INTRODUCTION 1.1 During the Middle East Aviatin Safety Summit back in January 2008, held in Abu Dhabi, the Middle East Aviatin Safety Radmap (MEASRM) was established and designed t supprt the implementatin f the ICAO Safety Strategic Objective. 1.2 A Tp Level Safety Team (TLST) was established t implement the recmmendatins f the Glbal Aviatin Safety Radmap (GASR) drawn up by the Internatinal Safety Strategy Grup (ISSG). 1.3 Since then and until tday, the TLST had several meetings and frmed sme Wrking Grups t assist in achieving its main Gals and Objectives (The MEASRM Business Plan Dcument is attached t this wrking paper as Appendix A)

2 DGCA-MID/1-WP/ The TLST has achieved significant prgress by prducing a MID Reginal Radmap Assessment Plan with Recmmended / Priritized Actins, and has identified Safety Risk mitigatin factrs. Presently it is in the prcess t launch an educatinal awareness raising wrkshp and has started t prduce guidance and circular material. 1.5 The TLST will cmmunicate its findings and utcmes t the ICAO Reginal Safety Grup (RASG-MID) nce established. 2. DISCUSSION 2.1 Althugh, nly few States and Supprting Organizatins had signed the Abu Dhabi Reslutin (Attached t this wrking paper as Appendix B) but many have sent qualified persnnel frm their Organizatins t jin the wrk f the TLST. 2.2 The scpe f the activities f the TLST started in the Gulf States regin, but bas recently being increased t include all the Middle East States, based n the mdel achieved. Therefre the wrk lad increased which necessitate fr prper secretarial and technical administratin supprt. 2.3 Since the establishment f the MEASRM until tday, the UAE GCAA was the main surce f resurces fr the success f the TLST and believes that in rder t guarantee efficiency, all beneficial stakehlders shuld share the expenses f running the MEASRM. 3. ACTION BY THE MEETING 3.1 The meeting is invited t nte the activities and achievements f the MEASRM in Business Plan Dcument (Attached t this wrking paper as Appendix A). 3.2 Fr all the Middle East States and the Supprting Organizatin t sign the Abu Dhabi Reslutin (Attached t this wrking paper as Appendix B). 3.3 Fr all the Middle East States and the Supprting Organizatin t be mre cmmitted t the wrk f the TLST by participating and attending all the TLST meetings and by sharing all safety data needed by the TLST. 3.4 Fr all the Middle East States and the Supprting Organizatin t be cmmitted by prviding as per the MEASRM Business Plan, adequate funds t ensure effective supprt fr the TLST wrk

5 Executive Summary The air transprt industry plays a majr rle in the wrld ecnmic activity and remains ne f the fastest grwing sectrs f the wrld ecnmy. One f the key elements t maintaining the vitality f civil aviatin is t ensure safe, secure, efficient and envirnmentally sustainable cnditins at the glbal, reginal and natinal levels. ICAO s effrts at addressing the needs f the air transprt industry and internatinal civil aviatin as described abve, are aimed at the crdinatin f the glbal planning prcesses. The Glbal Aviatin Safety Plan serves as a strategic dcument, prviding the planning methdlgy that will lead t glbal harmnizatin in the area f safety. The Glbal Aviatin Safety Plan fllws an apprach and philsphy similar t that f the Glbal Air Navigatin Plan (Dc 9750). Bth were develped with the clse crdinatin and participatin f industry and bth prvide a cmmn framewrk t ensure that reginal, sub-reginal, natinal and individual initiatives are crdinated t deliver a harmnized, safe and efficient internatinal civil aviatin system. The Middle East Aviatin Safety Radmap was established and designed t supprt the implementatin f the ICAO Safety Strategic Objective and ther safety bjectives that might be established. The Middle East Aviatin Safety Radmap Targets are: 1. Reduce the number f fatal accidents and fatalities in the Middle East Regin irrespective f the vlume f air traffic. 2. Achieve a significant decrease in accident rates, particularly in the Middle East Regin. The Middle East Aviatin Safety Radmap established a Tp Level Safety Team cmprmised f industry and gvernment stakehlders frm acrss the Middle East Regin, with the main Gals and Objectives: Defines specific best r preferred practices which enable the industry and States t address and crrect the deficiencies utlined by the identified fcus areas. Prvide a cmmn frame f reference fr all stakehlders. Crdinate and guide safety plicies and initiatives t reduce the accident risk fr cmmercial aviatin. Encurage clse industry and gvernment cperatin n cmmn safety bjectives Develp a Middle East Safety Actin Plan. Cntinuusly mnitr implementatin f the Safety Actin Plan. 7 Histry/ Achievements January 2008 The Safety Summit tk place in Abu Dhabi: The Middle East Aviatin Safety Radmap (MEASRM) in was established, during the Safety Summit, The frmulatin f ME Tp Level Safety Team (TLST) was ne f the Abu Dhabi reslutins f the MEASRM, HE Mr. Saif Al Suwaidi (GCAA Directr General) elected t be the Chairmen f the MEASRM. 12 Nvember 2008 The First Tp Level Safety Team (TLST/1) meeting tk place in Abu-Dhabi, headed by a Secretary General. 27 July 2009 The Chairmen f the MEASRM nminated a new Secretary General. 14 January 2010 The Secnd TLST/2 meeting tk place in Dubai: A new Secretary General was nminated, The frmulatin f the Wrking Grup Fcal Members was established, The TLST wrk started with the Gulf States and will be expanded later t include the rest MID States, The frequency f the TLST meetings increased t fur meetings per year, The MEASRM Web site was launched, 25 May 2010 The Third TLST/3 meeting tk place in Bahrain: A Draft Reginal Radmap Assessment Plan was established, Safety sharing wrking grups initiated, Presentatin n Gap Analysis n the ICAO Audits f the Gulf States delivered. 14 Octber 2010 The furth TLST/4 meeting tk place in Dha: The activities f the TLST has been extended t all the 15 Middle East States, The frmulatin f a jint Wrking Grup frm the CAAs and the Airlines t cperatively develp and implement a pririties safety agenda n the indentified CAST risk factrs, The implementatin f the MID Reginal Radmap Assessment Plan has been adpted.
