2 NOTICE OF THE 37 th ANNUAL GENERAL MEETING (AGM) NOTICE IS HEREBY GIVEN that the 37 th Annual General Meeting of the Civil Division will be held on Friday, 22 April 2016 at 6:00pm at the Chan Yat Mei Sophie Room, 9/F Island Beverley, No 1 Great George Street, Causeway Bay, Hong Kong, for the following purposes: To receive and confirm the Minutes of the 36 th AGM. To receive and adopt the Annual Report of the Division for Session 2015/2016. To receive and adopt the Financial Statement of the Division for Session 2015/2016. To elect the Chairman and Ordinary Members of the Division Committee for Session 2016/2017. To elect the Council Member (Division) for Sessions 2016/2017 and 2017/2018. In case of adjournment of the AGM, members of the Division shall check on the Institution s website at and the Division s website at of the revised venue, time and date for the adjourned AGM. The 37 th AGM will be followed by a Technical Seminar on Utilisation of Underground Space by Ir Eric MA Siu-cheung, Under Secretary for Development of the HKSAR Government. 3 Nominations for Division Chairman, Ordinary Members and Council Member (Division) Division Chairman The outgoing Division Committee has decided to nominate Ir KONG Shui Sun for election as the Chairman for Session 2016/2017. No nomination has been received from members by the deadline. Ordinary Members The outgoing Division Committee has decided to opt for the maximum of 14 Ordinary Members under Clause 7.2(c) of the Division Rules and one Ordinary Member under Clause 7.2(d) of the Division Rules, and five Ordinary Members in the Committee shall retire by end of the Session, namely Ir KONG Shui Sun, Ir Tony WONG Tung Leong, Ir Aaron BOK Kwok Ming, Ir Sean CHEONG Chin Pang and Ir Alfred LEUNG Wai Ho. There are four vacancies for the Ordinary Members under Clause 7.2(c) of the Division Rules and one vacancy for the Ordinary Member under Clause 7.2(d) of the Division Rules (i.e. Ordinary Member of the Committee who is of 35 years of age or below). Ordinary Members - under Clause 7.2(c) of the Division Rules The Division Committee has decided to nominate the following four candidates for the Ordinary Members for a three-year term: Ir Aaron BOK Kwok Ming, Ir Sean CHEONG Chin Pang, Ir Alex LI Chun Fai and Ir Alfred LEUNG Wai Ho. The Division Committee has received one nomination for the Ordinary Members by the nomination deadline: Ir Nigel Laichong LAM. Since the number of nominations exceeds the number of vacancies, a ballot shall be held. Ordinary Member - under Clause 7.2(d) of the Division Rules (i.e. Ordinary Member of the Committee who is of 35 years of age or below) The Division Committee has decided to nominate Ir Kenneth CHEUNG Kwan Wing for the Ordinary Member for a three-year term. No nomination has been received from members by the deadline. Council Member (Division) The outgoing Division Committee has decided to nominate Ir Victor LO King Yin for election as Council Member (Division) for Sessions 2016/2017 and 2017/2018. 4 Appendix 1 Minutes of the Thirty-sixth Annual General Meeting HKIE Civil Division The Thirty-sixth Annual General Meeting (36th AGM) of the Civil Division was held at 6:00pm on Tuesday 24 April 2015 in the Institution. Ir Stephen CHIK Wai-keung, Division Chairman, took the chair. Ir Ian CHUNG Siu-ping, Division Honorary Secretary, was meeting secretary. The meeting started when there were 72 members attending. The Minutes of the Thirty-fifth Annual General Meeting (35 th AGM) and Annual Report for Session 2014/2015 had been uploaded to HKIE and the Division websites. Hard copies were distributed to those attended the AGM. Ir Alfred Leung Wai-ho proposed that the Minutes of 35 th AGM be accepted and the proposal was seconded by Ir Francis KUNG. The Minutes of 35 th AGM were confirmed by a show of hands unanimously. The AGM Chairman briefly read the Annual Report of the Division for Session 2014/2015. Ir Eric CHAN Kar-lock proposed to adopt the Annual Report for Session 2014/2015 and the proposal was seconded by Ir Leo LEUNG. The Annual Report for Session 2014/2015 was adopted by a show of hands unanimously. The Financial Statement of the year ending 31 March 2015 was distributed to the attendees. Ir KONG Shuisun, Division Honorary Treasurer, highlighted the overall income and expenditure account for Session 2014/2015. Ir Prof William LAM proposed that the Financial Statement for Session 2014/2015 be adopted, and the proposal was seconded by Ir Tony WONG Tung-leong. The Financial Statement for Session 2014/2015 was adopted by a show of hands unanimously. The AGM Chairman noted that there would be six vacancies in Civil Division Committee for Session 2015/2016 and the Committee had nominated the following six candidates: Ir Francis CHOI Man-fai, Ir Ian CHUNG Siu-ping, Ir KONG Shui-sun, Ir Iman LAI Wai-man, Ir William LUK Wai-lam and Ir Simon NG Pak-hung. The AGM Chairman also noted that the Committee had nominated Ir Victor LO King-yin to be the Chairman of the Division for Session 2015/2016. There was no nomination from members. Ir Leo LEUNG proposed the acceptance of the nomination of Ir Francis CHOI Man-fai, Ir Ian CHUNG Siu-ping, Ir KONG Shui-sun, Ir Iman LAI Wai-man, Ir William LUK Wai-lam and Ir Simon NG Pak-hung as committee members and Ir Victor LO King-yin as the Chairman for Session 2015/2016. The proposal was seconded by Ir Bok Kwok-ming. The nominations were adopted by a show of hands unanimously. Ir Victor LO King-yin proposed a vote of thanks to the outgoing Chairman, Ir Stephen CHIK Wai-keung for his dedication and leadership during the past year. Ir Stephen CHIK Wai-keung thanked his committee members for their efforts and contribution during the session. He also thanked all members of the Civil Division, helpers and sponsors for their supports in the Division s activities. Ir CHIK highlighted 2 key successful events on Annual Dinner with a theme to celebrate the proud of civil engineers in contribution to society and one-day seminar on Inspire the Young What a Civil Engineer must know. There were no other business and the AGM Chairman declared the close of the 36 th AGM by 6:40pm. 4

Chairman s Report By Ir Victor K Y LO Annual Report Our Civil Division s theme for this session is Civil Engineering for 40 years, steering towards Tomorrow (in Chinese, 土木工程 40 載 創建香江迎未來 ), echoing the theme of the Institution s Celebrating 40 Years of Success, your Dreams, Our Goals ( 工 情 與你四十載, 群策群力建未來 ). Our Work Plan for this year is implemented through We have one Civil Division Committee (see Table A for the committee members in the current session) in the Core, two Organising Committees to organise the two key events in this session the Annual Dinner and the China Civil Engineering Society Exchange Camp 2016 in Mainland, three Task Forces to run the 40th Anniversary celebrating events including (1) Engineers Insight Series : the Foresight of Regional Infrastructure Development, (2) Photo Gallery on the Web and (3) Overseas delegation to Singapore, five Sub-committees to run the Continuing Professional Development activities including (1) Technical meetings; (2) Local technical visits; (3) Social events; (4) Volunteering services and (5) Mainland contact series. Up to now, we have organised over a hundred activities already and we shall accomplish our plan to meet our target in serving our members by the end of this session. It is worth mentioning that we are the first Division to deliver the One Belt, One Road talk to our HKIE members through our award winning Engineers Insight Series programme. To nourish our next generation of engineers, we Civil Division have built up a platform on which the civil engineering students and young engineers can share advice and experience from our senior members. Through their participation of various activities organised by our Social Event Sub-committee such as the Civil Cup, talks, local visits, mainland and overseas delegations in this session, we could offer better advice and guidance in leading them to join the professional practice. Our work has also stepped outside Hong Kong. We formed a delegation joining Korean Society of Civil Engineering 2015 Convention in Gunsan last October and two delegations to Singapore in January this year. Our Sichuan Wolong delegation was received by the Chief Executive of the Wolong Special Administrative Region. Thanks to the Hong Kong-Beijing Economic Development Office for assisting us in running our Mainland delegation to North-east Provinces in March this year. With these it was a great learning experience for our members while our Division s profile was enhanced. To celebrate the Institution s 40th Anniversary, we deposited a time capsule jointly with other Divisions in the Institution. We also joined the 40th Anniversary Sports and Family Fun Day, in which we won the Championship! Congratulations to all those who participated. Our supporting work to the 3rd Cross-Strait Forum on Smart Rail Development Present & Future has attracted over 250 delegates from the Asian Cities. Our preparation work for the HKIE Conference Moving Forward to 2025: Hong Kong Industrial Development, Technology and Innovation is still underway. I am sure that you were one of the many HKIE members who have participated in the activities organised by our Civil Division Committee in this session. Your continuing support will be greatly appreciated and vital in upholding our Civil Engineering profession in the next 40 years. 7

Report on the 40th Anniversary Celebrating Events organised by the HKIE 2.1 Time Capsule Ceremony during Presidential Address By Ir Victor K Y LO We were more than happy that the President invited us to put a memento of our Division in the Time Capsule in the Time Capsule Ceremony during the Presidential Address on 11 September 2015 at The Grand Ballroom, JW Marriott Hotel, Admiralty, Hong Kong as one of the celebration of the 40th Anniversary of the Institution. We believe that the selected items would echo our theme Civil Engineering for 40 Years, Steering towards Tomorrow. The items we deposited in Capsule were listed in Appendix C. 8

9 2.2 HKIE 40th Anniversary Sports and Family Fun Day By Mr Stanley CHEUNG Annual Report To celebrate the 40th Anniversary of the Hong Kong Institution of Engineers (HKIE), the HKIE 40th Anniversary Sports and Family Fun Day was held on 31 January 2016 at the Stanley Ho Sports Centre of the University of Hong Kong. Around 700 members and their families, together with many invited guests took part in this meaningful event. Reporters from various media were also there. A number of track and field competition, team games and family competition had been successfully organised aiming to promote the spirit of solidarity among members as well as to provide us a networking opportunity in a fun setting. To get involved in the event, our Civil Division (CVD) team was formed by civil engineering students and young engineers from various companies such as Atkins China Limited, MTR Corporation Limited, Paul Y. Engineering Group Limited, etc. We participated in 100m, 4 100m relay, High Jump, the Big Feet Running Man and Tug-of-war Games. With the great effort of our members, we won the championships in 100m men single, 4 100m mixed relay and men s High Jump. The relay team consisting of Eddie CHOI, Jeff CHENG, Marco KAN and Winnie GUAN, achieved an outstanding performance in the competition. Tony TAM showed his talent in High Jump. The winning of medals, illustrated that our CVD Team was all-rounded and excellent in both profession and sports! Our proactive organising committee, sportsmanship and team spirit were highly appreciated. Last but not least, I would like to take this opportunity to express our thanks to Ms. LAM Hei-ki, the Event Coordinator of our CVD team. This event has not only achieved the aims of the day but also provided us opportunities to win the title. 9

Report on the 40th Anniversary Celebrating Events organised by the Civil Division 3.1 Singapore Delegation 2016 By Ir S S KONG and Ir Simon NG Civil Division formed a 34-member delegation to Singapore between 14 and 17 January 2016 as one of the three major events in Civil Division to celebrate the 40th Anniversary of HKIE. The theme of this visit was Civil Engineering for 40 years, Steering toward Tomorrow. Singapore has achieved a high GDP growth in the past few years, and her Mass Transit Railway system is being expanded to further improve the existing transportation network and commensurate the economic growth. The Singaporean government has invested heavily in infrastructures to improve the sustainability, connectivity, and living quality of the city. While Singapore has lots of similarities to Hong Kong, there are many successful experiences for engineers of Hong Kong and Singapore to learn from each other. Our delegates visited many on-going and completed projects including the Airport Extension Jewel Project, Keppel Viaduct Widening, MRT T213 Caldecott Station, MRT EW30 Gul Station, MRT T221 Havelock Station, Zero Energy Building, Bedok Newater, Marina Barrage, Marina Bay and Garden by the Bay. All delegates appreciated the engineering challenges, innovation and sustainable ideas of those infrastructure projects. We were privileged to have the chance to meet some senior officials of the Land Transport Authority, Singapore to exchange the civil engineering experience in Hong Kong and Singapore. Furthermore, in most of the on-going projects, our delegates shared the experience of relevant Hong Kong projects to the project team there to achieve the aim of this meaningful overseas exchange experience. 11 3.2 Report on Task Force on Thematic Series - The Engineers Insight Series By Ir Prof. Thomas NG Annual Report The Engineers Insight Series is one of the key events to celebrate the 40th anniversary of the Hong Kong Institution of Engineers. The aim of this seminar series is to increase the awareness of engineers in Hong Kong regarding the importance, opportunities and challenges of the regional infrastructure development for the years to come. The Engineers Insight Series consists of three seminars, namely: (i) One Belt, One Road; (ii) Airport Development at the Pan-Pearl River Delta Region; and (iii) Asian Infrastructure Investment Bank. The first two seminars have been successfully organised on 21st November 2015 and 16th March 2016 respectively. The One Belt, One Road seminar was held at The University of Hong Kong with more than 120 audiences attended. We were honoured to have Ir CHAN Chi-Chiu, President of HKIE to officiate the seminar. Ir Professor LEE Chack-Fan, Chancellor of Chu Hai College of Higher Education then delivered his Keynote Speech on The Silk Road on Land and Sea Historic Evolution and Future Prospects. The audiences were also inspired by the two Guest Speeches given by Mr. Song Lihong of the Ministry of Commerce of the People s Republic of China and Ms. Pansy Yau of Hong Kong Trade Development on Roles of Hong Kong Engineering Sector and the Development brought by One Belt, One Road and Green Infrastructure Development under the Belt and Road Initiative respectively. The seminar was concluded by Ir Dr. the Hon. LO Wai-Kwok, Member of the Legislative Council of HKSAR. The seminar on Airport Development at the Pan-Pearl River Delta Region took place at the Hong Kong Polytechnic University, and around 180 experts and young engineers enrolled the seminar. Ir Thomas K.C. CHAN, Vice President of HKIE, was the Officiating Guest of this seminar. We were privileged to have Ir John S.V. CHAI, Executive Director (Engineering & Technology) of the Airport Authority Hong Kong to deliver his Keynote Speech on Future Hong Kong International Airport. Moreover, two aviation experts, i.e. Mr. Neil BENTLEY of AECOM and Ir LEUNG Yu-Keung of Linken Capital Aviation Services Company Limited took the audiences through the interesting topics on East Asian Hubs: Challenges in Planning the 3rd Parallel Runway and Hong Kong as International Aviation Hub Opportunities and Challenges. Finally, Ir Prof. MAK Chai-Kwong, Honorary Professor of the Department of Civil Engineering, The University of Hong Kong gave a Closing Remark. The third seminar on the Asian Infrastructure Investment Bank is expected to be held in June More information about this seminar will be released in due course. 11

12 Annual Report 3.3 Photo Gallery on the Web By Ir Victor K Y LO Civil Engineering marks a significant contribution to the economy growth in Hong Kong. Through the photo gallery on the web for the past, namely, 40 Years of Civil Engineering in Hong Kong ( 土木影廊 : 香江工程四十年 ), photographs of the past 40 years of Civil Engineering works were collected from our members and then showcased in our newly built Photo Gallery on our Division s website, allowing readers to look through the past, to refresh their cherished memories and to raise the image of the engineering profession. The objectives of the Photo Gallery are as follow: i. To publish the past civil engineering projects photos on the website to raise the image of the engineering profession ii. To refresh the memorable times of the past 40 years civil engineering projects to excite our community about celebrating the Institution's 40th anniversary iii. To foster spirit of solidarity among members with the photo gallery iv. To promote innovation and new technology through the interactive photo gallery web-based function in the Civil Division website v. To nurture the next generation for the importance of civil engineering work The construction of Photo Gallery in Civil Division s website is still in progress. 12

13 4. Report on Technical Meetings By Ir Thomas LAU Ming-yu Annual Report There were more than 40 technical meetings held in this session. They provided platform for members to share the latest development in the planning, design, construction and operation of civil engineering works. The topics of technical meetings covered a variety of engineering knowledge, like planning of mega size projects, material development, design considerations, construction technologies, safety and contractual issues. Summary of events are listed in Table A. Report on Local Site Visits By Ir Francis CHOI Man-fai With the keen support from the construction industry, the Civil Division managed to organise around 30 local site visits this year, making an average of 3 visits approximately each month. The visiting sites covered the mega infrastructure projects underway from various HKSAR works departments and MTRC. Details of the site visits are listed in Table B. Report on Mainland Contact Series ( 內地交流系列 ) By Ir Tony WONG Tung-leong Annual Report 6.1 Summary of Events There were various activities of the Mainland Contact Series organised by the Civil Division in this year. These include 廣州市香港科技大學霍英東研究院考察團, 深圳市建築設計研究總院及深圳地鐵九號綫考察團 and 四川臥龍 重建工程考察團. The highlights were that our members travelled to Guangzhou, Shenzhen or Sichuan, exploring the art of civil engineering and the fast growing construction industry in our country. Meeting the engineers and professionals from the different parts of mainland China, widened our members horizon and enriched their experience by the events. 16 Annual Report 6.2 四川臥龍川臥龍 重建工程考察團 衞怡君女士 土木分部於 11 月 26 至 29 日舉辦 四川臥龍 重建工程考察團, 得到香港特區發展局四川重建組與汶川臥龍特別行政區的的悉心安排 由土木分部主席盧敬賢工程師率領, 邀請到特區政府立法會議員 ( 工程界 ) 盧偉國博士工程師 中國土木工程學會常任理事劉正光教授工程師 土木分部前主席陳嘉樂工程師及四川省科學技術協會港澳台部前部長崔俊偉先生作隨團顧問 汶川臥龍特別行政區主任張和民先生與土木分部主席盧敬賢工程師的交流討論 考察團考察了兩類卧龍援建項目 : 第一類是屬於恢復保護區內的自然生態環境 大熊貓的保育科研和設施 ; 第二類是屬於民生基建項目, 包括供電 供水 污水處理 區內道路和學校等設施 第一天在汶川臥龍特別行政區主任張和民先生熱情的招待下, 考察團參觀了都江堰大熊貓救護與疾病防控中心, 包括研究實驗室 獸醫院 熊貓圈舍 基礎配套設施 參觀都江堰大熊貓救護與疾病防控中心 考察團對那些細緻的設計及先進的設備都留下深刻的印象, 譬如手術室採用與人類手術室相若的防潮石膏板及無縫設計 磁力共振掃描機 又如建築考慮了環保元素, 以自然通風系統和雙層絕緣墻來減少空調的使用及利用自然採光系統來達到節能效用 此項目獲得中國綠色建築設計最高級別的三星級評價標誌 第二天經省道 303 原來路線往臥龍鎮 地震對該段公路造成了極嚴重的破壞, 沿途觀察到有大量落下的泥石, 兩旁山坡亦有泥石流的痕跡, 可見重建公路的工程遭遇到重重山泥傾瀉和泥石滾落的危機 重建工程也因此做了調整, 採用了長隧道設計, 穿越大型滑坡並大幅提高公路的路線高度, 避免泥石流的破壞 16

17 Annual Report 我們終於抵達卧龍污水處理廠, 該廠主要服務卧龍鎮及週邊居民及訪客, 基本的污水處理流程跟香港的差不多, 不過規模比香港的小 接著, 便到臥龍小學參觀 重建後的學校變成有多元化設備及隔震設施的校舍 同學們跳著舞, 熱烈地歡迎我們的到來 考察團漫步香港特區的一個援建項目 - 老街, 體會臥龍鄉土文化及茶馬古道驛站風情 當地的居民對香港的援建很感恩, 對我們很熱情 考察團來到自然與地震博物館 館內的資料很豐富, 我們都獲益良多 四川臥龍 重建工程考察團與臥龍小學的同學們合照 考察團依行程參觀了擴建的熊貓水電站, 包括儲水的水壩及下游的發電廠 擴建後的熊貓水電站不但能滿足區內用戶的電力需求, 亦希望達到改善電能品質的目的 由於香港沒有水力發電, 我們都熱烈地發問, 工作人員亦一一解答 參觀卧龍污水處理廠 考察團第三天參觀 中國保護大熊貓研究中心 這次重建把中心恢復並建設成為科學研究與自然保護教育基地 研究中心不但環境優美, 還有披着熊貓外衣的護理員悉心照顧, 及 24 小時的監察, 確保熊貓的安全 耿達一貫制學校的隔震設施和教學設備跟臥龍小學相若, 齊全及多元化, 配合中 小學生的需要 考察團在往成都途中經映秀鎮, 到映秀鎮 5.12 大地震遺址憑弔 晚上邀請各接待人員用膳以感謝他們 ; 更邀請到香港駐成都經濟貿易辦事處主任劉錦泉先生出席 考察團最後一天参觀都江堰水利工程 細味古人的智慧, 特別是那饒富深意的治水八字格言 : 遇灣截角, 逢正抽心 我們很感謝各方的妥善安排, 令這個行程非常完滿 17

Report on Social Events and Students Liaison Group Activities By Ir Aaron BOK Kwok-ming 7.1 Summary of Events In this session there were 13 social events held with great participation from our members and student members. On 7-10 January 2016, we organised a Students Overseas Delegation in Singapore, 31 participants including students from Tsinghua University and other local institutions gained their insight in infrastructure and fresh water supply development in Singapore. Another remarkable event, 3-Day Cycling Trip at Hai Ling Dao" was held on March There were 17 Civil Division members participated, and visited the "Marine Silk Road Museum" where the ancient wreck Nanhai #1 was being salvaged and under re-vitalising. A few sharing sessions with university students were held in November 2015, aimed to promote positive image of the civil engineering profession and the future career of civil engineer, as well as provided the students an insight of the way to become professional civil engineers. Details of the site visits are listed in Table D. One of the highlights of the activities organised by the Student Liaison Group was the Civil Cup Soccer which provided a communication platform between the civil engineering students and the professional engineers through sport competitions. In the coming two months, another delegation to Tsinghua University, Interview Skills Talk and the Civil Cup Basketball would also be held. 18

19 7.2 Joint Institutions Students Overseas Delegation 2016 Singapore By Ms LAM Hei Ki Annual Report The Joint Institutions Students Overseas Delegation is an annual activity of the Civil Division targeting students who are studying Civil Engineering Degrees in Hong Kong. This year, the Division invited seven institutions to participate, including the Chu Hai College of Higher Education, City University of Hong Kong, University of Hong Kong, Hong Kong University of Science and Technology, Hong Kong Institute of Vocational Education (Tsing Yi Campus), Hong Kong Polytechnic University and Tsinghua University. The delegation was successfully held on 7-10 January 2016 in Singapore with Ir Dr LAU Ching Kwong as the Honorary Advisor. During the four-day journey in Singapore, students visited the Nanyang Technological University (NTU) and exchanged views about their study in Hong Kong, Mainland China and Singapore. The delegation also had the opportunity to participate in cultural exchange with the NTU students and visit the laboratory facilities of the Department of Civil Engineering. Various visits to completed and on-going construction projects were arranged which included the Building & Construction Authority Gallery, Marina Barrage, Bedok NEWater, MRT Stations (both Mayflower and Springleaf) on Thomson East Coast Line and Keppel Viaduct Widening Project. At the site visit to Springleaf Station project, the delegates had the precious opportunity to walk through part of the completed tunnel. Students were not only able to explore more about engineering-related activities, they could also learn the different civil engineering practices between Hong Kong and Singapore. Apart from the site visits, the delegates dropped by some famous spots in Singapore, such as the Gardens by the Bay. It was a horizon-broadening experience to see the unique Supertree structure which fuses into the other features of the Gardens. In the light of platform provided by HKIE Civil Division and the seven educational institutions, students gained the insight beyond civil engineering, and this should help better prepare themselves for their future career. Report on Volunteer Service Group By Ir Aaron BOK Kwok-ming and Ir Iman LAI Wai-man To echo the theme Civil Engineering for 40 Years, Steering towards Tomorrow, the Civil Division has continued to participate in various community service activities caring for the community. Apart from visiting the solitary elderly with emotional distress, we had outing with children from ethnic minority or low-income families at the Hong Kong Disneyland. We also formed teams to take part in Sowers Action Challenging 12 Hours Charity Marathon and the Standard Chartered Marathon to raise money for poor children in the Mainland hoping for education improvement and the charity organisations in Hong Kong respectively. Moreover, a Wu Zhi Qiao workshop on footbridge design was organised to inspire the young. We have continued to organise the See-vil Engineering Programme, which aims to encourage our younger generation to learn more about the construction industry and how it relates to our daily life. With the support by the Education Bureau, the Programme has been promoted to all secondary schools in Hong Kong. Thirty-six students from six secondary schools will be selected to join the Programme which will be held in the summer vacation. The Programme will be focused on the railway and bridge developments to deepen students understanding of civil engineering. Under these two topics, the planning, design and construction challenges, sustainability and safety will also be discussed. To enrich students learning and promote sharing of knowledge, the Programme will be conducted in the form of site visits and interactive workshops such that students could have an overview of the infrastructure when it is under construction. Similar to programmes in the previous years, students will be requested to carry out basic researches on designated topics and give a presentation on their findings in the workshop to promote proactive learning. Students will be provided an opportunity to share with practicing civil engineers in a debriefing seminar consolidating their students experience and learning in the Programme. Report on the Civil Division Annual Dinner 2015 By Ir Simon NG Pak-hung Annual Report On 23 October 2015, the Civil Division celebrated its 40th Anniversary through the Division s annual dinner with more than 600 guests at JW Marriott Hotel. We were privileged to have the strong support of many honourable guests including President Ir CHAN Chi Chiu, Ir Dr the Hon. LO Wai-kwok, Member of the Legislative Council of HKSAR, Past Presidents of The HKIE, Past Chairmen of Civil Division, representatives of various Divisions, Directors or Deputy Directors of government departments, officials from the Liaison Office of the Central People s Government in the HKSAR, university professors as well as representatives from various professional associations in Hong Kong, Beijing, Taiwan and Macau. Before dinner, the Guest of Honour Ir LEE Shing See, Chairman of Construction Industry Council addressed the audiences the past and future prospects of the construction industry which aroused considerable interest. In order to mark the significant contributions of Hong Kong s civil engineering and construction projects to the economic growth of the city between 1970s and 2000s, our young engineers prepared a slide show demonstrating the great achievements of the engineering profession in the past 40 years which helped us to refresh our memories of those days, raise our profession image and inspire the next generation. Ir Victor LO, Chairman of Civil Division and Ir Alfred LEUNG, Chairman of the Annual Dinner Organising Committee along with all Civil Division s Committee members proposed a toast to all guests and participant before the meal. More than 40 members joined on-stage to perform which fostered the spirit of theme of the year Civil Engineering for 40 Years, Steering towards Tomorrow. The climax of the night ended by The HKIE s theme song Pursuit of Excellence 天工 with all committee members and guests joined the singing. Report on Mainland Exchange Camp for Young Engineers 2016 The Three Northeast Provinces ( 香港青年土木工程師內地交師內地交流營 東北三省 ) 李冠忠工程師, 林晞琪小姐及關顯恩工程師 自 1998 年至今, 香港工程師學會土木分部和中國土木工程學會一共合辦了十七次青年土木工程師內地交流營 今年的考察地點移師東北三省, 並獲得香港特區政府駐遼寧聯絡處熱忱支持, 安排豐富的行程 2016 年的交流營於 3 月 25 至 30 日舉辦, 由學會前會長劉正光博士工程師擔任顧問 現任土木分部主席盧敬賢 副主席江垂燊 前主席戚偉強及劉大衛 委員李冠忠工程師帶領一行四十多人到哈爾濱 長春和瀋陽考察 參觀及訪問 本次活動亦邀請了一位清華大學的教授與四位研究生參與, 加強兩地青年工程師的聯繫 交流營參觀哈爾濱規劃展覽館 第一站先到哈爾濱參觀哈爾濱規劃展覽館 展覽館是市政府城建十大重點工程之一, 該展覽館透過各種高科技生動的展示出哈爾濱城市的發展歷程和未來規劃藍圖 此外, 交流營拜訪了哈爾濱工業大學博物館及哈爾濱工業大學土木工程系, 與當地的學者分享香港啟德郵輪碼頭及港珠澳大橋工程的建造及挑戰 大學亦安排了參觀及介紹屋宇保溫物料的製作, 這些物料有別於香港一般的物料應用, 令團員眼界大開 而哈工大土木工程系的風槽系統及結構力學實驗中心亦讓香港青年工程師及清華大學的參加者瞭解當地的培育土木工程師的發展 交流營拜訪了哈爾濱工業大學土木工程系 22

23 第二站在長春逗留, 團員先到長春高鐵製造廠參觀, 瞭解高鐵列車的製造過程, 並在該處就香港的高鐵工程互相交流 然後再到長春工程學院的結構實驗室參觀 而在長春的最後一站便是到一汽 - 大眾汽車的長春汽車製造廠, 參觀奥迪汽車的生產過程 Annual Report 期後交流營乘坐兩小時高鐵前往最後一站瀋陽 團員先到丹東鴨綠江斷橋, 近觀其設計和開閉式驅動結構 接著到瀋陽的港資公司新世界中國地產有限公司的著名工程項目參觀 新世界花園是該公司的重要發展項目, 其綜合社區式發展專案包括住宅, 酒店, 辦公大樓, 商場及一個與香港相似的國際會議展覽中心 青年工程師分別考察了五愛立交工程以及南北快速幹道 此外, 青年工程師分別考察了瀋陽五愛立交工程以及南北快速幹道 前者採用高架橋與地面匝道相結合的建設方式 ; 後者採用高架與隧道相結合的施工方案, 分為南丶中丶北三段, 南段和中段為隧道, 北段為高架橋 考察結束後, 香港青年工程師就中環灣仔繞道工程與瀋陽專業工程人士進行交流, 劉正光博士更接受瀋陽日報訪問, 分享香港解決交通問題的經驗 在一連串的工程技術及學術考察外, 團員參觀當地著名景點, 了解其生活文化 在六天的行程中, 團員除了對內地的土木工程及創新技術的發展有更進一步的瞭解外, 香港和國內的青年工程師建立了深厚的友誼, 實在是一個寶貴的經驗 在此, 土木分部感謝協辦單位中國土木工程學會以及香港特區政府駐北京辦事處傅小慧主任及駐遼寧聯絡處董旭麟主任安排考察項目, 並隨行與青年工程師分享在內地工作經驗及東北三省的經濟及基建發展的機遇 與香港特區政府駐北京辦事處及駐遼寧聯絡處主任的歡送晚宴 23

Report on Civil Discipline Advisory Panel (CDAP) By Ir YU Sai-yen There were over 5,800 Corporate Members in Civil Discipline about 38.5% of total Corporate Members of the Hong Kong Institution of Engineers (HKIE). In 2015, there were 181 successful applications for admission as Corporate Members in Civil Discipline, 50 from General Experience and Formal Training, 129 from Reciprocal Recognition Arrangements (RRA), one via Mature Route and one via Research and Development Route. The renewal of the RRA between the HKIE and the Institution of Civil Engineers (ICE) was signed on 15 January 2016 in Hong Kong. 24

Report on The 3rd Cross-Strait Forum on Smart Rail Development Present & Future 第三屆三屆 兩岸四地智能軌道交通發展論兩岸四地智能軌道交通發展論壇 創建迎未來建迎未來 By Ir Simon NG Pak-hung Annual Report Hosted by the Hong Kong Institution of Engineers and co-organised by China Communications and Transportation Association, Rail Engineering Society of Taiwan and the Macau Institution of Engineers, the 3rd Cross-Strait Forum on Smart Rail Development Present and Future was successfully held on 9-10 March 2016 at the Hong Kong Convention and Exhibition Centre. The forum was followed by two site visits, namely to South Island Line Ocean Park Station and Express Rail Link Hong Kong Terminal on 11 March Mrs. Carrie LAM CHENG Yuet-ngor, GBS, JP, Chief Secretary for Administration of the Government of the HKSAR, was the guest of honour for the Opening Ceremony. The Forum was well-attended by more than 250 delegates from Mainland China, Taiwan, Macau, Singapore, and Hong Kong.
