7 RSA Study SFO RSA Working Group: FAA ATCT, Region, ADO; SFO Planning, Facilities, Operations, Finance, Legal, Governmental Affairs, Communications, COO Conducted according to FAA Order , Runway Safety Area Program, which describes the basic concept alternatives that airport sponsors need to consider. Wide range of alternatives identified and analyzed in order to meet Public Law Alternatives considered include filling SF Bay or relocation of U.S.101. to improve existing RSAs. Working Group considered operational and environmental impacts, along with determining feasibility of meeting the 12/31/2015 deadline. 7

8 Runways Five basic concepts considered: Construct standard safety areas Relocate/shift runway Reduce runway length Implement declared distances Install EMAS One preferred alternative declared distances. One enhanced preferred alternative: Includes runway extension to 10R to maintain existing takeoff and landing distances. Analyzed runways as a pair, rather than individually. 8

9 Runways Preferred Alternative Proposed project components include: Displace arrival thresholds by 300 ft to accommodate 600-ft long arrival RSA. Relocate Approach Light Systems. Shifting RW in 100 increments limits ALS pier work. Relocate co-located Glideslopes. 9

10 Runways Proposed project components include: Runway 10R threshold relocated 771 feet west: Maintains takeoff and landing distances for 10R Reduces bad WX delays with 499-foot threshold stagger. Relocate RW 28L Localizer. Realign taxiways to relocated Runway 10R threshold. 10

12 Runways 1-19 Summary Site constraints: SF Bay and Highway 101. Critical to evaluate as a pair of runways, rather than individually. 13 Short List Selection Tool In order to narrow down the Refinement Alternatives to a Short List, a Decision Tree was developed. It is comprised of three main questions: 1. Close Taxiway A? 2. Reduce the effective runway length? 3. Add bay fill or construct a platform? 13 13

Demolish existing runway ends and taxiways. Relocate RW 19L Glideslope. Relocate a light station/trestle with side bars by existing increment of 200 ft. 20

21 Runways 1-19 Preferred Alternative Proposed project components include: Shift both Runways south. Install nonstandard EMAS on ends of Runways 1L and 1R. Realign Taxiway A. Fill open surface water detention basins; replace with underground water drainage pipes, new stormwater detention basin, pump station, and outfall pipes. Relocate electrical substation outside of taxiway object free area. Realign airport security fence and vehicle service road

22 RSA Construction RSA Construction expected to begin in April 2012 Airport has completed a schedule that meets the December 31, 2015 deadline (completion in October 2014) Construction phasing analysis complete for Runways 1/19. Looked at limited runway closings, closing runways individually, and closing both together. Operational impacts analysis complete. Shows closing Runways 1/19 simultaneously is preferable to closing individually. Airline briefing in May Construction will be done in three (3) phases 22

23 RSA Construction Phase 1, 2012 Work expected to begin in Spring of 2012 Construction activities include: Relocate RW 28L localizer; Pave RW 10R threshold relocation (Sept. completion); Begin pier work; Begin utility work for RWs 28L/R threshold displacement. RW 28L limited to landing only during paving. Southfield work also to begin during this phase. 23

24 RSA Construction Phase 2, 2013 Construction activities include: Relocate glide slopes for RWs 28L/R; Install new RW 28L approach lights; Relocate RW 28R approach lights; Displace RWs 28 L/R landing thresholds. Southfield work continues during this phase. Runway closures expected for two (2) days on each runway. 24

25 RSA Construction Phase 3, 2014 Full closure of both RWs 1/19 for approximately 4 months (June Sept.) Construction activities include: Relocate Taxiway A; Shift RWs 1/19 south; Construct new RW entrance taxiways; Relocate glideslope and approach lights for RW 19L; Install EMAS. Expected RW openings by second week of October, prior to Fleet Week. Substantial completion of RSA program 1 year ahead of Congressional mandate. 25

26 Next Steps Perform aerial survey in summer months. Complete NEPA and CEQA environmental review process. Obtain environmental permits. Complete design documents for Runways 10/28.
