CALL TO ORDER The Chair called the meeting to order at 4:04 p.m. 2. DECLARATION OF PECUNIARY INTEREST None were declared. 3. DEPUTATIONS/PRESENTATIONS i) Mike Cadieux 1 Water Street Deputation Re: Façade Improvement Program Mike Cadieux made a deputation pertaining to the Façade Improvement Program on 1 Water Street. M. Cadieux noted his concerns and asked the Committee for clarity on the designation of his building. M. Cadieux commented that he finds it insulting that the Heritage Committee would comment on the store sign that represents his family background. 5 questions and had no feedback. M. Cadieux wants this to be rectify by clarifying or confirming which parts of his building is designated or a written apology from the Heritage Committee. ii) The Chair, Anita Dubeau thanked Mr. Cadieux for informing the Committee members. Don Ward and Dave Sampson Presentation Re: Remembrance Day Banner Project Mr. Don Ward introduced himself and his banner project proposal, which has generated interest from the surrounding communities. D. Ward noted that this project would bring awareness of veterans and could be utilize in the education system locally so they can research them. He mentioned that this would be a 3 year program. A scaled-down banner was shown to the Committee members and Mr. Ward has proposed that up to 20 banners of local fallen veterans could be displayed in downtown and also proposed 35 wreaths to be purchased. He also noted that there is a cost savings when multiple organizations/municipalities participate, and this project is in preparation for the 2015 Remembrance Day. The local branch of the Royal Canadian Legion is in support of the proposal and the banners would be printed locally. D. Ward mentioned that the costs of the banners would be $ and the costs of the wreaths are $40.00 which is donated but this would be for the graphic and image production cost. L. Lipton asked if the banners could do images to bring the cost down? D. Ward said they could do it but it is hard to get a good picture and noted that they do a lot of background work such as going into the military files to make sure that they have the correct information. 6 funding? D. Ward responded that they are looking into June or July J. Columbus asked if they approach any other groups? D. Ward said no they haven't but did a Silent Auction and that Heritage Midland helped with the grant process. D. Ward mentioned that all the funding they raised will stay in Penetanguishene. L. Lipton asked D. Ward to provide the Heritage Committee with a full summary of their banner project and what is actually needed from the Committee and the costs associated and where the grant would go? D. Ward said that he would provide the Heritage Committee with a summary. Action: D. Ward to provide the Heritage Committee with a Summary of the Banner Project. 4. CONFIRMATION OF MINUTES OF THE PREVIOUS MEETING i) Heritage Penetanguishene Minutes - Meeting of February 17th, 2015 Moved by C. Jupp and Seconded by J. Rogers Action: THAT the minutes of the meeting of February 17th, 2015, be approved as printed. CARRIED 5. FINANCIAL i) Heritage Section Financial Statement L. Lipton reaffirmed that the Friends of Heritage Penetanguishene account should be a standing item on the agenda so that the Committee members are mindful of the balance in the account with the intent to use it prudently. Lipton mentioned that she would like to see all Provincial designated properties pertaining to the Town of Penetanguishene on our designated list. The members of the Committee agreed that this would be a good idea and that staff research the properties and add to the list of designated buildings in the Town of Penetanguishene. It was also noted that the booklet Glimpses of Our Past should be redone with the added list. Action: THAT staff research the Provincial designated buildings within the Town of Penetanguishene and add to the list of the designated properties. iii) Heritage Committee Discussion Re: Evaluations for the Following Properties -18 & 58 Robert Street East - 50 Robert Street West - 26 & 30 Water Street It was noted that the Heritage Committee members will scheduled the dates and times to evaluate the following properties: 18 & 58 Robert Street East 50 Robert Street West 26 & 30 Water Street Action: THAT staff research the properties to be evaluated and provide documentation to the Committee. iv) Heritage Committee Re: Penetanguishene Angels A. Dubeau mentioned to the members of the Committee that she did not want anyone to forget the significance of the Penetanguishene Angels. Action: For discussion. Lipton noted that she is waiting for a response from Jim Clark and hopes to have the information for the Committee members at the next Heritage meeting. Action: For information. 9. ANNOUNCEMENTS AND INQUIRIES i) The Heritage Committee discussed the Façade Improvement proposal of 1 Water Street and it was noted that M. Cadieux be contacted to asked him specifically what he is trying to represent in the sign and that staff get letters of opinions. It was also mentioned that the Director of Recreation and Community services contact Scott Carpenter to have a look at the sign. 10. 18 The Ontario Medal for Good Citizenship PURPOSE Provincial honours are a memorable and distinctive way for the government of Ontario to thank and pay special tribute to those Ontarians whose lives exemplify excellence and achievement of the highest order. The men and women we honour are truly representative of the province of Ontario s caring and diverse society, and their lives and deeds stand as shining examples for us all. In 1973, the government of Ontario established the Ontario Medal for Good Citizenship to recognize people who, through exceptional long-term efforts, have made outstanding contributions to the well being of their communities. Their assistance is given without expectation of remuneration or reward. WHO IS ELIGIBLE? Nominees must be residents of Ontario. No elected federal, provincial or municipal representative may be awarded the Medal while such person remains in office. The Medal is not awarded for acts of bravery. INTRODUCTION In September of 2005, Council adopted a Heritage Tax Rebate Program for eligible properties. In 2011, the program guidelines were updated along with the Town s Procedural By-law which provides Heritage Penetanguishene with the responsibility for administration of the Program within the established guidelines. Final approval is required from Planning and Community Development Services Section. ANALYSIS Applications for tax rebates were received from five (5) property owners, namely 1 Water Street, 69 Poyntz Street, 12 Water Street, 14 Water Street and 33 Robert Street West. The applications received in 2015 apply to any work completed in 2014, as well as outlining the planned works for In accordance with the Heritage Tax Rebate Program Guidelines, the amount of the annual tax refund shall be 40% of the Town and education components of the taxes paid on the eligible property subject to available funds within the Town s annual budget ($10,000 in 2015). 22 The Corporation of The Town of Penetanguishene Heritage Penetanguishene BUDGETARY IMPLICATIONS The total Heritage Tax Rebate is $7, for both the Town and Education rebates. The Town s share of the total rebate is $5,637.06, which falls within the allocated budget of $10,000. RISK MANAGEMENT There are no identified risk management issues. SUSTAINABILITY Well-maintained heritage properties give communities a unique character and enrich our quality of life. Restoring heritage properties has been a catalyst for revitalizing historic town centres and drawing residents, businesses and visitors to communities. While heritage properties provide benefit and enjoyment to the whole community, most of these properties are in private ownership. COMMUNICATION A copy of By-law Heritage Tax Rebate was provided to all qualifying heritage properties. Property owners will be notified upon the Planning and Community Development Services Section approval. STRATEGIC GOALS & OBJECTIVES It is a strategic goal of the Town to promote and conserve our local heritage. The Heritage Tax Rebate Program recognizes the property owners of designated heritage property within the municipality and assists these property owners in heritage preservation and conservation.
