2 Driving is a Privilege Driving on the airport, airport apron and ramps is a privilege and can be revoked at anytime for any reason. Violations and Enforcement actions will be handled in accordance with approved Airport Rules, FAR and the Airport Certification manual. Accidents or Mishaps should be immediately reported to Airport Operations

3 SAFETY Violations- Examples Excessive speeding on the AOA Failure to Stop or Yield Failure to Yield to Aircraft or Emergency Vehicles. Outside authorized Area. FOD Violations

4 Speed Limits Speed Limit on Terminal Ramp or within close proximity to taxiing aircraft or adjacent to buildings: 10 M.P.H. All other areas on airfield not to exceed: 25 M.P.H.

5 Movement Area Non-Movement Area The A.O.A. is divided into two sections

10 SIDA AREA SIDA stands for Security Identification Display Area SIDA badges must be worn at all times while in this area. The SIDA area is located directly infront of the terminal and is desiganted with numerous signs Access is restricted to persons with SIDA designation badges only All SIDA badged employees must challenge anyone inside SIDA area without a badge Unbadged persons must be escorted out of SIDA area SIDA badged persons may escort no more than 5 people while in SIDA area.

11 Airport security is everyone responsibly If you see suspicious activity report it immediately If you find an unbadged employee in the SIDA area alert airport operations immediately Badged employees with green AOA designations do not have access to the SIDA area

12 General Rules Always yield the right-of-way to all aircraft and emergency vehicles at all times. Obey all regulatory signs, pavement markings, traffic signals, and LAA Officials. All personnel who operate a vehicle on the AOA shall have in their possession both a valid drivers license and a LAA Badge.

13 General Rules Remain 50 feet from an operating engine s intake. Remain 200 feet from an operating engine s exhaust.

17 What does this sign mean?

18 Taxiway Location Sign Indicates the taxiway you are on. (May be co-located with direction signs or runway holding position signs, as shown in graphic.)

19 What is the function of this sign?

20 ILS Critical Area Holding Position Sign ATC may hold you at this sign, on a taxiway, when the instrument landing system is being used at the airport. Vehicles driving beyond this point may interfere with the ILS signal to approaching aircraft.

22 What is the purpose of this sign?

23 Runway Holding Position Sign Always stop at this sign and wait for ATC clearance to proceed. In this example, the threshold for runway 15 is to your left and the threshold for runway 33 is to your right. This sign is located next to the yellow holding position marking painted on taxiways that intersect runways and on runways that intersect other runways.

24 Does this sign mean you are clear of the runway safety area?

25 Runway Boundary Sign This sign faces the runway and is visible to pilots exiting the runway. It is located next to the yellow holding position markings painted on the taxiway pavement. Taxi past this sign to be sure you are clear of the runway.

26 Direction Sign for Runway Exit Indicates an exit from a runway. Located just prior to the intersection, on the same side of the runway as the exit.

28 Runway Holding Position Marking This painted marking is found on taxiways at runway intersections and indicates where a vehicle is to stop. The solid lines are on the side where the vehicle is to hold and the dashed lines are always on the side toward the runway. Do not cross the markings until cleared.

29 Holding Position Marking for ILS Indicates the boundary of the ILS critical area. Don t cross unless cleared. When exiting the area, a yellow ILS Critical Area Boundary sign will be adjacent this marking. All parts of your aircraft must cross this marking to be clear of the ILS critical area.

30 Closed Runway and Taxiway Marking Indicates a closed runway or taxiway. On a permanently closed runway, it will be placed at each runway end and at 1,000 ft. intervals. It will also be placed at each entrance of a permanently closed taxiway. A raised-light X, plywood or fabric may be used in lieu of a pavement marking.

31 Communications for controlled field Prior to entering a movement area, communications must be established with the control tower on ground Do not proceed into the movement area until permission has been given by ATC Controllers are required to get an acknowledgement of hold short instructions. If Hold-Short instructions are given, you must acknowledge them by stating back the given instructions and compiling with the request. When proceeding onto a movement area, vehicle operators must tell the controller three things: WHO you are, WHERE you are, and WHAT your intentions are.

32 Vehicles operating on the airfield must have a two way airfield radio with abilities to talk on or CTAF and a rotating beacon. Vehicles not meeting these requirements must be escorted by a properly equipped vehicle. The Aviation Phonetic Alphabet is used in communications for continuity and clarity between the Control Tower and all aircraft and vehicles operating on the airport surface area and to reduce confusion. Because some letters sound similar, the following words are used to reduce confusion. For example, taxiway B would be referred to as taxiway Bravo.

33 Example A5: Lancaster Tower this is A5 ATC: A5 Go ahead A5 A5 is on the west ramp and would like to cross runway on taxiway foxtrot ATC A5, cross runway on foxtrot A5 A5 crossing runway on foxtrot After you are clear of the movement area always contact ATC and let them know your clear A5 Tower A5 is clear of the field

35 Communication on an uncontrolled field The Lancaster Airport control tower does not operate on 24/7 basis and closes down during off peak hours When the tower is closed, all radio communications happen on CTAF frequency When operating on an uncontrolled field your intentions must be stated on the CTAF frequency. If you are on the movement area for a prolonged period of time, you must continually announce your presence In some situations it may be appropriate to close down the area being worked in using a NOTAM

36 Communication on an uncontrolled field Ultimately safety is the responsibility of the vehicle operating in the movement area You must remain alert at all times, monitoring CTAF and listening for incoming or outgoing aircraft Aircraft typically take off and land into the wind
