WATER SERVICES BUSINESS DDP/206/13 Revised Part 8 Planning for ESB Sub - Station for UV Drinking Water Disinfection at Stillorgan Reservoir, Brewery Rd, Stillorgan The following presentation was made by Ms. Angela Ryan, Senior Executive Engineer, Dublin City Council.

5 How Revised Proposal Addresses Councillor Concerns 1. A 10 meter length of the reservoir boundary wall would need to be temporarily demolished to allow for construction of the ESB Substation Reservoir Boundary Walls will not be modified or affected by the works 2. The proposal would result in two permanent access doors to the ESB substation, built into the Reservoir wall, which could have a visual impact and could lead to antisocial behavior Existing Main Entrance to Stillorgan Reservoir will be used to access Substation, No new entrance required 3. Brewery Road is a national route (N31) and the works could be disruptive to traffic, and a new access point in the reservoir wall would be unacceptable No new access point through existing Boundary Wall will be required Issues With Revised Proposal: 1.This location was initially rejected due to proximity of protected structure entrance gates, and bridge 2.Substantial additional costs due to retaining walls, access slabs, increased cable runs and security fencing requirements 3.ESB will only have 24 hour person access to substation (vehicular access will only be provided only during opening hours) HOWEVER, THE REVISED PROPOSAL ADRESSES ALL OF THE ISSUES RAISED DURING THE PREVIOUS PART 8 APPLICATION Due to site constraints this is the only remaining site available for the ESB sub-station within Stillorgan Reservoir

6 Conclusion: 1.Secondary Disinfection including UV treatment is urgently required at Stillorgan Reservoir. 2.Failure to provide this infrastructure, would result in ongoing public health risks to 200,000 people supplied via this reservoir (90,000 of these live within DLRCC jurisdiction). 3.Failure to deliver this project could potentially result in public health issues, disruption to water supply or the need for a boil water notice. 4.There is limited free space at the reservoir site for construction of the required ESB Substation. 5.There are no further alternative proposals available to DCC to provide the required secondary disinfection. Recommendation: DLRCC Councillors support the revised Part 8 application for construction of the required ESB substation at Stillorgan Reservoir, in order to ensure the quality of the water supplied from Stillorgan. The presentation was NOTED. DDP/207/13 Ministerial/Departmental/Other Correspondence It was NOTED that there was no business to discuss under this heading. DDP/208/13 CONCLUSION OF WATER BUSINESS

7 Water Business concluded at 5.15 pm. PLANNING BUSINESS DDP/209/13 CEISTEANNA/QUESTIONS It was proposed by Councillor L. McCarthy and seconded by Councillor P. Hand that pursuant to Standing Order No. 13 (c) question nos. 4 5 be ADOPTED and APPROVED. DDP/210/13 New Primary School sites for Stepaside Councillor L. McCarthy To ask the Manager to please provide an update on new primary school sites in the Stepaside area and state if alternative sites will be sourced considering the two recently Council approved temporary sites are with An Bord Pleanála? Following a process involving site investigations, detailed technical appraisals and subsequent valuations by the Dublin City Valuer the Department of Education and Skills purchased a 1.7 hectare site at the junction of Ballyogan Road/Ballyogan Avenue earlier this year. The Department have advised it is the intention to progress the development of a 16 classroom Gaelscoil primary school on this site. A technical team has been set up by the Department to advance this project. The Dublin City Valuer, acting on behalf of the Department of Education and Skills, is currently in negotiations with the landowner of a second site in the Stepaside/Ballyogan area. These negotiations are at an advanced stage and it is hoped these can be brought to a satisfactory conclusion in the very near future. The site in question is earmarked by the Department for a 16 classroom Educate Together primary school. DDP/211/13 Temporary entrance Kilgobbin Wood Councillor N. Richmond To ask the Manager for a report into the status and plans for the temporary entrance into Kilgobbin Wood? The developer, Deane Homes (now in receivership) completed the final remaining section of the loop distributor road within their Kilgobbin Woods development in There remains, however, a very small section of the loop distributor road in the adjoining Elmfield development still to be completed. Once this Elmfield section of the loop distributor road is completed access from Kilgobbin Wood to Ballyogan Road will be facilitated via the loop distributor road - as envisaged in the original planning permission. The Council have requested Park Developments,

8 the owners of the unfinished Elmfield section of the loop distributor to complete the road as quickly as posssible. The current, temporary vehicular access arrangements from Ballyogan Road into the Kilgobbin Wood estate cannot be closed off until such time as these outstanding works are completed. Building Control are currently finalising the taking-in-charge documentation for Kilgobbin Woods (including the section of loop distributor road within that scheme) together with the short section of loop distributor road in the Elmfield estate. DDP/212/13 Proposed Variation No. 16 of the Dún Laoghaire Rathdown County Development Plan Sydenham Road/Villas and Campfield Terrace A.C.A. and Proposed Variation No. 17 of the Dún Laoghaire Rathdown County Development Plan Arkle Square, Leopardstown A.C.A. It was AGREED that Agenda Item No. 6 Proposed Variation No. 16 of the Dún Laoghaire Rathdown County Development Plan Sydenham Road/Villas and Campfield Terrace A.C.A. and Item No. 7 Proposed Variation No. 17 of the Dún Laoghaire Rathdown County Development Plan Arkle Square, Leopardstown A.C.A. would be presented together. The following presentation on Proposed Variation No. 16 and 17 was made by Ms. Rhona Naughton, Senior Executive Planner. This presentation on the two Variations is for Information Purposes only: Variation 16 - Sydenham Rd ACA Sydenham Villas ACA Campfield Tce ACA (Map 1 CDP) Variation 17 Arkle Square ACA (Map 6 CDP) It is proposed to amend the boundaries of all four ACAs from that shown in the CDP the blue areas are being added into the ACA areas, and essentially are extending the ACA area to include the full envelope of each property within the ACA. This approach is consist with that taken for previous ACAs. In Arkle Square, the blue area includes the surrounding large specimen trees in the open space on either side of Ballymoss Parade, which add to the setting of the Alms houses; The yellow amendments to both the Arkle Square and Sydenham Road ACAs consist of areas being excluded from the ACA but that had been part of the ACA shown in the County Development Plan. The Conservation Officer recommends revising the boundaries of the Arkle Square ACA to remove a small portion of land set between Arkle Square and adjoining infill housing as it does not consitrubte to the setting of the ACA. The Conservation Officer recommends revising the boundaries of the Sydenham Road ACA as the houses concerned lacked architectural merit, and their character and style differed to those remaining in the ACA. Following discussion the presentation on Agenda Items Nos. 6 & 7 was NOTED. DDP/213/13 Major Planning Applications

No.:D13A/0457 Apn Date App. 30-Aug-2013 Type: Permission Location: The Sentinel (Block C),, at the former Allegro Site, (now known as "Rockbrook"), Blackthorn Drive, Sandyford Business Estate, Sandyford, Dublin 18 Proposal: Permission sought for development at this ha site approximately comprising a substantically constructed, but unfinished building known as "The Sentinel" (Block C), located on part of the former Allegro Site (now known as "Rockbrook"), Blackthorn Drive, Sandyford Business Estate, Sandyford, Dublin 18. (Reg. Refs. D05A/1159 and D09A/0117). The development will consist of: revised internal configuration of permitted office floorspace to comprise 294no. office suites and 28 no. meeting rooms; the provision of two additional floors(1,490sqm) to the existing 6 storey part of the building adjoining Block A; the provision of the ground floor café/restaurant use (198 sqm); new entrance to Blackthorn Drive; elevational amendments; ancillary areas and all site development works. Car and cycle parking provision will be as previously permitted (Reg. Ref.D05A/1159). DDP/214/13 Ministerial/Departmental/Other Correspondence It was NOTED that there was no business to discuss under this heading. DDP/215/13 Preservation of Wynnstay House It was proposed by Councillor R. Humphreys and seconded by Councillor G. Horkan That the Manager provides an update in relation to progress in preserving Wynnstay House and outline the further active steps he intends to take in the matter? The following report was CIRCULATED:- A site meeting was held on the 17 th September 2013 with agents of the new owners of the site, together with a Conservation Architect, who has been engaged to advise on this project. Works have commenced to the roof which should take 4 weeks to complete. While the roof is progressing it is intended to clear the house of furniture, modern fittings, etc, and provide ventilation to allow the house to dry out as soon as possible. It has been agreed that a full restoration programme for the remaining works will be submitted to the planning authority. We will keep the Councillors informed of the situation by carrying out regular inspections of the site. Following discussion in which the Manager responded, it was AGREED to bring this Item to the November, 2013 Dundrum Area Committee Meeting as a Headed Item. The report was NOTED.

10 DDP/216/13 Development levy monies Samuel Beckett Centre It was proposed by Councillor T. Murphy and seconded by Councillor G. Horkan That the Manager ring-fences development levy monies from new developments within the catchment area of the Samuel Beckett Centre for the swimming pool phase of the centre. The following report was CIRCULATED:- The Samuel Beckett Campus is included on the Project List associated with the current (and previous) Development Contributions Scheme in Appendix II (listed and highlighted below). It therefore forms part of a significant programme of projects throughout the County which receive funding through Development Contributions. It is therefore not possible to ring-fence monies in this way. DDP/219/13 Reinstate road signs at Ballinteer Drive/Ballinteer Grove junction Councillor P. Hand To ask the Manager to reinstate the road signs at the junction of Ballinteer Drive and Ballinteer Grove? The Traffic Section will instruct the Council's Road Markings Contractor to renew the existing faded road marking on the junction of Ballinteer Drive and Ballinteer Grove. DDP/220/13 Illegal and obstructive parking Rosemount Crescent Councillor R. Humphreys To ask the Manager what steps are proposed to deal with regular illegal and obstructive parking in and around Rosemount Crescent? The Traffic Section is not aware of regular illegal and obstructive parking on Rosemount Crescent. However, this matter will be forwarded to the Gardaí for their consideration and possible enforcement. DDP/221/13 TAG discussions Brewery Road and Church Road Councillor R. Humphreys To ask the Manager the outcome of TAG discussions in relation to the fact that the solid white line on Brewery Rd does not stop cars overtaking on the right to go down to Church Road, and how he proposes to address this? At the July 2013 joint Gardaí/Traffic Section, (TAG) Meeting, consideration was given to the problem of traffic overtaking on the right as they approached the junction with the N11 dualcarriageway. The Gardaí promised better enforcement on this section of roadway. It was agreed to defer any decision on road markings pending the completion of the revised layout drawing currently being developed by the Council s Consultants for this junction.

13 DDP/222/13 Pressure pads at Clonskeagh Road Councillor R. Humphreys To ask the Manager if he will rectify the pressure pads at Clonskeagh Rd between Nutgrove Park and Belfield Close so as to allow cyclists to safely cross, or install a push button light control system at this location? The Traffic Section is currently reviewing the options to provide for better safety for cyclists crossing Clonskeagh Road from Nutgrove Park. Changes will then be incorporated into the works for the Luas to UCD cycle route, with a construction start date later this year. DDP/223/13 Yellow box Brewery Road/Leopardstown Court junction Councillor R. Humphreys To ask the Manager the outcome of proposals for a yellow box to be introduced for the junction of Leopardstown Court with Brewery Road as traffic at peak hours prevent road users emerging in safety onto Brewery Road especially turning right towards the N11? A yellow box was agreed for Brewery Road, at the junction with Leopardstown Court, at the joint Gardaí/Traffic Section (TAG) meeting in July This request was then included on the Road Marking Contractor s List of Works. It is intended that this work will be completed shortly, subject to weather conditions. DDP/224/13 Yellow box Mount Anville Wood/Kilmacud Lower junction Councillor R. Humphreys To ask the Manager the outcome of proposals for a yellow box to be introduced at the junction of Mount Anville Wood and Kilmacud Road Lower? A request for a yellow box on Lower Kilmacud Road, at the junction with Mount Anville Road, was considered at the July 2013 meeting of the joint Gardaí/Traffic Section (TAG) Group. It was decided that the level of queuing at this junction did not warrant the installation of a yellow box.

14 DDP/225/13 Road markings The Rise/View junction Sandyford Hall Councillor L. McCarthy To ask the Manager to please install road markings in Sandyford Hall at the Rise and View junction showing who has the right of way in the interest of safety? The Traffic Section will forward a request for road markings at The Rise and View junction in Sandyford Hall to the joint Gardaí/Traffic Section (TAG) meeting for consideration. DDP/226/13 Traffic calming measures Glenbourne Road Councillor L. McCarthy To ask the Manager to please examine Glenbourne Road with a view to introducing traffic calming as residents fear for the safety of their children? Following Non-Statutory Public Consultation under 38 of the Road Traffic Act 1994, the Traffic Section installed traffic calming measures in Glenbourne Road in March There are no further proposals to re-examine the area. DDP/227/13 Pedestrian opening from Marlay Park from Grange Road/Harold's Grange Road Councillor L. McCarthy To ask the Manager for a progress report on the proposed pedestrian opening to Marlay Park from the Grange Road/Harold s Grange Road area? It is intended to provide a new pedestrian/cycle entrance into Marlay Park, at the junction of Grange Road and Harold s Grange Road, in conjunction with the full upgrade of the junction by the Traffic Section. This work is scheduled to be undertaken in DDP/228/13 Yellow box Farmhill Park/Goatstown Road junction Councillor J. O Dea To ask the Manager to install a yellow box at the junction of Farmhill Park and Goatstown Road, now that the road works on Goatstown Road are completed, to facilitate cars turning right from Farmhill Park onto Goatstown Road?

15 The installation of a yellow box on Goatstown Road, at the junction with Farmhill Park, was agreed at a recent joint Garda/Traffic Section (TAG) Meeting. This item has been included on the Council s Road Marking Contractor s List and will be completed shortly, subject to weather conditions. DDP/229/13 Yellow lines request by Dun Emer Residents Association Councillor J. O Dea To ask the Manager for an update on the request by Dun Emer Residents Association for yellow lines in their estate? The Traffic Section received a submission from the Dun Emer Residents Association in August 2013 requesting the installation of double yellow lines within the estate. This matter is under consideration by the Council s Parking Section and is included on the TAG Committee Agenda. Please note double yellow lines are noted in Item 27 under the Garda Consultation for placement at the entrance to Dun Emer. DDP/230/13 Yellow lines request by Balally Residents Association Councillor J. O Dea To ask the Manager for an update on the request by Balally Residents Association for yellow lines in Balally Park? The Traffic Section received a submission from the Balally Residents Association in August 2013 requesting the installation of a single yellow line on Balally Park, to address parking concerns. This request is not in line with the Council s agreed policy for the Implementation of Statutory Signing and Lining Measures. The Traffic Section, in consultation with the Parking Unit, is considering the parking issues and will revert to the Residents Association in due course. DDP/231/13 Double yellow lines Ballinteer Drive/Broadford Road junction

16 Councillor J. O Dea To ask the Manager to install double yellow lines on Ballinteer Drive from the junction with Broadford Road as far as (details supplied) as visibility is severely restricted to cars entering from Broadford Road and proceeding down Ballinteer Drive when cars are parked on this section of roadway? The Traffic Section notes the request for double yellow lines on Ballinteer Drive, from the junction with Broadford Road, and will forward this item to the joint Garda/Traffic Section (TAG) Committee for consideration. DDP/232/13 Grange Road/College Road Junction Improvement Scheme The following report was CIRCULATED: Grange Road College Road junction is on a very busy trafficked route between Ballinteer and the Enniskerry Road, with links to the Dublin Mountains and South Dublin. This junction is also close to a large Public House and Entertainment Centre, Nursing Home, Golf Club, Riding Stables, Crèche, Regional Recreational Park and residential development. At present the existing junction layout and the approach roadways are confusing and poorly designed and constructed. Traffic Section proposes to re-design the junction and in so doing provide a better and safer layout, which will cater for current and future traffic, pedestrian and cycle movements. In developing the new layout, Traffic Section incorporated a number of elements and requirements from different Departments within the Council. It should also be noted that this junction is part of the Greenway Programme and is included on the County Cycle Network. The main items included in the new design are: - 1. Removal of the existing traffic lights at the junction of Grange Road College Road and the installation of a new signalled traffic layout. 2. Tightening up the layout of the junction to provide a more standard four-point arrangement. 3. Extending the existing footpath on Kellystown Road towards Marley Park and along the western side of College Road as far as the crèche. 4. Installing a Cycle / Pedestrian, (Toucan crossing), on Grange Road and Pedestrian crossings on the other three approach roads. 5. The installation of new surface water drainage system and gullies on College Road. 6. The re-grading and resurfacing of College Road and the new junction. 7. The provision of 2 3 set-down / parking bays on College Road to serve the local crèche.

17 8. The provision of a new pedestrian / cycle access point into Marlay Park from the Grange Road College Road junction. 9. The installation of a new cycle / pedestrian link into / from Marlay Park, connecting to the green open space in Pine Valley Estate. This will also facilitate a cycle / walking route from Marlay Park to Ticknock Woods and the Dublin Mountains. It is intended, in time that this link will connect to the Slang River Greenway via Marlay Park. 10. Landscaping the existing and proposed open areas on either side of College Road to help improve the appearance of the general area. Traffic Section proposes to undertake Non Statuary Public Consultation under Section 38 of the Road Traffic Act, 1994, for the above Works, over the coming weeks. Following Consultation, a Report will be brought to the Planning and Transportation & Water Services Area Committee meeting, for noting. It is then proposed to develop the preliminary layout drawing into a full design and Tender Documents. Subject to funding, construction is expected to start in early The report was NOTED. DDP/233/13 Proposed Pay & Display Parking Control Scheme - 117A to 125A Braemor Road The following report was CIRCULATED: In order to improve safety and to better regulate the flow of traffic in front of the shops at 117A to 125A Braemor Road, Traffic Section proposes to introduce a one-way system as shown on Drg. Ref. TT The work will include new footpaths, public lighting, road resurfacing, and widening of the service road to provide 14 to 15 marked out car parking spaces. A petition signed by the majority of business owners and residents has requested the introduction of Pay Parking to control the use of these spaces. The scheme would operate Monday to Saturday from 08:00 to 19:00 at a rate of 1/hour for a maximum of 3 hours in any one stay. Residents Parking Permits and Visitors Permits would be available. At present the Council operates a grace period of 15 minutes (free parking) at the beginning or end of each stay. All of the business owners and residents were written to with details of the scheme, a map and an information leaflet on Pay and Display parking. Comments were invited and one business owner telephoned to request that residents permits be limited to one per dwelling. This would involve a change to the Council s Parking Control Bye-Laws that allow four residents permits per dwelling. This is not recommended as these upstairs apartments are small and unlikely to generate a demand for more than one permit per dwelling. DDP/237/13 Drop-off spaces at Notre Dame Primary School in Finsbury Park It was proposed by Councillor J. O Dea and seconded by Councillor P. Hand That the Manager provides more drop-off spaces in the vicinity of Notre Dame Primary School in Finsbury Park for parents dropping their children to school. The following report was CIRCULATED:- The Traffic Section notes the request for the provision of additional drop-off bays for the Notre Dame Primary School in Finsbury Park. The Council does not have the primary remit or resources at present to assess and provide parking to cater for schools within the public roadway. The onus rests with each school authority to provide safe pedestrian, cycle and vehicular access to their school property, as detailed under Section 10.4, Technical Guidance Document TGD-020 published by the Department of Education and Skills (Oct. 2011). However, if there is a willingness with the school authority to engage with DLR and the Road Safety Engineer, to assess options within their grounds to provide a safe set-down arrangement, this item of work can be considered once resources (Road Safety Engineer) permit. The report was NOTED. DDP/238/13 Blackglen Road Improvement Scheme It was proposed by Councillor L. McCarthy and seconded by Councillor N. Richmond. That the Manager will make every effort to secure funding to allow the approved Blackglen Upgrade Scheme to progress from Lambs Cross as far as the footpath leading into Ticknock estate as soon as possible. The following report was CIRCULATED:- The Blackglen Road Improvement Scheme is a 6 year objective of the Dún Laoghaire-Rathdown County Development Plan Part 8 approval was obtained in November 2007 and a CPO was drawn up. The Burton Hall Road Extension, Pottery Road and Leopardstown Link Road and roundabout configuration are the only road schemes included in the Council's Capital programme as agreed at the March 2013 Council meeting. The Blackglen Road Improvement Scheme is estimated to cost between 8-10 million to include land acquisition and other costs as well as construction costs. NRA Circular RLR 3/2013 issued to all local authorities states that no further grant funding will be available with effect from 2014 for Local & Regional Road Schemes other than those already

22 committed to. In view of the expected cost the absence of the grant prohibits implementation of this upgrade scheme. Following discussion the report was NOTED. DDP/239/13 Double yellow lines Willow Road/Meadow Grove junction It was proposed by Councillor J. O Dea and seconded by Councillor P. Hand That the Manager installs double yellow lines on Willow Road from the junction with Meadow Grove as far as Beech Lawn on the right hand side of the road (no houses) and extend the yellow lines on the left hand side (where the houses are) at least as far as the entrance stone to the estate as the road is narrow and has a bend and is dangerous for cars entering or exiting the driveway of the houses. The following report was CIRCULATED:- Following a request from local residents in February 2011, double yellow lines were installed on both sides of Willow Road from the junction with Meadow Grove for a distance of 30 metres. A further request for the extension of these lines was considered by the joint Garda/Traffic Section Committee at the July 2011 Meeting. The decision was that no further road markings were warranted at this location. Following discussion it was AGREED to refer this Item back to the TAG Meeting.
