Business Arising from Prior Meetings 4.1 Sculpturewalk Sculpture Sub-committee Recommendations That the Arts, Culture and Creative Innovations Committee make the following two recommendations to City Council: 1. That funding, via a cost share model, be approved in principal to launch a Sculpture Program, September The first piece to be a commissioned sculpture located on the historical summer fishing grounds (Okanagan Park at the mouth of the creek) of the Sylix people and reflecting our collective community desire for reconciliation. 2. That the City of Penticton reinstate a public art funding model and request staff to prepare options and present them to Council with the endorsement of the Arts, Culture and Creative Innovations Committee. 4.2 Lakawana Park Sculptures Update Paul Crawford 5. Call to Order The Arts, Creative & Cultural Innovations Committee was called to order by the Vice-Chair at 8:00 a.m. 2. Adoption of Agenda It was MOVED and SECONDED THAT the Arts, Creative & Cultural Innovations Committee adopt the agenda for the meeting held on June 10, 2015 as amended. 3. Adoption of Minutes It was MOVED and SECONDED THAT the Arts, Creative & Cultural Innovations Committee adopt the minutes of the May 14, 2015 meeting as circulated.

4 4. Delegation 4.1 Castlegar Sculpturewalk The Executive Director for the Castlegar Sculpturewalk, presented an overview, via Skype, on their annual event. The sculpture walk began in Sioux Falls, South Dakota and was started to bring more traffic into their beautiful historic downtown core. Each fall, a call out is made for artists. They charge a $30 application fee. An external jury is appointed and artist selection starts in December and January. Sculptures are set up in May and taken down the following April. The public votes for their favorite piece throughout the year and the City then purchases the winning piece. Prizes are also awarded to the artists. Castlegar partners with Sioux Falls. Every November the Executive Director travels to Sioux Falls to purchase 10 American pieces and will take down 10 Canadian pieces. They operate on a lease to purchase option. 75% of the fees/purchase price goes back to the artist. They also offer the artist $500 in shipping costs. There are grants available. Committee discussion followed on project costs and viability. Robin Robinson, Tracey Kim Bonneau, Paul Crawford, Jake Kimberley, Jane Shaak, Lynn Allin and Vicky Jones agreed to sit on a sub-committee to investigate this idea further and bring back recommendations. 5. Business Arising from Prior Meetings Penticton Cultural Tourism Strategy Review Committee discussed relevance of document. By consensus, the committed agreed that Kerri Milton, Allison Markin and Murray Swales review the strategy and bring back recommendations. Question was asked if this would fall within the Tourism Development Task Force s mandate. Staff to get direction. The En owkin Centre representative stated the City of Richmond has developed a policy for an arts cultural strategy with tourism to market first nation artists and once received, will forward a copy to the committee. Staff suggested this committee contact the Penticton Tourism Board to ask if a representative from this committee can sit on their board. 5.2 Public Art Sites - Sculptures The spreadsheet listing all public art sites was received for information. 5.3 Lakawana Park Sculptures Request for a thank you letter & plaque The GM, Recreation & Facilities stated that the City needs to be cautious because of liability issues with respect to any form of letter or thank you sent to the artist by the City. The Penticton Art Gallery representative stated the artist feels things are still unresolved as half of the sculpture still remains. The artist would like something placed at the site acknowledging the entire piece and would be happy with a plaque installed onsite. He will contact the artist asking for a formal letter with this request. 6.4 Temporary Sculpture Request Robin Robertson provided pictures and additional information on the sculpture. Artist would like to have the sculpture installed around the end of June. The GM, Recreation & Facilities suggested the temporary sculpture could be placed next to the community policing building Page 2 of 4 Minutes of June 11, 2015 Arts, Creative & Cultural Innovations Committee

5 and that a License to Use will be required. Robin to work with the City s Communication Officer on signage for the display. Artist, Pat Field to be invited to a future meeting. Discussion followed on the potential of other artists requesting similar type projects within the community. The En owkin Centre representative commented she would like to see more indigenous aboriginal art projects. 6. Representative Updates 6.1 GM, Recreation and Facilities The GM, Recreation and Facilities provided an update on Canada 150 Mosiac project. Penticton has a spot reserved and has confirmation. The committee recommendation to Council will be considered at the June 15, 2015 Council Meeting. There is Canada 150 Infrastructure grant funding available. The project the City will be moving forward with is the restoration of the Leir House. Once Council has approved the project, staff can move forward with the application. City would receive $450,000 from the grant funding. 6.2 Okanagan School of the Arts, Shatford Centre The OSA representative confirmed they are starting summer programs. They have also received $10,000 from Social Enterprise. 6.3 Penticton & District Arts Council The PDAC representative reported on the Leir house restoration project and their fundraising initiatives. Letters were sent to organizations in community and asked for $100 to be friend of the arts. Anyone who donates will have their name put on a plaque and will be invited to an art exhibit event. A Black Tie event will be held in November. They have also met with the Penticton Hospitality Association organize a Festival of the Arts. 6.4 Penticton Art Gallery The Penticton Art Gallery representative reported on upcoming events at the gallery including Taste the Arts on June 27 with a live auction and featuring Canadian history. July 10 Art exhibit from Afghanistan. Summer programs for kids are happening the second week in July and have good registration numbers. The Art Gallery has applied to the Canada 150 Legacy Fund for $75,000 for additional storage space. 6.5 Penmar Community Arts Society The Penmar Community Arts Society representative reported White Kennedy has signed up as naming rights for one of the auditoriums. The DPA reported the art under the trees will be moving to Front Street during the Farmers Market as of June 22, En owkin Centre The En owkin Centre representative reported on their partnership with Aboriginal Tourism BC. 6 6.7 South Okanagan Performing Arts Centre Jake Kimberly representing SOPAC provided an update. SOPAC is continuing in its efforts to encourage Council to place a restrictive covenant on the Nanaimo Avenue property and still have ambitions of building a performing arts complex here in Penticton. Reported that Vernon and Kelowna both have one and the City of Kamloops has just received funds to build a performing arts complex. Confirmed Gerald Kenyon will be attending future meetings as the SOPAC Representative. 7. New Business 8. Next Meeting The next regularly scheduled meeting of the Arts, Creative & Cultural Innovations Committee will be Thursday, July 9, 2015 at 8:00 a.m. 9. 7 Council Outcome Regular Council meeting held Tuesday, June 15, 2015 Arts, Creative & Cultural Innovations Committee Meeting of May 14, /2015 It was MOVED and SECONDED THAT Council receive the minutes of the Arts, Creative & Cultural Innovations Committee Meeting of May 14, /2015 It was MOVED and SECONDED THAT Council support the Canada 150 Mosaic Initiative and that the initial $2,500 deposit be paid from the Contingency Fund for this community project with the remainder of the application fee of $7,500 to be distributed between participating community groups and the City of Penticton.
