Devlin SECONDED by Councillor C. Smyth and AGREED that the Minutes of the Meeting of the Dún Laoghaire (Municipal Services) Meeting held on 25 th September 2017 be CONFIRMED and ADOPTED. Maintenance Services - Questions It was proposed by Councillor J. F. Bailey and seconded by Councillor M. Baker and

2 resolved:- That pursuant to Standing Order No. 13 (c) question numbers 2 to 17. be ADOPTED and APPROVED. DLMUN/390/17 Councillor M. Baker - To have both sides of the footpaths on Woodbine Road inspected with a view to making any necessary repairs DLMUN/391/17 Councillor M. Baker - Explain why a GPR Survey would be carried out in relation to road works DLMUN/392/17 Councillor A. Colgan - To review and arrange for resurfacing of the extremely poor and dangerous surface of Grotto Avenue and Grotto Place DLMUN/393/17 Councillor C. Devlin - Prioritise the resurfacing of Shanganagh Terrace, Killiney Hill Road in 2018 DLMUN/394/17 Councillor C. Devlin - To repair the road (between the road and footpath) outside (address supplied) in Rockford Park, Blackrock DLMUN/395/17 Councillor C. Devlin - To repair the very poor road surface between Monkstown Grove and Dunedin Drive DLMUN/396/17 Councillor C. Merrigan - Provide a schedule for the repair for the pavement on the northern side of Upper George's Street, Dún Laoghaire DLMUN/401/17 Councillor D. O'Callaghan - Arrange an inspection of footpaths in Aubrey Grove, Shankill DLMUN/402/17 Councillor C. Smyth - To repair the footpaths in Aubrey Grove, Shankill DLMUN/403/17 Councillor B. Ward - Give a report on the use of photo-sensitive diodes in public lighting and lights used for traffic management DLMUN/404/17 Councillor B. Ward - Provide an up-date for this Committee on the public lighting on Woodbine Avenue, and in Woodbine in general DLMUN/405/17 Councillor B. Ward - Arrange for the gullies, shores and manhole covers on Booterstown Avenue to be cleaned DLMUN/406/17 Ministerial/Departmental/Other Correspondence Correspondence received from Dun Laoghaire Harbour Co Correspondence was READ and NOTED. DLMUN/407/17 Councillor B. Ward This item was proposed by Councillor B. Ward and Seconded by Councillor J. F. Bailey

4 That the Chief Executive makes arrangements to take in charge the laneway/path to the rear of (addresses supplied), and can she arrange to have this laneway/path cleaned up in the short term. It is noted that all the other laneways/path in the estate are maintained on a regular basis by this Council and that public lighting is in place in all the laneways/paths, including the one listed above. It is further noted that all public utility services to these houses are provided underneath this laneway/path and that the utility companies are now refusing to carry out repairs as the laneway/path is impassable The item was considered and NOTED. A Plebiscite is required, and the Director of Services will address the matter in January, DLMUN/408/17 Councillor M. Baker This item was proposed by Councillor B. Ward and Seconded by Councillor J. F. Bailey That the Chief Executive report on the following in relation to the public lighting provision on Avoca Avenue, section between the crossroads with Grove Avenue and the junction with Avoca Park:- 1. Survey the level of lighting as currently there are many areas that are in the darkness. 2. These areas of darkness can be very dangerous for cyclists as drivers only see them in the brighter areas. 3. What improvements can be made to improve the overall lighting provision? 4. When will the improvements be put in place. The report of the Senior Roads Engineer, Maintenance Section was considered and NOTED. DLMUN/409/17 Councillor D. O'Keeffe This item was proposed by Councillor M. Baker and Seconded by Councillor J. F. Bailey That this Committee agrees to commit the required resources to provide beach wheelchairs on Killiney beach before the start of summer 2018 at the very latest. It was Agreed that this would be a headed item in December It was Agreed that the current access would be improved before a solution is finalised. DLMUN/410/17 Councillor J. Gildea This item was proposed by Councillor J. Gildea and Seconded by Councillor J. F. Bailey. Park Services - Questions It was proposed by Councillor C. Devlin and seconded by Councillor M. Gildea - Update on the production of a Master Plan for Shanganagh Park, Shankill DLMUN/412/17 Councillor M. Merrigan - To provide an update on Agenda Item 17 (DLAC/MUN/230) of May 22nd 2017 DLMUN/413/17 Councillor C. Smyth - Ensure the tarmacking of the footpaths in Shanganagh Park on the east of the DART line be included in the 2018 Parks Programme of Works DLMUN/414/17 Councillor C. Smyth - To install a playground in Johnstown Estate DLMUN/415/17 Councillor P. Stewart - Update on a cost estimate for a sustainable solution to the unkempt bank that stretches from Salthill & Monkstown Station up to Trafalgar Terrace DLMUN/416/17 Councillor B. 6 Councillor D. O' Keeffe This item was proposed by Councillor D. O Keeffe and Seconded by Councillor S. O Brien. That this Committee agrees to discuss the possible options for upgraded/refurbishing the club house at Pearse Park which is used by Pearse Celtic Football Club It was Agreed that a report be completed and its findings be reported on in the next meeting Questions - Transport Services It was proposed by Councillor J. F. Bailey and seconded by Councillor D. Kingston and resolved:- That pursuant to Standing Order No. 13 (c) question numbers 31 to 36 be ADOPTED and APPROVED. DLMUN/419/17 Councillor A. Colgan - Consider installation of appropriate barriers at the end of the cycle lane before bus stop no at the junction of Mount Merrion Avenue and Stillorgan Road, DLMUN/420/17 Councillor C. Devlin - Reline the turning lanes coming from Leopardstown Road onto the N11 (at the junction between Leopardstown Road and Newstownpark Avenue) as they are extremely faded DLMUN/421/17 Councillor M. Merrigan - Examine the possibility of installing a traffic calming ramp or raised area at the entrance of St. Mary's Street in Dún Laoghaire DLMUN/422/17 Councillor C. Smyth - To begin the process on introducing Pay and Display parking in Shandon Park, Monkstown DLMUN/423/17 Councillor C. Smyth - Review the road signage i.e. yield signs etc. at the Corbawn Lane/Dublin Road/Shanganagh Road Roundabout, Shankill DLMUN/424/17 Councillor C. Smyth - Are the footpaths at Stonebridge Road between Dublin Road and the two primary schools wide enough

7 DLMUN/425/17 Impact Of Pay And Display Parking On The Economic Development Of Dun Laoghaire Town Centre Presentation Noted AND Accepted. Cllr. P. Stewart asked Executive to respond to the suggestions made in the report Cllr. D. O Callaghan requested that Councillors and Management work on implementing the recommendations made in the report. It was agreed that the Council meet with the Ward Councillors in the first instance to discuss the report and recommendations. A Draft Action Plan will then be presented to the Area Committee for their consideration. Hanafin to have discussion with Iarnrod Eireann re porta cabins DLMUN/429/17 Councillor P. Stewart This item was proposed by Councillor P. Stewart That the Chief Executive examine ways of making safer the footpath on Marine Road Dún Laoghaire which crosses the routes in and out of the Royal Marine Hotel and the Dún Laoghaire Shopping Centre car park. Pedestrians are very vulnerable at this crossing of these major exits and entrances in one long stretch with no road makings or other protection. Item was Noted that this Item needs to be re-entered DLMUN/430/17 Councillor C. Devlin This item was proposed by Councillor C. Devlin and the report was Accepted

9 That the Chief Executive examine amalgamating the existing pedestrian crossing (near Belgrave Square East) on Monkstown Road and incorporate it into a new set of traffic lights at the entrance to Monkstown Valley in order to make it easier for residents of Monkstown Valley exiting the estate as their visibility is very poor for oncoming traffic coming up from Monkstown Village. DLMUN/431/17 Councillor C. Smyth This item was proposed by Councillor C. Smyth That the Chief Executive upgrade the signalised junction at Corke Abbey Avenue/Dublin Road/Old Connaught Avenue especially the pedestrian crossings as currently not all four crossings facilitate pedestrians and the new primary and secondary schools will be opening shortly. It was Noted that this Item will be Re-Entered DLMUN/432/17 Councillor M. Merrigan This item was proposed by Councillor M. Merrigan and Accepted That, the Chief Executive, in the interest of public safety and proper traffic management, examine what alternative layout of the junction of Convent Road and Convent Lane in Dún Laoghaire could deter and prevent traffic exiting Convent Lane and illegally turning right up Convent Road against the one-way system to access Lynch Lane and to bring forward proposals for same. DLMUN/433/17 Councillor P. Stewart This item was proposed by Councillor P. Stewart and Accepted That DLR Traffic Department examines the possibility of providing a signalised pedestrian crossing across Glenageary Road Upper in the vicinity of Glenageary Park as there are many school students crossing this road. DLMUN/434/17 Councillor M. Merrigan This item was proposed by Councillor M. Merrigan and Accepted That, the Chief Executive to return the use of the pavement and parking on Monkstown Crescent before the end of October and to suspend any stop/go traffic controls and any remaining disruptive work during the months of November and December to allow for
