1 MINUTES OF THE MONTHLY MEETING OF HEPTONSTALL PARISH COUNCIL HELD AT HEPTONSTALL SCHOOL J I & N SCHOOL, 1 AUGUST 2016 Present : Councillors J Crowther (Chairman) B A Baldwin J R Dunford M V Edwards K Roberts J Scarborough S Slater & B Stott + Calderdale MBC Ward Councillor Joshua Fenton-Glynn 58/16 APOLOGY OF ABSENCE An apology of absence was received from Councillor N James. Approval of absence was neither sought nor granted. Vice Chairman Cllr Jean Crowther presiding 59/16 DECLARATIONS OF INTERESTS There were no Declarations of Interests. 60/16 ADDRESS BY JAYNE O CONNELL : CO-ORDINATOR FOR DEMENTIA ACTION ALLIANCE The Chairman welcomed Ms O Connell who explained she had been in post since May 2016, her role being to create dementia friendly communities. She asked the Council to consider joining the alliance, working with schools, churches, councils etc. A case of spreading the word. She would wish the Council to take a lead, and begin by committing to take three actions details would be ed to The Clerk. Ms O Connell invited questions. As a result Councillor Edwards suggested Mrs J Lymer could be approached to act as Champion of the campaign. The Chairman thanked Ms O Connell for her visit and explanations. It was resolved to receive the promised information and consider this matter further at the next monthly meeting to be held 5 September /16 INTRODUCTION OF NEW WARD COUNCILLOR The Chairman welcomed Calderdale MBC Ward Councillor Joshua Fenton- Glynn to the meeting, who introduced himself. He welcomed the invitation to attend and confirmed he would do his best to support the Parish, be visible and make his voice heard. He invited the Parish Council to make him aware of issues for he could provide assistance. Big issues at present include the possibility of additional off road parking to be created on Valley View Road which would be funded by the Parish Council IF there proved to be 921

2 public support via a questionnaire. Councillor Scarborough explained such plans would need to work hand in glove with the provision of double yellow lines at this site. Calderdale MBC were being unresponsive on this matter. (Cllr Scarborough will provide details of the scheme) Councillor Fenton-Glynn agreed to take up this matter with Barry Collins, and would report back. The Chairman thanked Councillor Fenton-Glynn for his attendance and support. Councillor Fenton-Glynn in turn thanked the Council for this opportunity to meet and form a link. 62/16 PUBLIC PARTICIPATION Mrs Dugdale and Mrs Breeze of Southfield and Mr Cutts of Longfield, Heptonstall wished to address the problem of the dilapidated garages between Longfield and Southfield owned by Pennine Housing 2000 Ltd. Mrs Miriam Dugdale agreed to speak on behalf of the other residents. She provided photographs showing two of the garages with no roofs which had left them in an unusable and dangerous condition. Despite asking P2k to repair, residents had been told no money will be spent until 2017, which was considered to be unacceptable. The simple requirement would be for the roofs to be put back on the structures (the materials are already there) and the garages to be maintained. Mrs Dugdale explained that this risk extended beyond the 2 garages in question there is a risk that the recreational open space would become unprotected if the garages were removed and asked if this green space could achieve Local Green Space designation. (There was uncertainty as to the ownership of this green space was it transferred across to P2k from Calderdale MBC when the garages were transferred?). The Chairman thanked the residents for their attendance and explanations, and invited them to stay to hear the Council members deliberations which would follow immediately. 63/16 DELAPIDATED GARAGES + THE GREEN BETWEEN LONGFIELD & SOUTHFIELD, HEPTONSTALL Following the information received (see minute 62/16 above) it was resolved : To ascertain from Calderdale MBC Legal Services details of the conveyancing to Pennine Housing 2000 Ltd in respect of the garages and The Green To tell Pennine Housing 2000 Ltd to repair the roofs of the two roofless and derelict garages in the interests of safety and further dilapidation. Ward Councillor Fenton-Glynn and the residents would write similarly to the landlord, copying their communications to the Parish Council. 64/16 The minutes of the Monthly Meeting of Heptonstall Parish Council held 4 July 2016 were approved as a correct record. 922

3 65/16 PROVISION OF A DEFIBRILLATOR The Clerk reported he had supplied all information required by Calderdale Planning and was now awaiting approval prior to ordering the required external cabinet. Once installation is complete the familiarisation training would need to be addressed. It was resolved to approve such cost using the 100 per 30 candidates package. 66/16 APPROVAL OF ACCOUNTS The following accounts were approved for payment : Heptonstall J I & N School Meeting Room R M Greenwood Computer Travel Stationery TalkTalk Telephone/Broadband Yorkshire Local Councils Assns 2 x Training Fees /16 PLANNING (a) Planning Decisions : notification of recent decisions were received from the Planning Authority and presented for information. (b) The following Planning Applications were previously considered by the Planning Committee and the following recommendations were ratified : PA 16/00655/LBC : Replacement windows (Listed Building Consent) Old Edge, Edge Lane, Colden, Heptonstall No objections arose. PA 16/00733/LBC : Alterations and repairs to both the interior and exterior of the property to restore it Little Stoneshey Gate, Stonehey Gate, Widdop Road, Heptonstall No objections arose. (c) Councillor Scarborough introduced the report prepared by The Clerk in respect of their joint visit to meet senior planners at Calderdale MBC. As a result it was reported that the property 41a Towngate, Heptonstall, was partially owned by a Housing Association whose conditions include that the property should be occupied which it is not. It was resolved to advise the Housing Association (Councillor Crowther will supply details) and Calderdale Planning Enforcement Section. It was also resolved to ask Calderdale Planning to provide reassurance that Mr Lewis property below Lee Wood Road is compliant with design approval. 923

4 68/16 GREEN BELT REVIEW Following the draft of the Green Belt Review Councillor Dunford expressed concerns : The consultation process was not obvious from the release of information Appendix C of the document was described as being so extensive that the detail was available on Calderdale MBC s website except that it is not there. The lack of detail in respect of the reference to Slack. It was resolved these issues be advised to Calderdale MB Council to be addressed. 69/16 Arising from correspondence received : it was resolved to ask Calderdale Planning to provide information in relation to the Planning Inspector s imminent visit to the site at Townfield Lane, Heptonstall. It was further resolved to ask for the following item to be included on the forthcoming agenda of the Annual Liaison Conference with Calderdale MBC, as well as the next committee meeting of the Liaison group : To receive advice when communication with departments of Calderdale MBC fail to be addressed (or acknowledged). 70/16 CHANGES TO DOMESTIC WASTE COLLECTION SERVICE The details of the revised waste collection service were received from Calderdale MBC. It was agreed not to seek attendance from an officer, as offered. 71/16 ROLLING PROGRAMME OF COUNCIL ENFORCEMENT ACTIONS The Clerk presented members with an updated list. It was agreed to follow up the need to re-site the Hepton Drive sign at the top of Southfield, and continue to press for a response from Pennine Housing 2000 Ltd re the Christmas lights in Hepton Drive gardens. 72/16 MISSING SEATS IN HEPTON DRIVE GARDENS It was reported that, since the work undertaken in the gardens at Hepton Drive, the seats (with one exception) have not been returned. It was resolved to ask Pennine Housing 2000 Ltd to reinstate. 73/16 NEIGHBOURHOOD PLANNING Councillor Slater provided updated information in respect of the latest consultative stage of the progress towards a Joint Neighbourhood Plan and confirmed the next joint meeting will take place on 8 August Councillor Slater was thanked for her report. 924

5 74/16 REPORT OF PROGRESS/ACTIVITY OF THE TRAFFIC GROUP Councillor Scarborough advised that he had prepared a draft of the public survey document in respect of the possible car park on Valley View Road, and had passed this to other Traffic Group members for comment. (Chairman) (Date) 925
