Saul and seconded by Councillor J. O Dea that the minutes of the Dundrum Area Committee (Planning, Transportation & Water Services) meeting held on 24 th March, 2014 be ADOPTED and APPROVED. WATER SERVICES BUSINESS DDP/122/14 CEISTEANNA/QUESTIONS It was proposed by Councillor T. Fox and seconded by Councillor B. Saul that pursuant to Standing Order Nos 13 (c) question no 2 4 be ADOPTED and APPROVED.

2 DDP/123/14 WATER LEAK AT ENTRANCE TO MULVEY PARK Question: Councillor P. Hand To ask the Manager to have the water leak repaired at the entrance to Mulvey Park, from the Dundrum Road? Reply: The Water Services section has investigated this matter and found the water to be ground water that appears from time to time after rain. DDP/124/14 LOW WATER PRESSURE AT WOODPARK Question: Councillor N. Richmond To ask the Manager to provide a proper solution to the consistently low water pressure outside (address supplied)? Reply: The pressure at the boundary box was found to be satisfactory. On further investigation a problem was discovered on the private side. The resident has been advised. DDP/125/14 INSPECT MAIN DRAINS LEADING TO KINGSTON WALK Question: Councillor N. Richmond To ask the Manager to inspect the main drains leading to (address supplied) for blockages or irregularities? Reply: The Water Services Drainage Section have checked the main sewer at this location, and found it to be running free. DDP/126/14 Ministerial/Departmental/Other Correspondence It was NOTED that there was no business to discuss under this heading. DDP/127/14 CONCLUSION OF WATER SERVICES BUSINESS Water Services business concluded at 5.05 p.m.

3 PLANNING BUSINESS DDP/128/14 CEISTEANNA/QUESTIONS It was proposed by Councillor G. Horkan and seconded by Councillor L. McCarthy that pursuant to Standing Order No 13 (c) question nos 6 7 be ADOPTED and APPROVED. DDP/129/14 THANKS TO STAFF Question: Councillor B. Saul To ask the Manager to pass on my thanks to all the staff who have been very helpful and supportive in dealing with our many questions and motions for Dundrum Area Committee Meetings over the last five years, their efforts are much appreciated?" DDP/130/14 CHANGE OF USE PLANNING PERMISSION FOR FORMER STEPASIDE GARDA STATION Question: Councillor L. McCarthy To ask the Manager if change of use planning permission is required for the former Stepaside Garda Station to allow it become residential? Reply: Contact has been made with the OPW to establish what current use is being made of the Garda Station at Stepaside, in particular if it is being used as a residence. The OPW was asked to clarify if the premises is in use as a residence what authorises that use. The OPW responded by saying; We have engaged Camelot, a company who provide live in guardians to vacant property. This is a security measure and I will have to check on the planning issue and revert. On receipt of the OPW advice on this issue the Planning Authority will consider their advice and decide on the appropriate action if any. DDP/131/14 Taking in Charge - Carrickmines Garth, Carrickmines Dale and Carrickmines Chase, Carrickmines Wood (Phase II) Brennanstown Road, Cabinteely, Dublin 18. The following report was CIRCULATED: Dún Laoghaire Rathdown County Council is now in a position to take the following areas [3 No. Cul de Sacs] in charge. Carrickmines Garth, Carrickmines Dale and Carrickmines Chase, Carrickmines Wood [Phase II], Brennanstown Road, Cabinteely, Dublin 18. The statutory procedures relating to the taking in charge of these areas will commence shortly and a notice will be given in a national newspaper of the Council s intention to take these areas

4 in charge, thereby also taking in charge the Public Lighting and Surface Water Network. A report will be brought to a future Meeting of the Council recommending the taking in charge of these areas, following the expiration of the statutory period for receipt of comments/observations from the public. The report was NOTED. DDP/132/14 Major Planning Applications It was NOTED that there was no business to discuss under this heading. DDP/133/14 Ministerial/Departmental/Other Correspondence The following correspondence was CIRCULATED: DDP/134/14 CONCLUSION OF PLANNING BUSINESS Planning Business concluded at 5.10 p.m. TRANSPORTATION BUSINESS DDP/135/14 CEISTEANNA/QUESTIONS It was proposed by Councillor G. Horkan and seconded by Councillor L. McCarthy that pursuant to Standing Order No 13 (c) question nos be ADOPTED and APPROVED. DDP/136/14 FADED "STOP" ROAD MARKINGS ON LORETO ROW Question: Councillor T. Fox To ask the Manager to have the STOP road marking and linings, that are faded on Loreto Row, at its junction with Nutgrove Avenue, Rathfarnham, repainted as soon as possible? Reply: The Traffic Section will instruct the Council s Road Markings Contractor to renew the existing Stop line and associated road markings on Loreto Row, at the junction with Nutgrove Avenue.

5 DDP/137/14 DOUBLE YELLOW LINES ON MOUNT CARMEL ROAD/AVENUE AND TANEY CRESCENT Question: Councillor P. Hand To ask the Manager to provide double yellow lines on the bends at the junction of Mount Carmel Road and Mount Carmel Avenue and Mount Carmel Road and Taney Crescent? Reply: The Traffic Section will forward the request for double yellow lines at the junction of Mount Carmel Road and Mount Carmel Avenue, and at the junction of Mount Carmel Road and Taney Crescent to the joint Traffic Section Garda Advisory Group for consideration. DDP/138/14 REINSTATE ROAD MARKINGS AT KILGOBBIN ROAD/ENNISKERRY ROAD JUNCTION Question: Councillor L. McCarthy To ask the Manager to please reinstate the road markings at the junction of Kilgobbin Road with Enniskerry Road? Reply: The Traffic Section will instruct the Council s Road Markings Contractor to renew the existing road marking at the junction of Kilgobbin Road and Enniskerry Road. DDP/139/14 CONTINUOUS FOOTPATH ON BRENNANSTOWN ROAD Question: Councillor L. McCarthy To ask the Manager to report on any plans to have a continuous footpath serving Brennanstown Road? Reply: At its meeting on 30 th October 2008 the Dundrum Area Committee NOTED a proposal of the Manager to proceed with the Brennanstown Road Traffic Calming & Traffic Management Scheme, which had been the subject of a non-statutory public consultation under Section 38 of The Road Traffic Act,1994. The proposed scheme extended the length of Brennanstown Road from the Glenamuck Rd Junction to Cabinteely Village, and comprised; A series of speed ramps, speed tables and mini roundabouts A traffic light controlled shuttle system of approximately 300m with combined footpath/cycletrack Relocating the footpath from the west side of the road to the east side from Cabinteely Village to Lehaunstown Lane a signalised pedestrian/cyclist crossing

6 The scheme would have provided a continuous footpath and cycle facility. However, it depended on land being made available for the construction of the mini-roundabouts. Agreements had been made with various landowners but these collapsed when the recession hit. The scheme as approved is no longer implementable. In order to provide a continuous footpath it will be necessary to design and obtain Part 8 approval for a revised traffic management scheme. The County Council is not in a position at the present time to assign staff to undertake or oversee the design and Part 8 process for a Traffic Management Scheme on Brennanstown Road. DDP/140/14 INSTALLATION OF BOX JUNCTION AT HILLCREST DOWNS/HILLCREST ROAD Question: Councillor L. McCarthy To ask the Manager to please install a box junction at the junction of Hillcrest Downs and Hillcrest Road as it is very difficult for residents to get in and out of this cul de sac? Reply: The Traffic Section will forward the request for a yellow junction box on Hillcrest Road, at the junction with Hillcrest Downs, to the joint Traffic Section Garda Advisory Group for consideration. DDP/141/14 SAFE CROSSING POINT IN CARRICKMINES GREEN Question: Councillor L. McCarthy To ask the Manager what progress has been made to provide a safe crossing point for residents in Carrickmines Green? Reply: The Traffic Section regrets that due to the current lack of funding and in house engineering resources, there is no progress to date on providing a crossing point on Glenamuck Road South to accommodate the residents from Carrickmines Green. DDP/142/14 ADDITIONAL PARKING SPACES IN BELARMINE DEVELOPMENT Question: Councillor L. McCarthy To ask the Manager where additional parking spaces could be identified within the Belarmine development? Reply: The only road in charge of the Council is Belarmine Avenue, which has 5 indented parking spaces adjacent to the shops in Belarmine Plaza. There is no space to provide any further

7 indented parking along this road. The rest of Belarmine is privately managed with the areas between developments zoned for open space. Table 16.3 of the County Development Plan sets the following minimum car parking standards for residential developments: Residential Dwelling 1 space per 1-bed unit and per 2 bed unit 2 spaces per 3 + bed unit (depending on design and location) Apartments, Flats, Sheltered housing 1 space per 1-bed unit, 1.5 spaces per 2-bed unit, 2 spaces per 3 + bed unit (depending on design and location) Transportation Section would have no objection to the provision of additional parking in developments where a deficiency is identified. It would be a matter for each management company or developer to make a planning application. DDP/143/14 RESPRAY DIVIDING LINE ON CYCLE/PEDESTRIAN PATH (SLANG ROUTE) Question: Councillor J. O Dea To ask the Manager to respray the dividing line on the cycle/pedestrian path (Slang route), from Ballinteer Road to DLR Leisure Services, Meadowbrook? Reply: The Slang River Greenway is a shared cycle/pedestrian route and as such both cyclists and pedestrians are entitled to make use of the full width of the surfacing provided. This conforms to the National Cycle Manual (2011). The faded dividing line along a section of the route reflects back to the time when this section had a separate cycle and pedestrian track. DDP/144/14 INSTALLATION OF YELLOW LINES ON OAKDOWN ROAD Question: Councillor J. O Dea To ask the Manager to install yellow lines to keep the entrance to the laneway between (address supplied) clear as local residents use the laneway to park their cars out the back? Reply: The Traffic Section will forward the request for double yellow lines alongside the laneway on Oakdown Road to the joint Traffic Section Garda Advisory Group for consideration. Reply: The provision of delineated parking spaces in residential estates is only installed as part of a managed parking system. DDP/146/14 PARKING SPACES ON MEADOW GROVE Question: Councillor J. O Dea To ask the Manager to delineate parking spaces on Meadow Grove? Reply: The provision of delineated parking spaces in residential estates is only installed as part of a managed parking system. DDP/147/14 PARKING SPACES ON FARMHILL PARK Question: Councillor J. O Dea To ask the Manager to delineate parking spaces on Farmhill Park between Goatstown Road and Taney Grove? Reply: The provision of delineated parking spaces in residential estates is only installed as part of a managed parking system. DDP/148/14 ADJUST TIMINGS OF PEDESTRIAN CROSSING LIGHTS AT KILGOBBIN ROAD/BALLYOGAN ROAD JUNCTION Question: Councillor N. Richmond To ask the Manager to adjust the timings of the pedestrian crossing lights at the junction of Kilgobbin Road and Ballyogan Road to allow pedestrians a greater time to cross? Reply: The Traffic Section will review the signalised junction at Kilgobbin Road and Ballyogan Road and adjust the timings on the pedestrian crossings to ensure sufficient time is provided to allow pedestrians to cross the roadway safely.

Richmond To ask the Manager to adjust the timings of the traffic lights at the junction of Kilgobbin Road, Hillcrest Road and Leopardstown Road to allow vehicles travelling from Kilgobbin Road longer to get across the junction? Reply: The Traffic Section is currently reviewing the phasing of the signalised junction at Kilgobbin Road, Hillcrest Road and Leopardstown Road. 14 Policy Background Part of the County Development Plan Policy OSR3: Future Improvements It is Council policy to continue to improve, landscape, plant and develop more intensive recreational and leisure facilities within its parks and open spaces insofar as resources will permit and that the development of appropriate complementary facilities does not detract from the overall amenities of the spaces Policy OSR&: Greenways Network It is Council policy to develop a comprehensive network of County greenways linking parks and public open spaces and to work with adjoining local authorities and other stakeholders to achieve and improve external linkages. Policy T12: Cycling and Walking It is Council policy to promote and encourage more healthy sustainable and environmentally friendly forms of transportation such as cycling and walking and to make the footway network accessible for all.

31 ENVIRONMENTAL ASSESSMENT Screening Report o o o In accordance EU Habitats and Species Directive an Appropriate Assessment screening completed. The screening assessment provides information on and assesses the potential for the proposed development to impact on Natura 2000 sites. It was confirmed that the greenway will not impact on any Natura 2000 (SAC, SPA) sites or any sites of national importance. Request from Dublin Bus to alter the colour of the primary bus cage on Crofton Road outside Dun Laoghaire DART station noted. Request from Dublin Bus to replace the Keep Clear box on Crofton Road outside Dun Laoghaire DART station with Yellow Box to facilitate departing buses was approved in principal pending receipt of further information from Dublin Bus. DDP/152/14 Ministerial/Departmental/Other Correspondence It was NOTED that there was no business to discuss under this heading. DDP/153/14 PAY AND DISPLAY PARKING IN MEADOW GROVE It was proposed by Councillor G. Tallon and seconded by Councillor J. O Dea "That this Council installs Pay and Display parking in Meadow Grove." The following report was CIRCULATED: Before allocating scarce resources to the design and implementation of a Pay and Display scheme in a residential area the Council requires a signed petition from the Residents Association or from a representative number of residents, indicating that there is majority support for the introduction of Pay and Display parking controls. If such a petition is received from Meadow Grove, the Parking Section will draw up a scheme and conduct a survey of eligible residents in accordance with the Council s Guidelines for the Implementation of Pay and Display Parking Control Schemes. The results of the survey will be brought to the Area Committee for decision. The report was NOTED. DDP/154/14 EXAMINE FOOTPATH AT CORNER OF HEADFORD GROVE AND BEAUMONT AVENUE It was proposed by Councillor T. Fox and seconded by Councillor P. Hand That the Manager examines the section of footpath at the corner of Headford Grove and Beaumont Avenue, as you turn left on to Beaumont Avenue, from Headford Grove, with a view to having it made safer, particularly for wheelchair users, as this section of footpath is too narrow and sloped towards the road and is extremely dangerous to negotiate in safety.

36 The following report was CIRCULATED: The Traffic Section will examine the section of footpath at the junction of Beaumont Avenue and Headford Grove and will make the arrangements to ensure, as best as possible, that this location is suitable for all users once in house resources become available. The report was NOTED. DDP/155/14 SIGNALISED JUNCTION AT TUDOR LAWNS AND TRAFFIC LIGHTS AT TUDOR LAWNS/LEOPARDSTOWN It was AGREED that Agenda Item No. 30 in the name of Councillor L. McCarthy and Agenda Item No. 35 in the name of Councillor T. Murphy be considered together. Agenda Item No. 30 SIGNALISED JUNCTION AT TUDOR LAWNS It was proposed by Councillor L. McCarthy and seconded by Councillor T. Murphy That the Manager will commit to installing a signalised junction at Tudor Lawns following the completion of phase 1 of the Leopardstown Link Road in the event that Tudor Lawns residents are experiencing difficulties getting in and out of their estate. The following report was CIRCULATED: The scheme designed, which is now approved by An Bord Pleanála, is the result of a long iterative process to optimise the performance of all junctions. Consideration was given to the signalisation of the Tudor Lawns junction. However, following an assessment by the Council and its consultants, the option proposed is considered to be the most suitable solution for the following reasons: The proposed access arrangement is safer than the existing arrangement. At present, traffic moves constantly along Leopardstown Road towards the roundabout in a very stop-start manner, resulting in poor observance of the yellow box at Tudor Lawns and consequent difficulties exiting the Estate - particularly exiting right. However, the context in which the junction will operate in future is significantly altered. The introduction of new traffic signals at the adjacent Leopardstown Link Road junction will affect more regulated traffic movements along Leopardstown Road and, in that context, there will be much better observance of the yellow box than at present. This combination of factors will create gaps in the through traffic on Leopardstown Road and will allow exiting vehicles from Tudor Lawns the opportunity to avail of these gaps. This arrangement works well at a similar location on Deansgrange Road at Springhill Park adjacent to major junction with the new Monkstown Ring Road. The proposed arrangement is similar to other housing estates along Leopardstown Road, namely Torquay Wood/Westminster Lawns and Foxrock Manor. It is acknowledged that the number of vehicles exiting right out of Tudor Lawns is likely to increase (while the number turning left will reduce), however, the gaps provided will be sufficient for the increased flow. A right turn lane has been provided into Tudor Lawns which will benefit from the yellow box to provide a gap in the westbound traffic queue at the new signals. This will benefit traffic turning into Tudor Lawns. This additional lane will also remove the situation where traffic exiting right from Tudor Lawns has to nose into the eastbound traffic lane, resulting in a safety improvement.

37 At the request of Tudor Lawns Residents Association, the access road has been widened to two lanes to further reduce the potential for queuing within the Estate. This will allow left-turning vehicles to exit independently of right-turning vehicles. The provision of signals at Tudor Lawns would increase the waiting time for traffic exiting from the housing estate by preventing drivers from availing of convenient gaps in the main road traffic flow. The overall signal system would be more complicated with more stages, a longer cycle time and greater delay for all traffic, in particular the local residents. Based on the reasons outlined above we do not intend to include the provision of traffic lights at the Tudor Lawns junction as part of the Leopardstown Link Road & Roundabout Reconfiguration scheme. However, the operation of this junction may be reviewed should any deficiency be identified following the completion of construction and an appropriate period of observation in service. As a contingency the council has undertaken to include the installation of ducting in the construction of the present road scheme to cover the possibility of such an eventuality. This position is as expressed in previous correspondence, at Deputations meetings, at the oral hearing convened by An Bord Pleanála and at various meetings with the Tudor Lawns Residents Association. Also note that the scheme, as proposed, has been the subject of both a Road Safety Audit and a Road User Audit, the recommendations of which have either been incorporated or the Council's responses accepted by the Auditors. Agenda Item No.35 TRAFFIC LIGHTS AT TUDOR LAWNS/LEOPARDSTOWN It was proposed by Councillor T. Murphy and seconded by Councillor L. McCarthy That the Manager reverses the decision not to have traffic lights at the Tudor Lawns junction with Leopardstown Road. The following report was CIRCULATED: The scheme designed, which is now approved by An Bord Pleanála, is the result of a long iterative process to optimise the performance of all junctions. Consideration was given to the signalisation of the Tudor Lawns junction. However, following an assessment by the Council and its consultants, the option proposed is considered to be the most suitable solution for the following reasons: - The proposed access arrangement is safer than the existing arrangement. Following discussion on Agenda Item Nos 30 and 35 it was AGREED that the operation of the new junction at Tudor Lawns would be reviewed once it had been in operation for a period of three months following the completion of the road scheme in its entirety. DDP/156/14 CAPITAL EXPENDITURE PROVISION TO WIDEN BLACKGLEN ROAD It was proposed by Councillor T. Murphy and seconded by Councillor N. Richmond That the Manager puts a provision for monies in the capital expenditure next year to widen the Blackglen Road from the Lamb Doyle s pub to Lambs Cross as there is no provision for footpaths or cycle lanes. The following report was CIRCULATED: A detailed design and draft CPO has been prepared for the Blackglen Road / Harold's Grange Road Improvement Scheme, which is Part 8 approved. The construction of the section from Lambs Cross to Lamb Doyle's including footpaths, cycleways, public lighting, new foul and surface water sewers, attenuation tanks, service diversions, boundary walls etc. is estimated to cost approximately 8-9m for which there is no funding.

39 The Council's Capital Programme for the years 2014 to 2016 was adopted at the March Council meeting. It allocates a sum of 0.5m towards "Blackglen Road (including Lamb's Cross) Interim Works - Feasibility." It is proposed that this allocation will be expended on the planning of less expensive interim works to be funded by a future allocation from the Council's Capital Programme post The report was NOTED. DDP/157/14 ADJUST THE SEQUENCE OF TRAFFIC LIGHTS AT EDEN PARK ROAD/DRUMMARTIN ROAD/LOWER KILMACUD ROAD JUNCTION It was proposed by Councillor J. O Dea and seconded by Councillor P. Hand That the Manager adjust the sequence of the traffic lights at the junction of Eden Park Road, Drummartin Road and Lower Kilmacud Road to discourage drivers who use Knocknashee estate as a rat-run, by limiting the number of cars exiting Eden Park Road to three with each change of lights. The following report was CIRCULATED: The traffic lights at the junction of Drummartin Link Road and Eden Park Road are adjusted to ensure that the priority is given to traffic flows in a north-south direction on the Drummartin Link Road. Any further changes to the setting will have a knock-on affect on all the arms of the junction and therefore affect all driver, pedestrian and cycle movements. Therefore, in the case of Eden Park Road, it is not possible to seriously restrict traffic flows on this roadway without designing a completely new phasing programme for the junction. This would be to ensure that there is no detrimental consequence for pedestrian crossing times and traffic flows on the other arms due to such changes. Traffic Section would not favour re-configuring the traffic signals as the correct option to control rat-running. The report was NOTED. DDP/158/14 EXTRA FILTER LIGHTS TO IMPROVE TRAFFIC FLOWS AT ROEBUCK ROAD/FOSTER AVENUE/CALLARY ROAD JUNCTION It was proposed by Councillor B. Saul and seconded by Councillor G. Horkan "That the Manager investigates the possibility of extra filter lights in order to improve traffic flows at the junction of Roebuck Road, Foster Avenue and Callary Road?" The following report was CIRCULATED: Currently, there are filter arms on three of the four sides of the Roebuck Road, Foster Avenue, Callary Road junction.

40 The Traffic Section has examined the possibility of providing additional filter lights at this junction, to improve traffic flows, and is of the opinion that such lights wouldn t provide any improvement. It should be noted that the provision of slip lanes and traffic signal filter lights into the adjoining Mount Merrion area is not recommended as it may encourage traffic movements into a residential area. In addition, slip lane facilities are not in keeping with the principles, approach and standards set out in the Design Manual for Urban Roads and Streets (DMURS). The report was NOTED. DDP/159/14 PEDESTRIAN CROSSING ON CARMANHALL ROAD The following motion in the name of Councillor L. McCarthy was not moved That the Manager would please install a pedestrian crossing on Carmanhall Road without delay. DDP/160/14 ALTERATION OF PARKING SPACE TO FACILITATE RESIDENT IN ARDGLAS It was proposed by Councillor J. O Dea and seconded by Councillor G.
