126 BACKROUND The Cultus Sewer System was built in early 1970 s s. In 1979 the system was expanded and upgraded. The original sewer system was owned by the Cultus Lake Park Board (CLPB). After upgrade and expansion of the sewer system, FVRD took over the system from the CLPB in
127 BACKROUND The Cultus Lake Sewer System y consist of a collection system that discharges into two disposal fields. A single permit PE was issues in 1996 by the Ministry of Environment to FVRD Maximum authorized discharges un the permit by MoE for the East Field is 360 m3/day and the West Field is 90 m3/day 57
128 PROPOSAL FOR EXPANSION OF THE CULTUS LAKE SEWER SYSTEM In early January of 2010 a request was made to CLPB by the Cultus Lakeside Resort Development to add a 20 unit condominium complex to the existing sewer system. CLPB requested FVRD if the condominium could be connected to the existing sewer system. The CLPB also requested FVRD to explore if Park Drive / Mountainview Road Subdivision and Sunnyside Campground could be connected as well. FVRD staff met with CLPB staff and Condominium Developer, their Agent and Engineer regarding this issue. 58

130 CAPACITY OF THE SEWER SYSTEM AND BACKGROUND STUDIES Initially the CLPB was approached by the Developer regarding the connection to sewer system. In January of 2010, the Cleartech Consultants Ltd. (one of the Engineer of the Cultus Lakeside Resort Development) recommended that Cultus Lake Sewer System West Field has enough capacity to add the condominium. This was based on based on two previous studies commissioned by the CLPB: 1. Cultus Lake Park Financial Sustainability and Governance Alternatives Infrastructure Update by Urban System Ltd. (2008) 2. Inspection of Sewage Effluent Disposal Fields by Piteau Associates Ltd. (2007) FVRD were not aware of theses studies. 60
131 MINISTRY OF ENVIRONMENT REQUIREMENT & SEWER SYSTEM ASSESMENT To add any new connections to the system, the existing MOE Permit PE needs to be amended. As a part of requirement, FVRD required to conduct a comprehensive assessment of the sewer system. In February 2010, FVRD retained Dayton & Knight to conduct a comprehensive study that included the following tasks: 1. Undertake investigations to satisfy the permit amendment including capacity and integrity of the existing system. 2. Undertake impact assessment and integrity of the system. Including field investigation to determine the condition of the existing lift stations, septic tanks, and pumps to determine that they are adequate to handle the additional capacity. 3. Undertake investigations to determine the condition of the distribution field and all distribution boxes including percolation test FVRD Submitted an application to MOE for the amendment of the Permit in February The Dayton & Knight report was completed on May 14 th,
132 DAYTON & KNIGHT ASSESSMENT OF THE CULTUS LAKE SEWER SYSTEM EAST SIDE SEPTIC SYSTEM: Historical i maximum flow for past 7 years 218 m 3 /day Theoretical maximum design flow m 3 /day MSR Requirement 343 m 3 /day MoE permit allows for a maximum flow 360 m 3 /day FLOW REQUIREMENT: Condominium 23 m 3 /day Park Drive / Mountainview Road Subdivision 144 m 3 /day Total Capacity Required: Existing Cultus Lake + Condominium + Park Dr. / Mountainview SD 385 m 3 /day 62
133 DAYTON & KNIGHT ASSESSMENT OF THE CULTUS LAKE SEWER SYSTEM FIELD CAPACITY: 1979 design percolation rate 51.0 sec / inch Levelton Consultants Ltd. tested percolation rate sec / inch Existing percolation rate is approximately one third (1/3) of its design capacity SYSTEM INTEGRITY: Septic tanks, pump chamber, and valves some deterioration of concrete in Septic tanks, pump chamber shown signs of deterioration throughout, guide rails severely corroded, valves reasonably in good condition Distribution boxes moderate to poor conditions Lateral pipes moderate conditions, up to 1 inch of solids build up, drain rocks around the pipes are in moderate condition 63

137 DAYTON & KNIGHT CONCLUSIONS OF THE CULTUS LAKE SEWER SYSTEM CONCLUSIONS: Based upon the system capacity of 360 m 3 /day and existing flow records the septic fields have capacity for flow generated by proposed p condominium Based upon improving field capacity of the soils Park Drive / Mountainview Road Subdivision may be connected Other future connections such as Sunnyside Park will push the system further beyond its theoretical ti capacity 67
138 DAYTON & KNIGHT RECOMMENDATIONS OF THE CULTUS LAKE SEWER SYSTEM RECOMENDATIONS: Distribution boxes to be cleaned out and repaired if possible. Replace distribution boxes that cannot be repaired due to corrosion Replace outlet tees in the four septic tanks with non-reactive tees Flush out disposal filed header pipes Ensure septic tanks are cleaned out annually Expansion of the fields into stand by absorption area may be required due to additional flows exceeding capacity or existing field failure The estimated cost for the recommended replacements and repairs to the existing septic system D-boxes, Outlet Tees, and Flush Header Pipes $12,000 The estimated cost to replace the existing field using the stand by absorption area south-east of the existing field $436,700 68
139 PARK DRIVE /MOUNTAINVIEW /MOUNTAINVIEW ROAD SUBDIVISION Few property owners have requested FVRD to consider sewer connections to their properties. Staff recommends that initially maximum of 5 connections should be granted after replacements and repairs of the existing septic system Dboxes, Outlet Tees, and Flush Header Pipes. After expansion of the fields into stand by absorption area ( (progressive improvement off the septic field) other property gradually could be added in the future. 69
