O Brien To ask the Manager to arrange for the green spaces behind Inbhir Ide Drive, Malahide and opposite the Band Room on Sea Rd, Malahide to be inspected with a view to having them cleaned up as there has been a number of illegal dumping and littering in the areas? This area will be examined and any necessary clean up will be carried out in the coming weeks. ITEM NO. 3 RESURFACING OF YELLOW WALLS ROAD, MALAHIDE Question: Councillor E. O Brien To ask the Manager to outline what plans are in place to resurface Yellow Walls Road, Malahide? A section of Yellow Walls Road from the Dublin Road/Yellow Walls Road junction to Londis store is included in the 2013 Roads Restoration Improvement Grant Programme. The road overlay is due to start during the summer.
14 14 Question: Councillor C. O Callaghan ITEM NO. 4 RAMPS IN HOWTH/MALAHIDE To ask the Manager to outline in detail what action the Council took with respect to the contractor who installed ramps and speed cushions around the Howth Malahide Ward which have deteriorated and in places crumbled apart over the space of a few short years? Ramps were generally provided either by Minor Works contract or as part of bigger scheme (like say Cycle to Dart and therefore full procurement) or by private developer. Selection, where under our control was on the basis of price. During the severe weather conditions that occurred during recent winters many existing road surfaces including ramps were damaged. A ramp condition survey was carried out across the County in 2011 by the Traffic Section to determine the nature and extent of the problem. In a report dated April 2011 Pavement Management Systems Consultants suggested that a likely cause for the excessive deterioration of ramps was binder related but also noted that it was not possible to be definitive in the absence of quantitative data, design information on the proprietary surfacing used and an extensive programme of field and laboratory testing over an extended period of time, including research. The results of such testing would still be open to challenge based on contributory factors such as traffic effects and environmental effects particularly the effects of salt, grit and snow ploughing on the surface integrity. Due to the inconclusive nature of the Consultants findings and following detailed discussions with the original Contractor (who was also the lowest tendered price for 2011) we were offered, without prejudice, a further reduction on the 2011 tendered rates of 30% for ramps and cushions and 40% for Platforms based on an average minimum area per day. Subsequent repair works were carried out at these reduced rates. ITEM NO. 5 LITTER AT BAYSIDE DART STATION AND SEAGRANGE PARK
15 15 Question: Councillor C. O Callaghan To ask the Manager what action the Council will take to deal with the litter problem around Bayside Dart Station and Seagrange Park? The litter bin located in Seagrange Park at the entrance to the underpass to Bayside Dart Station is emptied four times a week and the area in the vicinity is litter picked at the same time. Additional measures to deal with the issues raised will be considered. ITEM NO. 6 HOWTH SIGNAGE SCHEME Question: Councillor C. O Callaghan To ask the Manager has a contractor been appointed to install the Howth signage scheme and when will works commence and when will these works be finished? Quotations were sought from qualified contractors to supply and install these signs. These quotations are currently being assessed. It is anticipated that a contractor will be appointed shortly. The signs will then be manufactured and erected on site. ITEM NO. 7 LIGHTING AT ABBEY GRAVEYARD, HOWTH Question: Councillor C. O Callaghan
16 16 To ask the Manager to report on what progress is been made on the proposed scheme to light the Abbey and Walls of the Abbey Graveyard, Howth? At the Howth/Malahide Area Committee meeting of October 2012, it was decided that exploratory discussion would be commenced with the various interested parties, concerning a proposal to install lighting at the Abbey Graveyard, Howth, to make this feature visible at night. The National Monument Service of the OPW were contacted and they advised that they would not have an objection to the proposal in principle. They also advised that they would not fund it. Cuan Na Mara Management Co. Ltd., who represent the apartment and business units owners of Cuan Na Mara, were contacted to discuss the proposal. They advised that they are having their annual general meeting in April 2013, at which they will discuss the proposal in principle, and they will revert to Fingal Co. Co. with their observations. From initial contact, they have advised that concerns would be that lighting may interfere with people s sleep, and the lit up roof garden may attract an anti-social element. If this project were to advance it is estimated that the installation costs would be in the order of 25,000, with an annual maintenance/operation cost of about 1,000. In the light of current budgetary constraints, it is unlikely that this project could be proceeded with at this time. ITEM NO. 8 COMPLETION OF PATH ON BLACKWOOD LANE, PORTMARNOCK Question: Councillor E. O Brien To ask the Manager to resolve to complete the path on Blackwood Lane, Portmarnock, in the interest of safety, and that the Manager make a statement on the matter. There is currently no funding available for the completion of the footpath at Blackwood Lane. These works will be included for consideration in the schemes being submitted for funding to the NTA funding for 2014.
17 17 ITEM NO. 9 PROVISION OF PITCH FOR NAOMH MEARNOG G.A.A. CLUB Question: Councillor E. O Brien To ask the Manager what steps have been taken in dealing with Naomh Mearnog Gaa Club, regarding the pitch at PSLC that has been unplayable in recent months and what the Manager proposes to do to sort this out? There is a drainage problem in the south eastern corner of the GAA pitch which is allocated to Naomh Mearnog GAA Club at Carrickhill, Portmarnock. This corner of the pitch is low lying and water has nowhere to drain due to the contours at this location. This problem has become most evident in recent months due to the prolonged periods of rain. In order to alleviate this drainage issue, it was proposed in 2012 to raise the ground levels at this corner, i.e. import topsoil, level and reseed and Naomh Mearnog GAA Club were contacted on the matter. However as this would have rendered the pitch unplayable for a number of months the club asked for this work to be deferred. Naomh Mearnog GAA Club has recently been contacted on this issue and they have now agreed for the works to take place this season once ground conditions allow. ITEM NO. 10 PRUNING OF TREES ON TALBOT AVENUE, MALAHIDE Question: Councillor E. O Brien To ask the Manager to arrange for pruning of street trees along Talbot Ave, Malahide, paying specific attention to the tree outside (details supplied).
18 18 There are 24 no. semi-mature street trees in Talbot Avenue, the majority are of which are Lime. Two trees are within 3 metres of lamp standards and this includes the tree specifically referred to in this question. These trees are listed for removal in accordance with the Fingal Tree Strategy. Coyle To ask the Manager, in conjunction with Iarnród Eireann, to review the safety of pedestrians crossing the entrance to the car park at Portmarnock Railway Station, given that there is a conflict with cars (particularly at peak usage times)? The location will be examined to consider suitable measures that may be implemented to improve the safety of pedestrians. ITEM NO. 14 REPAIR TO POTHOLES AT BISSETTS STRAND, MALAHIDE Question: Councillor A. Lavin To ask the Manager to repair the potholes on the upper walkway between Hanlon's Lane and the Bridge along Bissetts Strand Malahide. 20 20 ITEM NO. 15 FOOTPATH REPAIRS AT ABBEY STREET, HOWTH Question: Councillor A. Lavin To ask the Manager to advise if and when the footpaths at Abbey Street Howth will be repaired? Funding has been received from the NTA in relation to dishing of footpaths and minor improvement works along the existing footpath network on Main Street, Abbey Street and Harbour Road, Howth. A contractor will be sought through a tendering process to carry out these and other footpath improvement works throughout the County. A more definite timescale will be determined once a contractor has been appointed. ITEM NO. 16 REMOVAL OF DOUBLE YELLOW LINES ON ST. LAURENCE ROAD, HOWTH Question: Councillor A. Lavin To ask the Manager can the Double Yellow Lines recently drawn on St. Laurence Road, Howth be withdrawn? These lines were installed after a meeting with residents in Harbour View and consultations with the Gardai. The Gardai requested the lines be installed to improve road safety. It is not the intention of Fingal County Council to remove these lines.

Lavin To ask the Manager to request Iarnroid Eireann take steps to secure and preserve the waiting room on the Northern Platform at Malahide Railway Station. The waiting room at Malahide Railway Station is the responsibility of Iarnród Éireann. The matter will be referred to Iarnród Éireann for their consideration. ITEM NO. 18 AREA CHAIRPERSON S BUSINESS REMOVAL/PRUNING OF TREES CASTLE COVE, MALAHIDE Motion: Councillor A. Lavin That the Manager remove or at least prune the trees and large shrubs to the rear of Malahide. 22 22 ITEM NO. 19 INSTALLATION OF PEDESTRIAN TRAFFIC LIGHTS AT THE JUNCTION OF PARNELL COTTAGES/ST. SYLVESTER S VILLAS, MALAHIDE Motion: Councillor E. O Brien That the Manager consider installing Pedestrian Traffic lights at the junction of Parnell Cottages/St. Sylvester s Villas, Malahide due to the number of blind people in that area and the increase in traffic due to Avoca. There is currently no funding to provide these lights this year. It will be put forward for consideration for the 2014 Application for funding to the NTA. ITEM NO. 20 REMOVAL OF SHRUBBERY ADJACENT TO THE OLD COURT HOUSE, HOWTH Motion: Councillor C. O Callaghan That the Manager list for removal and shredding and replacement with suitable planting the overgrown shrubbery on the bank adjacent to the old court house between Harbour Road and Church Street, Howth. Fingal County Council is working with Howth Tidy Towns Community Employment Scheme on carrying out maintenance of this embankment. In the past two years, the C.E. scheme has planted daffodil bulbs along the base of the embankment slope and carried out some clearance work here. However the steep gradient of this piece of ground renders it difficult for staff to carry out maintenance work in a safe manner. The removal of the understorey growth and the replanting of this embankment would be a costly project due to the gradient of the slope and difficulty of access and there no provision
23 23 in this year s funding for such a scheme. The location will be considered for future works subject to available funding. ITEM NO. 21 FLOODING ON DRUMNIGH ROAD Motion: Councillor P. Coyle That the Manager report on action plans to address the regular flooding problems on the Drumnigh Road adjacent to (details supplied). During heavy rain, water overflows Malahide Golf Club s drainage ditch which runs along the east side of Drumnigh Road. The overflow collects in a low spot and creates ponding in the road near the entrance to the property (details supplied). Depending on the severity of the rainfall, the ponding is typically about 50mm deep on the road and extends approx 20m along the road. The ponding extends into the driveway and garden of (details supplied) typically to a distance of approx. 10m. In order to address this matter, Fingal County Council have written to Malahide Golf Club on two occasions, the most recent on 1 st March 2013, informing the Golf Club of its responsibilities under the Roads Act 1993, to prevent its ditch from overflowing onto the public road. Fingal requested the Golf Club to make contact with the Area Engineer in order to investigate and establish a solution to the problem. There has been no response to date this matter. ITEM NO. 22 RELOCATION OF COACH PARKING SPACES
24 Motion: Councillor E. O Brien 24 That the Manager arrange to relocate the new coach parking spots further up St James's Tce, Malahide due to safety concerns regarding the Scout Den. Following a review of the location the area designated for coach parking on St. James Terrace Lower, Malahide will be relocated further south along the street to an area adjacent to the existing Dublin Bus stop. The parking bays will be reinstated once the existing coach parking markings have been removed. ITEM NO. 23 PROVISION FOR TAXIS DURING DAYTIME HOURS IN MALAHIDE Motion: Councillor A. Lavin That the Manager report on Taxi Rank(s) in Malahide and advise what provision is made for taxis during daytime hours. A taxi stand has been provided on the eastern side of New Street, Malahide, approved under Fingal County Council Appointed Stands (Street Service Vehicles) Bye-Laws, This taxi stand operates between the hours of 6.00pm to 8.00am and can accommodate 10 vehicles. This is the only approved taxi stand in Malahide. ITEM NO. 24 FOOTPATH REPAIRS BETWEEN BALDOYLE VILLAGE AND THE RED ARCHES, BALDOYLE

Footpath repairs at this location will be listed for inclusion in the 2013 Area Engineer s Maintenance Works Programme. ITEM NO. 25 PARKING FACILITIES AT BROOMFIELD, MALAHIDE Motion: Councillor P. Coyle That the Manager, in keeping with Fingal County Council s Age Friendly County initiative, this Committee recommends that agreements be sought from all users of parking at the Broomfield Council lands to give preferential parking facilities to older members of Malahide Regional Bridge Club at night-time in the parking spaces immediately adjacent to that club. Broomfield car park, Malahide is a pubic car park which can cater for 55 no. cars, two of which are for disabled drivers. The overflow car park adjoining the all weather pitch has a capacity of 52 spaces. The main users of the car park are the local GAA club, users of the all weather pitch and members of the Malahide Regional Bridge Club. The car park works on a first come first served basis with no specifically designated parking spaces for any one group. Fingal County Council can facilitate a meeting between the principle users of the car park to identify any issues that may exist regarding the use of the car park and to see if an informal agreement can be reached between all the parties concerned.
26 26 ITEM NO. 26 PEAK TIME DART TRAINS TO MALAHIDE Motion: Councillor A. Lavin That the Manager request Iarnród Éireann and the Minister for Transport to ensure that the recent practice of operating 4 Carriage DART trains at peak times to Malahide be reversed. This is a matter for Iarnród Éireann and the Minister for Transport. If the motion is agreed the matter will be referred to Iarnród Éireann for their consideration. Motion: Councillor E. O Brien ITEM NO. 27 RESIDENTS PARKING PERMITS, MALAHIDE That the Manager report on how traffic wardens engage with residents parking in Malahide Village with permits vis a vis issuing fines. The Fingal County Council Parking Bye-Laws 2009 state that residents living in a Pay & Display zone are entitled to a residents parking permit. Residents may obtain a two year permit at a cost of 20, a maximum of four permits per household. An application for a permit must be accompanied by relevant supporting documentation, e.g. current utility bill, drivers licence, motor insurance certificate, etc. There are currently 131 active permits issued to residents of Malahide. A Resident's Permit entitles the holder to unrestricted parking in any parking bay on the streets specified on the permit. However, it does not entitle the permit holder to park illegally e.g. on double yellow lines, in a loading bay, bus stop, bus lane, etc. The traffic wardens will issue fines for illegal parking in accordance with the Council s Bye-Laws and relevant road traffic legislation.
27 27 ITEM NO. 28 CLEANING AT THE COASTAL WALKWAY, DUBLIN ROAD, SUTTON Motion: Councillor C. O Callaghan That the Manager clean and tidy the Coastal Walkway at the Dublin Road, Sutton. Cleaning of the Coastal Walkway, Dublin Road Sutton is carried out fortnightly. This location has recently been examined and a clean up was carried out. ITEM NO. 29 INSTALLATION OF PEDESTRIAN CROSSING ON BACK ROAD, MALAHIDE Motion: Councillor P. Coyle That this Committee recommends that the Council investigate the possibility of installing a pedestrian crossing on Back Road, Malahide, (near the junction with Parnell Cottages - St Sylvester s Villas) in order to facilitate visually impaired people in the area. There is currently no funding to provide a pedestrian crossing in this location this year. It will be put forward for consideration for the 2014 Application for funding to the NTA. ITEM NO. 30 ONE WAY TRAFFIC AT MALAHIDE RAILWAY STATION
28 28 Motion: Councillor A. Lavin That the Manager consider in Consultation with Iarnród Éireann and the Gardai the introduction of one way traffic into and out of Malahide Railway Station. A meeting has been arranged with Irish Rail to discuss the possibility of introducing a system of one way traffic on entering and exiting Malahide Dart Station. This meeting is scheduled for the coming week. A further report will be brought to the Committee when a decision has been reached between all parties concerned. 29 29 ITEM NO. 32 RESTORATION OF ROAD WIDTH AT STRAND ROAD, SUTTON Motion: Councillor C. O Callaghan That the Manager restore the road width between Sutton Dinghy Club and St. Fintan s Road at Strand Road Sutton. The road between Sutton Sailing Club and the junction of St. Fintan s Rd./Strand Rd. is bounded on the east side by stonework garden walls. On the west side, the road is variously bounded by: a timber fence, hedges/vegetation, a stonework wall and a grass verge. The road surface course layer does not follow a regular line on the west side. Where the road is bounded by vegetation, the surface course layer in places only extends a short distance under the vegetation. Thus, it is not a matter of restoring the road width by cutting back/removing the vegetation. The Operations Division will monitor the vegetation at the side of the road at this location, and keep it trimmed back, as found necessary, to minimize any intrusion onto the road. ITEM NO. 33 COACH PARKING AT MALAHIDE SEA SCOUTS Motion: Councillor A. Lavin That the Manager move the (very welcome) Coach Parking located outside Malahide Sea Scouts to another more suited location. Following a review of the location the area designated for coach parking on St. James Terrace Lower, Malahide will be relocated further south along the street to an area adjacent to the existing Dublin Bus stop. The parking bays will be reinstated once the existing coach parking markings have been removed.
