SIGNAGE ON THE BALLYOGAN ROAD TO THE NATIONAL DRIVING LICENCE SERVICE To ask the Chief Executive to consider signage from Exits 13 & 14 of the M50 & LUAS/ Bus stops directing users of the National Driving Licence Service to its location? 3. ADDITIONAL RAMP ON GLENCAIRN RISE To ask the Chief Executive to revisit the issue of an additional ramp on Glencairn Rise. Apparently the Council made a commitment to do so, some years ago? 4. TRAFFIC CALMING FOR THE PARK, CABINTEELY To ask the Chief Executive whether she has any traffic calming plans for The Park, Cabinteely, and if she does to confirm whether any such plans provide for the installation of ramps, and if so, to identify where in the estate she proposes to install said ramps? 5. TRAFFIC ASSESSMENT IN KNOCKNASHEE To ask the Chief Executive to carry out a traffic assessment in the Knocknashee residential area to find a solution to the ongoing traffic problems that are causing distress to residents: (a) Speed and volume of traffic on the part of Knocknashee residential area that links Drummartin Road to Kilmacud Road. (b) Speed of traffic from Kilmacud Rd side of Knocknashee to Goatstown Rd where motorists are taking short cuts through the residential area? 6. DUNDRUM ROAD/MILLTOWN BRIDGE To ask the Chief Executive what short, medium and longterm solutions can be found for the ongoing dangerous situations at the Dundrum Rd and Milltown Bridge junction? 7. DOUBLE YELLOW LINES ON BENDS AT ENTRANCE TO TANEY CRESCENT FROM MOUNT CARMEL ROAD To ask the Chief Executive to provide double yellow lines on both bends at the entrance to Taney Crescent from Mount Carmel Road? 8. REDUCTION OF SPEED LIMIT AT MARLEY GRANGE ESTATE To ask the Chief Executive to reduce the speed limit at Marley Grange estate from 50 km to 30 km? 9. DOUBLE YELLOW LINES AT ENTRANCE TO ROSEMOUNT PARK FROM ROSEMOUNT ESTATE To ask the Chief Executive to provide double yellow lines at the entrance to Rosemount Park from Rosemount estate? 10. LAND LYING FALLOW AT TIG MO CHROI, GLENAMUCK ROAD 2

3 To ask the Chief Executive what her intentions are for the following land that is lying fallow at the following location and what is her proposal for the Council s use of this land, bearing in mind the present housing crisis Acres at Tig mo Chroi, Glenamuck Road? 11. REPORT ON REDUCTION OF SPEED LIMIT IN MARLEY GRANGE ESTATE. To ask the Chief Executive to provide an update report on progress made to date in respect of the written submission to the Council made by Marley Grange Resident s Association dated 2nd November, 2014 concerning its request for a speed limit reduction to be implemented in their estate (even if on a pilot basis) with said update report to include, if possible, the projected time frame that it will take for the matter to be considered and/or acted upon? 12. CONTINUATION OF WHITE LINE ON SANDYFORD ROAD PAST EXIT OF ARDGLAS ESTATE To ask the Chief Executive that the white line on the Sandyford Road, Dundrum, be continued past the exit of the Ardglass estate? There is currently a broken white line on the Sandyford Road, from the pedestrian crossing at Balally Drive to the junction with Wickham Way. This means that traffic heading towards that junction, with the intention of turning right at the traffic lights, especially at peak traffic times are unfortunately inclined to overtake on the wrong side of the road and often do so at speed to avoid traffic moving in the opposite direction. This presents a very real risk to those exiting Ardglass heading south on the Sandyford Road. This serious concern can be addressed by changing the road marking to a continuous white line, ending at the exit from their estate. 13. PEDESTRIAN CROSSING AT BALLINTEER COMMUNITY SCHOOL ON BROADFORD ROAD To ask the Chief Executive to please consider installing a pedestrian crossing at Ballinteer Community School, in the interest of safety? 14. ROAD MARKINGS ON BALLYOGAN ROAD (AFTER EXITING KILGOBBIN ROAD) To ask the Chief Executive to put a road marking on the Ballyogan Road (after exiting Kilgobbin Road) to encourage traffic to the correct side of the road for a left or right turnoff and help prevent unnecessary traffic congestion? 15. 'DEER CROSSING' SIGNS ON BALLYCORUS ROAD To ask the Chief Executive to please erect Deer Crossing signs on Ballycorus Road between Minehill and the site under construction? 16. ROAD SAFETY ON GLENAMUCK ROAD (NEAR OLD GOLDEN BALL PUB) To ask the Chief Executive to make the road safer (where the bend is located near the old Golden Ball pub) at the top of Glenamuck Road? 17. IMPROVED ROAD ACCESS TO THE CARRICKMINES RETAIL PARK To ask the Chief Executive what plans are there for improving road access to the Carrickmines retail park and when will this happen? 3

4 18. PEDESTRIAN CROSSING ON BALLYOGAN ROAD To ask the Chief Executive what plans are there for a pedestrian crossing on the Ballyogan Road at the new Gael Scoil Shliabh Rua? 19. PEDESTRIAN CROSSING FROM BALLYOGAN WOOD LUAS STOP TO THE PARK, CARRICKMINES To ask the Chief Executive to put in a pedestrian crossing at the Luas Stop 'Ballyogan Wood' to make access safer to The Park, Carrickmines? 20. ADDITIONAL DOUBLE YELLOW LINES IN CAIRNFORT ESTATE To ask the Chief Executive to place double yellow lines at the corners of the first junction in Cairnfort estate. There are double yellow lines at the top but not at the bottom, as a result the cars parked at the bottom are now causing a blind spot and a danger to cars turning? 21. REVIEW OF TRAFFIC LIGHT SEQUENCE AT JUNCTION OF BLACKTHORN DRIVE AND THE DRUMMARTIN LINK ROAD To ask the Chief Executive to review the traffic lights sequence, particularly during off peak hours, at the junction of Blackthorn Drive and the Drummartin Link Road (The Beacon Hospital)? 22. YELLOW BOX OUTSIDE FERNLEIGH ESTATE ON THE KILGOBBIN ROAD To ask the Chief Executive to have a Yellow Box placed outside the Fernleigh Estate on the Kilgobbin Road? 23. DEFERRED AND DELAYED WORKS FROM 2014 AND ROAD SAFETY AUDITS To ask the Chief Executive, in the administrative area of this Committee how many minor works were deferred from 2014, how many works are delayed due to disputes over ownership, and are there any road safety audits? 24. REQUEST FOR BUS SHELTER IN BELARMINE That this Committee writes to Dublin Bus to ask them to install a bus shelter at the bus terminus in Belarmine 29. PARKING PLAN FOR PATRICK DOYLE ROAD That this Committee, in the interest of safety provide a plan for Patrick Doyle Road as there is a problem with cars parking from Classon Bridge up to the childrens playground and it is very difficult for traffic to enter or exit this area 30. REQUEST FOR INSPECTION OF LOCATION MAPS ON LUAS LINES That this Committee writes to the operators of LUAS to have the location maps on each platform inspected to ensure that they are more intuitive and easier to read. At present the streets and roads visible on some maps are not the streets directly in front of the viewer. They are in fact the streets and roads behind the viewer, thus causing confusion for a visitor new to the area 5

Flooding Acorn Drive WATER SERVICES BUSINESS CEISTEANNA / QUESTIONS To ask the Chief Executive what can be done to alleviate the continual flooding of Acorn Drive/Acorn Rd, Dundrum during adverse weather conditions. Additional drainage has been previously installed but is failing to adequately address the issue. Are there any previous reports available relating to the initial installation of the additional drainage? 32. DRAIN REPAIR To ask the Chief Executive to examine and repair the drain at the N11/ Trees Rd Lower/ Greygates junction that floods every time there is heavy rainfall. This problem is creating a safety hazard for cyclists, pedestrians and motorists? 33. RIVER SLANG To ask the Chief Executive to arrange for a cleaning of the River Slang from the traffic lights on Ballinteer Road to Wyckham Bypass? 34. SEPTIC TANKS To ask the Chief Executive, what advice she can give regarding grant schemes for the replacement of private septic tanks within the administrative area of this committee? 35. MAINS SEWER CONNECTION To ask the Chief Executive to please advise residents of Jamestown Cottages how they should plan for their connection to the mains sewer in Cruagh Manor/Wingfield and what they need to do to avail of the group grant scheme? 36. LEAD PIPES To ask the Chief Executive for a full update on the current status of updating lead pipes on South Avenue? 37. FLOODING To ask the Chief Executive to investigate the flooding problem at the junction of South Avenue and Trees Road Lower? 38. Noise Levels RÚIN / MOTIONS That this Committee write to the owner of (address supplied) expressing grave concern at the noise levels, duration and unreasonably late finish of the party held there on November 1st, 2014 and taking into consideration the amount of residents (from DLRCC area and South Dublin CC area) distressed by this social function, ask that this type of event with noise levels of this volume never occurs again and that 6

7 the Committee write to South Dublin County Council requesting that they write to the owner of (address supplied) expressing grave concern at the noise levels, duration and unreasonably late finish of the party held there on November 1st, 2014 and taking into consideration the amount of residents (from DLRCC area and South Dublin CC area)distressed by this social function, ask that this type of event with noise levels of this volume never occurs again 40. Flooding That the Chief Executive would please note the amount of flooding (following heavy rainfall) on Springfield Lane that began following development in the immediate area and please take this into consideration when considering future planning permissions 41. Flooding To request the Chief Executive to report on what measures could have been taken to prevent the recent flooding on Nutgrove Ave and whether any steps can be taken to prevent a future re-occurrence. 7

COUNTY DEVELOPMENT PLAN To ask the Chief Executive to please clarify if the information on website is accurate, specifically, whether this proposal was adopted into the DLR County Development Plan and please state if discussions are on-going with Council Officials to ensure this facility can be delivered as stated on the website? 44. DERELICT SITE To ask the Chief Executive for an update on placing the former Esmonde Motor site, Stillorgan, on the Derelict Site Register? 45. 11 DDP/268/14 Jamestown Cottage It was proposed by Councillor T. Murphy and seconded by Councillor N. Richmond. That the Chief Executive has the Jamestown Cottages, Kiltiernan connected to the mains sewage pipes. The following Report was CIRCULATED: Responsibility for approving all new sewer connections rests with Irish Water. Applications should be made through the Local Authority and will be forwarded to Irish Water for their decision. Following approval for the connection(s) it will be the applicant s responsibility to lay the private sewer to the public sewer and to obtain a Road Opening Licence and pay all appropriate fees. The most economically advantageous method of construction for the residents would be by way of a single pipe serving all the houses and grant funding may be available from the Department of Environment, Community and Local Government. The DOECLG provide a Group Sewerage Scheme whereby a number of residents come together and arrange for the design and construction of a private Group Sewerage Scheme. Details of Group Sewerage Schemes can be obtained by contacting the DOECLG directly on (01) It might be prudent in the first instance to request a sewer connection from Irish Water before the Group Sewerage Scheme is progressed to design stage. Following a discussion the report was AGREED. DDP/271/14 DOUBLE YELLOW LINES ON BALLYOGAN ROAD Question: Councillor C. Curran To ask the Chief Executive to consider the implementation of double yellow lines on the bends at the entrance to Ballyogan Vale (photo attached). Vehicles are parking on both the bend and on the footpath representing a danger to wheelchair users, local children, motorists and pedestrians? Reply: Traffic Section will forward the request for Double Yellow Lines to the joint Traffic Section/Gardaí Traffic Advisory Group (TAG) for consideration. Document Pack Page 3

12 DDP/272/14 SOUND FROM TRAFFIC LIGHTS BELARMINE PLAZA Question: Councillor C. Curran To ask the Chief Executive to reduce the sound from the traffic lights or consider a zebra crossing at Belarmine Plaza after 8.00 pm as the sound tends to echo, affecting the comfort of residents Reply: Traffic Section will check the sound alert levels for the visually impaired at the pedestrian crossing beside the Belarmine Plaza, Belarmine Avenue. The sound alert levels will be lowered, if warranted to a workable level which should help to address any noise issues raised by local residents. DDP/273/14 DOUBLE YELLOW LINES IN BELFIELD DOWNS Question: Councillor P. Hand: To ask the Chief Executive why did the Council install double yellow lines outside, (address supplied), as residents living in this estate have had no problems with parking at the location? Reply: Double Yellow Lines were installed alongside the Hammer Head in Belfield Downs to facilitate vehicular access to an adjoining residential driveway and to provide turning space for road users. These Double Yellow Lines were approved by the joint Traffic Section/Gardaí Traffic Advisory Group (TAG). DDP/274/14 BUS SHELTER ON GRANGE ROAD Question: Councillor P. Hand: To ask the Chief Executive to request that Dublin Bus provide a bus shelter on Grange Road opposite Centra supermarket (Marlay Park)? Reply: Traffic and Road Safety Section will write to Dublin Bus to request that they consider the provision of a bus shelter on Grange Road, at Marlay Park. Reply: Traffic and Road Safety Section will write to Dublin Bus to request that they consider the provision of a bus shelter at Windy Arbour opposite Dundrum Business Park. DDP/276/14 PEDESTRIAN CROSSING GLENAMUCK ROAD NORTH Question: Councillor L. McCarthy: To ask the Chief Executive to please create safe pedestrian access for residents crossing from Glenamuck Road North across the Leopardstown RC Link Road? Reply: Traffic Section will include the assessment of the pedestrian link between Glenamuck Road North and the Leopardstown Racecourse Link Road as part of its 2015 programme of work. DDP/277/14 SAFETY AUDIT AT BANKSIDE COTTAGES / DUNDRUM ROAD / MILLTOWN BRIDGE ROAD Question: Councillor S. O Neill: To ask the Chief Executive to provide a safety audit at Bankside Cottages/Dundrum Road/Milltown Bridge Road junction, as there have been several accidents (one fatal), with the intention of replacing pedestrian barriers etc.? Reply: Traffic Section has reviewed the junction of Bankside Cottages / Dundrum Road / Milltown Bridge Road and proposes to install additional signage, traffic bollards and road markings to improve the safety at this junction. It should be noted that the Road Safety Authority (RSA) accident records for the years do not show any reported accidents or fatalities at this junction. DDP/278/14 NOISE POLLUTION FROM N11 EXPERIENCED BY CHERRYWOOD RESIDENTS Question: Councillor L. McCarthy: To ask the Chief Executive to please suggest what can be done to alleviate the noise pollution and overlooking of rear gardens by passing buses from the N11 for residents in Cherrywood? Reply: The quality bus corridor (QBC) bus route along the N11 is an integral part of the transport network in the County and is one of the most heavily used bus routes in Dublin. It would be the Document Pack Page 5

14 view of the Transportation Department that as there are no bus stops close to the row of houses on the N11, thus the overlooking is only by passing buses and not for a long period of time. It should furthermore be noted, houses are over 30m back from the bus lane. This distance is considered to be acceptable when considering closeness to passing traffic. In relation to noise, Year 1 of the Dublin Agglomeration 5-year Environmental Noise Action Plan made a commitment to identify from strategic noise maps where priority action is required at a local level. This was to be based on a ranking system using a ranking matrix to identify locations where noise mitigation measures are necessary, feasible and cost effective. However this process has not yet commenced. Left hand slip lanes at Lower Kilmacud Road Stillorgan Park Road should be cycle only, or a separate slip lane should be provided for cyclists 2. An alternative to the existing bus stop on Lower Kilmacud Road should be explored as it may cause conflict with cyclists 3. The kerb radii at St John of God s Hospital and Stillorgan Grove should be tightened and STOP line marking should be reviewed Document Pack Page 10

The vehicle slip lanes at the N11 Stillorgan Road Farmleigh Avenue junction should be removed, or separate slip lanes should be provided for cyclists 6. Reduce the lane widths to 3m so a better quality of service can be achieved for cyclists Summary of key issues raised (3of7) 7. The removal of the slip road from Stillorgan Park Road to the N11 Stillorgan Road will add to the already congested traffic lanes 8. Raised crossings are not user friendly for cyclists and disrupt surface water flow 9. 20 Summary of key issues raised (4of7) 11.A pedestrian bridge would provide a safer and less interfering solution than the proposed toucan crossing 12.The deflection of cycle tracks around bus stops should be reduced, and to facilitate this the bus stops should be moved further from the junctions 13.The proposed trees should be carefully chosen to ensure that leaves do not shed onto the carriageway Summary of key issues raised (5of7) 14.No consideration is given to the phasing of traffic lights on the N11; currently traffic is stopped at every second junction regardless of whether the speed limit is observed 15.Consider restriction of vehicles turning right from St Brigid s Church Road to Brewery Road Document Pack Page 12

21 Conclusions and Recommendations Revised layout at the bus stop outside Farmleigh Avenue to provide improved segregation between pedestrians and cyclists. Existing pedestrian crossing on St Brigid s Church Road to be upgraded to a Pelican crossing. A review of existing traffic management and parking layout on St Brigid s Church Road, with improvements to be included as part of this scheme. The Report was NOTED. The following issues and Responses were circulated to the meeting: Dundrum & District Bus Issues Nov /16A Bus Route Restoring limited service on Churchtown road lower (14a) and Nutgrove Avenue (16a). REPLY A review of the network in the area will be undertaken, however D/B currently have no plans to change the current services in the area. Document Pack Page 25

34 16/16A Bus Route Residents in Mountain View have requested that the 16A route be reinstated as the area's older commuters are not able to walk all the way up to the Grange Road to use the other 16 service. Many residents used the service to get into town. REPLY Route 14 operates on Barton Road which runs adjacent to Mountain View Capacity of 16 during Marley concerts and other events REPLY MCD Concert promoters used private contractors this year, however D/B put on extra resources on all routes serving Marley Park. 17 Bus Route Capacity on 17 route in early morning It has been brought to my attention that the 7.30am bus is full by the time it gets to Churchtown (opposite the Bottle Tower Pub) and as I understand there is a considerable wait for the next one. A lot of students in the area use this route to get to school in Stillorgan. There have been recent complaints from commuters about the bus not stopping in Churchtown in the morning because it's too full. There seems to be more passengers using it since the recent return to school. Is it possible to include an extra bus on that route on weekday mornings or perhaps use a bigger bus? Commuters using the early morning 17 service to Blackrock are finding that the buses on arrival in Churchtown are so full that no more passengers can get on. Buses pass them by full, regularly leaving them stranded and late for school/work. Future of 17 and other routes in privatisation. Request Dublin Bus to carry out a survey on the No 17 bus when it reaches Churchtown as residents in that area find the bus is full to capacity and are unable to gain access. REPLY Due to the earlier starting times for students attending Colaiste Eoin and Colaiste Iosagain (08.35hrs Registration) Students are now taking the first bus from Rialto, D/B have put on an extra bus from KCR at 07.30hrs. Note: last year we also put on an extra bus but was taken off after four weeks due to poor passenger numbers. 46A Bus Route Report on the issue of the 46a no longer serving Stillorgan Village Stillorgan Village was by-passed following the revision of the route some time back. The rationale for this was the fact that the new route shortened the journey for commuters boarding between Dun Laoghaire and Brewery Rd. This change has caused hardship for the elderly in Stillorgan and Kilmacud and is affecting the schools in the area. Could Dublin Bus look at perhaps a number of routes going through Stillorgan Village to coincide with school times? REPLY Document Pack Page 26

35 In relation to realigning the services through Stillorgan Village, this would be contrary to the key deliverables of Network Direct, the implementation of which are part of Dublin bus contract for services with the NTA. 99% of our customers on the N11 are heading to destinations beyond Stillorgan Village. 46B Bus Route Report on the possibility of reviving the old 46B route in mount Merrion. There is a huge demand for this service which has been defunct for a number of years. REPLY Surveys were carried out on passenger numbers boarding on the 47 route in Mount Merrion, Our surveys will show poor figures of eight to ten passengers a day. 47 Bus Route Review the 47 Bus Route to no longer include Sandymount, Irishtown and Ringsend. It is welcome that the new route provides a direct link to Vincent s Hospital however its further extension through other areas lengthens the commuting time for passengers. REPLY 47 route now links customers from Ringsend, Irishtown, Sandymount to St Vincent s Hospital and UCD from the City Centre. 11 Bus Route The 11 Bus now says Sandyford Business District but on the Dublin Bus website on the timetables etc it is still called Sandyford Industrial Estate, can this be changed ASAP? REPLY Website has been changed; Bus Stop carousals will be updated in time. 63 Bus Route Report on how the 63 service is working since it was rerouted to serve Dun Laoghaire via Cornelscourt Hill. REPLY Passenger Numbers are still disappointing; review of routing will take place in early 2015 Bus Shelters Process of getting bus shelters. Request a bus shelter is provided at Windy Arbour opposite Dundrum Business Park Request a bus shelter is provided on Grange Road opposite Centra supermarket ( Marlay Park) Request for the provision of a sheltered bus stop on the Murphystown Road, inward bound, opposite the Glencairn Luas stop Miscellaneous Buses breeching three ton limit on Whitethorn Road on way back to garage. REPLY D/B management were shocked to hear that buses are traveling through this estate; a notice has been put up in the garage informing drivers not to use this route. Document Pack Page 27

36 There is a problem along some N11 routes where the buses are full in the mornings and commuters have to wait until three or four go by without stopping before they can board a bus. REPLY D/B has recently put on extra services on the 145 route from Woodbrook, we now have an additional five minute service from Woodbrook to Heuston Station, we have also beefed up the 46A service from Foxrock Church, in the last two weeks a further seven buses have been added to our service from this stop. DDP/284/14 Dangerous Bend Glenamuck Road It was proposed by Councillor T Murphy and seconded by Councillor L. McCarthy That the Chief Executive has the bend on the Glenamuck Road near the Golden Ball exit improved. This bend/exit is a cause of accidents and is also dangerous for pedestrians? The following Report was CIRCULATED: "Improvements to the Glenamuck Road are required, including improvements to address the pinchpoint at the western end adjacent to Cromlech Close. At present there is no funding available for a complete scheme to improve Glenamuck Road. However, the opportunity has recently arisen that could lead to localised improvements at the bend. Discussions have taken place regarding the two adjoining sites on the inside of this bend. These sites are designated for a social housing scheme and a private development scheme. Construction work on the social housing site at the junction with Enniskerry Road is expected to commence in early 2015 and the site development works here will include removal of that part of the site which creates the bend. The developer of the second site has not indicated when he Document Pack Page 29

38 may commence development but has initiated discussions with the Transportation Department indicating his agreement to the creation of a sightline across his land when the social housing site is being developed. This will contribute significantly to a safety improvement. Completion of footpaths and cycle lanes here are unlikely to be completed until further funding comes available." The report was AGREED. DDP/285/14 TRAFFIC LIGHT TIMINGS AT KILMACUD ROAD UPPER / LOWER It was proposed by Councillor B. Saul and seconded by Councillor J. Madigan That the Chief Executive review the traffic light timings and sequences at the junction of Kilmacud Upper and Lower and St. Laurence s school. The following Report was CIRCULATED: The Traffic Section are aware that the signalised traffic arrangement at the junction at Upper Kilmacud Road / Lower Kilmacud Road / South Avenue is outdated and is based on a fixed time system and not on the County's SCATS system. Traffic Section has proposals to upgrade this junction once a source of funding to advance the design and implementation works is identified. Following a discussion the report was AGREED. DDP/286/14 Pedestrian Access to New School in Ballyogan Wood It was proposed by Councillor L. McCarthy and seconded by Councillor B. Saul. That the Chief Executive would please address all concerns from residents in Ballyogan Wood in relation to the permitted pedestrian access to the new school thus preventing a recurrence of anti social behaviour at the rear of their houses. The following Report was CIRCULATED: The permitted pedestrian access to and from Ballyogan Wood (Reg. Ref. D13A/0494 (PL06D )) is to facilitate good pedestrian access to the school. Provision of pedestrian access to the school at Ballyogan Wood provides a shorter more direct safe access route in direction of Ballyogan Wood Luas Stop by minimising need for crossing LUAS line and reduced walking distance. Provision of this pedestrian gate on opening of the new school is in line with implementation of the School Mobility Management Plan (School Travel Plan) to promote sustainable travel modes and reduce car use. Times of opening of this pedestrian access will be managed by the school. The Ballyogan Wood School pedestrian access is intended for use of primary school students, their parents/guardians and teachers at controlled times during school opening hours and is not anticipated to contribute to any anti-social behaviour. That this Committee provides a pedestrian crossing for the residents of Millmount, off Dundrum Road, as they find it very dangerous to cross the Dundrum Road in a safe manner The following Report was CIRCULATED: Traffic Section recently upgraded the traffic signals at the junction of Dundrum Road and Bird Avenue in order to improve traffic flow along this section of roadway. As part of these works, the existing pedestrian crossing on the Bird Avenue arm of the junction was improved. At the time, the option of installing a new pedestrian crossing on Dundrum Road to serve the residents of Millmount was considered. However, it was determined that this was not feasible due to the narrow width of the footpath on the western side of the Dundrum Road. The installation of a safe crossing which would require land acquisition and the construction of a retaining wall, will be added to the future works programme of the Traffic Section once funding and in-house resources allow. Further to correspondence from the Marley Grange Residents Association, this estate is already on the list for consideration for the reduced limit. To satisfy criteria in the current "Guidelines for the application of special speed limits 2010", speed surveys must first be undertaken to establish current speeds within Marley Grange Estate. Reply: The lands referred to in the question are within the boundary of the Kilterrnan Glenamuck Local Area Plan, In this Plan and the Dún Laoghaire-Rathdown County Development Plan the lands are traversed by the proposed Glenamuck Link Distributor Road. There is also an objective to provide a surface water attenuation pond and travellers accommodation on this site. The lands have the zoning objective B in the Current County Development Plan, this objective is: To protect and improve rural amenity and to provide for the development of agriculture. Residential development is open for consideration in land with this zoning but such residential is required to accord with the Council policy for residential development in rural areas. Martin To ask the Chief Executive to provide an update report on progress made to date in respect of the written submission to the Council made by Marley Grange Resident s Association dated 2nd November, 2014 concerning its request for a speed limit reduction to be implemented in their estate (even if on a pilot basis) with said update report to include, if possible, the projected time frame that it will take for the matter to be considered and/or acted upon? Reply: Dlr Traffic and Road Safety Section is currently undertaking a county-wide review of vehicle speeds in housing estates, and proposes to seek submissions on estates for consideration. Further to correspondence from the Marley Grange Residents Association, this estate is already on the list for consideration for the reduced limit. To satisfy criteria in the current "Guidelines for the application of special speed limits 2010", speed surveys must first be undertaken to establish current speeds within Marley Grange Estate. If the Marley Grange Estate is deemed appropriate for the application of a 30 km/h limit, it will be included in the Draft Special Speed Limit Bye-Laws Following an adequate period for public consultation the Draft Special Speed Limit Bye-Laws 2015 will be brought before the Elected Members for adoption towards the end of The speed limit cannot be legally changed without the Bye-laws being amended. As such it is not appropriate to consider erection of 30 km/h speed limit signs on a Pilot Basis as these would not be legally enforceable. Martin To ask the Chief Executive that the white line on the Sandyford Road, Dundrum, be continued past the exit of the Ardglas estate? There is currently a broken white line on the Sandyford Road, from the pedestrian crossing at Balally Drive to the junction with Wickham Way. This means that traffic heading towards that junction, with the intention of turning right at the traffic lights, especially at peak traffic times are unfortunately inclined to overtake on the wrong side of the road and often do so at speed to avoid traffic moving in the opposite direction. This presents a very real risk to those exciting Ardglas heading south on the Sandyford Road. This serious concern can be addressed by changing the road marking to a continuous white line, ending at the exit from their estate. Reply: At a recent joint Traffic Section/Garda Advisory Group meeting, it was agreed that the existing central dotted line on Sandyford Road would be replaced with a solid white line, for a distance south of the junction with Ardglas Estate. Reply: Discussions are taking place with the landowners of the 2 sites which create this bend at Cromlech Close, Glenamuck Road. Construction work on the corner site with Enniskerry Road, a social housing site, is expected to commence in the coming months and the site development work here will include removal of part of the site which projects onto the road. The Council is in discussions with the adjoining site, a private development scheme, seeking to create a sightline across this site when the Cromlech Close work is being carried out. This should provide a clear traffic sightline through the bend when the Cromlech Close scheme is completed. 85 Agenda Item 24 Introduction of Electrically Powered Vehicle Recharging Bays for the charging of Electric Vehicles January 2015 Statutory Instruments The following Statutory Instruments were published in 2014 concerning electric vehicles and charging points: S.I. NO. 325/2014 Road Traffic (Traffic and Parking) (Car Clubs and Electrically Powered Vehicles) Regulations Under these regulations, it is noted that The Road Traffic (Traffic and Parking) Regulations 1997 (S.I. No. 182 of 1997) were amended as follows (a) by inserting the following definitions in Article 4: electrically powered vehicle means a mechanically propelled vehicle that is powered (a) solely by means of a re-chargeable battery, or (b) by means of a re-chargeable battery and an internal combustion engine where either power source may be used to propel the vehicle; electrically powered vehicle recharging bay means a space intended for the parking of an electrically powered vehicle while the vehicle s battery is being re-charged; (b) by inserting after Article 44 the following: Electrically Powered Vehicle Recharging Bay 44B (1) Subject to sub-article (2), where traffic sign number RRM 035 [Electrically Powered Vehicle Recharging Bay] is provided, a vehicle shall not be stopped or parked. (2) Sub-article (1) shall not apply to a vehicle that is an electrically powered vehicle the battery of which is being recharged. S.I. No. 330/2014 Road Traffic (Signs) (Amendment) Regulations 2014 Under these regulations, it is noted that The Road Traffic (Signs) Regulations 1997 (S.I. No. 181 of 1997) were amended as follows: (a) by inserting after Regulation 19 the following: Electrically Powered Vehicle Recharging Bay 19B. Traffic sign number RRM 035 shall (a) indicate an electrically powered vehicle recharging bay, and (b) consist of the words Electric Vehicle Charging Only, written on the roadway in white in letters at least 500mm in height. Radisson Blu, St. Helens, Stillorgan Road 2. Stillorgan Park Hotel, Stillorgan Road 3. Dundrum Town Centre, Dundrum 4. Windsor Motors Deans Grange 5. Park Pointe, Glenageary Road Upper 6. The Park Retail Centre, Carrickmines Appendix A shows the locations of all the Electric Car Charge points in the County as obtained from the ESB website as follows: Implementation of the Regulations The Road Markings associated with Electrically Powered Vehicle Recharging Bays (RRM 035) are as follows. ESB, in conjunction with Local Authorities, intend to roll out these road markings around the Country in the coming year. In the Dún Laoghaire Rathdown Area, where the road markings are being introduced for the vehicle recharging bays, it is proposed that the existing parking controls will apply for each parking bay to facilitate turnover of the parking spaces, i.e. the existing car parking charges and time limits will apply. Only cars that are actively charging will be permitted to use the vehicle recharging bay as per the regulations. Each recharging bay will be included as a TAG item prior to introduction. Brennan To ask the Chief Executive what can be done to alleviate the continual flooding of Acorn Drive/Acorn Rd, Dundrum during adverse weather conditions. Additional drainage has been previously installed but is failing to adequately address the issue. Are there any previous reports available relating to the initial installation of the additional drainage? Reply: Following a report on flooding due to water from the open space in Meadowbrook ponding on Acorn Road, works were carried out and the issue at this particular location has been resolved. Flooding occurred on another part of Acorn Road and the surface water system was jetted out and tree roots removed. Should the Committee so decide a written communication will be issued to both owner and our neighbouring local authority. 125 Agenda Item 41 MEETING OF DUNDRUM AREA COMMITTEE 26 TH JANUARY 2015 Flooding Motion: Councillor S.Brennan: To request the Chief Executive to report on what measures could have been taken to prevent the recent flooding on Nutgrove Ave and whether any steps can be taken to prevent a future re-occurrence. Report: The following works are planned to manage the flood risk in the environs of Loreto Park and Nutgrove Avenue. It is proposed to replace the existing screen with a larger screen much less likely to block. This new screen will be more accessible for Operations Teams thus making their work safer for them during extreme rainfall events. In addition the new screen will prevent access to the culverts by unauthorised persons. In addition to the improved screen Water Services are identifying measures that facilitate the return of any out of bank flood waters to the culvert using adjoining watercourses which flow through the Western side of the Castle Golf Club. This work will include, if practicable, the installation of a new linear drain on the park side of the Nutgrove Avenue boundary wall. Water Services are also working in conjunction with the Transportation Department identifying the locations of additional road gullies and porous manhole covers to facilitate overland flows of floodwaters back into the culvert. Proposed Disposal of Council owned Land at Dreeland, Taney Park rear of 89 Rosemount, Dundrum, Dublin 14 An application was received from Kieran and Sarah Sheridan to acquire an area of land measuring circa sq. metres at Dreeland, Taney Road, Dundrum, Dublin 14, as shown outlined in red on Drawing No. PL and forms part of Taney Park, Dundrum, Dublin 14. The land is registered in the Land Registry Co. Dublin to the Council under Folio and Folio The land was acquired by the Council for Housing purposes. As part of the proposed disposal of Council owned land, Kieran and Sarah Sheridan propose to cede lands in their legal ownership measuring 48 sq. metres or thereabouts as shown outlined in green on Drawing No. PL to the Council for use as a footpath. The relevant Council Service Departments have no objections to this disposal. This matter was referred to the Chief Valuer who entered in to negotiations with Mr. John Agar, Commercial Property Consultants on behalf of Kieran and Sarah Sheridan and agreed the following terms and conditions: - 1. That the disposal price in full and final settlement shall be in the sum of 15,000 (Fifteen Thousand Euro) plus VAT if applicable. Note: The above settlement sum and valuers and legal fees plus VAT if applicable shall comprise of an initial payment of 6,000 together with monthly payments of 200 each month until all monies are paid in full. The applicants may pay the outstanding amount in full at any stage of the payment period. 2. That the subject plot for disposal has an area of sq. metres or thereabouts and is shown outlined in red on the attached Drawing No. PL The footpath area ceded to Dún Laoghaire-Rathdown County Council for footpath use has an area of 48 sq. metres or thereabouts and is shown outlined in green on the attached Drawing No. PL Document Pack Page 125

134 4. That the unencumbered freehold title shall be transferred with regard to both of the above mentioned plots upon the final payment by the applicants to Dún Laoghaire-Rathdown County Council. 5. That the applicants shall be responsible for Dún Laoghaire-Rathdown County Council s valuers and legal fees totalling 3,000 plus VAT if applicable. 6. That the applicants shall be responsible for their own fees in this matter. 7. That the above proposal is subject to the necessary approvals and consents being obtained. It is proposed to dispose of the Council s Interest in the plot of land measuring circa sq. metres as shown outlined in red on Drawing No. PL to Kieran and Sarah Sheridan.
