1 WELCOME The London Fire Brigade (LFB) and partners U+I are working together to develop proposals for 8 Albert Embankment. Thank you to everyone who visited our previous public exhibition and provided feedback on our proposals so far. This third public exhibition presents more detailed plans and sets out the recent changes we have made to the proposals to incorporate comments received at previous consultation events and following discussions with Lambeth Council and the Greater London Authority (GLA). EAST SITE CENTRAL SITE WHITGIFT STREET LAMBETH HIGH STREET LAMBETH BRIDGE OLD PARADISE GARDENS LAMBETH ROAD NEWPORT STREET OLD PARADISE STREET The proposals for 8 Albert Embankment consist of three sites between the River Thames and Newport Street.
2 A SUMMARY OF THE PROPOSALS Our vision is to create a vibrant place that benefits the wider community. The proposals will: Deliver a new, modern fire station serving local residents, Lambeth and wider London. Provide a permanent home for the London Fire Brigade Museum, offering dedicated educational programmes for local residents, schools and others from across London on fire safety and other historic events. Deliver over 400 new homes, including 30% affordable homes. Key Fire station Museum Hotel Office Residential Rooftop restaurant Provide places for people to work, creating over 1,200 new jobs and 700 during construction, including local apprenticeships. Enhance the area s emerging cultural cluster by providing spaces for start-ups and creatives. Provide a mix of workshops, cafés and restaurants. Create accessible public spaces for all to enjoy. Enliven Lambeth High Street for the first time in many years. Deliver a hotel, with a rooftop restaurant open to everyone. Preserve and enhance the heritage of the site by sensitively restoring the Grade II listed 8 Albert Embankment along with its drill tower. An aerial view of the proposals for 8 Albert Embankment.
3 IMPROVEMENTS TO THE PROPOSALS We have made a number of refinements to the proposals, including: 1 Increasing the number of affordable homes to 30%. This will be achieved by increasing the height of the Central Square Building and the Eastern Garden Building by five storeys each, and the Newport Street Building by four storeys. The tallest building is still 10m below guidelines set out by Lambeth Council and the GLA Opportunity Area Planning Framework for Albert Embankment, which suggests a height of around 90m for tall buildings. Central Square Building On top of this, we will deliver a new 15m fire station and museum at no cost to the taxpayer. 2 More public realm. The amount of public spaces is now the equivalent of over 6½ tennis courts. 3 Separation of pedestrian and vehicular routes through the site to create a safer and more pleasant public realm. 4 Softer colour palate to the building façades, complementing the listed buildings and reflecting the site's heritage. 5 Making the scheme greener. We are providing over 1,100 cycle spaces across the site. The office building is car-free and, with the exception of disabled spaces, the residential spaces are strictly for electric vehicles only. 4 DELIVERING NEW HOMES You asked us to deliver more affordable homes... I would like to see genuinely affordable housing, including social housing as part of the development. It s important to have more affordable housing not just high valued apartments. We will deliver a genuinely mixed community. By increasing the height of the residential buildings we now propose to deliver over 400 new homes, 30% of which will be affordable. These affordable homes will be indistinguishable from the market homes, and will be located across the site. The scheme would also provide a mix of one, two and three bedroom homes for a variety of people. We will provide fully accessible homes, which are suitable for the elderly and disabled. Our plans include homes for families and spaces for children to play. There will be 44 disabled car parking spaces provided for residential occupants, 34 regular spaces for use by electric or ultra-low emission vehicles only and over 1,100 cycle bays for residents, workers and visitors. 5 A NEW MODERN FIRE STATION We will deliver a new modern fire station for Lambeth and London. It's good that you're upgrading the current fire station. The existing fire station is outdated and we need to build a modern fire station which will: Provide the space the fire brigade needs to mobilise new, larger and faster fire engines. Make the fire station more publically-accessible and provide a new community room. Deliver new accommodation to improve the working conditions for our firefighters. Protect the heritage building, providing four refurbished fire engine bays and repairing the original drill tower so it can be used as an up to date training facility. London Fire Brigade works every day to make London a safer city and our fire stations are a vital part of that. This development means we can modernise Lambeth Fire Station, which is in a strategically important location for us, and dramatically improve the facilities for firefighters serving there. 6 A MODERN AND PURPOSE BUILT LONDON FIRE BRIGADE MUSEUM We will create a modern and purpose built London Fire Brigade Museum. I really like that you will be reinstating the fire museum at Albert Embankment. The museum and educational centre will: Deliver an extensive community engagement programme, which will reach thousands of people. Provide dedicated educational programmes for local residents and schools across London around fire safety and historic events. Offer visitors a rare opportunity to see a fully operational fire station, alongside historic fire engines and other exhibits. Ensure the Brigade s memorial hall will form part of the new museum. It is recognised by Historic England for its national significance. Over 35,000 people visited the temporary museum at The Workshop. The London Fire Brigade Museum was previously housed in a building not fit for purpose. In its last year of operation, over 2,300 school children were turned away. 7 ENLIVENING LAMBETH HIGH STREET You said you were excited to see new open spaces The arrival of public space and retail is a very exciting prospect for an area that otherwise has a great dearth in this respect. The proposals reimagine Lambeth High Street as a place to live, work, eat, stay and visit. There will be a mix of shops, restaurants and cafés, attracting new visitors to the high street and boosting the local economy, as well as providing much needed amenities for local people. These will be located around the new landscaped public realm. We have made significant improvements to these public spaces since the last exhibition, creating a more open Central Square and pedestrian route through the Central Garden. 8 SUPPORTING NEW JOBS You were excited to see more jobs coming to the Borough These are great plans and will increase the number of jobs in the area. I would encourage a commitment to creativity in the area, but ensure rental spaces are affordable. We will support 1,200 new jobs and provide 700 jobs during construction, including local apprenticeships. Flexible co-working and creative spaces We will deliver flexible and modern employment spaces, with co-working facilities for smaller businesses and start-ups, as well as spaces for creatives. New office spaces Our proposals will create over 100,000 sq ft of new office space to suit a range of companies from small/medium enterprises (SMEs) to larger corporates. The offices will be car-free and will provide 200 cycle spaces with shower and changing facilities. 9 PRESERVING AND ENHANCING THE HERITAGE OF THE SITE You asked us to preserve the unique heritage of the site We are glad to know that the main river-front building is being retained. Constructed in 1937, the Grade II listed building was originally the headquarters of the London Fire Brigade. Our design approach aims to retain as much of the original footprint and volume of 8 Albert Embankment as possible. Where alterations are necessary the proposals replicate original architectural features. The original appearance of the front elevation will be maintained, with all fenestration, detailing and doors repaired and retained or replaced on a like-for-like basis. The flagpole of the watchtower will be re-instated as the pinnacle centrepiece marking the building as a known landmark and its association with the London Fire Brigade. The building will now include a new modern fire station and museum, homes, a hotel and rooftop restaurant. The museum will include the memorial hall, which commemorates firefighters who lost their lives. The new rooftop restaurant located in the watchtower used by firefighters during the Blitz will offer stunning views across London and will be open to everyone. 10 BEING A CONSIDERATE NEIGHBOUR Servicing, deliveries and parking Servicing and deliveries will take place at street level, with vehicles required to abide by a new route around the central part of the site to avoid traffic on neighbouring streets. We are providing underground car parking for residents to reduce impacts on the local road network. We are also providing car parking for the firefighters and disabled spaces for visitors within the development. Minimising the impact of construction We are committed to ensuring that disruption to local residents and businesses is minimised during construction. A detailed construction management plan will be submitted as part of this application and will be available on Lambeth's website. It will detail a number of factors including the hours of operation, and the timing of deliveries to avoid peak times, the control and monitoring of noise, dust and air quality.
