1 Aviation Display at EF Expo 2016 Essendon Airport stakeholder engagement activities Annual Report Introduction This report summarises the nature and outcomes of Essendon Airport s stakeholder engagement activities during the period 1 July 2016 to 30 June Proposed activities for the period 1 July 2017 to 30 June 2018 are also identified. Essendon Airport will publish this report online at after having regard to comments from the Essendon Airport Community Aviation Consultation Group (CACG) and the Department of Infrastructure and Regional Development. Stakeholder engagement overview Essendon Airport s stakeholder engagement activities are commensurate with its scale of operations and the Airport s role as a secondary Airport. As the Airport is located within an urban environment, EAPL s stakeholder engagement primarily focuses on aircraft noise, development activities (aviation and non-aviation) and environmental management practices. Essendon Airport s external stakeholders include: the community (especially local residents and neighbours); Moonee Valley City Council; Airservices Australia; Civil Aviation Safety Authority; the Federal Member for Wills; the Federal Member for Maribyrnong; the State Member for Essendon; the State Member for Niddrie; Victorian Department of Environment, Land, Water and Planning Victorian Department of Economic Development, Jobs, Transport and Resources VicRoads Emergency Management Victoria Public Transport Victoria Melbourne Airport The Airport s main forums and activities for stakeholder engagement include: Essendon Airport Community Aviation Consultation Group (CACG); Essendon Airport Planning Coordination Group; Regular bilateral meetings with government stakeholders; Community events; Leaflets and mailouts to local residents; and Information sessions (as required). 1 Essendon Airport stakeholder engagement activities Annual Report
2 Community Aviation Consultation Group (CACG) CACG meetings for Essendon Airport commenced in 2010 and replaced the Noise Working Group which was established one year earlier and provided a similar function. The role of the Essendon Airport CACG is: to provide a forum for the exchange of information and ideas between the airport operator, the community, governments, airport users and other relevant stakeholders regarding issues relating to the airport operations and their impact on surrounding communities; to allow concerns to be raised and taken into account by the airport operator, with a genuine desire to resolve issues that may emerge; to ensure community views are effectively heard by the airport operator in a manner that is fostering a sense of collaboration; to contribute to the community s understanding of airport operations thus gaining a wider acceptance of the airport s operational needs and activities; and to complement and support the consultative requirements already established by statute for Master Plans, Airport Environment Strategies and Major Development Plans. 3 Significant activities & achievements Dust monitoring of a construction site in the Airport s Hart Precinct was undertaken, in consultation with the CACG and Moonee Valley City Council. Investigation into helicopter training over the eastern side of the Airport. EAPL and Airservices met with the operator to reiterate issues with flying over homes. Consultation regarding current and proposed developments. In particular, Melbourne Water s pipeline renewal at the eastern boundary of the Airport. A meeting was held between the operator of Aero Commander aircraft, EAPL, Moonee Valley City Council and the Deputy Aircraft Noise Ombudsman. Attendees were satisfied that the operator is behaving responsibly. Consultation regarding EAPL s proposal to change the name of the Airport to City Airport Essendon Fields. Agreement to a Terms of Reference. Briefings in relation to the sale of land by VicRoads adjacent to the Airport. Consultation regarding plans for landscaping at the Airport perimeter, adjacent to Jones Court, Lebanon Street and Arvon Road, Strathmore. Briefing by the Department of Infrastructure and Regional Development regarding its review of curfew administration arrangements. Briefing regarding proposed developments likely to be included in EAPL s next Master Plan. Consultation regarding the demolition and replacement of the English Street Bridge by VicRoads as part of the CityLink Tulla Widening project. Briefing to CACG members regarding the tragic aircraft accident on the 21st February 2017 which resulted in five fatalities. Introduction to the proposed Melbourne Airport 3rd Runway and likely implications for air traffic around Essendon Airport. Refresh and re-publication of the Essendon Airport Community Information Booklet, which is distributed to homes within the local area. Further briefings regarding Per- and polyfluoroalkyl substances (PFAS), the emerging regulatory framework and EAPL s plans for management and containment of this contaminant. Consultation regarding impacts from Melbourne Airport s proposed 3rd runway, including a briefing by Melbourne Airport. Consultation regarding proposed community engagement activities for the Essendon Airport Draft Master Plan Consultation regarding EAPL s proposed amendments to the Air Navigation (Essendon Airport) Regulations (Curfew and maximum take-off weight amendments). Dialogue with new operators to promote the Fly Neighbourly Agreement. Constructruction of office building at 6 English Street 3 Essendon Airport stakeholder engagement activities Annual Report
4 Essendon Fields summer food truck event Community engagement In addition to targeted consultation regarding aviation operations and construction activities, Essendon Airport engages with the community through a variety of events and partnerships with local organisations Significant activities & achievements Mailout to residents of Jones Court, Lebanon Street and Arvon Road Strathmore inviting comments on proposed landscaping at the Airport boundary. Mailout to residents of Lebanon Street and Arvon Road Strathmore regarding construction of a tree nursery in the Airport s Hart Precinct. Mailout to residents of Mascoma Street and Tasman Avenue Strathmore Heights regarding AutoCentro Construction Update No.5. Mailout to residents of Mascoma Street and Tasman Avenue Strathmore Heights regarding AutoCentro Construction Update No.6. Program of midday and evening food truck events. Pumptrack Event. Essendon Airport and Airport Toyota hosted a community event for cyclists of all ages in one of the Airport s oldest buildings. Visitors were treated to a night with BMX Olympian Bodie Turner, prizes and food trucks. Essendon Fields will host Australia s first international cyclo cross race, to be held August This event is organised by Sunbury Cycling Club. Essendon Fields is a sponsor of the Essendon Baseball Club, located at Boeing Reserve, Strathmore Heights. EAPL has committed to sponsoring the club s junior teams for 3 years commencing FY Targeted mailouts to adjoining residents regarding developments in the Wirraway North and Hart Precincts of the Airport. 5 Victorian Police Air Wing and Air Ambulance Government relations Essendon Airport meets regularly with its government stakeholders through an established program of meetings. Ad hoc discussions also occur as required Significant activities & achievements Essendon Airport Planning Coordination Group. Meetings held twice yearly to facilitate discussion and exchange of information between the Airport, Moonee Valley City Council, Victorian Government and the Department of Infrastructure and Regional Development (Cth).
