Welcome KM welcomed all members to the meeting and advised of meeting apologises.
2 2. Action list from meeting #9 2.1 Action: KM to table a community engagement action plan for the first quarter of 2016 at the next CLG meeting for feedback. Completed: KM tabled a community engagement action plan for the first quarter of 2016 with the most up to date information. The plan was distributed to members for feedback via phone call or to KM. Action: Send community engagement action plan out electronically to members for feedback Action: KM to circulate the draft to all members for comment prior to sending to APA Gas as soon as possible. We received feedback from the GF. JE would like to add more information about workers behaviour and being sensitive to the surrounding neighbours. Action: KM to add feedback from JE and send to APA Gas Action: KM to provide traffic changes information at Grange Road to TR for school newsletter KM informed no works on project would have affected the school traffic due to school holidays. If anything occurs KM will inform TR. Action: Completed Action: KM to provide feedback to CLG members on the first traffic management group meeting (TMMG). Completed: KM informed the members about the first TMMG that occurred in December The representatives at the meeting involved SAPOL, South Australian Road Transport Association (SARTA), City of Charles Sturt, DPTI and the T2T Alliance. The group makeup will be extended to all Emergency Services providers. The group discussed hot spots for SAPOL and a focused around trucks and B- Double use of roads within the project. If there are any further traffic concerns from CLG members, they can be added to the TMMG meeting agenda Action: KM will follow up with the Safety Manager to make sure there is a process in place to monitor the provision of safe pedestrian and cycle access through the construction works.
3 Completed: CT explained that any infrastructure the T2T Alliance puts in place, whether it s permanent or temporary, has to adhere to a strict safety audit and ensure the Safety Representative has approved. The Safety Team regularly checks the infrastructure in the project area to ensure it is safe and accessible to use. 3. Project update: 3.1 Summary of Community Engagement Activities for December 2015 and January KM outlined what community engagement activities have occurred over December and January. KM highlighted the amount of s and phone calls the project team has received over the last two months. Letter drops - Work notices December night works: median modifications, asphalting and line marking, water main isolation works, water main isolation works, service depthing, mini service diversion, temporary changes to road closures on Cedar Avenue and William Street and temporary closure of Cator Street 7 - Interruption to water supply (Service Authority works) 2 - Temporary road closures: Dartmouth and Bedford Street Services relocations and sewer main works in Grange Road near South Rd Partial closure of the Port Road car park, east of Queen St, Croydon Temporary site compound establishment Service relocation works in Gawler Avenue, West Hindmarsh Pedestrian access temporarily closed from Harriet Street to South Road Service depthing on Saturday 19 December, 2015 William Street compound: service depthing Sewer main works on South Road Flyer concept design showing the grade separation of South Road and Torrens Road to over 1,100 properties Upcoming works in January 2016 to over 1,800 properties Flyer to businesses of Queen Street, Manton Street, Grange Road, South Road encouraging them to provide business logos and website links for Support Local Businesses web page January 2016

(January- February 2016) Installation of the noise wall footings and posts from Hindmarsh Ave to Cedar Ave (January mid 2016) Stormwater works from Gawler Avenue to Grange Road. (January 2016) Earthworks to cut to subgrade Bond Street to Port Road (ongoing) Service relocation works 66KVA, Water main, gas, sewer (ongoing) Earthworks between Port Road and Robert Street for Northbound carriageway (ongoing) Earthworks for Southbound tie in ramp (ongoing) Piling Works Grange Road, South Road pump station (January February 2016) Removal of stockpiles (ongoing) Site clearance and box out of the northern carriage way (ongoing) CT advised the T2T Alliance is currently looking into when we can execute the next rail occupation works. There is a lot of work we can do without disrupting the trains. The next weekend occupation is likely to occur in April More information will be provided to the local community and commuters when the dates are locked in, hopefully by the next CLG meeting in February 2016.
6 4.1 Traffic signage messages Community Liaison Group KM informed members this was an issue Murray Forbes (MF) from City Mazda wished to raise regarding the wording of the Variable Message Signboards (VMS) located on Port Road whilst the January works were undergoing. He was concerned that the message boards encouraged motorists to use alternative routes to avoid the area throughout these works, which sent a wrong message to people wanting to access businesses on Port Road KM informed the members the message on the VMS boards was changed, once the weekend works at both Port Road and South Road has been completed and MF advised of this action. Members were also made aware that static Business as Usual signage were in place along Port Road. CA raised concerns about the works happening on Port Road on particular Sunday 17 January Port Road was down to one lane and the left lane was completely shut with four traffic management vehicles in the lane just talking and appearing not to be doing anything. CT advised he wasn t aware of exactly what transpired on that night but he would investigate and advise members at the next meeting. Action: CT to find out what the traffic management arrangements were for that weekend and advise at the next meeting. 4.2 Access to and egress from the lowered road including engagement opportunities with the community AR advised he was initially concerned about the lack of community engagement that occurred around the Torrens Road to Pym Street scope extension the local community being able to access the lowered motorway. LR explained the current engineering constraints the project has, noting that ramps will be provided to and from Port Rd to the motorway. LR referred to the Austroads guidelines and said if there are ramps at every arterial intersection on the North South Corridor; it would cause additional congestion in the motorway, interchanges have been considered at strategic locations along the corridor. LR explained it is expected there will be less traffic on the arterial surface roads. 4.3 U turn capacity at Torrens Road LR explained the U-turn facilities at Torrens Road will look very similar to the intersection of Grange Road once the project is completed. LR informed members the project team is still looking into opportunities at Ellen Street turning onto Torrens Road. There currently are safety concerns at this location. LR will report
7 back when more around Ellen Street/ Torrens Road has been completed and suggested that at the next meeting the project extension is added as an item for discussion. Action: Add the Torrens Road to Pym Street scope extension as an agenda item to the next meeting. 4.4 Round Table Any other business GP enquired what the outcome was from the council speed limit review of the Hindmarsh area. SM advised Council had a great outcome from the survey and those who participated in the survey and those in the local area will receive a consultation outcomes package in the mail within the next month or two. SM explained that further investigation will be occurring around the installation of traffic cushions. GF advised residents would like a more detailed elevation cross section of the rail overpass embankment and landscaping plan on Day Terrace and Euston Terrace. Action: KM to organise these plans before the March Community Information Day. GF raised the amount of dust currently on and around his street. KM explained we have a dust monitor set up near his street; GF would like the results of the dust monitor. Action: Send GF dust monitor results for Day Terrace. GF raised the issue of heavy vehicles using Day Terrace at night time. Discussion occurred around what roads trucks are allowed to use in the local area with CT advising the Alliance has a dedicated truck movement plan which all project vehicles are required to follow. CLG members asked to see this truck movement plan. CT asked if it would be worthwhile having this put onto the project website to which members agreed. Action: Organise for truck movement plan to be uploaded onto the website. AR would like to know what the traffic modelling results for the time travelled on the surface roads, compared to the time travelled in the lowered motorway would be. Action: LR to find out what the time difference would be on surface roads to the lowered motorway and advise at the next meeting.
8 AH discussed what the outcome of the Jervois Street retention basin was. LR informed it will be an open space area. AH expressed concerns about the state of the footpaths near the site entrances into the project area and in particular, Grange Road site entrances. With ongoing works in the area, deterioration of footpaths which have been temporarily reinstated could become a safety hazard. Action: KM will follow up with the Alliance Safety Manager, to ensure that all footpaths where works have taken place are well maintained for safe community use. IK raised concerns about the damage to local streets, kerbs and roundabouts. LR confirmed that the project had repaired some of the infrastructure for which the project was responsible, but highlighted that not all local infrastructure damage was of a result of the project.. Discussion occurred around the maintenance and upgrading of Council roads. SM explained most of the roads in the project area are overdue to be repaired and will be fixed once the project is finished. Members asked if they could get a list of what roads and when the roads are going to be repaired. Action: SM to organise a letter to residents regarding Council s asset maintenance plans. IK raised concerns about mud on the roads from the site compound and side streets. LR confirmed street sweepers are regularly servicing the area. GG raised concerns about visibility when exiting Queen Street Port Road median to travel west on Port Road Action: KM to consult with the traffic management team to see if removal of further gawk screens on the traffic barriers would improve visibility AC asked whether roads that will be permanently closed in the final design can they be closed from now to get people use to the roads that will be closed in the future. LR explained this is not currently possible in all locations due to works being undertaken in the area, some local roads are required to remain open for local access. TML raised concerns about water pressure at his property. LR advised that SA Water has scheduled for some line relay works to be undertaken in some local side street in the next month or two and this would improve water pressure. 6. Next meeting KM confirmed everyone the next meeting will be held on Thursday 25 February 2016 at 6pm. The meeting will be held in the community room at site.
