2 Background The Executive Council of the Rodrigues Regional Assembly has decided to proceed with consultancy services for the design of the runway extension and ancillary works at sir Gaetan Duval Airport, Plaine Corail, Rodrigues Republic of Mauritius. In 2010, the Rodrigues Regional Assembly (RRA) approved a feasibility study on the proposed development works for Sir Gaetan Duval Airport on Rodrigues Island. One of the objectives of the study was to identify and evaluate the different options for constructing a new and/or developing the existing airport runway and airport facilities to cater for the future development of the tourism industry. The economic and social impacts of such development works on the island were also detailed. The final report for the feasibility study was submitted to the Rodrigues Regional Assembly in The report, which shall be the basis for this current assignment, has identified and developed the five options for consideration by the RRA. The Executive Council of the Rodrigues Regional Assembly, has decided to consider the Option 3 for implementation. Option 3 Develop the existing facilities to accept larger (A319 type) aircraft on short / medium haul routes. The RRA shall subsequently appoint a Design Consultant in order to proceed with the next phase which shall consist of the detailed design and cost estimate for Option 3 as summarized above. It shall be noted that this project shall be funded by the RRA. 1. Services In consideration of Option 3, the Consultant will subsequently carry out the complete engineering services related to the project as detailed below: 1. Detailed Design of all required infrastructure and equipment; 2. Cost Estimate for proposed design; 3. Preparation and Submission of Tender Documents ; As a general guidance, the airport developments works as described above shall be in compliance with standards and recommended practices of the International Civil Aviation Organisation and Local Regulations. The Consultant shall take into account all forthcoming scheduled ICAO amendments and or approved revisions that may impact on the design. Rodrigues Regional Assembly Page 2 of 4

3 In effect, the existing runway shall be extended over the lagoon as per recommendations laid down under option 3 of the feasibility study report. The detailed design of all relevant infrastructures shall be assessed and adapted to accommodate operations of A319/B737 aircraft types. Such infrastructures include but are not limited to the Runway, the Taxiway, the Apron, Visual Aids for Navigations, the Terminal Building, the Fuel Depot, the Car Parking Area, Utilities, Rescue & Fire Fighting Services, Air Traffic Services, Health Services, Meteorological Services and Hangar Facilities. The following aims at further describing some key elements that shall be required at design stage. The design for the runway extension shall include two options namely an extension on concrete stilts and an extension on a fill embankment. The design of the Terminal Building shall give due consideration to Disability Access, Sound Proofing and Insulation, Jet blasts, CCTV Surveillance System, Flight Information Display and Public Address System, and Radio Communication. The operations in the Arrival and Departure Zones shall be afforded the necessary attention to ensure a smooth passenger experience between the curb and the aircraft door. The Rescue & Fire Fighting Services shall include the necessary facilities for day and night interventions on land and at sea. Utilities shall include Power Supply to the facilities, Water Supply and Storage, and Sewage Services. The design shall include all operational aspects with respect to Air Traffic Services namely but not limited to Aero Charts, Approach Procedures, and Obstacle Limitation Surface. 2. Contract duration The consultancy services for the consultancy services for the design of the runway extension and ancillary works at sir Gaetan Duval Airport, Plaine Corail, Rodrigues Republic of Mauritius shall be of duration of about 12 months. The consultancy team shall be multi-disciplinary and shall comprise of but not limited to professionals in Airport Planning, Structural Engineering, Architecture, Civil Engineering, and any other relevant areas. 4 Qualification Criteria Interested consultants must provide information indicating that they are qualified to perform the services. In order to determine the capability and experience of consulting firms seeking to be short-listed, the information requested shall include the following: A profile of the company, its organisation and staffing. In the case of associations between two or more firms, the name, address and profile of the participating firm(s), and nature of the association (e.g. Joint Venture, subcontract and the like) shall be submitted. The lead firm must be clearly identified; Details of experience or similar assignments undertaken in the previous five years, including their locations; A special focus of the firms role in similar assignments in the region or elsewhere shall also be highlighted and described accordingly; CVs of staff who could be available to work on the assignment. 3. Submission of Proposals The Rodrigues Regional Assembly is hereby inviting eligible consultants to indicate their interest in providing the above-mentioned services. 5 The Expression of Interest and all documentation, in sealed envelope marked Consultancy services for the design of the runway extension and ancillary works at sir Gaetan Duval Airport, Plaine Corail, Rodrigues Republic of Mauritius should be sent to the address below by hours local time on 13 November 2013 at latest. The Documentation (Hard Copies) shall be submitted as One (1) Original and Two (2) Copies. The same information shall also be submitted in Two (2) soft copies on DVD or USB Drive.
