2 AGENDA ITEM The Chair opened the meeting at 1:00pm. ACTION / DECISION 1. APOLOGIES City of Canning Community Representative. City of Bayswater. Shire of Kalamunda. 2. MINUTES OF PREVIOUS MEETING Ms Dundas raised her concerns over the brevity of the minutes. She suggested significant points of discussion should be noted and that members be clear in requesting particular discussion points to be minuted. The Chair referred to the minutes of the November 2005 meeting where it was agreed the format of the minutes be changed to provide a more concise record of the meeting, rather than producing a transcript. Cr Daw proposed that the Committee be able to move a motion to indicate Committee consensus. 11 June 2010 The minutes of the meeting of 11 June 2010 were accepted as a true and accurate record of the meeting. 1 October 2010 The minutes of the meeting of 1 October 2010 were accepted with the following amendments: Decision: current format of minutes to be retained with more detail of lengthy/significant discussion to be included. Decision: members can propose to move a motion to record Committee consensus on issues. An additional agenda item Other was included with the comments Ms Dundas advised that an external source had informed her that senior Airservices Australia staff were discussing and considering limiting aircraft operations over the hills and other changes that would increase the number of aircraft over Guildford. Airservices Australia representatives responded that, to their knowledge, no such discussions had taken place. 24 March 2010 The Chair noted the final minutes of the meeting of 24 March 2010 were available on the Perth Airport website. 3 3. CORRESPONDENCE The Chair noted the following correspondence had been received: Letter from AECOM responding to Cr Daw s question on the independence of the AECOM report. Letter regarding new arrangement for the State Transport Portfolio appointment of single point of accountability to head the Department of Transport, Main Roads WA and the Public Transport Authority. Response from Minister for Planning to ANMCC letter dated 27 May 2010 regarding SPP5.1. Letter from City of Belmont location of noise monitoring station (EMU 3). Letter from Mr Ken Wyatt MP requesting additional ANMCC meeting in Letter from Guildford Association to CEO of Airservices Australia four imperatives for Guildford and South Guildford to ameliorate noise and guide future planning. See item Implementation of SPP 5.1 under Agenda Item MATTERS ARISING FROM PREVIOUS MEETINGS Herring & Storer Report Mr Petersen advised that sufficient data had now been collected by Herring & Storer and that analysis of the data would be undertaken by Perth Airport and the Department of Environment and Conservation (Mr Macpherson). Implementation of SPP 5.1 The Chair advised a letter had been received from the Minster for Planning in response to the ANMCC letter of 27 May 2010, noting he had not received any correspondence or further contact from the Department following the letter. It was suggested there should be a stronger resolution from the Committee that it is not satisfied with the response from the Minister for Planning. It was agreed the Secretariat would prepare a draft letter of response, citing relevant case studies, ahead of the 4 February 2011 ANMCC meeting. The Chair advised he had attended the Airports Consultative Forum in Canberra in November, where the Federal Government initiative Safeguarding our Airports had been raised: the federal Department of Infrastructure and Transport reported it is working through a number of avenues including COAG to engage local governments in the debate over planning and the importance of airports as national infrastructure. Action: Perth Airport and Department of Environment and Conservation to analyse data and report back to the Committee. Action: Secretariat to draft letter of response to Minister for Planning ahead of the 4 February 2011 ANMCC meeting. ANMCC Minutes - 21 Dec 2010 (Final) Page 3 of 7
4 Noise Complaints Survey The Chair noted this item had been held over from the June 2010 meeting. A noise complaints survey was originally raised as a proposal to improve the Committee s understanding of the reasons behind community noise complaints. It was noted that the WARRP had overtaken this issue. Proposed relocation of EGR location No. 2 Mr Petersen advised that the proposed relation of EGR location No.2 to 130m east of its current location would result in a 1dB change in noise at the Airport boundary. Perth Airport and the Department of Environment and Conservation (Mr Macpherson) agreed the impact of the relocation on the community would be negligible. Mr Petersen noted that consultation with the Shire of Kalamunda about the proposed relocation would occur in early The Committee did not object to the relocation. Noise Monitor Calibration Mr Olsson noted that written information on this item had been provided to the Committee separately. Decision: the item Noise Complaints Survey to be removed from the agenda. Action: Mr Petersen to seek the views of the Shire of Kalamunda. 5. NOISE AND FLIGHT PATH MONITORING REPORT The Committee noted the reports for the periods January to March 2010; and April to June Mr Olsson acknowledged the delay with making these reports publicly available. Airservices Australia was looking at ways to speed up the report publication. 6. MONTHLY AIRCRAFT NOISE COMPLAINTS DATA The Committee noted the data for the period May to October Mr Olsson offered for Airservices Australia to provide a standard briefing under this agenda item. Committee members are to provide suggestions for the type of information to be included in a standard briefing. Decision: new item Airservices Australia update on complaints to be included as a standing report under the agenda item Monthly Aircraft Noise Complaints Data. 5 Mr Olsson noted Webtrak provided information on aircraft height and noise (db) levels. Mr Olsson advised that Airservices Australia was working to upgrade its suite of aircraft noise monitoring and reporting tools. ASA was looking to develop a standard reporting product across all airports that would be publically available. ASA could produce more specific reports at the request of the Committee. Action: Committee members to provide feedback to the Secretariat for compiling and submitting to ASA on suggested topics to be addressed as part of a standard briefing from Airservices Australia. 7. ENGINE GROUND RUN REPORT The Committee noted the reports for the periods April to June 2010; and July to September. Mr Petersen noted that all EGRs for the period had been in compliance with the EGR Plan. He advised that any EGR complaints received were investigated and the EGR assessed for compliance; any incidents of non-compliance were followed up with appropriate action. Perth Airport responded directly to any EGR complaints/queries it received. 8. STRATEGY IMPLEMENTATION PLAN The Committee noted the plan. The Chair questioned the relevance of the Plan to the current work of the Committee. He noted the White Paper required airports to establish Community Aviation Consultation Groups (CACG) and suggested the Committee undertake a review of its role in relation to the CACG once it has been formed. Mr Cole noted the Perth Airport Municipalities Group (PAMG) would work closely with Perth Airport to develop the structure of the CACG. The PAMG would seek to benchmark the Perth CACG against other city airports. Mr Cole noted Departmental guidelines on establishing CACGs were still in draft form. The CACG needed to be flexible in order to respond to new and emerging issues. Action: Committee to review the Strategy Implementation Plan following the formation of the CACG. 9. OTHER BUSINESS Airservices Australia Update Noise Management in Perth Airservices Australia provided the Committee an advance briefing on a proposal to improve aircraft noise management to the north of the airport. The Committee will be provided a full brief once Airservices has finalised the proposal. No action will be taken without further consultation with the community, stakeholders and the Committee. 6 Review of the Perth Airport Environmental Monitoring Units Mr Olsson provided the Committee with the draft report Review of the Perth Airport Environmental Monitoring Units and invited feedback from the Committee ahead of the 4 Feb 2011 ANMCC meeting. It was agreed that any feedback would be provided to ASA through the Committee Secretariat. A discussion of the report was to be included as an agenda item for the 4 February 2011 ANMCC meeting. Mr Olsson noted that a Post Implementation Review (PIR) would be conducted following the withdrawal of the temporary noise monitors in Chidlow. He advised that the PIR should be ready in time for the May 2011 ANMCC meeting. Qantas full length runway take-off trial Mr Sellick advised that Qantas had been trialling full length runway departures on its Perth to Sydney A330 services where operationally possible. Ms Dundas noted that The Guildford Association had been seeking from industry a trial of full length/full thrust departures for 7 years; Ms Dundas reiterated her request for a trial of full length/full thrust departures under whatever conditions possible. As industry representative, Mr Sellick indicated it was highly unlikely that full length/full thrust departures would be adopted by industry as this was inconsistent with aircraft manufacturer recommendations. Industry was currently trialling full length departures in Perth but would not mandate full thrust departures. Ms Dundas expressed appreciation for Qantas undertaking the trial. Recent rezoning and developments approved by Councils Mr Petersen gave a presentation on some recent rezoning decisions made by local councils. The Chair noted these decisions reinforced the need for the Committee to engage with the Minister for Planning. Action: Committee members to provide feedback to the Secretariat for compiling and submitting to Airservices Australia. Action: to be included as agenda item at May 2011 meeting: Temporary noise monitors in Chidlow Post Implementation Report. Action: Mr Sellick to report back on results of full length departure trial. 7 Section 70A Notification on Title on properties affected by aircraft noise Mr Tan sought feedback from the Committee as to whether a Section 70A Notification on Title on properties affected by aircraft noise was an appropriate method to notify potential subsequent owners of a property of associated aircraft noise issues. The Committee agreed it was important that residents were notified of aircraft noise impacts on properties. The associated costs and administrative/legal procedures of the Notification process were issues that local authorities would need to work through. It was noted by a number of councils that they were currently considering this issue. Shire of Mundaring letter to Federal Environment Minister Cr Daw advised that the Shire of Mundaring had written to the Federal Environment Minister regarding the Senate Enquiry Recommendations. Request for briefing by Airservices Australia to Mr Anderson regarding alternative flight proposals Cr Daw noted the commitment undertaken by Mr Dudley at the 24 March 2010 ANMCC meeting that he would be happy to provide feedback directly to Mr Anderson on his proposal for changed flight tracks and raised his concern that this briefing had not occurred. Mr Olsson advised that Airservices Australia had responded to the Committee on the proposal with a full presentation and had also responded through the Senate Hearing, which was publicly documented. Mr Olsson advised he would take the matter back to Canberra for further advice. Other Mr Tan suggested a Frequently Asked Questions document might be useful to better inform the public about noise management and to demonstrate the work of the Committee. Ms Dundas suggested the Department of Health be invited to sit on the Committee. Mr Olsson to advise of any change in ASA position. Action: For Secretariat consideration as part of the Perth Airport website update. Action: Secretariat to invite Department of Health to sit on the Committee. The Chair closed the meeting at 3:15pm.
