed according to the new airfield layout.
Part - 3 Requirements 2- Infrastructure Minimum (Basic) Airport Electrical systems: All airport electrical system shall be redesigned, to provide sustainable uninterrupted power supply for the new airport facilities. Water supply and sanitary: The existing network shall be evaluated and upgraded if possible to support the new airport facilities. Communication network: A design for a full network to support the runway equipment and provided communication for all airport facilities inside the airport. Also enabling communication with outside the airport. 3- Runway Systems Airfield Lighting Equipment (AGL) and NAVIDs: According to the new airfield design a new scalable AGL shall be designed and constructed to achieve CAT II operation in space Metrological systems: A CAT II meteorological system shall be installed to monitor and provide messages and warning to the Met office. 4- Air Traffic Control Tower systems ATCT Voice communication system: A new system shall be designed according to the new tower plan, considering the history of the airport traffic and the future expansion. Air Traffic Control Systems: Which shall furnish the ATCT cab with equipment for the ATCT controllers.
Part - 4 Estimated Budget: Overhead paging and BGM System Electronic Visual Information Display System Common Use Terminal System - CUTE Indoor Fiber Optic 5 Safety and Security Video Surveillance System Fire Alarm System D Air Traffic Control Tower (ATCT) and Technical Block Earth works Concrete works Masonry works Metal works Fire Alarm and Fighting (wet and dry sprinklers) Plumbing HVAC Electrical, Cable Tray Installation, cabling, Grounding, interior lighting, UPS, Exterior Lighting, Switches and Circuit Breakers Video Surveillance System Fire Alarm System structured cabling network E Fire Station 1 Building Earthworks, Concrete Works, Masonry Works, Metal Works, Plumbing Heating ventilating and Air Conditioning Electrical communication 2 Firefighting Vehicles and accessories Total Estimated Budget $200,000,000.00
