2 Gone All Day Beef Stew 1 can tomato soup 1 cup water or red wine ¼ cup flour 2 pounds beef chuck roast cut into 1 pieces 3 medium carrots cut into 1 pieces 6 small onions - quartered 4 medium potatoes cut into 1 pieces ½ cup celery cut into 1 pieces 12 mushrooms cut into bite size pieces 2 beef bouillon cubes 1 teaspoon oregano 1 teaspoon rosemary 1 bay leaf ½ teaspoon pepper Mix soup, water and flour until smooth. Combine all ingredients in a roasting pan and bake covered at 275F for 4 5 hours. Highlands s residents who own a business may publish their standard size business card for free. -- Easy Cabbage Roll Casserole 1 tablespoon vegetable oil 1 ½ pounds ground beef 2 medium onions chopped 1 cup water 14 ounces tomato sauce 1 clove garlic minced 1 teaspoon salt ½ teaspoon pepper ½ cup uncooked white rice 4 cups shredded cabbage 8 slices bacon Preheat oven to 325F. Grease an 8 x 13 baking dish. Heat oil in a large skillet then cook beef until browned. Drain grease then stir in onions, water, tomato sauce, garlic, salt and pepper and bring to a simmer. Add rice, cover and cook for 10 minutes. Spread half of the cabbage in the baking dish; cover with half of the beef mixture then repeat layers. Arrange bacon over the top. Cover with aluminum foil and bake for 1 ½ hours. P a g e 2 O f 2 1

4 Presidents CORNER It's party time again. On Friday, December 19th the Highlands will host its annual Christmas Party. This an annual event and it is always well attended. It gives all of us a chance to meet and celebrate with our neighbors. Come one come all and enjoy, but first call Peggy at the Highlands Office ( ) and let her know if you are bringing a side dish or a desert. As the year winds down so to do the projects that we had scheduled for The last planting have been done along Shoah (more to come in 2015). I hope that the last repairs have been done for the year (washouts on the trails, fan on the AC, etc.). By and large it has been a rather quiet year with no really major projects. So--no worries--no increase in assessment for This is also the time of year when we give thanks for all of our blessings. It is a time of year when our thoughts turn inward and we all think of our families and loved ones. We can all count our good fortune, whether it is our good health or perhaps a new job or a promotion. Even better a new addition to our family. All of us can look back and see many things to be thankful for in the past year. We can also look forward to the coming year with anticipation of all the good things to come. 5 MANAGER S CORNER NOVEMBER POOL HOURS October 15 to March 1, :30-4pm. The Pool Attendants season is over until March of next year. Please govern yourself accordingly. No alcohol or glass containers are permitted at the pool. No parties. Leave the restrooms clean when you leave them. SOCIAL ACTIVITY the Christmas Holiday Dinner is scheduled for Friday, December 19, 2014 from 7 pm to 9 pm. Please RSVP when you see the signs posted and bring a salad, side, vegetable dish or dessert as requested when phoning the office. More information will be available in the December newsletter. BOARD OF DIRECTORS MEETING AND ARB MEETINGS no meetings in December ANNUAL ASSESSMENT BILLING will be mailed to all owners on December 1 st EXTERIOR MAINTENANCE: 1.) PAINT AND MILDEW please remove dirt and mildew from homes, fences, and driveways. If needed, repaint. An ARB form is available from the office or one can be mailed or faxed to you regarding painting, roofing, paving or any change, modification, or additions to your home. 2.) DRIVEWAYS please repair broken driveways and sidewalks, walk paths and pavers. Remove the presence of green or black mildew and dirt. 3.) TREES please check your property for dead or diseased trees or broken branches. 4.) MAILBOXES paint, repair or replace your mailbox as needed, and make sure your address is displayed on it. Post Office and Emergency vehicles need this information. REMINDERS: - Do not park RVs, trailers, boats, jet skis, large trucks or vans or your property. - Do not dump landscape materials, tires, wood or debris in the Common Areas. - Help keep our Nature Trails clean do not litter and report any problems to the office. - Household trash pick up days are Mondays and Thursdays, landscape pick up on Wed. - Bikes, strollers and skate boards should ride with the traffic flow, and joggers, runners, and walkers should always walk facing traffic. - Tot Lots/Parks please report any vandalism or broken equipment to the office. 8 The RANT The following are the WS Police activities for the month of October ,655. Calls for service 683. Traffic citations written 515. Written warnings were issued 80. Adults were arrested 17. Juveniles were arrested 18. Domestic violence calls were received 33. Traffic accidents occurred 279. Code violations were noted Last August the WS Police underwent a rigorous inspection by the National Agency that accredits police departments nationwide. This is a difficult inspection and one which very few local police subject themselves to, much less are able to pass. In the case of Winter Springs this was a re-inspection. On November 23rd Chief Kevin Brunelle accepted the reaccreditation for the WS Police Department. Congratulations are in order for ALL of the members of your Police Department, both sworn officers and civilian employees. The Holiday season is upon us. This is a time of year when we as Americans give thanks and many of us celebrate our religious beliefs as well as the New Year. It is the time of year to shop and purchase presents for our loved ones. Unfortunately it is also the time of year when some people (crooks) do their shopping at our expense. When shopping be sure and lock our cars. If we go to the car and leave packages and then return to do more shopping, be sure and move your car--that way the bad guys who may be watching will think you have left. Be extra careful to keep all of your doors and windows locked. Do not leave drapes or blinds open so that bad guys can see those presents under the tree. M I N U T ES DRAFT ATTENDANCE: Present: Bob Henderson, President, Sally McGinnis, Secretary, Angela Massa, Vice President, Gail Cook, Director, Louie Hilal, Director and Linda Wheeler, Director. Absent: Denny Robinson, Treasurer. Also present: Peg Reardon, CAM, Karen Paine of Paine Anderson Properties, Inc. and 6 residents. Certify A Quorum a quorum was achieved with the presence of four (4) board members. Call To Order Bob called the meeting to order at 7:00 PM. Certify Notice - Bob certified that the Board of Directors Meeting Notice was posted in accordance with the governing documents and the Florida Statutes. Approval of Minutes of September 11,, 2014 MOTION: Sally moved to approve the Minutes of Sept ember 11, 2014 as submitted. Angela seconded, motion carried. Treasurer s Report In Denny s absence, Karen reviewed the September and October Financials and stated that we are at 85% of our annual budgeted operating expenses. Manager s Report Peg Reardon reviewed the August Manager s Report (attached). Unfinished business -None New business: Proposed Budget MOTION: Sally moved to accept the 2015 Annual Budget as submitted with no increase in annual assessment. Angela seconded, motion carried. Directors Input The members reviewed the Clubhouse Reservation contract and stated that owners, or tenants, of the Highlands must be present at the event, and that no third parties are allowed to rent the clubhouse. Any forfeiture of the Security Deposit withheld will be forwarded to the board for review at the next regular Board Meeting. Bob requested that management contact our security vendor to see if there is a wireless camera available for use at Audubon Park. Resident Input: Joanne Mattie questioned the quality of Audubon Park Lake. The owner of the golf course has an aquatic service that is treating the lake on a monthly basis. The aquatic plants are being killed off and will sink to the bottom of the lake. The city monitors the lake on a monthly basis. Nancy Strong asked who is responsible for overhanging tree limbs on Sheoah Boulevard. She was directed to call the City Public Works Department. P a g e 9 O f 2 1
