CALL TO ORDER The meeting was called to order at 7:45 p. m. 2. RESOLUTION TO CLOSE MEETING ADAMSON/STAM THAT the Meeting be closed to the public, except for Senior Staff and the Executive Assistant, for the purpose of receiving and adopting Closed Meeting Minutes convened in accordance to Section 90 of the Community Charter and to consider matters pursuant to:. Section 90(1 )(a) of the Community Charter - personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;. Section 90(1 )(c) of the Community Charter - labour relations or other employee relations;. Section 90(1 )(e) of the Community Charter - the acquisition, disposition or expropriation of land or improvements, if the Board considers that disclosure could reasonably be expected to harm the interests of the regional district; and. Section 90(1 )(k) of the Community Charter - negotiations and related discussions respecting the proposed provision of a regional district service that are at their preliminary stages and that, in the view of the Board, could reasonably be expected to harm the interests of the regional district, if they were held in public. 3 November 28, 2017 Page 3 3. RECONVENE OPEN MEETING by the Chief Administrative Officer The Open Meeting reconvened at 7:45pm. 4. ELECTION OF FRASER VALLEY REGIONAL DISTRICT BOARD CHAIR Mr. Gipps called for nominations for the position of Fraser Valley Regional District Board Chair. Director Dennis Adamson nominated Director Jason Lum. Mr. Gipps called for nominations for the position of Board Chair a second and third time. There being no further nominations, Mr. Gipps declared Director Lum acclaimed as Chair of the Fraser Valley Regional District Board. Director Lum assumed the Chair 5. ELECTION OF FRASER VALLEY REGIONAL DISTRICT BOARD VICE CHAIR Mr. Gipps called for nominations for the position of Fraser Valley Regional District Board Vice Chair. Director Pam Alexis nominated Director Patricia Ross. Mr. Gipps called for nominations for the position of Board Vice Chair a second and third time. There being no further nominations, Mr. Gipps declared Director Ross acclaimed as the Board Vice Chair

REMARKS BY FRASER VALLEY REGIONAL DISTRICT BOARD CHAIR Chair Lum thanked everyone for electing him as Chair of the Board and congratulated Director Ross on her election as Vice Chair. Chair Lum highlighted some of the Fraser Valley Regional District accomplishments including: The numerous events to celebrate the FVRD's 50th Anniversary year;. BC Transit service expansion to the District of Hope;. Over $600, in infrastructure grants awarded to Boston Bar are to improve broadband services and upgrades to the water system;. $10,500, committed by the Province to improve the diking system on Nicomen Island;. Opening of the Lakeside Trail connection in Electoral Area H, as well as the expansion of the Canyon to Coast trail and openings of several regional parks; The 2018 focus will be on growing awareness of the Waste Wise campaign, as well as a continued effort on relationships with indigenous communities in and around the regional district, and seeking opportunities to grow and strengthen these connections. Chair Lum then assumed the Chair 7. REMARKS BY HONOURARY BOARD CHAIR Chair Lum invited Board Director Leo Facio to introduce Honourary Chair Simon Gibson. Director Facio shared that Mr. Gibson served as a councillor for the City ofabbotsford for more than 30 years and served as Vice Chair of the FVRD in Mr. Gibson is currently serving as MLA for the Abbotsford-Mission riding, as Opposition Critic for Advanced Education. Mr. Gibson has taught at the University of the Fraser Valley School of Business, specializing in Human Resource Management. Chair Lum noted the Honourary Gave! will be presented to Mr. Gibson at a later date.

5 November 28, 2017 Page 5 Remarks were offered by Simon Gibson by way of a letter written for the occasion. Mr. Gibson shared that he is very honoured to be asked to take part in the FVRD's 50th Anniversary celebrations, and reflected on his time working with hospital district and approving funding for the Abbotsford Regional Hospital and Cancer Center. Mr. Gibson wished the current and future Board Directors well in all endeavors moving forward, and noted that he felt very fortunate to continue working alongside the Board as an MLA. 8. DICKEY/DIXON THAT the Fraser Valley Regional District issue Development Variance Permit to reduce the minimum required road frontage from 10% to 5.3% for proposed Lot 2 of the subdivision at Yale Road, subject to consideration of any comments or concerns raised by the public. [BD ] EAs/Unweighted 14.3 Temporary Use Permit for Temporary Staff Housing at Sasauatch Mountain Resort (20955 Hemlock Valley Road) in Hemlock. BC Electoral Area "C." Chair Lum provided an opportunity for public comments. No comments were offered. NIEMI/STOBBART THAT the Fraser Valley Regional District Board approve the Temporary Use Permit and Development Variance Permit No for the temporary staff accommodation for Sasquatch Mountain Resort in Hemlock Valley, subject to receipt of the following completed documentation:. Final signed and sealed geotechnical hazard report;. Riparian Areas Assessment completed by a Qualified Environmental Professional; and. Setback Permit for Building "A" issued by Ministry of Transportation and Infrastructure. AND THAT the Fraser Valley Regional Board require a security fee of $50,000 for the purposes of ensuring that all construction and on-site sewage disposal systems associated with the temporary staff housing be decommissioned and removed from the site upon expiration of the Temporary Use Permit No [BD ] EAs/Unweighted

CONTRACTS, COVENANTS AND OTHER AGREEMENTS Fraser House Society Lease at Deroche Community Access Centre STOBBART/ADAMSON THAT the Fraser Valley Regional District Board authorize its signatories to enter into a three month lease agreement with the Fraser House Society, for rental of space at the FVRD Deroche Community Access Centre for $150 per month; AND THAT the monthly fees be reviewed as part of the Deroche Community Access Centre Community Use Policy that is being drafted. 15 November 28, 2017 Page Fraser Basin Council - Fraser Valley Update. November 2017 A written monthly update for November 2017 from the Fraser Basin Council was received for information. 17. CONSENT AGENDA 17.1 CONSENT AGENDA-FULL BOARD Item was withdrawn and dealt with separately. STAM/ADAMSON THAT the following Consent Agenda items to and to be endorsed: THAT the Fraser Valley Regional District Board invite representatives from the Metro Vancouver Mobility Pricing Independent Commission to discuss mobility pricing and the Commission's mandate with the Board THAT the Fraser Valley Regional District Board send a letter to the Minister of Transportation and Infrastructure asking that the provincial government meet its BC on the Move -1 0 year Transportation Plan commitments to initiate design for the construction ofsix-laning Highway 1 from Langleyto Abbotsford and to undertake other related interchange improvements in the Fraser Valley THAT the Fraser Valley Regional District Board formally accept Squamish-Lillooet Regional District Regional Growth Strategy Major Amendment Bylaw No THAT in accordance with Innovation, Science and Economic Development Canada (ISED) requirements for local government consultation respecting the installation of telecommunication towers and facilities, the Regional Board responds to the referral dated September 28, 2017 from Freedom Mobile with the following comments: 1. Freedom Mobile has satisfactorily completed its consultation with Fraser Valley Regional District. 2. The FVRD Board is satisfied with the public consultation process undertaken by Freedom Mobile and does not require any further consultation with the public.

16 November 28, 2017 Page That in view of concerns raised that the FVRD would like to encourage that the height of the telecommunications be increased or preferably that the telecommunications tower be moved to a new location; 4. Freedom Mobile will obtain a FVRD building permit prior to construction THAT the Fraser Valley Regional District Board authorize a grant-in-aid in the amount of $1, 570 to the District of Hope Ratepayers Association, funded from the Electoral Area "B" grant-in-aid budget, to help purchase items for their second annual LegoExpo. All funds earned at this event will go towards the playground fund for Silver Creek Elementary THAT the Fraser Valley Regional District Board authorize a grant-in-aid in the amount of $1,000 to the Royal Canadian Legion Branch 228, funded from the Electoral Area "B" grant-in-aid budget, to address the need to repair their lighting system THAT the Fraser Valley Regional District Board authorize a grant-in-aid in the amount of $2, 500 to the Chawathil First Nation, funded from the Electoral Area "B" grant-in-aid budget, to help offset the cost of playground repairs THAT the Fraser Valley Regional District Board authorize a grant-in-aid in the amount of $2, 500 to the Deroche Elementary School, funded from the Electoral Area "C grant-in-aid budget, to help offset the cost of replacing playground equipment THAT the Fraser Valley Regional District Board approve a grant-in-aid to the Lake Errock Community Association in the amount of $3,000 to be funded from the 2017 Electoral Area "C" grant-in-aid budget to help offset the costs associated with the hosting of several events that encourage community inclusiveness THAT the Fraser Valley Regional District Board authorize a grant-in-aid in the amount of $350 to the Sts'ailes Christmas Committee, funded from the Electoral Area "C" grant-in-aid budget to sponsor their annual Christmas celebration THAT the Fraser Valley Regional District Board authorize a grant-in-aid in the amount of $2, 500 to the Sts'ailes Community School, funded from the Electoral Area "C" grant-in-aid budget to help offset the costs of operating the secondary athletics program run through the Community School THAT the Fraser Valley Regional District Board approve a grant-in-aid to Popkum Volunteer Fire Department in the amount of $500 to be funded from the 2017

17 November 28, 2017 Page 117 Electoral Area "D" grant-in-aid budget to assist with the costs of the fire department's annual end of year service recognition event THAT the Fraser Valley Regional District Board authorize a grant-in-aid in the amount of $500 to the Cultus Lake Volunteer Fire Department with the grant being funded from the Electoral Area "H" grant-in-aid budget and being used to help fund membership activities in appreciation of the volunteer work and dedication that the members provide to their communities THAT the Fraser Valley Regional District Board authorize a grant-in-aid in the amount of $ 1,000 to the Columbia Valley Volunteer Fire Department, funded from the Electoral Area "H" grant-in-aid budget, to help fund membership activities in appreciation of the volunteer work and dedication of the members providing service to their community THAT the Fraser Valley Regional District Board direct staff to apply for Emergency Social Services funding through the UBCM Community Emergency Preparedness Fund; AND THAT overall management of the grant be undertaken by FVRD Staff. [BD ] Declaring a conflict as he is a member of the Hatzic Prairie Recreation Commission, Director Boucher excused himself from discussion and voting on item STAM/NIEMI THAT the following Consent Agenda item be endorsed: THAT the Fraser Valley Regional District Board approve a grant-in-aid to the Hatzic Prairie Recreation Commission in the amount of $5,000 to fund the purchase of gates and lock blocks for the parking lot, to be funded from the 2017 Electoral Area "F" grant-in-aid budget. [BD ]

18 November 28, 2017 Page CONSENT AGENDA- ELECTORAL AREAS NIEMI/DIXON THAT the following Consent Agenda items to be endorsed: THAT the Electoral Area Services Committee provide direction to staff around the types of community events for usage of the Deroche Community Access Centre; AND THAT staff be directed to develop a draft policy around usage of the Deroche Community Access Centre; AND FURTHER THAT staff report back to the Electoral Area Services Committee with the draft policy for consideration THAT the Fraser Valley Regional District Board support the use of the community meeting room at the Deroche Community Access Centre by the Deroche Community Christian Fellowship on a three month trial basis THAT the Electoral Area Services Committee endorse the concept of establishing a stakeholder-technical working group to assist with and to coordinate the review of applications for a new community development on the Lakeside Pacific Forest Products lands on the east side of Harrison Lake, Area "C"; AND FURTHER THAT the Electoral Area Services Committee direct staff to identify means to recover costs associated with the review of the proposed development and the development of related plans and bylaws. IBD ] EAs/Unweighted 17.3 CONSENT AGENDA - ALL MEMBERS FACIO/ALEXIS THAT the following Consent Agenda item be endorsed: THAT the Fraser Valley Regional District Board send a letter to the Mineral Titles Branch of the Ministry of Energy, Mines and Petroleum Resources stating that there are currently four mineral claims overlaying Sumas Mountain Interregional Park which contravene the Regional Park Creation Agreement that need to be extinguished and

REPORTS BY BOARD DIRECTORS Director Adamson invited the Board to the Yale Community Christmas Party of December 8th, as well as provided an update on the Tashme Museum development and noted that the owner was able to acquire another historical building to add to the site. The museum is set to open in May Director Engar introduced his alternate David McNarywho attended this evening's meeting. An update on the numerous homeless camps alongside the Chilliwack River was also provided. Director Gaetz responded to Director Engar's comments and provided an update on the City of Chilliwack's discussions with the Ministry of Forests, Land and Natural Resources regarding the number of homeless camps located throughout the city. Director Van Laerhoven noted that the District of Kent has finished construction on a new Search and Rescue building, which will act as a base for all associated meetings, storage and training space. It was also noted that the CPR Holiday Train will be stopping in Agassiz on December 16th at 5:00pm, and will be collecting non-perishable food donations for the local food bank.

It was also noted the National Housing Strategy has been released, with a significant portion contributed by FCM. Director Stobbart noted that he attended the St6:lo First Nation Remembrance Day ceremony as a representative from the FVRD. Director Adamson added that he will be travelling with Director Vicktor to Kelowna to meet with the Mayor and the Director of Business and Entrepreneurial Development to discuss future opportunities in film and production programs in Hope. Chair Lum thanked the Board again for the opportunity to serve as Chair, and reminded Directors that he is open to meeting with them anytime to discuss feedback and ideas they may have. It was also noted that throughout 2017, the Chair was able to attend a public event in every area of the FVRD. 21. PUBLIC QUESTION PERIOD FOR ITEMS RELEVANT TO AGENDA None. 22. RISE AND REPORT OUT OF CLOSED MEETING STAM/CLYNE THAT the Fraser Valley Regional District Board direct staff to negotiate the purchase and transfer of assets at the Vedder River Campground from Cultus Lake Park Board at a cost not to exceed $675, 000 funded from the park land acquisition and capital improvement fund, and further AND THAT the campground be operated as a service under the Regional Parks Service function.
