2 MESSAGE FROM THE CEO 行政總裁的話 We welcome the Government s approval in principle to adopt, for planning purposes, the three-runway option as the future development direction for Hong Kong International Airport (HKIA). As you may recall, we put forward our recommendations to the Government late last year following the three-month public consultation on the HKIA Master Plan 2030, which sought views from the public on the development direction for HKIA. The response to the consultation was overwhelming and the importance of the airport to the economic development of Hong Kong was very well recognised. Over 70% of the respondents of the survey supported HKIA to develop into a three-runway system. Now with the Government s approval, we will proceed to the next phase of work which involves conducting the statutory Environmental Impact Assessment (EIA) process, developing the associated design details of the facilities under a three-runway system and studying funding options. In the coming months, we will gear up our preparations for a project profile for submission to the Environmental Protection Department to kick off the EIA process. Achieving high environmental performance is a core value at HKIA. We will fully comply with all the statutory requirements under the prevailing EIA Ordinance. We will also exhaust every possible way to avoid, minimise and mitigate likely environmental impact that the project may bring. Following the Government s recent announcement of the new Air Quality Objectives (AQOs), we plan to conduct the relevant studies under the EIA by benchmarking against the new AQOs, although the new standard will only become effective in I have to emphasise that HKIA has a sterling eco-friendly track record which we are proud of. From the design of the airport to its daily operations and future development, HKIA is fully committed to achieving high environmental standards through a wide range of programmes and measures covering all aspects of the airport. HKIA was the first in Hong Kong to voluntarily set a sector-wide carbon emission reduction target. We also recycle thousands of tonnes of solid waste and a million cubic metres of grey water every year. Moreover, we have put in place a rolling three-year environmental plan to drive continuous improvement in environmental performance. The EIA process will take about two years to complete, during which we will also develop the necessary associated design details of the facilities required for the threerunway system. We will also develop suitable financial options for discussion with the Government. Only after all of these have been done successfully would we be in a position to proceed and seek Government s approval for the third runway project. In other words, it will take about three years, subject to the granting of all required statutory and Government approvals, before we can start building the third runway and its associated facilities. As we go full steam ahead with our long-term development, we have also ramped up our efforts to handle the growing air traffic at HKIA. Last month, we unveiled the HK$2.2 billion West Apron development that will add 16 additional parking stands by The West Apron, together with the Midfield project currently under construction, will increase HKIA s parking stands from 145 at present to 181 by 2015/2016. Speaking at the press conference on 20 March, AA CEO Stanley Hui extended his gratitude to the Government and the public for their support and reiterated the importance of HKIA s future development to maintain Hong Kong s status as a leading international and regional aviation centre. With the Government s approval, the AA will immediately commence a three-phase process of project planning, approval and implementation. During the project planning phase which will take about two years to complete, the AA will conduct the statutory Environmental Impact Assessment (EIA) studies, and develop the associated design details for facilities required under the three-runway system and funding options. The AA is committed to fully complying with the statutory EIA process and will explore all possible ways to avoid, minimise and mitigate any environmental impact that might arise from the project. In particular, the air quality studies under the EIA will be benchmarked against the proposed new Air Quality Objectives (AQOs) announced by the Government, despite the fact that the new AQOs will only become effective in The subsequent approval phase will take another year or longer, subject to the granting of the Environmental Permit and other required statutory and Government approvals. Therefore, it will take about three more years before the AA can start expanding HKIA to a three-runway operation. 4 NEWS & EVENTS 每月要聞 THIRD RUNWAY CEMENTS HKIA S GREEN COMMITMENT In January, the Airport Authority (AA) commenced a Deep Cement Mixing (DCM) trial at 900m north of the airport island to gauge its feasibility and environmental impact when used for reclamation works over the area of Contaminated Mud Pits. The trial was conducted in response to the comments made by stakeholders during the public consultation exercise of the Hong Kong International Airport Master Plan 2030 (MP2030). The trial was completed in mid-february, with the initial results reinforcing the method s feasibility in minimising impact on the environment. Two independent reviewers from the technical and environmental profession were invited to monitor the entire process and provide professional comments to establish the best practice of DCM. A full report for the DCM trial works will be available in the second quarter this year. The DCM method is being recommended to replace the conventional method for reclamation in the area of Contaminated Mud Pits in the third runway development project. The DCM method minimises the environmental impact by preventing potential release of contaminated material and leachate into the marine environment during the reclamation process. It has been used as a proven ground improvement method across the US, Europe and Japan, but the trials marked the first time it was adopted in Hong Kong. WEST APRON DEVELOPMENT TAKES FLIGHT 西停機坪發展計劃展開 The AA has unveiled its $HK2.2 billion West Apron development project to bolster HKIA s capabilities in meeting medium-term demand for additional aircraft parking stands. The West Apron development will feature 16 new aircraft parking stands fully equipped with essential airfield and apron facilities. Major construction work on the project is scheduled to commence in mid-2012, divided into two phases. Poole highlighted potential engineering challenges in the MP2030, particularly the reclamation work involved. Afterwards, Martin Putnam, AA s Manager, Environmental presented HKIA s corporate social responsibility principles centred on its green initiatives and carbon reduction pledge. Meanwhile, HKIA continues its engagement with secondary students as it welcomed over 400 pupils from six secondary schools throughout February for a comprehensive briefing and tour of the airport s operations, the MP2030 exhibition, green features, and the SkyDeck. As a major player in the local labour market providing over 65,000 direct employment opportunities, HKIA has made incessant efforts to educate young people on the job opportunities available at the airport. On 17 February, over 20 members of the Youth Employment Start programme visited HKIA and attended a briefing on the overview of HKIA s development and the types of jobs available at the airport. The visit was capped off by a bus tour around the airport island. 4

Hui engaged over 200 postgraduate students from different disciplines at the Hong Kong Baptist University, the Hong Kong Polytechnic University and the City University of Hong Kong. At the forums, Hui shared the development and successful story of HKIA as one of the world s finest airports. He also explained the integral role of HKIA in the economy and future development of Hong Kong, particularly the MP2030, as well as HKIA s continued efforts on environmental protection. Representatives from the Airport Authority (AA) highlighted the extensive connectivity of the airport in the region during the seminar. The nine airlines in attendance were Air France, China Airlines, Continental Airlines, Emirates, EVA Air, Lufthansa, Royal Jordanian, Singapore Airlines, and United Airlines. 8 NEWS & EVENTS 每月要聞 E-SCOOTERS BOOST CLEANING EFFICIENCY With the total floor area of the Departures Hall at Terminal 1 of Hong Kong International Airport (HKIA) spanning approximately four football fields, cleaning the area can be a daunting task. Previously, it took around 45 minutes for cleaning staff at the terminals to walk around the whole area to perform their duties. To improve the efficiency and working conditions of its staff, the AA introduced e-scooters for cleaning contractors in January that have effectively reduced the cleaning cycle time to 25 minutes. The 45 e-scooters have been modified to suit the operational needs and safety requirements of HKIA, including a basket to collect rubbish and running on a safe 6 to 8km per hour speed limit. In addition, sound and light emitting devices have been installed to warn nearby passengers as the e-scooters pass through the terminals. Cleaners using the e-scooters point out that the vehicles are easy to operate and allow them to spot areas that need cleaning from a distance more easily and effectively. While only cleaning staff are currently using the e-scooters in terminal landside areas, the vehicles may be extended to the airside, as well as be deployed for duty staff. 香港國際機場一號客運大樓離港大堂的總樓面面積約相等於四個足球場, 要清潔這個範圍, 可算是一項艱巨任務 以往客運大樓的清潔人員約需時 45 分鐘, 才能走遍整個範圍執行職務 為了提升員工的效率, 並改善他們的工作情況, 機管局於 1 月為清潔承包商引入小型電動車, 有效地將清潔整個範圍的時間縮短至 25 分鐘 為配合機場的運作需要和安全規定, 這 45 部小型電動車都經過改裝, 加設了籃子收集垃圾, 並限定以時速 6 至 8 公里的安全速度行走 此外, 小型電動車亦安裝了聲響和燈號裝置, 以便小型電動車在客運大樓行走期間, 提示附近旅客小心 有使用小型電動車的清潔人員表示, 這些電動車不但容易操作, 也讓他們更容易及有效地從遠處看到須要清潔的地方 現時只有清潔人員在客運大樓公眾區內使用小型電動車, 該電動車的使用範圍將有機會擴展至禁區, 並給予值勤人員使用 LEDs LIGHT UP THE TERMINALS As one of the core green initiatives of HKIA, the AA launched a programme in 2010 to replace 81,000 lights with energy-efficient LED lights throughout HKIA s passenger terminals by This accounts for 60% of the total number of lights installed and is estimated to save 13.1 million kwhr annually. By the end of 2011, the project has seen significant progress as around 25,000 lights, 31% of the total project amount, have already been replaced. An additional 20,000 lights are set to be replaced this year, placing the programme on track to be completed on schedule. Using LED lights will significantly contribute to energy conservation at the airport as opposed to traditional light bulbs. LED lights are mercury- and UV-free to help preserve the environment, while also providing better colour rendition in illuminating the terminals. Furthermore, its advancements of a longer life span and generating less heat will result in lower maintenance costs. It became the fifth carrier to use the superjumbo on its Hong Kong routes. Speaking at the ceremony to commemorate China Southern Airlines A380 s inaugural flight in HKIA, AA CEO Stanley Hui said, The route between Hong Kong and Beijing has been one of the most important in HKIA. With 2.5 million passengers last year, it contributes around 5% of our overall passenger throughput. China Southern Airlines has deployed the A380 on the route between Hong Kong and Beijing on a daily basis, becoming the only airline to operate the jumbo jet on such route. The A380 is renowned for its green features including improved fuel efficiency, as well as providing advanced level of comfort for its passengers. Currently, Emirates, Korean Air, Qantas and Singapore Airlines are operating the A380 at HKIA. As a key player in Hong Kong s logistics industry, HKIA promotes occupational safety not only within the airport, but also throughout the industry at large. Modern Terminals Limited came out on top among 15 other teams that participated in the competition held at the car park of Terminal 1. 10 HAPPY VALENTINE S DAY 溫馨情人節 Hong Kong International Airport (HKIA) spread the Valentine s Day love at the airport terminals, with volunteers from Sheng Kung Hui Tung Chung Integrated Services handing out flower-shaped souvenirs to warm the hearts of passengers. 情人節期間, 聖公會東涌綜合服務的義工在機場客運大樓內向旅客送上鮮花造型的紀念品, 代表香港國際機場傳達溫馨暖意 RED PACKETS FOR A GREEN FUTURE Enthusiastic responses were received from the public and staff at HKIA on the recent Lai See Reuse and Recycle Programme. Around 46,800 red packets were collected at 15 collection points throughout HKIA during the 28-day campaign period. CATHAY PACIFIC RESPREADS THE WING Cathay Pacific has completed its renovation work on the Business Class Lounge of The Wing, the airline s flagship lounge at Level 7 of HKIA on 31 January. A complete refurbishment of the lounge commenced in 2010 to enhance comfort and service for passengers flying out of Hong Kong. Among the changes undertaken include the popular Noodle Bar, which now has doubled its seating capacity and relocated to a larger openceiling space with sunlight and bamboo decorations. The refurbished Business Class section features a wider range of designer furniture and shower suites, allowing passengers to freshen up before departures. 11 BOARDING PASS GOES MOBILE Utilising the latest technology, HKIA has introduced the mobile boarding pass service to provide passengers with a wider range of check-in options for added convenience. The new service features a twodimensional bar code boarding pass accessible on mobile devices, helping eliminate paper boarding passes and protect the environment. With HKIA serving a vast amount of passengers, speed and efficiency are essential in providing them with excellent service and convenience. The new mobile boarding pass service allows passengers to reduce up to 30% of their check-in and boarding process time. To facilitate the smooth operation of the service, HK$1.6 million was invested to install 53 scanners at various boarding pass checkpoints. HKIA fully supports the use of mobile boarding passes, with nine airlines currently providing the service to over 50% of departing passengers. 12 GOING GREEN 關注環保 HIKING TOWARDS A GREENER FUTURE The Airport Authority (AA) displayed its full support towards a green future by participating and raising funds in the 19th Green Power Hike. The annual event is part of Green Power s efforts to promote environmental education and conservation in Hong Kong. Four teams of AA staff took part and completed the 10km route from Aberdeen Country Park to The Hong Kong Girl Guides Sandiland Centre, while two other teams completed the 25km route from Tai Tam Country Park to Big Wave Bay. They enjoyed healthy exercise and scenic views of nature as they hiked through some of Hong Kong s popular hiking trails in support of the meaningful cause.
