4 I. INTRODUCTION 1.1 The Sixth Meeting f Directrs-General f Civil Aviatin (DGCA/6) f the Africa- Indian Ocean (AFI) Regin was held in Brazzaville, Cng frm 2 t 4 Nvember 2016 at Htel Cncrde, Kintele. Directrs-General f Civil Aviatin and Representatives frm thirty-six (36) AFI States, varius Internatinal and Reginal Organizatins and Industry attended the meeting. The list f participants is attached as Appendix B t this Reprt. II. OPENING CEREMONY 2.1 The meeting was pened n 2 Nvember 2016 by Mr. Clement Muamba, Prime Minister and Head f Gvernment f the Republic f Cng. The Secretary General f ICAO, Dr. Fang Liu, wh was present at the invitatin f the Gvernment f Cng, delivered a statement. 2.2 The fllwing persnalities als addressed the gathering during the pening ceremny: 2.3 Mr. Gilbert Mkki, Minister f Transprt, Civil Aviatin and Merchant Navy f Cng, Mr. Papa Atumane Fall representing the Secretary General f AFCAC, Mr. Mam Sait Jallw, ICAO Reginal Directr fr Western and Central Africa, and Mr. Serge Flrent Dzta, the Directr-General f the Agence natinale de l aviatin civile (ANAC-Cng). ELECTION OF OFFICIALS 3.1 The meeting elected Mr. Serge Flrent Dzta, DG ANAC-Cng as the Chairpersn f the meeting, and Mr. Geffrey Mshabesha, Chief Executive Officer f the Civil Aviatin Authrity f Btswana, as Vice-Chairpersn. Mr. Carls David, Directr-General f INAVIC, Angla and Mr. Francis Kayembe, Directr, Air Transprt, Autrite de l aviatin civile (AAC), Demcratic Republic f the Cng, were elected Rapprteur and Vice-Rapprteur respectively. IV. Agenda Item 2: Cnclusins f the Fifth Meeting f the Directrs General f Civil Aviatin f the Africa-Indian Ocean Regin (AFI DGCA/5) 2.1 The meeting reviewed the status f implementatin f the Cnclusins f the Fifth Meeting f the Directrs General f Civil Aviatin (DGCA/5) held in Dakar, Senegal n 4 Nvember The meeting nted the persistent slw prgress in the implementatin f Cnclusins f previus meetings and agreed t develp a ratinalized pririty list f actins and establish an effective fllw-up mechanism t ensure that perfrmance targets and implementatin deadlines set by ICAO, States and Reginal Grups, are met. 3. Agenda Item 3: Aviatin Safety 3.1 The meeting was presented with glbal and reginal develpments related t aviatin safety, including the relevant utcmes f the 39th Sessin f the ICAO Triennial Assembly, ICAO Training activities, fllw up actin n RASG-AFI/3 Cnclusins and Decisins and RASG- AFI wrk prgramme, and the status f implementatin f the AFI Plan. 3.2 The meeting urged Directrs-General f CAAs f thse States with SSCs and lw Effective Implementatin (EI) levels t address these as well as ther deficiencies in their State safety versight systems. AFI States were encuraged t cntinue prviding necessary infrmatin t AFCAC, fr the mnitring f the implementatin f the Abuja Safety Targets; and fr States that have nt yet designated a fcal pint t d s in rder t facilitate crdinatin with AFCAC n Safety matters. 3.3 The meeting als nted the cntinuatin f the AFI Plan activities beynd 2016 including its expanded wrk prgrammes in the areas f aircraft accident and incident investigatin (AIG), aerdrmes and grund aids (AGA) and air navigatin services (ANS). The benefits gained by the States frm the implementatin f the Prgramme ver the years were nted; and the meeting agreed t cntinue t supprt its activities as it is instrumental t further imprve aviatin safety in Africa. 3.4 The meeting nted the varius activities, methds and tls made available by the ICAO Glbal Aviatin Training (GAT) Office, encuraged additinal training rganizatins in the AFI Regin t jin the TRAINAIR Plus Prgramme (TPP) t benefit frm the Prgramme s numerus training slutins and cmpetency-develpment activities; and encuraged States t deliver curses listed in the CAO Glbal Aviatin Curse Catalgue. 3.5 The meeting adpted the fllwing pririty actins fr implementatin and designated 6

7 crrespnding Lead and Supprt Champin DGs fr crdinatin and fllw up: REPORT DGCA/6 States t imprve their EI as fllws: 1) Belw 60% EI t imprve by at least 15%; and 2) Abve 60% EI t imprve by at least 5%. Immediately reslve all existing SSCs and avid emergence f new nes. States t delegate, as apprpriate, certain safety versight functins t RSOOs Fr SSP implementatin, all States abve 60% EI t use the istars Gap Analysis tl t perfrm the fllwing: 1) Gap Analysis; 2) Develping implementatin plan; and 3) Benchmark prgress. All States t effectively utilize the ICAO implement nline tls by ensuring: 1) Familiarizatin f CAA tp management with such tls (at least tw reginal wrkshps); and 2) Visible CAP Implementatin prgress n the USOAP CMA OLF (quarterly mnitring). Agenda Item 4: Air Navigatin Capacity and Efficiency 4.1 The meeting was presented with glbal and reginal develpments related t air navigatin capacity and efficiency, including the relevant utcmes f the 39th Sessin f the ICAO Triennial Assembly, develpment f the new AFI electrnic Air Navigatin Plan (eanp), fllw up actin taken n APIRG/20 Cnclusins and strategy t imprve implementatin mnitring and reprting, and the need fr supprt in the develpment f natinal Perfrmance Based Navigatin (PBN) and ICAO Aviatin System Blck Upgrades (ASBU) plans. Presentatins were als made n the African Flight Prcedure Prgramme (AFPP), need fr crdinated implementatin f AFI Centralized Data Base using AIXM prtcl, the East African Cmmunity (EAC) Upper Airspace Management Prject, steps twards a unified AFI Single Sky. The meeting called fr cllabratin between States, Reginal Ecnmic Cmmunities and financial institutins, AFCAC and ICAO, in the pursuit f these endeavurs. 4.2 In the area f Aernautical Infrmatin Management (AIM), recgnized by the RASG-AFI as an emerging safety issue, the meeting cnsidered the GANP bjective t implement SWIM as the glbal aviatin Intranet, and requested ICAO Reginal Offices t establish a specific prgramme t crdinate the actins f reginal ANSPs twards a crdinated implementatin f SWIM related initiatives. Challenges regarding ASBU B0 elements related t AIM and SWIM enablers due t lack f resurces (financial, human) were nted. 4.3 With respect t the East African Cmmunity (EAC) unified Upper Airspace Prject, the meeting recmmended clse crdinatin amng the EAC, Cmmn Market fr Eastern and Suthern Africa (COMESA) and Suth African Develpment Cmmunity (SADC) Tripartite Grup, with the assistance f the ICAO Reginal Offices. 4.4 The meeting adpted the fllwing pririty actins fr implementatin and designated crrespnding Lead and Supprt Champin DGs fr crdinatin and fllw up: 7

8 Every State t develp, update and implement its natinal PBN and ASBU Blck 0 mdules Plans; States t establish effective and peratinal SAR rganizatin by: 1) Develping SAR Natinal Plan; and 2) Cncluding SAR Agreements/MUs. States t implement the transitin frm AIS t AIM by: 1) Develping a Natinal Actin Plan; and 2) Implementing the Actin Plan in accrdance with the ASBU Blck 0 DATM States t develp the required regulatry framewrk and enhance supervisin f Aernautical Meterlgical Services by: 1) Membership f AFI Cperative Develpment f Aernautical Meterlgy (CODEVMET); and 2) Effective participatin in CODEVMET Champins 1) Lead Champin: Mr. Magueye Marame Nda (DG, ANACIM-Senegal) 2) Supprt Champin: General Ahmed Yusif (DDG, Sudan CAA) 5. Agenda Item 5: Aviatin Security and Facilitatin 5.1 The meeting was presented with infrmatin n recent glbal develpments in aviatin security and facilitatin that emanated frm the 39th Sessin f ICAO Triennial Assembly pertaining t plicy, the Universal Security Audit Prgramme Cntinuus Mnitring (USAP- CMA) audits, implementatin supprt and develpment, facilitatin prgrammes such as the ICAO Traveller Identificatin Prgramme (TRIP) strategy and ICAO Public Key Directry (PKD). The meeting was als briefed n the status f implementatin f aviatin security and facilitatin in the AFI regin, including the Cmprehensive Reginal Implementatin Plan fr aviatin security and facilitatin in Africa (AFI SECFAL) Plan. AFI States were urged t cnsider making financial r in-kind cntributin twards the AFI SECFAL Plan budget. 5.2 The meeting adpted the fllwing pririty actins fr implementatin and designated crrespnding Lead and Supprt Champin DGs fr crdinatin and fllw up: States t develp their Natinal Actin Plan fr the implementatin f the Windhek Security and Facilitatin Declaratin and Targets, in line with the Cntinental Actin Plan. States t imprve the EI as fllws: 1) Belw 70% EI t imprve by at least 20%; 2) Abve 70% EI t imprve by at least 10%; and 3) Signing f USAP MU. Immediately reslve all existing SSeCs and avid emergence f new nes. States t implement ICAO TRIP Strategy by: 1) Issuing nly Machine Readable Passprts (MRPs); 2) Jining the ICAO Public Key Directry (PKD); and 3) Jining Advance Passenger Infrmatin (API). States ratify relevant aviatin related internatinal legal instruments such as: 1) The Cnventin n the Suppressin f Unlawful Acts Relating t Internatinal Civil Aviatin Dne at Beijing n 10 September ) The Prtcl Supplementary t the Cnventin fr the Suppressin f Unlawful Seizure f Aircraft Dne at Beijing n 10 September ) The Prtcl t Amend the Cnventin n Offences and Certain Other Acts Cmmitted n Bard Aircraft Dne at Mntréal n 4 April

9 All States develp and implement their: 1) Natinal Civil Aviatin Security Prgramme (NCASP); 2) Natinal Civil Aviatin Security Quality Cntrl Prgramme (NCASQCP); 3) Natinal Civil Aviatin Security Training Prgramme (NCASTP); and 4) Natinal Air Transprt Facilitatin Prgramme (NATFP). Champins 1) Lead Champin: Ms. Pppy Khza (DG, Suth Africa CAA) 2) Supprt Champin: Mr. Abel Sawadg (DG, ANAC-Burkina Fas) 6. Agenda Item 6: Ecnmic Develpment f Air Transprt 6.1 The meeting was presented with develpments related t Ecnmic Develpment f Air Transprt, including the relevant utcmes f the 39th Sessin f the ICAO Triennial Assembly cncerning this ICAO Strategic Objective, fllw up n Recmmendatins f the Sixth Wrldwide Air Transprt Cnference (ATCnf/6), infrastructure management and funding/financing, ICAO s wrk related t the aviatin data and analyses, business analysis tls and air traffic frecasts. 6.2 The meeting adpted and urged States t implement the fllwing pririty actins with crdinatin and fllw supprt frm the designated Champin DGs: Apply and fllw ICAO s plicies and guidance in the air transprt field Register t State Air Transprt Actin Plan System (SATAPS) and reprt the required infrmatin n the status f implementatin f the Lmé and Antananariv Declaratins prir t the fllw-up meetings; Sign the slemn declaratin establishing the Single African Air Transprt Market; and Participate in the Secnd Meeting n the Sustainable Develpment f Air Transprt in Africa (March 2017 in Ghana) as well as the secnd Meeting n the Air Carg Develpment in Africa (April 2017 in Ethipia). Agenda Item 7: Envirnmental Prtectin 7.1 The meeting was presented with develpments related t Envirnmental Prtectin, including the relevant utcmes f the 39 th Sessin f the ICAO Triennial Assembly, assistance and partnership fr the develpment, submissin t ICAO and implementatin f States actin plans fr CO 2 emissins reductin. Thse States having develped and submitted their natinal plans were requested t share their experience and assist the ther States thrugh apprpriate agreements under the ICAO Buddy Prgramme and ICAO/EU Capacity Building Prject. 7.2 The meeting adpted the fllwing pririty actins fr implementatin and designated crrespnding Lead and Supprt Champin DGs fr crdinatin and fllw up: States t develp and implement a Natinal Plan fr the reductin f CO 2 emissins due t internatinal civil aviatin; States t establish a cllabrative framewrk with airprt stakehlders fr: 1) Reductin f impact f civil aviatin n the envirnment; and 9

10 2) Wildlife cntrl and management. Champins 1) Lead Champin: Captain Gilbert Kibe (DG, KCAA) 2) Supprt Champin: Mr. Dminique Oyinamn (DG, ANAC-Gabn) 8. Agenda Item 8: Technical Cperatin, Assistance activities and Resurce Mbilizatin and Funding mechanisms 8.1 The meeting was presented with the services that can be prvided by the ICAO Technical Cperatin Bureau (TCB) as well as typical prjects, srted by ICAO Strategic Objective, that can be prvided thrugh the ICAO Technical Cperatin Prgramme. Althugh mre than 50% f the activities are safety related, TCB prvides assistance ver the full spectrum f aviatin activities. Furthermre, States were prvided with statistics n TCB s activities ver the past three years including the number f experts recruited at bth natinal and internatinal levels (apprximately 3,000), the number f trainees handled and the wrth f gds and services prcured (apprx. 251,5 M USD). States were encuraged t apprach ICAO fr the ptential needs fr assistance. 8.2 EASA presented its technical cperatin activities that cmprise the fllwing three dmains: Agreements and external representatin, Technical Cperatin Prgrammes and Technical Training and ECQB (Eurpean Central Questins Bank). Within the Technical Cperatin dmain, the meeting was briefed n EASA cperatin prjects in Africa. 8.3 With regards t training, the meeting was infrmed f the availability f mre than 120 ICAO- recgnized training packages linked t all strategic bjectives. The ICAO Glbal Aviatin Training Catalgue, available in the ICAO public website, lists available ICAO recgnized curses which can be delivered in AFI States thrugh ICAO s Glbal Aviatin Training (GAT) Office r thrugh the netwrk f TRAINAIR PLUS Members. 9. Agenda Item 9: Sustainability f RSOOs/RAIOs 9.1 The meeting discussed the challenges facing RSOOs/RAIOs in the AFI Regin in terms f financial sustainability and effectiveness / efficiency. Specifically, challenges psed by lack f delegatin f functins by State CAAs t these rganizatins, their small sizes and absence f ecnmies f scale, multiple memberships and verlapping functins, were highlighted. 9.2 The recmmendatin f the AFI Plan Steering Cmmittee that an RSOO meeting be held in the regin t address the abve issues was recalled and received supprt. 9.3 The meeting was infrmed, in this regard, f the upcming ICAO/EASA RSOO/RAIO Cnference t be held frm 22 t 24 March 2017 in Swaziland. Issues t be discussed by the cnference wuld include updates n ICAO activities and plicies related t RSOOs, current status f RSOOs, benefits and challenges f/fr RSOOs, practical ptins fr funding and sustainability as well as relatinships between RSOOs and their Member States. 9.3 The meeting urged States t utilize their RSOOs and apprpriately delegate certain functins t these rganizatins, in line with the Abuja Declaratin and Targets fr Aviatin Safety in Africa. AFI States and RSOOs were encuraged t prepare and effectively participate in the said ICAO/EASA RSOO Cnference. 10

11 10 Pririty Implementatin Actin Plan and Fllw-Up Mechanism 10.1 Fllwing its deliberatins, which invlved breakut sessins f Wrking Grups, the meeting adpted a Pririty Implementatin Actin Plan and designated Champin Directrs-General f Civil Aviatin t facilitate mnitring and fllw up, fr effective implementatin f pririty activities identified under each ICAO Strategic Objective, as prvided in Appendix A t this Reprt. In this spirit, the Chairpersn f the DGC/6 meeting, DG f Cng, will lend supprt t and crdinate with the Champin DGs up t the time f the next meeting. 11. Agenda Item 10: Any ther business 11.1 The meeting received a presentatin n a Ggle Ln Prject which is intended t facilitate internet access in remte areas and welcmed the initiative. Safety aspects f the prject were discussed and clarificatins prvided t participants. VII. Date and Venue f the Next DGCA Meeting The meeting nted with appreciatin the ffers by Niger and Kenya t hst the next DGCA Meeting (AFI-DGCA/7), and cnsidered this mve as quite encuraging given the difficulties encuntered in the past with respect t States ffering t hst such meetings. Since DGCA meetings are held n a rtatinal basis within the areas f accreditatin f the ICAO Reginal Offices, the meeting agreed that DGCA/7 be held in Kenya as first chice; and thanked Niger fr the ffer, which will be cnsidered fr future events. The dates fr the AFI DGCA/7 meeting will be determined by the Secretary in cnsultatin with the Chairpersn f the meeting. Dne in Brazzaville, Cng n 4 Nvember
