1 CIVIL AVIATION AUTHORITY INFRASTUCTRE DEVELOPMENT: BOTTLENECKS AND SOLUTIONS IN AVIATION SECTOR by the Presentation to the ICPAU 5 th Economic Director Finance, Civil Aviation Authority, U 20 July
2 Overview Uganda has embarked on an airport development program covering the whole country. The broad plan is in the 20 year Civil Aviation Master Plan (CAMP) tha was launched on 29 th January For Entebbe International Airport (EIA), there is a Capital Improvement Program consisting of two major projects. The Landside Expansion project which involves Improvement of Departures, VIP, Staff Car park and Walkways The Upgrade and Expansion of EIA, funded by China EXIM bank. Development of upcountry Aerodromes Arua, Gulu, Kasese, Tororo Development of Kabaale International Airport

4 Background Africa has experienced air traffic growth in terms of passengers, cargo and aircraft movements. The world`s leading airlines are also increasingly accessing Africa`s air transport market and several of them have acquired new large aircraft like Airbus 380 which have necessitated upgrade of airport infrastructure. There is increased competition amongst airports for the growing air traffic market in Africa as manifested by the various expansion projects in the region. Government has launched a new drive to develop tourism
5 Uganda Aviation Growth Trends Passenger traffic for Entebbe International Airport grew from 446,748 in 2004 to 1.3 million in 2013, representing an average annual growth rate of 12.6% for 9 years. The annual projected growth Passenger traffic from 1.4 Cargo traffic from 55,000 in 2033 is as follows:- million in 2014 to 6.1M in 2033; tonnes in 2014 to 172,000 tonnes Aircraft movements from 43,669 in 2014 to 111,200 in 2033 The growth above require commensurate capacity enhancement in passenger and cargo terminals as well as aircraft movement areas
6 The need for Infrastructure devpt The proposed upgrade and expansion effort is driven by:- the need to reverse facility degradation due to time related effects / wear-and-tear. This is especially the case for pavements; the need to cater for capacity demand due to high growth rates of passengers, cargo and aircraft movements. This is especially the case for the cargo centre, passenger terminal ; the need to keep up to date with the new generation of large aircraf such as the A380 and modern / state-of-the-art CNS (communication navigation and surveillance) technologies; the need to gain competitive advantage in the region and beyond, especially at a time when all countries in the region are undertaking expansion projects.
7 Cargo Entebbe Capacity requirements Cont d the existing cargo buildings are below capacity as they fail to cope with the current annual throughput of 55,000 metric tons. The annual cargo throughput projected for 2033 is 172,000 metric tons. The projected throughput for 2023 is 100,000 metric tonnes Aircraft Movement Areas The last major upgrade for pavements was done in 1996 and the facilities servicee lives have approached the end of the design life (20 years).

14 Upgrade and Expansion Scope A new cargo terminal with its taxiway and apron, airside and landside access road; The main runway (17/35) will be surfaced and will have a full length parallel taxiway and new lighting. The rehabilitation of the main apron(apron 1) serving the existing and new terminal ; The secondary runway (12/30) and associated taxiways to be rehabilitated; Apron 2 serving VVIP to be rehabilitated and strengthened; Apron 4 serving general aviation and cargo aircraft to be strengthened. A new terminal building adjacent and connected to the existing terminal and with aerobridges;

20 Expected Outcome Increased annual passenger handling capacity from 1.4 to 3.3 million by 2023; Increased annual cargo handling capacity from 55,000 to 100,000 tonnes by 2023, Increased aircraft parking capacity leading to reduced congestion, safety risks, delays; Gaining in competitive advantage for airlines and cargo operators in the region, in turn moving towards achieving hub status; Improved aircraft ground movement efficiency resulting from an extended taxiway A.
