2 U: ith shifting commercial timberland ownership, the advancement of feepermit systems has gained in popularity Private lands that were once accessible for free (eg, walk in access) have shifted to a pay-to-play model he largest commercial timberland owner in the state, eyerhaeuser ompany, has now developed an extensive recreational permit system, maintaining access for hunters but with a multitude of restrictions including the total number of permits available dditional federal lands, known as regon and alifornia ailroad evested Lands (& Lands), are subject to unique restrictions which can limit public access in areas designated for forestry/industrial use In, the enasha orest Products orporation lands were sold and split into several small ownerships managed by orest Investment ssociates (I) urrently this area is open to all recreational activities (in line with fire restriction compliances) year-round, but I is considering a fee-permit system for their lands around oos ountain in oos ounty, regon his area is within a checkboard of ownership, primarily with the ureau of Land anagement (L) owever these private timberland ownerships, under the & Lands system, have the right to restrict access to the majority of L sections within this proposed access area If we are unable to work out an access agreement that restricts vehicular traffic on non-arterial roads, I has proposed installing gates at critical access points, and ultimately restricting public access due to road maintenance and garbage problems associated with open access If this ccess rea is not developed, it is likely that access within this area will be restricted (eg, fee-access) or non-existent in coming years e see this as an opportunity to partner with several private timber companies to maintain access to forested lands and begin a new ccess rea model for the outhwest portion of regon urrently there are only two & access projects in the outhwest portion of the state (ew iver ccess rea (Langlois) and Jackson ooperative ravel anagement rea (edford)) and it is important to ensure we are serving our outhwest constituents to the best of our abilities ecreational access is a priority for our agency and this project would benefit that objective moving forward ithin the proposed he & Lands system mandates that timberlands are managed for permanent forest production; protection of watersheds and regulation of stream flow; contribution toward the economic stability of local communities and timber industry; creation of recreational facilities; and provisions for reimbursing the & counties the loss of tax revenues from the & lands

3 oos ountain ccess rea, arnes and ssociates, Inc budgets $, each year to maintain I jurisdiction roads and infrastructure here are no plans for active logging by I (presently or within the next three years) in the area, and landowner pplicants are incurring a substantial cost for road maintenance within the proposed public access area o help offset the expense of public access, pplicants request an access payment of $, per year from & (% of the annual road budget) In addition to access payments, the proposal would limit motorized access to arterial roads, while permitting additional walk-in access on secondary roads n enhanced patrol would enforce area-use restrictions within the oos ountain ccess rea for landowner pplicant and ooperator lands ($, per year from &) P & I: hese properties have not been managed through any prior access agreement, and a fee-access system may be considered if an access agreement solution is not implemented ccess areas have been developed across the state in order to create innovative, long-term solutions to provide access for public and private lands within checkboard land ownerships y partnering with private timber companies and federal agencies to maintain cooperative access, access agreements foster positive relationships between state, federal, and private parties, while supporting recreational opportunities for members of the public PJ JIV: a hat are the objectives of the proposed project? Provide quality recreational opportunities (hunting, fishing and wildlife viewing) by maintaining access to commercial and federal timberlands under an access agreement; Improve wildlife protection and increase fish and wildlife habitat effectiveness by reducing soil erosion, road maintenance, vehicle noise, vandalism, forest fires, theft, and illegal dumping; Provide educational materials related to recreation and local access partnerships b ow will the project benefit wildlife habitat? lear habitat benefits include: reduction of spread of noxious and invasive plant species and minimization of physical and acoustic disturbance to wildlife, which will likely decrease physiological expenditures of wildlife during the fall and winter months ther related benefits include focusing losed roads will still require some maintenance even though there is no motorized access lides, windfall trees, road brushing, etc will still need to be taken care of to keep the roads open to walk-in access
