1 F-2-1 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 January 2011 PART F SECTION 2 RESPONSIBILITIES AND ACTIONS 1. Overview 1.1 This section outlines the responsibilities and actions of the airport organizations involved in the implementation of the airfield operations procedures during low visibility conditions. 1.2 These organizations include: Air Traffic Management Division, Civil Aviation Department (CAD/ATMD) Airfield Department, Airport Authority (AA/AD) Technical Services Department, Airport Authority (AA/TSD) Airport Fire Contingent (AFC) Airside operators and drivers 2. Air Traffic Management Division, Civil Aviation Department 2.1 Responsibilities CAD/ATMD shall be responsible for: initiating, implementing and terminating the LVO procedures during low visibility conditions; the control of aircraft and vehicle movements in the manoeuvring area; and the control of aircraft movements on apron area. 2.2 Actions Air Traffic Control (ATC) shall initiate the LVO procedures during low visibility conditions at HKIA when the RVR reaches 1,000 m or the cloud ceiling lowers to 400 feet, and are forecasted to deteriorate Safeguarding Phase (RVR is 1,000m and forecasted to deteriorate to 600m or less; or cloud ceiling is 400ft. and forecasted to deteriorate to 200ft. or less) The Aerodrome Control Supervisor shall alert the following to initiate the Safeguarding Phase:

2 F-2-2 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 January 2011 Assistant Manager, Airfield shall safeguard the aircraft movement areas, and confirm the status of the required navigation aids and visual aids for CAT II/ IIIA operations. AFC Duty Officer shall prepare for low visibility standby. Implementation Phase shall not be enforced until the Assistant Manager, Airfield has confirmed that the required facilities and configuration are serviceable in compliance with the criteria defined in Appendix 1 of this Part Implementation Phase (RVR is less than 550m, or cloud ceiling is less than 200ft.) The Aerodrome Control Supervisor shall initiate the Implementation Phase and carry out the following actions: Ensure that the Air Movement Controller has selected CAT II/ IIIA on the Airfield Ground Lighting Control System Workstation. Inform Assistant Manager, Airfield and AFC Duty Officer that the Implementation Phase has been initiated Termination of LVO Procedures The Aerodrome Control Supervisor shall: terminate the LVO procedures when the prevailing weather conditions have improved above the Safeguarding Phase weather criteria; ensure that the Air Movement Controller has selected DAY or CAT I on the Airfield Ground Lighting Control System Workstation; and inform Assistant Manager, Airfield and AFC Duty Officer of the termination of LVO procedures. 2.3 Drills Two drills are conducted monthly to ensure the readiness of Airfield Department staff in implementing the closure and access control of taxilane crossings in Passenger Apron and in Cargo Apron under LVO operations.

3 F-2-3 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 28 December Airfield Department, Airport Authority 3.1 Responsibilities AA/AD shall be responsible for: the confirmation of airfield surfaces, aerodrome visual aids including lighting and guidance signs for LVO, and the control of vehicle and personnel movements at the designated taxilane crossing on the apron areas. the control of aircraft towing to avoid long towing to / from the Maintenance Apron. 3.2 Actions Safeguarding Phase (RVR is 1,000m and forecasted to deteriorate to 600m or less; or cloud ceiling is 400ft. and forecasted to deteriorate to 200ft. or less) When the Aerodrome Control Supervisor has initiated the Safeguarding Phase, the Assistant Manager, Airfield shall carry out the following actions: Alert the following organizations by means of multi-fax. (d) Alert related personnel on the apron of the initiation of LVO procedures using Trunk Mobile Radio (TMR). Coordinate with AA/TSD and AA/AD duty officers for the confirmation of aerodrome visual aids and facilities for LVO. If any Airfield Ground Lighting (AGL) circuit has failed to meet the LVO requirement within 100 days period, arrange TSD and AD duty staff to carry out inspection on that particular AGL circuit.

4 F-2-4 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 7 March 2014 (e) (f) (g) (h) (i) (j) Deploy Operation Officer, Airfield to inspect that: all construction sites are properly delineated; and the edge of aircraft movement areas adjacent to the construction sites are marked with serviceable obstruction lights. Ascertain the manoeuvring areas are sterile after receiving confirmation from the airfield inspection team and the Maintenance Superintendent on the completion of inspection, if applicable; and the requirements as laid down in Appendix 1 of this Part are met. During the bird migratory season, inspect the runway for congregation of birds, which may affect aircraft safety. Inform duty Airfield staff to standby to close taxilane vehicular crossings. Arrange Follow-me services to standby for guiding arriving and departing aircrafts, as well as aircrafts on tow. Advise the Aerodrome Control Supervisor that the runways/taxiways, associated visual aids and facilities, and special measures are in place for the Implementation Phase of LVO procedures Implementation Phase (RVR is less than 550m, or cloud ceiling is less than 200ft.) When being notified by the Aerodrome Control Supervisor that the Implementation Phase is enforced, the Assistant Manager, Airfield shall carry out the following actions: Restrict traffic on some taxilane vehicle crossings on the Passenger Apron and the Cargo Apron. Safeguard the aircraft through traffic control at the vehicle crossings of taxilanes along the aircraft taxiing routing by monitoring the ATC ground frequencies. If any AGL circuit has failed to meet the LVO requirements within 100 days period, coordinate with the Aerodrome Control Supervisor to carry out inspection on that particular circuit once every two hours and report to the Aerodrome Control Supervisor on the inspection result.

5 F-2-5 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 31 January Termination of LVO Procedures The Assistant Manager, Airfield shall: inform all parties concerned on the termination of LVO procedures; and re-open the closed taxilane vehicle crossings on the Passenger Apron and the Cargo Apron. 4. Technical Services Department, Airport Authority 4.1 Responsibilities AA/TSD Maintenance Superintendent shall be responsible for: confirming with the Assistant Manager, Airfield on the serviceability of AGL, especially the approach light, for LVO; (d) if any AGL circuit has failed to meet the LVO requirements within 100 days period, carrying out an inspection of that particular circuit as requested by the Assistant Manager, Airfield; the immediate action to rectify any discrepancies that may affect the serviceability of CAT II/IIIA aerodrome visual aids facilities; and restricting construction or maintenance activities in the proximity of aerodrome electrical systems. 4.2 Actions When being notified by the Assistant Manager, Airfield on the enforcement of the Safeguarding or Implementation Phase, the Maintenance Superintendent shall: confirm with the Assistant Manager, Airfield any unserviceable aerodrome visual aids, especially the approach light, or facilities in the first instance; when requested by the Assistant Manager, Airfield, carry out an inspection on the aerodrome visual aids and facilities with AD duty officers; and carry out emergency repair on the identified discrepancy as directed by the Assistant Manager, Airfield in consultation with ATC.

6 F-2-6 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 7 March Airport Fire Contingent 5.1 Responsibilities AFC shall be responsible for providing low visibility standby. 5.2 Actions When being notified by the Aerodrome Control Supervisor that the Implementation Phase is enforced, AFC shall activate full readiness for low visibility standby. 6. Airside Operators and Drivers 6.1 Responsibilities In order to safeguard the ground movements of aircraft during low visibility conditions, airside operators and drivers shall implement enhanced safety measures for operating in the aircraft movement areas during low visibility conditions. 6.2 Actions The following enhanced safety measures shall be taken throughout the Safeguarding and Implementation Phases of LVO procedures: (d) (e) All airfield activities on the aircraft manoeuvring area shall be suspended immediately. Vehicles and personnel shall vacate the area and report when clear to IAC-ACC. Once the aircraft manoeuvring area is sterilized and the Implementation Phase of LVO procedures have been enforced, vehicles and personnel requiring access must obtain permission from ATC using TMR or VHF radio as appropriate. Vehicular access to North Perimeter Road shall be suspended, except for ATC vehicles. Reduce vehicular movements on the apron as far as practicable. Comply with the traffic directions from IAC-ACC on vehicle movements crossing taxilanes on the aprons. Vehicle routes crossing taxilanes will be partially closed. Reduce vehicle speed to a level consistent with the prevailing visibility. At no time should driving speed exceed 20km/h.

7 F-2-7 AIRPORT OPERATIONS MANUAL AIRFIELD OPERATIONS 28 December 2015 (f) (g) Vehicle drivers shall exercise vigilance and care when driving on the aprons, and increase separation from aircrafts, vehicles and personnel as much as practical. Aircraft towing toward from the Maintenance Apron will be strictly controlled by IAC-ACC to the minimum. Airside operators working in Maintenance parking stands are advised to stay in the stands and avoid driving across taxilanes.
