REPORTS (around the table) 6.1 Bruce Power IAEA EP Review The International Atomic Energy Agency (IAEA) will be conducting an Emergency Preparedness Review (EPREV) in 2019 in Canada. Being championed by Heath Canada, Bruce Power has recently been asked to participate in the review that will focus on Federal, Provincial and Municipal government emergency preparedness to support a nuclear response. More information to come as it becomes available. Public Notification The CRTC has now ruled on the need for Wireless Service Providers (WSPs) to implement cellular public alerting technology in Canada. Bruce Power has supported this effort with a Part 1 Application to the CRTC requesting WSPs be mandated to put in place cellular alerting now. This was denied in favour of a much broader public consultation which the CRTC has recently provided a positive ruling. The CRTC ruling has

3 Page 3 provided that the all telecommunications (Telco s) companies (TELUS, Rogers, Bell, Wind/Freedom in Alberta, etc.) are mandated to carry emergency public alerts on their system by April 6, This is a significant boost for Public Safety for Canada and Bruce Power is pleased to have worked with many organizations across Canada to play a role in this outcome. Trying to connect boat radios to the Public notification System with a tower in Saugeen Shores. Will connect the NAD System to the local Coast Guard radio so that boaters will receive public orders sent out by the Province. Interoperability Bruce Power helped support the creation of a Regional Interoperability Committee made up of a number of municipalities in the region looking to enhance interoperability among responder organizations. Bruce Power and the Municipality of Kincardine are key supporters of this effort. The mandate of the Committee looks to address interoperability enhancements with communications among the Tri-services and support organizations in the region. This approach is aligned with the Canadian Interoperability and Technical Interest Groups (CITIG) objectives and has been expanded to look at other areas where interoperability can be enhanced. In 2016, a DRDC CSSP Government Grant of $230,000 was awarded to conduct a 2-year study to enhance interoperability for the Tri- County Region. This has been recently formalized and is being lead and administered by the Municipality of Kincardine. The project kick-off is on April 25, 2017 at 10:00 a.m., at the Marriott in Kincardine. Bruce Power would like to thank the Municipality of Kincardine for their leadership to enhance interoperability across the entire region. Bruce Power has committed to providing support to ensure success as the project moves forward Exercise Bruce Power Exercise report for the HURON RESOLVE Exercise on October 4 to 7, 2016 is now complete and Corrective Actions are being taken on lessons learned from the conduct of this exercise to ensure continual improvements in the Bruce Power Emergency Management program. World Association on Nuclear Operators (WANO) Peer Review Peer review will be conducted at Bruce B from May 8 to 19, This will include a review of Emergency Management. Off-Site Centres Emergency Worker Centre Drill was conducted on March 21, Lessons learned from this drill are being incorporate into Monitoring and

4 Page 4 Decontamination Unit procedures and processes. Reception and Evacuation Centre drill will be on July 7, 2017 at the Davidson Centre. Preparedness Support CANWARN Storm Spotter Training will be held at the Visitor Centre at on Thursday, May 18, 2017 at 7:00 p.m. More information will be sent to Kincardine s CEMC. 6.2 South Bruce OPP Kincardine Detachment is hosting two significant events: 1. Strategic Leadership Conference at the end of April. 2. Annual OPP Veterans Association general meeting in May. Communications are ongoing with the Amish and Mennonite communities, partnered with other external organizations. 6.3 Ministry of Transportation Lisa Haun started at the MTO Emergency Management Planning Office the end of January. Taking part in as exercise with OPG Pickering in December, opportunity to learn more about the TCC concepts and the JTCC adding new stakeholders. Had a hand in writing roles and responsibilities for the PNERP. The MTO s role is more of the transportation management than traffic control. Will be pretty quiet on the construction side this year 6.4 County of Bruce Public Works Bruce Road 1 from Highway 9 to Bruce Road 20 will be under construction for a better part of the year May be the odd spot improvement with minor area closing 6.5 County of Bruce Acting CEMC By January 2018 Web EOC 7.3 will no longer be in use, migrating to newer version this year. Will be in contact with CEMC s to discuss new platform with staff and support staff involved. The County CEMC meeting is April 25, 2017 Municipalities within the County brought some issues into the HIRA for review in how to deal with them and where they should be on the HIRA list, such as wild fires, ice storms, power outages, etc.

5 Page Kincardine Fire & Emergency Services Business as usual for the Fire Department Working on the RIO project (Rural Interoperability) through Canadian Centre for Security Sciences. EWC Drill was held March 21, Staff re-arranged how some of the equipment is stored at the fire station Changed vendor for public alerting as of March 1 st. Working through process to get residents to sign up. 6.7 Grey Bruce Health Unit Received new standards for Public Health (Walking papers/marching orders). The Deputy Minister has put this out for consultation. Use to be just a chapter in the book for emergency planning but now has become a foundational standard. Re-aligning staff to address emergency preparedness, response, and recovery. Will have an executive assistant to support emergency preparedness. Full implementation of the standards will be in Public Health inspector to be involved in a more active role with CEMC s to ensure plans are in line with municipal plans. Have a graduate student working with climate change and will work on a HIRA plan and look at other municipalities plans to support it. 6.8 CEMC After the Huron Resolve changes were made to the EOC, security cameras were installed, the cell booster was replaced. The EOC was rearranged to allow for an area where phone calls can be made away from the main EOC hub. The 9 sirens are now all fully functioning. Waiting for documentation to take over the sirens. The Rapid Notify System has been replaced by ERMS, a company out of Mississauga. The new system mapping portion and message centre is much more user friendly. The Grey Bruce Be Prepared booklet has been updated and will be available for Emergency Preparedness Week. Had a visit from Amherstburg (across river from the FERMI nuclear plant in Michigan) in February to check out our facilities and obtain a better understanding and help put processes in place for emergency response. A Sector meeting is scheduled for May 31st at the Visitor Centre. A tour of plant is set.

6 7. NEW BUSINESS Emergency Management Program Committee Page 6 A reminder of self-registration for EOC members of the ERMS. Added all 9 sirens and cell phone towers to Critical Infrastructure listing 7.1 Discussion took place on the Joint traffic Control Plan. The 2016 version of the plan is the most current version with regards to contacts, barricades, OPP information, MTO information, and functions and coordination with the EOC. Will the County of Bruce to the next Emergency Worker Centre Drill as we have in the past. 7.2 The committee members received a copy of the HIRA Form for review. Would like to do an annual table top exercise on emergencies other than nuclear. suggestions to Frank Merkt, CEMC. 7.3 This is Murray Clarke s last EMPC meeting, as he will be retiring in June.
